First compare your portfolio with the allocation you deliberately chose for your goals, time horizon and risk tolerance. If market movements have pushed the holdings away from that target, rebalancing restores the intended mix. You can redirect new contributions, buy underweight categories, or sell overweight holdings and buy what is underweight. Before selling, check transaction costs and possible tax consequences.

What rebalancing means after a market drop
Rebalancing means bringing a portfolio back toward its intended asset-allocation mix and risk level. It is different from trying to predict which asset will recover first, chase a recent winner, or rewrite a long-term plan because prices have fallen.

The U.S. Securities and Exchange Commission (SEC) describes rebalancing as restoring the original allocation. For example, an investor might have selected a target in which stocks represented 60% of the portfolio. If stock prices rose relative to the other holdings, stocks could grow to 80% of the portfolio. That 60%-to-80% example is an illustration of drift, not a recommended allocation or a prediction about markets.

After a decline, the same process works in either direction. A category that fell more than the rest may now be below its target weight; a category that held up better may be above target. The decision is whether the portfolio has moved materially away from a plan that still fits you—not whether the latest headline sounds optimistic or alarming.
Decide whether the plan still fits before examining individual holdings
Do not start by asking which fund or stock to sell. Start by confirming the allocation you intended to maintain and whether the reasons for choosing it remain valid.
Review your goals and time horizon
List the goals the portfolio is meant to fund, when each goal will need money, and how much flexibility you have if the value falls. A long-term retirement account and a near-term house deposit can require different mixes even if both are invested. A shorter time horizon may leave less opportunity to wait for a recovery, while a distant goal may allow more time for fluctuations. The SEC and Investor.gov materials emphasize goals and time horizon when considering allocation.
Check your financial circumstances
Look for changes such as a new cash need, a job or income change, debt obligations, an emergency-fund shortfall, or a major change in savings. Those facts can affect how much market loss you can withstand and how much money must remain readily available. A portfolio review should not assume that every dollar is still available for the same purpose.
Reassess risk tolerance separately from recent performance
Risk tolerance is your ability and willingness to accept losses and volatility. A decline can reveal that the chosen mix is harder to hold than you expected, but a frightening month does not automatically prove that the allocation should change. Ask whether your tolerance, capacity for loss, or financial situation has materially changed. If it has, changing the allocation may be appropriate; if it has not, selling simply because one category recently performed poorly can turn a temporary move into a permanent loss.

Investor.gov cautions against changing the asset mix merely because one category recently outperformed another. Rebalancing is meant to restore the plan, not replace it with a reaction to performance.
Measure the portfolio’s current weights against the target
Gather current values for each broad category in your plan—such as stocks, bonds and cash, if those are the categories you use—and calculate each category’s percentage of the total portfolio.

Use the allocation in your investment policy, retirement plan, or other written decision. If you never set one, pause and establish a suitable plan before treating a decline as a rebalancing event.
- Value the current holdings. Use the same valuation date for every account and include all holdings that are part of the plan.
- Calculate each current weight. Divide a category’s current value by the portfolio’s total value.
- Compare current and target weights. The difference is the drift. A positive difference means the category is overweight; a negative difference means it is underweight.
- Check the whole portfolio. A category can look balanced inside one account while the combined household allocation is far from target. Decide whether your plan is account-by-account or consolidated, then apply the same definition consistently.
Use the SEC’s 60%-to-80% stock illustration as a way to understand drift: the stock percentage increased because relative performance changed the portfolio’s proportions. It does not tell you that 60% stocks is right for you or that 80% is always too high.
Choose a rebalancing method that fits your cash flow
The SEC identifies three practical approaches. They can be used separately or together, but none guarantees that costs or taxes will be avoided.
| Method | What you do | When it can fit | What to check |
|---|---|---|---|
| Redirect contributions | Send future payroll deductions or recurring deposits to underweight categories instead of adding equally to every holding. | You are making ongoing contributions and the plan allows you to change their destinations. | How quickly new money can reduce the drift and whether the contribution schedule is large enough to matter. |
| Buy underweight categories with available cash | Use cash already available in the account to purchase categories below target. | You have cash that is part of the investment plan and buying fits your chosen allocation. | Trading charges, fund expenses, bid-ask spreads where relevant, and whether the purchase leaves enough liquidity for your needs. |
| Sell overweight holdings and buy underweight categories | Reduce categories above target and direct the proceeds to categories below target. | The drift is large enough to warrant trades and the account’s costs and tax treatment make selling acceptable. | Transaction fees, possible taxable gains, order mechanics, and whether the sale could create an unintended concentration or cash position. |
Use contributions first when they are sufficient
Directing new money does not require selling an existing holding. It can gradually move percentages toward target while avoiding a sale in that account. The approach may be slow when contributions are small relative to the portfolio, so measure the resulting weights rather than assuming the drift has disappeared.

