How to Rebalance a Portfolio After a Technology Stock Sell-Off

Do not make an all-or-nothing decision based on the headline drop. First measure your whole portfolio—including the technology exposure inside broad-market funds—against a written target allocation. Then restore that target in the least disruptive way available: direct new contributions and cash toward underweight assets, sell only the lots needed to correct excessive exposure, and account for taxes, fees, liquidity needs and your time horizon.

A sell-off can change both your risk and your emotions. A written process turns the event into an allocation decision rather than a bet on which sector will rebound first.

What rebalancing means after a technology sell-off

Rebalancing is the deliberate act of bringing a portfolio back toward its intended mix of assets. The target might specify percentages for stocks and bonds, regions, company sizes or sectors. A technology sell-off changes market values unevenly, so the portfolio you own today may no longer resemble the portfolio you chose when you invested.

The goal is not to predict the next technology rally or to abandon stocks because prices fell. It is to keep the amount of risk you are taking consistent with your objectives. The U.S. Securities and Exchange Commission’s Investor.gov describes rebalancing as cutting back on current winners and adding to current losers, an approach that can make an investor buy relatively low and sell relatively high without requiring a market forecast.

Because this title does not identify a particular sell-off, date, index, security or country, there is no universal percentage decline or single trade that applies. Your account type, tax residence, time horizon and target allocation determine the appropriate action.

Start with a complete exposure inventory

Before placing an order, list every investment account and holding. Looking only at individual technology shares can produce a false sense of diversification: a broad-market fund may still hold many of the same large technology companies.

Record the information for each holding

  • Account and tax status: taxable brokerage, traditional retirement account, Roth-style account or another local equivalent.
  • Current market value and percentage of the total portfolio.
  • Number of shares or units and the fund’s or company’s stated asset class.
  • Cost basis, acquisition date and unrealized gain or loss for each taxable tax lot.
  • Approximate exposure by sector, geography, company size and asset class.
  • Cash balances, upcoming withdrawals and any money that must remain liquid.
  • Transaction fees, account restrictions and whether automatic contributions can be redirected.

Look through funds instead of treating each ticker as a separate risk

Read the latest holdings and allocation information for broad-market, index and target-date funds. Two funds with different names can overlap heavily in the same technology companies. Add the estimated technology weight from each fund to your direct technology holdings; do not assume that a fund labeled “broad market” has little technology exposure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Exact look-through percentages change as prices and fund holdings change. Use the fund provider’s current portfolio file or factsheet for an estimate and label the date you used. If you cannot obtain a reliable breakdown, treat the exposure as uncertain rather than claiming that the fund solves concentration.

Reconfirm the target allocation before trading

A target allocation is a policy decision, not a reaction to a single red day. Revisit your time horizon, ability to tolerate losses, income stability, emergency reserves, planned spending and need for liquidity. A portfolio intended for a payment next year should not be managed like money for a retirement date decades away.

Investor.gov notes that diversification can involve different stocks or bonds and different sectors, including consumer goods, health care and technology. That does not mean every investor should hold the same percentages. It means your target should deliberately spread risks that matter to your goal.

Questions that can change the target

  • Has your investment horizon shortened because a purchase, tuition bill or retirement date is approaching?
  • Would a large further decline force you to sell to meet essential spending?
  • Do you have a cash reserve separate from investments?
  • Has your employment or business income become tied to the technology sector?
  • Are you comfortable with the tax cost of reducing a concentrated position?
  • Do your current investments add country, currency or company-size risks that your written plan did not intend?

If the answers change your capacity or willingness to take risk, update the target first. Otherwise, changing the target simply because technology prices fell is an attempt to time the market rather than a rebalance.

Measure drift with a rule you can follow

Calculate the current percentage of each target category and subtract the target percentage. For example, if stocks are targeted at 70% and now represent 76%, the drift is plus 6 percentage points. If bonds are targeted at 30% and now represent 24%, their drift is minus 6 points.

Vanguard’s example for a 70% stock/30% bond portfolio uses a 5-percentage-point rebalancing threshold. That is an example, not a mandatory rule. You can choose an absolute percentage band, a calendar review, or both. A threshold limits unnecessary trades; a calendar check prevents the portfolio from being ignored when no band is breached.

Write the rule down

  • Target percentages for each asset class and any sector or regional limits.
  • The drift band, such as 5 percentage points from target.
  • The review date, at least every six to 12 months according to Investor.gov guidance.
  • The order in which you will use contributions, cash and sales.
  • Exceptions for near-term cash needs, taxes or account restrictions.
  • The person responsible for approving a change if more than one household member invests.

