Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →A toxic company culture is a recurring pattern of behavior and working conditions that harms people or the work itself. Look beyond one bad meeting: persistent intimidation, disrespect, fear of speaking up, discrimination, harassment, unethical conduct, or unsustainable demands are stronger evidence. Employees can document facts, check whether reporting is safe, protect their health and safety, and seek outside advice when needed. Employers must investigate concerns, remove harmful conditions, and hold leaders accountable.
What “toxic company culture” means
“Toxic workplace” is a descriptive term, not a medical diagnosis or a universal legal category. It describes recurring conditions or conduct that damage employees, teamwork, productivity, or trust. A single disagreement, unpopular decision, or difficult week does not by itself establish a toxic culture. The useful question is whether harmful behavior is repeated, widespread, tolerated, or rewarded.

The American Psychological Association (APA) describes toxic workplace experiences through problems such as infighting, intimidation, bullying, unreasonable workloads, discrimination, sexual harassment, and unethical conduct. Mindy Shoss, PhD, a professor and industrial-organizational psychologist at the University of Central Florida, summarized the human cost this way: “Toxic workplaces drain all the energy and excitement out of employees and replace it with fear.”
A harmful environment can overlap with conduct regulated by employment, health-and-safety, or anti-discrimination law, but the terms are not interchangeable. Whether behavior is unlawful depends on the jurisdiction, facts, protected characteristics, evidence, and applicable deadlines. Treat the cultural assessment and the legal assessment as related but separate questions.

Signs that a workplace may be toxic
No single sign proves a culture is toxic. Stronger evidence comes from a pattern that affects several people or continues after concerns are raised.
People are afraid to speak, ask for help, or admit mistakes
Psychological safety is a practical signal. In a psychologically safe team, people can raise hard questions, request feedback, ask for help, and discuss mistakes without expecting humiliation or retaliation. Ask what happens in reality, not what the handbook promises:
- Do employees stay silent about risks because challenging a manager has consequences?
- Are bad-news messengers blamed while problems are hidden until they become crises?
- Can a new employee say “I do not understand” without being mocked?
- Are errors examined for learning, or used to shame and punish?
Psychological safety is not a complete health score; a friendly team can still have excessive workloads or discriminatory practices. It is one important indicator of whether people can surface those problems.

Intimidation, bullying, and humiliation are normalized
Watch for shouting, threats, public ridicule, personal insults, deliberate exclusion, retaliation for disagreement, or managers who frighten people into compliance. Also note indirect patterns: a “star” employee who routinely blames colleagues may be protected because results excuse the conduct, while people who report it are labeled difficult. The relevant evidence is the behavior, its frequency, who has power, and what leaders do about it.
Values on the wall conflict with daily decisions
A mission statement cannot compensate for practices that reward corner-cutting or silence. Compare what leaders say with what the organization promotes, tolerates, and measures. Warning signs include ethical commitments that disappear under deadline pressure, managers praised despite abusive conduct, or complaints that are treated as disloyalty. Culture appears in everyday decisions about promotions, workload, discipline, and who receives support.
Work is structurally unsustainable
The World Health Organization (WHO) identifies psychosocial risks including excessive workload or pace, understaffing, long or inflexible hours, low control over job design, unclear roles, limited colleague support, authoritarian supervision, and job insecurity. These are risk factors, not proof that a particular employer is toxic. A temporary peak may be manageable; a permanent staffing gap combined with pressure to hide overtime is a more serious pattern.