Buy underweight categories with cash deliberately
A cash purchase can restore part of the mix without selling an overweight position. Confirm that the cash was intended for investment and that you are not using money needed for bills, emergencies or a near-term goal. Buying more of a category that recently fell is consistent with restoring a target only when that category remains part of your plan.
Sell and buy only when the trade is justified
Selling can bring the portfolio back to target more quickly, but it is the method most likely to create transaction and tax consequences. A taxable sale may realize a gain or loss; the effect depends on the account, holding and applicable tax rules. Do not assume that a sale is tax-free or that a purchase has no cost.
Set a review rule before the next decline
Two approaches appear in SEC and Investor.gov guidance: a calendar review and a preset allocation threshold. They are decision rules, not universal instructions.
| Trigger | How it works | Trade-off to consider |
|---|---|---|
| Calendar review | Check the allocation on a recurring schedule. Investor.gov cites six- or twelve-month reviews as examples that some experts recommend. | A fixed date is easy to follow, but it can lead to a trade when drift is trivial or when the calendar happens to coincide with unusual volatility. |
| Preset drift threshold | Review or rebalance when a category moves beyond a percentage difference you selected in advance. | The rule responds to the size of the allocation change, but it requires consistent calculations and a threshold chosen for your plan. |
The SEC says rebalancing tends to work best relatively infrequently. Checking every market move can turn a long-term allocation into headline-driven trading, add costs, and make it harder to follow the plan. A threshold or calendar rule should be written down, applied consistently, and revisited when your goals or circumstances change.
A step-by-step workflow after prices fall
- Pause before placing an order. A decline is an event to review, not an automatic instruction to buy or sell.
- Open your allocation statement. Identify the target mix and the accounts included in it. If the target is not documented, establish the plan before calculating drift.
- Confirm that the plan still matches your life. Recheck goals, time horizon, financial circumstances and risk tolerance. Change the allocation only if those factors support a change—not merely because recent performance was poor.
- Calculate current percentages. Use current values and compare every category with its target.
- Apply your review rule. Determine whether the calendar date or preset threshold says the drift warrants action.
- Choose the least disruptive suitable method. Consider redirecting contributions, buying with intended cash, or selling overweight holdings and buying underweight categories.
- Estimate costs before selling. Check commissions or other transaction fees, fund charges, spreads where relevant, and potential tax consequences for that specific account.
- Place only the orders needed for the target. Verify the category, amount, account and order instructions. Avoid adding a new asset simply because it has recently fallen unless your plan calls for it.
- Record the result. Note the date, target percentages, trades or contribution changes, and the next review trigger. This record helps prevent repeated decisions based on memory or headlines.
- Monitor without constant intervention. Wait for the next rule-based review unless a genuine change in goals, time horizon, finances or risk tolerance requires an earlier plan review.
Understand costs and taxes before selling
Rebalancing can involve more than the displayed price. The SEC specifically advises investors to consider potential transaction fees and tax consequences before rebalancing. Costs vary by account and investment, so inspect the current fee schedule and account documents rather than relying on a general assumption.

