Do not sell technology stocks simply because prices fell. First measure your total technology exposure, compare it with the allocation your goals and risk tolerance require, and then restore that target with the smallest practical trades. If your circumstances have changed, set a new allocation before moving money.

The U.S. Securities and Exchange Commission (SEC) identifies three ways to rebalance: sell overweight categories and buy underweight categories, buy only underweight categories, or direct new contributions toward underweight categories. Your choice should account for taxes, transaction costs, liquidity and account rules.

Decide whether the sell-off changed your plan

A market drop is not, by itself, a reason to rewrite an investment plan. Rebalancing is a risk-control process: it brings the portfolio back to its intended mix of stocks, bonds, cash, international assets and any deliberately limited sector tilt. The SEC describes the purpose as preventing the portfolio from overemphasizing an asset category and returning it to a comfortable level of risk.

Ask two separate questions:

  • Did technology become underweight relative to the target? A price decline can reduce a technology position below its intended range. If the target still fits, selling more may move you farther from the plan.
  • Did your target itself become inappropriate? A job change, shorter time horizon, new spending need, lower emergency reserves or a genuine change in risk tolerance can justify a new allocation. Document that change rather than letting the headline determine it.

Vanguard describes rebalancing as responding to allocation drift, not predicting the next market move. Its investor education states: “Rebalancing isn’t about market-timing; it’s about sticking to Vanguard’s principles for investing success and creating a strategy to stay in sync with your long-term goals.”

Measure your real technology exposure

Many investors underestimate concentration because they count account statements instead of underlying holdings. A broad-market fund can contain substantial technology companies, while an employer stock plan, individual shares and options can add still more exposure.

Build a complete inventory

  1. List every taxable, retirement and education account.
  2. Record each individual technology company holding.
  3. Identify technology-sector funds, growth funds and thematic funds.
  4. Open the latest holdings files for broad-market funds and estimate their technology weight.
  5. Add employer stock, restricted shares, stock options and other derivatives. Treat unvested or unavailable assets separately when assessing liquidity, but include their economic exposure in a concentration review.
  6. Note the market value, cost basis, holding period, account type, expense ratio and trading costs for each position.

Several funds do not automatically create diversification. If multiple funds own the same large technology companies, a sell-off can affect all of them at once. Review overlap after any trades, not just the number of fund tickers.

Use a simple exposure worksheet

Item to record Why it matters
Direct technology shares Creates company-specific and sector concentration.
Technology-sector and growth funds May duplicate the same companies or style exposure.
Technology inside broad-market funds Can leave the portfolio concentrated even after selling a dedicated sector fund.
Employer stock and equity compensation Links investment risk to employment and income risk.
Options or other derivatives Can create exposure larger than the cash invested and may have expiration or exercise constraints.
Account, basis and holding period Determines whether a trade can create taxable gains and which tax rules apply.

Write the target allocation before trading

Your target should come from the job your money must do, not from the size of the recent technology decline. Define desired ranges for stocks, bonds, cash, international assets and any permitted sector tilt. Consider:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • When the money will be needed and whether withdrawals are flexible.
  • Emergency cash and near-term obligations.
  • Stable income sources and the risk that your employment is tied to technology.
  • How much loss you could financially absorb and still follow the plan.
  • Whether the account is taxable, tax-deferred or tax-free.
  • Any written investment policy, employer-plan restriction or legal requirement.

A sector tilt is different from a core allocation. If you intentionally allow technology to exceed a broad-market weight, write the maximum and the conditions for reducing it. Without a written limit, a successful sector can quietly become the portfolio’s dominant risk.

Set a drift rule

A drift rule tells you when to act instead of inviting a decision based on fear or excitement. Vanguard gives a five-percentage-point threshold as an example: a 70/30 portfolio would be reviewed after moving to 76/24. That is an illustration, not a universal prescription. A calendar review combined with a threshold is easier to follow than either one alone.

  • The review month or frequency.
  • The percentage-point or relative band that triggers action.
  • Whether the band applies to the whole portfolio, an asset class or a sector cap.

Choose how to restore the allocation

The SEC outlines three implementation routes. Each can be appropriate in a different tax and cash-flow situation.

Route How it works When it can help
Sell overweight, buy underweight Trim categories above target and purchase categories below target in the same rebalance. Useful when drift is material and the tax and trading costs are acceptable.
Buy only underweight categories Leave existing positions in place and direct available cash to the categories that fell below target. Can reduce taxable sales and is practical when you have cash to invest.
Redirect ongoing contributions Send payroll contributions, dividends or interest to underweight categories until the portfolio returns to range. Often the lowest-friction approach for regular savers.

In a taxable account, the second and third routes may take longer but can avoid realizing an appreciated position. In a tax-advantaged account, an exchange may avoid a current capital-gains realization, although plan rules, withdrawal rules and investment choices still apply.

Execute in the least tax-costly account first

Use cash flows before selling

Pause automatic purchases of overweight technology funds and redirect new contributions, dividends and interest to underweight categories. This can correct small drifts without a sale. Keep enough cash for known expenses and your emergency reserve; do not force a rebalance that creates a liquidity problem.

Review taxable lots deliberately

Before selling, compare each lot’s basis, holding period, unrealized gain or loss and transaction cost. Higher-basis lots may reduce the gain realized by a trim, while a loss may be useful for tax-loss harvesting if it fits the investment plan. A sale held for a shorter period can have different tax treatment from a sale held longer. Local tax rules may differ from federal rules.

Tax-loss harvesting has operational traps. Replacing a sold security with a substantially identical one can trigger wash-sale restrictions in some jurisdictions, including through purchases in another account or an automatic dividend reinvestment. Coordinate the transaction across all accounts and consult a qualified tax professional about your jurisdiction and circumstances.

