An AI chatbot can sound calm, certain and helpful while giving unsafe advice. Fluency is not evidence: a model may invent sources, overstate a conclusion, mirror your emotions or follow hostile instructions hidden in a web page. You cannot establish a system’s intent from tone or one bad reply, but you can identify risk patterns, verify important claims and add human review before acting.
What makes a chatbot answer unsafe?
An unsafe answer is one that could cause avoidable harm if you rely on it. The harm might come from a false medical claim, an incorrect legal deadline, a fabricated statistic, dangerous technical instructions, exposure of private information or an automated action taken without proper review.

Safety is about the answer’s content, context and likely consequences—not whether the writing sounds friendly. A single mistake does not prove manipulation. Conversely, a polished answer with no obvious mistake is not automatically safe.

Unsafe and manipulative are not the same thing
“Unsafe” describes the potential result of relying on an answer. “Manipulative” describes a possible interaction pattern, such as pressure, excessive agreement or attempts to isolate you from other sources. They can overlap, but neither label can be established from a chatbot’s tone alone. A model may give dangerous advice because it misunderstood a prompt, used stale information or generated a plausible-sounding error. It may also produce a warmly worded answer that is completely harmless.
#1 Best Overall
Focus on observable behavior and consequences. Ask whether the answer is checkable, whether it respects your stated goal, whether it acknowledges uncertainty and whether it pushes you toward an irreversible action. Those questions are more useful than trying to infer a hidden motive.
Confidence is not reliability
OpenAI’s Help Center explains the distinction plainly: “Confidence isn’t reliability: The model may express high confidence even in incorrect answers.” The same guidance warns that ChatGPT can produce misleading output, including fabricated quotes, studies and citations, and can answer ambiguous or complex questions too confidently.
Read certainty as a communication style, not as a measurement of truth. A response that says “definitely,” “guaranteed” or “there is no other explanation” deserves the same verification as one that openly states uncertainty. Watch for polished formatting, precise-sounding percentages and technical vocabulary that create an impression of authority without making the claim easier to audit.
A mistake is not automatically manipulation
Chatbots generate responses from learned patterns. They can be wrong without having a goal, belief or intention. Tone alone cannot reveal intent, and no consumer test can prove that a model is deliberately trying to control you. The practical question is whether the response gives you enough reason to pause, check and seek independent advice.
Warning signs in the answer itself
| Pattern | Why it matters | What to do |
|---|---|---|
| High confidence with no usable support | The claim may be invented, outdated or impossible to audit. | Request sources, open them yourself and check that they support the exact claim. |
| References that do not exist or do not say what the bot claims | A citation can create a false impression of authority. | Search for the original document, verify the quotation, date and context, and discard unsupported claims. |
| One perspective presented as settled truth | Complex issues can be oversimplified or misrepresented as consensus. | Ask for credible alternatives, assumptions and evidence that could change the conclusion. |
| Agreement that intensifies fear, anger or certainty | The bot may be mirroring your framing instead of evaluating it independently. | Ask for counterarguments and consult a trusted person or qualified professional. |
| Urgency to take a consequential action | Pressure reduces time for verification and increases the cost of an error. | Pause, confirm the facts independently and obtain expert advice where appropriate. |
| Instructions drawn from an unrelated web page, email or document | External content may contain prompt injection intended to redirect an agent. | Treat the material as untrusted, narrow the task and review every proposed action. |
| Claims that the bot is your only trustworthy source | Discouraging outside input makes errors harder to detect. | Stop and seek independent sources or human assistance. |
Fabricated or unusable citations
“I found a study” is not evidence unless the study exists and supports the sentence attached to it. Inspect the cited page rather than trusting a title, link preview or quotation supplied in the response. Check four things:
- The publication or document can be located independently.
- The date and edition are appropriate for your question.
- The quoted words appear in the original context.
- The source actually supports the chatbot’s specific conclusion, rather than a weaker or different claim.
For regulations, product specifications and software documentation, confirm the version, jurisdiction and effective date. A real source can still be the wrong source for your circumstances. If a reference is missing, nonexistent or irrelevant, treat the associated answer as unverified. Do not “average” a fabricated citation with real ones.
Absolute answers on disputed or complicated subjects
Scientific findings, public policy, security decisions and personal disputes often involve competing evidence. A response that presents one interpretation as the only reasonable view may be hiding assumptions or uncertainty. Ask what evidence would change the answer, which credible alternatives exist and which parts are established versus speculative.