Transaction costs
Possible costs include commissions, account charges, fund trading costs and the difference between the price you expect and the price at which an order executes. Even a small charge can matter when you rebalance frequently or make many small trades. Compare the cost with the size of the drift and the benefit of restoring the target.
Tax consequences
In an account subject to tax on realized transactions, selling can create a taxable gain or loss. The result depends on the account type, purchase history, holding period and current law. Retirement and other account structures can have different rules, but no account should be assumed tax-neutral without checking its terms. The SEC points investors toward financial or tax professionals when help is needed to minimize potential costs.
Robo-adviser tax and trigger questions
If a managed service performs the rebalancing, read how it operates before enrolling or changing settings. Investor.gov’s robo-adviser bulletin advises asking how often the portfolio is rebalanced, what triggers allocation changes, what fees apply, and what tax implications may arise for the account type. Automation changes who performs the trade; it does not remove the need to understand the allocation or consequences.

Taxable brokerage accounts
In a taxable account, favoring contributions or cash purchases can sometimes reduce the need to realize gains, but that is not a promise of lower taxes. Review each lot, the account’s tax documents and the consequences of any sale. If the drift is small, the cost of selling may outweigh the benefit of exact alignment.

Retirement accounts can have different transaction and tax treatment from taxable accounts, but the relevant rules depend on the account and jurisdiction. Use the account’s disclosures and current professional advice when a trade could affect reporting, withdrawals or other obligations.
Best Value
Target-date funds
A target-date fund delegates allocation and rebalancing to the fund adviser. Investor.gov explains that these funds generally shift toward a more conservative mix as the target date approaches. Before relying on one, examine its stated goal, time horizon, holdings and fees. The fund’s glide path is its own plan; it may not match the allocation you would choose for every goal or account.
Robo-adviser portfolios
A robo-adviser can automate allocation and rebalancing, but automation is not a substitute for reviewing the assumptions entered into the service. Confirm the target, rebalancing frequency, triggers, management fees and account-dependent tax effects. A paid managed service is optional; the same decision points remain relevant when you rebalance manually.
Common mistakes and how to correct them
- Changing the target because of a recent loss. Recheck goals and risk tolerance first. If they are unchanged, restore the chosen mix rather than creating a new one in response to performance.
- Assuming every decline creates an opportunity. A lower price does not establish that an asset belongs in your portfolio. Buy an underweight category only when it remains part of the plan.
- Trading without measuring drift. Calculate current percentages before acting. Otherwise, you can overcorrect or create a new imbalance.
- Ignoring the whole-account picture. Combine the accounts covered by your allocation policy before deciding what is overweight or underweight.
- Rebalancing too often. Constant adjustments can increase costs and make the portfolio follow headlines. Use a calendar or threshold rule.
- Assuming contributions will fix the problem immediately. Compare the contribution amount with the portfolio size and recalculate after deposits are invested.
- Forgetting taxes and fees. Inspect the account’s costs and tax treatment before selling; ask a qualified professional when the consequences are material.
- Treating an automated service as set-and-forget. Review its target, triggers, frequency, fees and tax implications, especially after a life change.
When to seek professional help
Consider qualified financial or tax advice when a sale could create a large taxable gain, several accounts have conflicting goals, your circumstances have changed substantially, or you cannot determine whether the allocation still fits your risk capacity. A professional can help evaluate the plan and potential costs, but the decision should still be tied to your goals, time horizon and risk tolerance rather than a market forecast.
Bottom line: restore the plan, do not chase the decline
After a market decline, compare the portfolio with the allocation you deliberately chose. If the mix has drifted and the plan still fits, restore it using contributions, purchases, sales, or a combination—after checking fees and tax consequences. If your goals, time horizon, finances or risk tolerance have changed, review the allocation itself. A calendar or preset-threshold rule can keep the process deliberate, while infrequent reviews help prevent every market move from becoming a trade.