Choose the least disruptive way to restore the mix

The SEC and FINRA investor bulletin identifies three basic methods: sell overweight assets and buy underweight assets, buy more of the underweight assets, or use new contributions to correct the mix. The right choice depends on the size of the drift and the account’s tax and fee consequences.

Method How it works Main advantage Main trade-off
Redirect new contributions Send future deposits to underweight asset classes instead of adding to technology. Usually avoids realizing gains and can be automated. Too slow when the drift is large or contributions are small.
Use available cash Invest idle cash in underweight categories while leaving existing lots untouched. Corrects exposure without selling appreciated positions. Reduces liquidity; keep money needed for expenses outside the trade.
Sell overweight holdings and buy underweights Trade enough of the concentrated position to reach the target. Restores the allocation quickly and precisely. May create capital gains, transaction costs and a tax-lot decision.
Exchange within a retirement account Change funds inside an account where the transaction is generally not a current taxable sale under local rules. Often more tax-efficient than selling in a taxable account. Account rules, investment menus and future withdrawal taxation still apply.

Use contributions and cash first when they can reasonably correct the drift. If a sale is necessary, sell only enough to meet the written rule rather than liquidating every technology holding.

A step-by-step rebalancing procedure

  1. Freeze the impulse trade. Wait long enough to calculate the portfolio, check liquidity and read the order details. A sell-off headline is not an allocation instruction.
  2. Build the inventory. Export or copy each account’s holdings, values, cost basis and tax status into one worksheet. Add approximate look-through technology exposure for funds.
  3. Set the measurement date. Record the prices and fund holdings date used so that your percentages can be reproduced later.
  4. Apply the target. Multiply the total portfolio value by each target percentage to obtain the desired dollar amount. Compare each desired amount with the current amount.
  5. Mark breaches. Apply your drift band, such as the 5-percentage-point example. Separate categories that are outside the band from those that are merely different by a small amount.
  6. Check cash needs. Exclude emergency reserves and money required for known spending from the amount available to invest.
  7. Use new money and cash. Redirect payroll deposits, automatic contributions and available cash to the most underweight categories first.
  8. Choose tax lots if sales remain necessary. In a taxable account, identify lots with the smallest gains, available losses or holding periods that fit your tax plan. Confirm the order type, spread and commission schedule before submitting.
  9. Place trades in the needed sequence. Sell only the calculated overweight amount, then buy the underweight assets. Check that the replacement assets provide the intended asset-class and geographic exposure.
  10. Verify execution. Compare fills and resulting percentages with the worksheet. Confirm that automatic purchases are not still adding to the concentrated category.
  11. Document the result. Save the target, post-trade allocation, tax-lot decisions, date, fees and any exception you used.

How to handle taxes, tax lots and wash-sale rules

In a taxable account, selling an appreciated technology position can create a realized capital gain. Review each lot’s basis, acquisition date, unrealized gain or loss and holding period before trading. A lot with a smaller gain may reduce the immediate tax impact, while a lot with a loss may offset gains subject to the rules where you file taxes.

Do not assume that a retirement-account exchange has the same tax treatment as a taxable sale, or that a loss sale is automatically deductible. Wash-sale rules can defer recognition of a loss when you or a related account buys a substantially identical security within the applicable window. The exact definition, window and treatment vary by jurisdiction and security, so discuss the planned trades with a qualified tax professional.

Taxes are only one cost. Include commissions, bid-ask spreads, fund transaction charges, redemption fees and the opportunity cost of giving up liquidity. Investor.gov warns that the chosen rebalancing method can have transaction-fee or tax consequences.

Ways to reduce the tax bill without abandoning the target

  • Use contributions and cash to buy underweight assets before selling gains.
  • Make tax-sensitive sales across more than one tax year only if the resulting drift remains acceptable.
  • Use realized losses to offset gains when appropriate and permitted.
  • Prefer tax-advantaged accounts for trades when the account’s rules and investment menu support the target.
  • Donate appreciated assets only after confirming eligibility, valuation and charity rules with a tax adviser.

These techniques can delay or reduce taxes, but they should not leave a portfolio materially outside its risk target merely to avoid a bill.

Check whether the replacement actually diversifies you

Moving from one technology company to another technology-heavy fund may change the ticker without changing the risk. After each trade, review concentration at three levels:

  • Single security: no one company should dominate the portfolio beyond the limit in your policy.
  • Sector: direct holdings plus embedded fund holdings should fit your intended technology range.
  • Asset class and region: the replacement should preserve the desired balance of stocks, bonds, cash, domestic exposure and international exposure.