Consider gradual moves for large reallocations

Vanguard’s reallocation guidance says a shift greater than 10% may be made gradually. A staged plan can reduce the risk of making one emotionally timed trade, but it also leaves the old allocation in place longer and may produce a different result if markets move. Set the dates, amounts and stopping rule in writing rather than improvising after each price change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use account location purposefully

Tax-advantaged accounts can be useful places to exchange holdings when their rules permit it, while taxable accounts require a realized-gain decision for each sale. Vanguard’s Q4 2025 commentary also identifies ongoing cash flows, tax-advantaged accounts, tax-loss harvesting and direct indexing as possible tax-management approaches. These are tools, not guarantees of lower tax, and direct indexing can add complexity, fees and tracking considerations.

Where to put money after reducing technology exposure

There is no universally correct replacement fund or percentage mix. Choose the destination by the role it plays in your written allocation, not by whichever asset has recently performed best.

Evaluate each candidate on eight axes

  1. Concentration and overlap: Does it own the same technology companies or similar growth factors?
  2. Portfolio role: Is it intended to provide growth, income, stability or near-term liquidity?
  3. Volatility and downside behavior: How might it behave in an equity shock or an interest-rate move?
  4. Correlation: Is it likely to move independently enough to improve diversification?
  5. Liquidity and spread: Can you trade it at a reasonable cost when needed?
  6. Fees: Are ongoing charges justified by the exposure and service?
  7. Tax location: Is the account suitable for the income, turnover or gains the holding may produce?
  8. Horizon and risk capacity: Can you hold it through a downturn without selling for a forced expense?

Match destinations to the gap

  • Underweight bonds: Direct the required amount to the bond role specified in your plan rather than treating every bond fund as interchangeable. Consider maturity, credit exposure and interest-rate sensitivity.
  • Insufficient cash: Rebuild the reserve for near-term spending before adding risk elsewhere.
  • Underweight international assets: Use the international allocation already permitted by your policy, while checking whether the chosen fund also owns large technology companies.
  • Underweight non-technology equities: Favor a broad, diversified exposure that complements existing holdings instead of another growth-heavy fund with a different label.

Do not replace one concentrated bet with another. A fund marketed as broad or innovative can still have a narrow industry, factor or geographic exposure.

A step-by-step rebalance after the sell-off

  1. Freeze headline-driven decisions. Write the date, the event you are reacting to and whether your goals or risk capacity actually changed.
  2. Aggregate the accounts. Calculate current percentages using the total portfolio value, then calculate technology exposure through direct holdings, funds, employer stock and derivatives.
  3. Compare with the written target. Mark each asset class and any sector limit as inside or outside its permitted band.
  4. Check cash needs. Separate money needed soon from long-term capital before deciding how much can be invested.
  5. Select the implementation route. Prefer redirected contributions and available cash when they can correct the drift; use sales when the gap or concentration requires them.
  6. Model taxes and costs. Review lots, holding periods, expected gains or losses, spreads, commissions and account restrictions. Include purchases elsewhere when checking wash-sale exposure.
  7. Place the smallest practical trades. Use limit or other order types only when you understand their execution risk, and verify that each order reduces the intended exposure.
  8. Recalculate after settlement. Confirm the final weights, residual overlap and cash reserve. A sale of one technology fund may not materially change total technology exposure if broad funds still hold it.
  9. Record the decision. Save the target, threshold, trades, tax rationale, date and any exception.
  10. Return to the schedule. Review at the chosen calendar interval and act only when the drift rule or a documented life change calls for it.

Worked example: a 70/30 portfolio

Vanguard’s example starts with a portfolio targeted at 70% stocks and 30% bonds. After market movement, it reaches 76% stocks and 24% bonds. The five-percentage-point example threshold would trigger a review. The investor could sell some stock exposure and buy bonds, direct new money to bonds, or combine both approaches, depending on taxes, cash flow and account type.

If the stock decline was concentrated in technology, the investor must first determine whether the 76% stock figure hides a technology concentration or whether technology has actually fallen below its own permitted range. The correct trade depends on the complete inventory, not on the sector headline.

Common mistakes and how to correct them

Selling the loser automatically

A price decline does not prove that the holding no longer belongs in the target allocation. Correct the allocation only after comparing current and intended weights.

Counting funds instead of holdings

Five funds can still own the same companies. Inspect holdings and style exposure, then calculate the combined technology percentage.

Ignoring employer and derivative exposure

Employment income and technology stock can fall together. Include restricted stock, options and other economic exposure in the concentration review, even when liquidation is restricted.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Creating an avoidable tax bill

Trading an appreciated taxable position without checking lots can turn a risk-control decision into an unnecessary liability. Use cash flows, tax-advantaged accounts and higher-basis lots where appropriate, and get professional tax advice for complex cases.

Using a universal percentage

The five-point and 10% figures are Vanguard examples and guidance, not rules that fit every investor. Your horizon, liquidity needs and tax situation determine the workable band and pace.

Rebalancing too often

Constant reaction to daily prices increases costs and can turn a long-term plan into market timing. A written calendar-and-threshold rule creates a repeatable process.

Keep the process repeatable

Vanguard’s September 2, 2026 client guide says regular rebalancing helps keep a portfolio aligned with intended risk, limits drift and supports a repeatable long-term process. At each review, update values, check overlap, verify the cash reserve and compare the result with the same written rule. Change the target only when your goals, time horizon, financial situation or risk tolerance changes—not because a recent chart is frightening or exciting.

For taxable sales, account-specific tax treatment can be complex. A qualified tax professional can help evaluate basis, holding periods, wash-sale rules and local taxes; an investment professional can help test whether the target allocation matches your risk capacity and obligations.