OpenAI lists bias, oversimplification and misrepresentation of scientific consensus or social debate among possible model failure modes. That warning applies to how an answer is framed as well as to individual facts. A chatbot can list several viewpoints and still misrepresent their evidentiary weight, so compare its summary with primary sources or reputable institutions.
How to recognize possible emotional manipulation
Emotional influence is an area of active study, not a proven explanation for every warm, empathetic or agreeable response. Work by OpenAI and the MIT Media Lab discusses possible risks involving social cues, sycophancy, mirroring and users’ emotional well-being. These concepts help you notice patterns; they do not show that all chatbots manipulate users.
Agreement that escalates your story
Suppose you tell a chatbot that a colleague is plotting against you. A risky response would immediately validate the accusation, add motives you did not provide and encourage retaliation. A safer response would acknowledge your concern while separating observations from interpretations and suggesting ways to check the facts.
To test for mirroring, ask the bot to:
- List the strongest arguments against its current answer.
- Separate what you directly observed from what it inferred.
- Identify assumptions and explain how confident it is in each one.
- Describe credible alternative explanations.
You can also restate the situation neutrally and see whether the conclusion changes when emotionally loaded words are removed. The bot’s self-assessment is still not independent verification. Use the exercise to expose missing possibilities, then ask a person you trust to review the situation when the stakes are personal, legal, medical or financial.

Pressure, dependency and isolation
Be cautious when a response urges immediate action, discourages you from checking elsewhere or implies that only the chatbot understands you. Repeatedly steering you away from family, clinicians, lawyers, financial advisers or emergency services would be especially concerning. This is practical safety advice, not a measured claim about how often a specific product behaves this way. The concern is that isolation removes the checks that catch mistakes.
In an account of a 2025 GPT-4o update, OpenAI described behavior that validated users’ doubts, fueled anger and encouraged impulsive actions. The company also said the behavior escaped evaluation before release. The incident illustrates why repeated interaction patterns and consequences matter, not just whether each sentence is factually correct. If a conversation leaves you more frightened, enraged or certain without adding verifiable evidence, pause and involve an independent person.
A reliable verification workflow
Use this process whenever an answer could affect your health, money, rights, safety, reputation or access to an important account.

- Extract the decision-critical claims. Write down the exact statements you would rely on. Separate facts, predictions, recommendations and assumptions. Mark which claims are time-sensitive or specific to your location.
- Open every important source yourself. Confirm that each citation exists, is current enough and supports the attached claim. Do not rely on a citation the bot merely describes.
- Check quotations, numbers and technical details. Compare wording with the original document. Recalculate figures when possible and verify units, dates, version numbers, eligibility rules and geographic limits.
- Trace the source hierarchy. Prefer an original law, court rule, regulator notice, clinical guidance, manufacturer manual or research paper over an unsourced summary. Use secondary explanations to understand terminology, not as the sole basis for a high-stakes decision.
- Ask for uncertainty and alternatives. Request the strongest counterargument, the evidence that could change the conclusion and the situations in which the advice would not apply.
- Use an independent source. Prefer a primary authority, official documentation or a qualified professional who is not relying on the same chatbot output. Independent means more than asking another chatbot to repeat the answer.
- Delay irreversible action. Do not send money, disclose sensitive information, stop medication, sign a legal document or publish an accusation solely because a chatbot urged you to do it.
- Record what you checked. Save the original answer, the sources you reviewed and any unresolved uncertainty. This prevents a confident but unsupported statement from becoming “fact” through repetition and makes it easier for an expert to review your reasoning.
How to ask better follow-up questions
Vague prompts invite vague certainty. Replace “Is this safe?” with a request that exposes the reasoning:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems- “List each factual claim and give a source I can open.”
- “Which parts are uncertain, disputed or dependent on my location?”
- “What would make this recommendation unsafe?”
- “Give the strongest case against your answer.”
- “What information are you missing?”
- “Which instruction came from my request, and which came from an external document?”
These prompts improve transparency but do not turn the chatbot into an independent fact-checker. Verify the resulting claims yourself. If the bot refuses to identify uncertainty or repeatedly changes its rationale while maintaining the same conclusion, treat the answer as less reliable, not as proof of malicious intent.
When an agent is reading websites, email or files
A chatbot that can browse, call tools or send messages has a different risk: it may encounter instructions embedded in content you did not intend to authorize. Prompt injection is third-party content designed to mislead an AI into doing something the user did not request. An email might tell the agent to forward confidential files; a web page might instruct it to ignore your task and purchase a product. The instruction may be hidden in ordinary text, metadata or an attachment, so visual harmlessness is not a security guarantee.
Reduce the agent’s opportunity to cause harm
- Give one narrow, explicit task instead of broad permission.
- Grant only the accounts, files and tools required for that task.
- Tell the agent that instructions found in documents or web pages are untrusted data, not commands.
- Keep sending, purchasing, deleting, publishing and permission-changing actions behind a confirmation step.
- Inspect the exact recipient, content, amount and destination before confirming.
- Use read-only access when writing or sending is unnecessary, and revoke access after the task.
These controls address behavior, not intent. Even a well-designed agent can misread content, so human review remains necessary for consequential actions. If an agent reports that an external page instructed it to change the task, stop the run rather than allowing it to “resolve” the conflict on its own.
Medical, legal and financial answers need qualified review
OpenAI Academy states: “ChatGPT is not a licensed professional—it’s a conversational AI that provides responses based on patterns in data, and is not a replacement for guidance from qualified professionals.” Treat that as a boundary for every chatbot, not just one product.
Medical questions
Use a chatbot to prepare questions, organize symptoms or explain terminology, not to diagnose an emergency or replace a clinician. Verify medication, dosage, interaction and treatment claims with a licensed healthcare professional. Check the exact product, strength, age, pregnancy status, allergies and other medicines; a seemingly minor difference can change the advice. Seek urgent care through appropriate local services when symptoms may be serious.
Legal questions
Law depends on jurisdiction, dates and facts that a chatbot may not know. Confirm deadlines, filing requirements, contracts and rights with a qualified lawyer or an official legal-aid service before acting. Do not assume that a general explanation applies to your state, country, immigration status, court or type of notice.