Several funds can own the same large companies, and a sector fund can overlap with a broad-market fund. Compare the top holdings, sector weights and regional weights rather than relying on fund names. Also check whether a bond fund has duration, credit or currency risks that make it unlike the stabilizing asset you intended.

Should you buy the dip or move to bonds?

“Buy the dip” is not a complete strategy. Buying more technology increases an already concentrated exposure unless technology is below its target after the sell-off. Moving to bonds can lower risk, but selling stocks solely because prices fell may lock in losses and leave you unable to participate in a recovery.

Use the target allocation to decide:

Current condition Action consistent with a written plan What to avoid
Technology is above target after accounting for funds Direct new money elsewhere; sell enough technology exposure only if the drift rule requires it. Adding more simply because the price is lower.
Technology is at or below target and your risk capacity is unchanged Continue scheduled contributions or restore the target gradually. Making a larger sector bet based on a prediction.
Your time horizon or loss capacity has changed Revise the overall stock/bond target, then rebalance toward the new policy. Using a temporary market move as a substitute for a risk review.
Cash is needed soon Hold the required amount in an appropriate liquid reserve and invest only long-term money. Forcing a sale later to pay a known bill.

Vanguard characterizes rebalancing as staying in sync with long-term goals rather than market timing. That principle matters when a sell-off makes a forecast feel urgent.

Use a gradual schedule when a one-day correction would be disruptive

A single trade is not always necessary. If taxes, liquidity or emotional comfort make an immediate correction difficult, divide the planned purchases or sales into pre-specified installments, such as monthly or quarterly trades, while keeping the drift inside a range you can tolerate. Write the schedule and the conditions for stopping; otherwise, “gradual” can become an indefinite refusal to rebalance.

Gradual implementation does not remove market risk. Prices may rise before the later installment, or fall further. Its purpose is to manage execution and behavior, not to improve a forecast.

Common mistakes and how to fix them

Selling every stock

Investor.gov cautions that selling all stock assets when the market is down can cause a significant loss. Fix the mistake by returning to the target allocation and selling only what the policy identifies as excess, if anything.

Ignoring indirect technology exposure

A portfolio can remain technology-heavy after selling a favorite company because broad funds still own the sector. Fix it with a holdings look-through and a combined sector estimate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Changing sectors to guess the next winner

Replacing technology with whichever sector recently performed well creates a new concentration and a timing decision. Fix it by using asset-class and diversification targets instead of performance rankings.

Trading without a tax-lot plan

A market order can select an expensive lot or create an avoidable short-term gain. Fix it by reviewing lot selection, holding period and estimated tax before submission.

Using money needed for bills

Rebalancing with emergency reserves or near-term spending money can force a second sale at an unfavorable time. Fix it by separating liquidity needs from long-term portfolio capital.

Failing to stop automatic purchases

Redirecting one deposit does not help if another account continues buying the concentrated sector. Fix it by checking every recurring instruction after the trade.

Free tools Windows power users keep installed

Leaving the rule undocumented

Without a written threshold and review date, each sell-off becomes a fresh emotional debate. Fix it by recording the policy and scheduling a review at least every six to 12 months or whenever the chosen drift band is breached.

When professional help is worthwhile

Consider a fiduciary financial adviser or qualified tax professional when you have concentrated employer shares, multiple account types, restricted stock, large unrealized gains, cross-border tax issues, charitable-giving plans or a withdrawal that cannot be delayed. Ask the adviser to show the proposed allocation, estimated taxes and fees, overlap analysis and the rule that will govern future rebalancing.

Professional help does not replace the need for a target. You should still be able to explain what percentage you intend to hold in each major asset class, why the allocation fits your horizon and what event will trigger the next review.

A practical worksheet for the next review

Keep one page with the following fields:

  • Review date and portfolio value.
  • Target percentage and dollar amount for each category.
  • Current percentage and dollar amount.
  • Percentage-point drift and whether the threshold was breached.
  • Direct technology exposure and estimated exposure through funds.
  • Cash available, required liquidity and planned contributions.
  • Taxable lots considered, estimated gains or losses and holding periods.
  • Trades placed, execution prices, fees and resulting allocation.
  • Next review date and any temporary exception.

This record makes the next decision mechanical and gives you a way to check whether the portfolio still reflects your life, not just the latest market move.
