You reclaim electrical capacity safely by proving that the proposed load fits the actual branch circuit, feeder, service, conductors, overcurrent protection and equipment ratings under the code adopted where the installation is located. An empty breaker position, a low meter reading or a breaker-handle number does not prove spare capacity. A qualified electrician or electrical designer must evaluate the installation, apply the permitted load-calculation method and, when appropriate, design a listed power-control system or an upgrade.
This guide is U.S.-focused because it relies on NFPA 70, the National Electrical Code (NEC). The NEC is a model code adopted and amended by states and local jurisdictions, so the authority having jurisdiction (AHJ) and locally enforced edition control the final answer.

What “stranded power capacity” actually means
“Stranded capacity” is an informal description of power that appears unavailable under a rough estimate but might be usable after a proper engineering and code review. It is not a rating printed on a panel. Capacity belongs to a complete electrical path: the load, branch-circuit conductors, overcurrent device, raceway or cable, feeder, service equipment, and any control equipment all have to work together within their limits.

A branch-circuit question asks whether a particular circuit can supply the proposed device safely. The review includes conductor ampacity, overcurrent protection, connection method, receptacle or disconnect ratings, the equipment nameplate, whether the load is continuous, and whether the equipment requires a dedicated circuit. A circuit can have unused moments during the day and still be unsuitable for a new appliance that runs for long periods or starts with a high inrush current.

Feeder and service capacity
A feeder or service question asks whether upstream equipment can support the combined installation. A panel may contain an unused breaker position while the feeder or service load calculation is already constrained. The reverse can also occur: calculated or documented demand may leave headroom even though adding every nameplate value produces an overly conservative total. Neither observation authorizes a change without checking the proposed load and the governing calculation rules.
Why an open breaker slot is not spare capacity
A vacant slot is physical space in an enclosure. It says that a breaker may fit mechanically; it does not establish that the bus, feeder, service, conductors or grounding and bonding system can carry another load. Some panels also have restrictions on breaker types, tandem devices, opposing poles or the number of circuits that may occupy a section. The panel label and installation instructions must be checked, and the upstream calculation still has to pass.
Likewise, a breaker’s face rating describes the protective device, not automatically the capacity of the entire circuit. Replacing a breaker with a larger one can leave conductors or equipment unprotected and create a fire or shock hazard. Never increase protection, double conductors under a terminal, or add a device merely because a space is available.

NFPA identifies the 2026 NEC as its current edition, but the NEC is not a single nationwide law. ESFI notes that it is commonly made mandatory through state or local law, and jurisdictions can enforce older editions or amendments. Ask the AHJ which edition and local amendments apply before relying on any article number, demand factor or equipment rule.
The 2026 NEC reorganizes and expands energy-management requirements in Article 130. Earlier editions use different organization and may not contain identical provisions. A statement that is accurate for the 2026 NEC discussion cannot be silently applied to a location enforcing a prior edition.
A professional workflow for finding usable capacity
- Define the proposed load. Record the equipment type, voltage, phase, rated current or power, starting characteristics, duty cycle, heating elements, motor loads and manufacturer installation requirements. Use the actual nameplate and installation manual, not an internet estimate.
- Identify the complete electrical path. Trace the circuit from the proposed connection through the branch conductors, overcurrent device, panelboard, feeder and service equipment. Confirm conductor material and size, insulation rating, termination ratings, circuit length where voltage drop matters, and the equipment’s listed ratings.
- Inspect the existing installation. A qualified person should verify the panelboard model, bus rating, available breaker types, feeder size, service rating, grounding and bonding, circuit directory accuracy and signs of overheating or damage. Covers should not be removed from energized equipment by an unqualified person.
- Separate branch, feeder and service calculations. Determine whether the limiting point is the individual circuit, a feeder, the service, or a piece of equipment such as a transfer switch or disconnect. Passing one level does not prove that the others pass.
- Apply the locally adopted calculation method. Use the NEC rules and amendments enforced by the AHJ. The 2026 NFPA handbook material places branch-circuit, feeder and service load calculations in Article 120 and illustrates demand factors for defined categories of loads. The calculation must match the occupancy, equipment and edition; it is not a blanket percentage that can be applied to any panel.
- Check operating overlap. Identify which loads can run at the same time and which are controlled, interlocked or mutually exclusive. Coincidence matters only when the code method and any control equipment recognize it and the controls are reliable, listed and installed as required.
- Document the conclusion. Keep the load schedule, equipment data, calculation assumptions, inspection findings, control settings and AHJ requirements. A written record prevents a future installer from treating an informal estimate as an approval.
How demand calculations can reveal headroom
Code calculations do not always equal the arithmetic sum of every nameplate. For specified occupancies and load types, the NEC provides demand factors that represent expected use under defined conditions. Those factors are narrow allowances, not permission to discount arbitrary loads.