Discrimination, harassment, exclusion, or abuse of authority appears
Comments, assignments, pay decisions, promotion barriers, sexual conduct, or exclusion tied to a protected characteristic require prompt attention. Abuse can also involve misuse of authority that is not obviously connected to a protected class. Record the specific conduct and its impact rather than relying only on a label. An incident may be culturally harmful even when a legal claim is uncertain, and a legally significant incident may be hidden inside an apparently ordinary workplace dispute.
Ethical compromises are treated as normal
Pressure to falsify records, mislead customers, conceal defects, bypass safety controls, or shift blame can make employees choose between their values and their jobs. A culture that punishes anyone who raises a concern creates operational and compliance risk as well as personal distress.
Organizational symptoms are worsening
Gallup recommends comparing leaders’ description of culture with employee experience. Possible symptoms include a fading sense of identity, declining customer feedback, difficulty attracting talent, initiatives that repeatedly lose momentum, and employees losing meaning in their work. Turnover alone is not diagnostic: a growing company may have normal movement, while a stable headcount can conceal fear or a lack of alternatives.
What the available data says—and what it does not
| Finding | Scope and qualification |
|---|---|
| 15% described their workplace as somewhat or very toxic | Respondents to the APA’s 2024 Work in America survey; a perception reported by that sample, not an objective prevalence estimate for every workplace. |
| 24% of respondents with a cognitive, emotional, learning, or mental disability reported a “toxic workplace” experience | APA 2024 survey subgroup; do not generalize the figure to all workers. |
| 59% said their employer thinks the work environment is much mentally healthier than it actually is | APA 2024 respondents’ report of a perceived employer–employee gap. |
| 39% worried that disclosing a mental health condition could negatively affect them at work | APA 2024 respondents’ concern; it does not show that every employer would retaliate. |
| 12 billion working days are lost globally each year to depression and anxiety, with an estimated US$1 trillion in lost productivity | WHO estimate published September 15, 2026. It concerns depression and anxiety worldwide, not losses attributable solely to toxic workplaces. |
| Employees who strongly agree they feel connected to culture are 4.3 times as likely to be engaged; 5.3 times as likely to recommend their organization; 62% less likely to feel burned out very often or always; and 47% less likely to be looking for another job | Associations reported by Gallup; the retrieved page did not display a publication year. They do not prove that culture connection alone caused these outcomes. |
These figures show why culture matters while leaving an individual diagnosis to evidence from that workplace. A survey result should prompt analysis and action, not become a label applied to every team.
How to test whether the problem is a pattern
Use a structured review before confronting someone or filing a complaint. Separate observations from interpretations.
- Define the conduct. Write what was said or done, using exact words where possible. “The manager hates me” is an interpretation; “the manager called me incompetent in the team meeting on Tuesday” is an observation.
- Check repetition and spread. Note dates, frequency, affected teams, and whether others report similar treatment. One event can be serious, but recurring or widespread conduct is stronger evidence of culture.
- Map power and incentives. Identify who controls assignments, evaluations, pay, access, or schedules. Ask whether the behavior is rewarded, ignored, or punished.
- Compare stated and lived values. Look at decisions, not slogans: who gets promoted, whose complaints are believed, and whether deadlines override safety or respect.
- Assess impact. Record effects on health, safety, work quality, turnover, customer outcomes, and willingness to speak up. Do not diagnose yourself or colleagues.
- Review the response. A flawed incident handled transparently can be corrected. A credible complaint met with retaliation, dismissal, or concealment indicates a deeper problem.
- Separate cultural and legal questions. Determine whether the facts may involve discrimination, harassment, retaliation, threats, wage or safety issues, or another regulated area. Obtain jurisdiction-specific advice rather than assuming a universal rule.
What employees can do
1. Protect immediate safety and health
If there is a threat of violence, coercion, self-harm risk, or another urgent danger, use emergency services or an appropriate safety channel in your location. For ongoing stress, contact a health-care professional, employee-support resource, union representative, or trusted person. OSHA’s employer guidance emphasizes reducing stressors, providing support, and making help available; employees should not wait for a culture initiative to seek care.

2. Keep a factual, secure record
For each incident, record the date, time, location, people present, exact words or actions, work context, witnesses, and result. Preserve relevant emails, messages, schedules, performance records, and policy documents according to workplace rules. Do not take confidential customer or patient data that you are not permitted to retain, and do not secretly record conversations unless you understand the law and policy where you are.
3. Read the available procedures
Review the employee handbook, complaint and anti-retaliation policies, safety process, and any collective-bargaining agreement. Note who receives complaints, how confidentiality is described, and whether there are deadlines. A union representative or professional association may explain process and accompany you.
4. Choose a reporting route deliberately
Consider whether human resources, a manager’s manager, an ethics hotline, a safety officer, or a union is independent enough to be safe and effective. Look at how similar complaints were handled. If the concern involves the person who controls the normal channel, use the alternative named in policy. Keep your report specific: describe conduct, dates, witnesses, impact, and the remedy or protection you are requesting.
5. Escalate serious or regulated conduct
For discrimination, sexual harassment, retaliation, threats, dangerous conditions, or other potentially regulated conduct, consider an appropriate regulator, union representative, or qualified employment lawyer. Rights, agencies, filing routes, and deadlines vary by jurisdiction; a general online checklist cannot establish what applies to you. Ask about confidentiality, preservation of evidence, and protection from retaliation.
6. Evaluate the response, not just the promise
A meaningful response normally explains who will review the concern, what information is needed, how conflicts will be handled, and how retaliation will be addressed. You may not receive every personnel detail, but unexplained delay, punishment after reporting, pressure to withdraw, or a repeated refusal to investigate are important facts to document.
7. Make a practical exit plan when necessary
Leaving can be reasonable when harm persists or the organization will not act. Weigh immediate safety, health, income, benefits, immigration or visa conditions, caregiving, housing, references, and available support. If you can do so safely, update a résumé, build a financial buffer, and explore alternatives before resigning. Do not let the difficulty of leaving convince you that the conduct is acceptable.