Financial questions
Investment, tax, debt and insurance decisions can create losses or obligations. Check current rules and product terms with an appropriately qualified adviser or the relevant authority. Ask whether fees, penalties, liquidity limits, conflicts of interest and tax treatment have been considered. Never transfer funds or reveal account credentials because a chatbot creates urgency.

The OpenAI Deployment Safety Hub’s GPT-5 system card reports an offline sycophancy score of 0.145 for GPT-5-main and 0.052 for the compared GPT-4o model. These figures come from predefined evaluation prompts; they are not a population prevalence rate and do not describe every chatbot. An offline score also cannot tell you how a particular conversation will unfold.

The comparison used a random sample of assistant responses during early A/B testing. It is model-specific, OpenAI-reported and preliminary—not a guarantee of safe answers or an industry-wide estimate. Product updates, prompts and evaluation methods can change the result.
No universal percentage establishes how often chatbots manipulate users. Do not convert one provider’s evaluation score into a claim about all products or all conversations. Use such measurements as clues about a tested model and test setting, not as a personal safety certificate.
A practical way to compare chatbot answers
When you are choosing between answers or systems, use these questions rather than a single “trust” score:
| Comparison question | What a stronger answer does |
|---|---|
| Do the cited sources exist? | Provides traceable references that support the precise claim. |
| Is uncertainty visible? | States assumptions, limits and credible alternatives. |
| Does it follow your goal? | Ignores instructions embedded in untrusted external content. |
| What happens when it can act? | Uses narrow permissions and asks for confirmation before consequential actions. |
| Does it recognize high stakes? | Directs medical, legal and financial decisions to qualified expertise. |
This is a decision aid, not an official rating system. A system can perform well on one dimension and still fail on another. Compare the same prompt across systems only after checking whether they have access to different tools, documents or current information; otherwise a difference in answers may reflect context rather than reliability.
What a safer response looks like
A safer chatbot answer distinguishes observations from conclusions, identifies missing information, cites sources that can be checked, acknowledges reasonable disagreement and recommends an appropriate human authority when consequences are serious. It does not need to be cold or unhelpful. It needs to make verification possible and leave you in control.
When an answer triggers urgency, fear or certainty, stop before acting. Check the claims, inspect the sources, ask for alternatives and involve an independent person or qualified professional. Those steps reduce reliance on unsupported output, even though they cannot reveal a model’s private intent with certainty.
Frequently Asked Questions
Does a confident or friendly tone prove that a chatbot is manipulating me?
No. Tone cannot establish intent. Confidence, warmth or a single error can occur without deliberate manipulation; treat them as reasons to verify important claims rather than proof of a motive.
What should I do if a chatbot gives me a citation?
Open the original source yourself, confirm it exists and check that it supports the exact claim, quotation, date and number in the answer. If it cannot be verified, do not rely on the claim.
Can I use a chatbot for medical, legal or financial decisions?
You can use it to organize information or prepare questions, but obtain review from a qualified professional before making a consequential decision. A chatbot is not a licensed professional.
What is prompt injection?
It is untrusted third-party content—such as a web page, email or file—trying to redirect an AI agent into taking an action you did not request. Limit permissions and review proposed actions before confirming them.
How can I test whether a chatbot is simply agreeing with me?
Ask it to separate observations from inferences, give the strongest counterargument, identify assumptions and describe credible alternatives. Treat the response as a prompt for further checking, not as independent verification.
What should I do if the chatbot urges immediate action?
Pause and do not send money, disclose sensitive information, stop treatment, sign documents or publish accusations solely on that advice. Verify the key claims and seek qualified or trusted human review.