The 75 percent example
NFPA’s 2026 handbook material describes a 75 percent demand factor for a defined set of four or more qualifying fixed appliances in the dwelling calculation it presents, subject to the stated exclusions and conditions. That number applies only to that described calculation and edition. It is not a universal household load factor, a branch-circuit rule or evidence that 25 percent of any panel is free.
Dryer and other load tables
The same material includes a separate table of dryer demand factors. A dryer entry cannot be transferred to cooking equipment, water heating, motors or a different occupancy. The professional performing the calculation must verify the exact table, equipment definition and local amendments.
Measured demand
Some jurisdictions permit a measured-load method for certain additional service or feeder loads when detailed conditions are met. Measurement duration, seasonal conditions, installation state, instrumentation, demand interval and eligibility all matter. A brief reading from a plug-in monitor is not established here as a code-valid load study, and it cannot by itself support a sizing decision.
Do not transfer Canadian rules into a U.S. NEC project. The NFPA code-development document discussing Canadian Electrical Code Section 8 is Canadian material, not evidence of a U.S. allowance: NFPA code-development document. A local professional must determine whether any measured-demand provision exists and how it must be documented.
When a listed power-control system can help
A listed power-control system (PCS) manages loads, sources or both to mitigate overload conditions in supported electrical-distribution applications. UL identifies UL 3141 and product category QIJE for PCS certification. Its technical guidance discusses overload-control functions for busbars, feeder conductors, branch conductors and single-source systems.

What PCS changes
A PCS can prevent incompatible loads from operating simultaneously. For example, it may allow a new electrified load to operate when other monitored loads are below a limit, then reduce, pause or disconnect the controlled load when the limit is approached. This is a control strategy, not an increase in the ampacity of a conductor or the rating of a service.

Energy management is not automatically overload protection
UL’s overview of 2026 NEC Article 130 distinguishes energy management from overload protection. A system that provides the overload-control function discussed there must be certified or listed as a PCS under the applicable provisions; an energy-management system may have different listing and performance requirements. An app, display-only energy monitor, smart panel, relay or generic load-sharing accessory is not automatically a listed PCS.
Checks before specifying a PCS
- Confirm the product’s certification category, ratings, compatible voltage and phase, controlled-load types and fault-duty limits.
- Verify that the installation instructions cover the exact panel, feeder, branch circuit and equipment combination.
- Confirm the local edition and AHJ accept the control method for the intended overload function.
- Require defined behavior on communications loss, sensor failure or system malfunction; the 2026 guidance discusses a safe state and qualified-person access to settings.
- Ensure required markings, commissioning records, maintenance instructions and access controls are provided.
- Have the design and settings reviewed by a qualified electrical professional rather than selecting a consumer accessory based on an advertised “load management” label.
Legitimate ways to reclaim or add capacity
| Route | What it can establish or do | Main limits |
|---|---|---|
| Installation-specific load calculation | Evaluates the proposed load and existing equipment under the locally applicable code method. | Requires accurate equipment and installation information, the adopted edition and any local amendments. |
| Permitted demand-factor calculation | Represents expected demand for specified load types, occupancies and conditions. | Factors are narrow and edition-specific; generic discounts are invalid. |
| Permitted measured-demand calculation | Uses documented field demand where the governing code allows that method. | Eligibility, measurement period, equipment and seasonal conditions must be verified; a short consumer reading is insufficient. |
| Listed power-control system | Controls loads or sources to mitigate coincident overloads in supported applications. | Must be properly listed, installed, set, commissioned and accepted locally; it does not raise conductor ampacity. |
| Panel, feeder or service upgrade | Adds physical and electrical capability through designed installation work. | Scope, permits, utility coordination and cost depend on the site; sizing requires a professional evaluation. |
Common situations and the correct response
There is an empty breaker position
Ask for a panel and service evaluation, not a breaker installation. The professional checks the bus, breaker compatibility, feeder and service calculations, then determines whether a new circuit is permitted and what protection it requires.
The panel looks lightly loaded during a visit
A low spot reading may reflect time of day, weather or an appliance cycle. It does not establish the maximum demand or prove that a continuous or starting load will fit. If a measured method is allowed, the professional specifies the instrumentation, interval and observation period.
Several large loads rarely run together
That may support a demand calculation or a listed control strategy, but only when the applicable code recognizes the condition and the equipment reliably enforces it. A household promise that people will “take turns” is not an interlock.
A new appliance trips the breaker
Stop resetting the breaker and remove the new load from service until the cause is found. The trip may indicate overload, a fault, incorrect wiring, a failing appliance or a damaged connection. Have the circuit and appliance inspected before changing protection or moving the plug.
The service calculation fails but a controlled load seems feasible
Ask the designer whether a listed PCS is permitted for that load and edition. If not, the choices are redesigning the loads, reducing demand through equipment selection, or upgrading the panel, feeder or service. Do not treat a non-listed relay or software schedule as equivalent.