A decision framework for choosing your next step
| Situation | Priority | Possible next step |
|---|---|---|
| Immediate threat or serious health risk | Safety first | Move to a safe setting, seek medical or emergency help, and use an appropriate safety channel. |
| One troubling incident with no immediate danger | Clarify facts and pattern | Document it, review policy, and seek advice before deciding whether to report. |
| Repeated bullying or intimidation | Evidence and protection | Keep records, assess retaliation risk, and use a trusted internal, union, regulator, or legal route. |
| Possible discrimination, harassment, or retaliation | Time-sensitive, jurisdiction-specific advice | Consult a qualified adviser or relevant agency promptly; do not assume deadlines. |
| Internal channels have failed | Health, finances, and alternatives | Escalate externally where appropriate and develop a safe, practical exit plan. |
What managers and employers should do
Investigate promptly and fairly
Receive concerns respectfully, acknowledge them, define the process, and investigate without avoidable delay. Use investigators who are sufficiently impartial and trained for the issue. Interview relevant people, preserve records, assess interim protections, and communicate realistic updates. Protect against retaliation under applicable policy and law. Early investigation is an intervention recommended by APA experts, not a guarantee that every complaint will be substantiated.

Prohibit and address discrimination and sexual harassment. Establish clear procedures for bullying, abuse of authority, threats, and other abusive conduct, including reporting routes and consequences. The WHO’s policy on preventing and addressing abusive conduct illustrates how an organization can formalize expectations; it is an example, not a rule that automatically governs private employers.
Fix job design and working conditions
Review workload, staffing, schedules, employee control, role clarity, support, equipment, and available resources. Remove or reduce avoidable stressors rather than telling employees to become more resilient while leaving the cause intact. A wellness seminar cannot repair chronic understaffing, impossible targets, or a manager who is rewarded for humiliation.
Measure experience and act on the findings
Use a well-designed, appropriately confidential survey or wellness audit alongside interviews, turnover data, absence patterns, safety reports, customer feedback, and exit information. Explain who can see results and how privacy is protected. Analyze differences by team and role without exposing individuals. Gallup cautions that a survey alone does not change culture; leaders must choose actions, assign owners, set dates, and report progress.
Train and evaluate managers
Train supervisors to set expectations, respond to concerns, give feedback without humiliation, support employees, and recognize early signs of overload. Evaluate these behaviors in promotion and performance decisions. Training is useful only when leaders who violate standards face consequences; otherwise employees learn that the real culture is whatever powerful people can get away with.

Make accountability visible
Track whether complaints are acknowledged, investigations finish, workload changes occur, and retaliation reports are addressed. Share aggregate lessons without revealing confidential details. Revisit the affected team after an intervention. Consistency matters: applying a policy to a junior employee while excusing a high-performing executive reinforces the very pattern the policy is meant to stop.

Psychological safety as a practical culture test
Ask employees and managers the same behavioral questions: Can someone challenge a decision? Ask for help? Admit an error? Offer bad news? Receive feedback? Discuss a mistake without being humiliated? Amy Edmondson, PhD, Novartis Professor of Leadership and Management at Harvard Business School, states: “Leaders must prioritize a culture of learning and innovation for team members to be comfortable speaking up, taking risks, and sharing information.”
Use these questions to identify barriers, not to award a simplistic pass or fail. Psychological safety must coexist with clear standards, responsible performance, confidentiality, and protection from genuine misconduct. A team can be candid and still need better staffing or an investigation into harassment.
When a culture problem becomes a legal or regulatory issue
Labels do not determine legal rights. The same behavior may be rude, policy-violating, unlawful, or several of these depending on facts and location. Relevant factors can include protected characteristics, frequency and severity, threats, retaliation after a complaint, wage or hour practices, occupational safety, and the employer’s knowledge and response. Because agencies, procedures, and limitation periods differ, obtain local professional advice before relying on a deadline or filing route.

Building a healthier culture after a complaint
- Stabilize. Address immediate safety, workload, and retaliation risks.
- Understand. Review records and hear from affected employees without presuming the outcome.
- Correct. Change behavior, staffing, processes, incentives, or leadership where evidence requires it.
- Support. Offer appropriate health, leave, union, or employee-assistance resources without making help a substitute for fixing conditions.
- Verify. Set measurable follow-up checks and ask whether employees now feel able to speak up.
The aim is not a better slogan. It is a workplace in which ordinary decisions consistently demonstrate respect, ethical conduct, manageable work, and credible protection for people who raise problems.