Warning signs and unsafe shortcuts
- Frequent breaker trips, blown fuses, warm or discolored receptacles, buzzing, burning odor or flickering lights require prompt inspection.
- Repeatedly resetting a breaker does not restore capacity; it defeats the warning function while the underlying condition remains.
- Power strips and outlet adapters add receptacle openings but do not change the amount of power available from the circuit. ESFI states this explicitly.
- Extension cords, multi-plug adapters and tandem devices cannot substitute for a correctly designed circuit.
- Do not open energized panel sections, move conductors, replace overcurrent devices or alter neutral and grounding connections unless you are qualified and authorized under local rules.
- Do not use a universal “80 percent,” “25 percent spare” or similar rule without identifying the exact code provision and load type.
When an upgrade is the honest answer
An upgrade is usually appropriate when the proposed load cannot pass the branch-circuit or service calculation, when conductors or equipment are undersized or damaged, when the panel cannot accept the required listed protection, or when no permitted control method can keep coincident demand within limits. The work may involve a new branch circuit, feeder conductors, panelboard, disconnect, service equipment or utility connection. The required scope cannot be priced or sized from a breaker count alone.
A professional should explain which component limits the design, what permits and inspections are required, whether the utility must be involved, and how the change affects future loads. If a control system is proposed instead of an upgrade, the documentation should identify its listing, controlled circuits, fail-safe behavior, settings and maintenance obligations.
What to give the electrician or designer
- Address and AHJ information, including the locally adopted NEC edition if known.
- Photos of the panel exterior and directory, without removing covers.
- Panel, breaker, feeder and service ratings visible from safe locations.
- Nameplate data and installation manuals for every proposed and major existing load.
- Operating schedules, known simultaneous loads and any generator, solar, battery or transfer equipment.
- History of trips, blown fuses, heat damage, flicker or recent alterations.
- Your objective: a new circuit, additional appliance, electrification project, temporary load or future expansion.
The result should be a documented calculation or design recommendation, not a verbal assurance based on an empty slot or a momentary reading.
Frequently asked questions
Can I tell whether my panel has room by adding the breaker ratings?
No. Breaker ratings describe protective devices and cannot replace a branch, feeder and service load evaluation. The conductor, equipment and adopted code method control.
Does a power strip create more electrical capacity?
No. It provides more outlets only; it does not increase the power delivered by the circuit.
Can a smart panel or energy monitor prevent an overload?
Only equipment listed and installed for the applicable overload-control function can be relied on for that purpose. Displaying consumption is not the same as controlling a load safely.

Is the 75 percent appliance factor available for any four appliances?
No. The 2026 NFPA handbook example applies to a defined dwelling calculation, qualifying fixed appliances and stated exclusions. It is not a general spare-capacity percentage.
Can I use Canadian measured-load rules on a U.S. installation?
No. Canadian Electrical Code provisions are not automatically part of a U.S. NEC jurisdiction. The AHJ and a qualified professional must identify any applicable U.S. method.
What should I do if the breaker keeps tripping?
Stop repeated resets, disconnect the suspect load if safe, and arrange an inspection. A trip is a protective response, not evidence that a larger breaker or adapter is needed.
