Measure every major holding as a percentage of the portfolio, subtract its target weight to find the drift, and then restore the intended risk mix using new cash, trades, or a combination. A fall in technology-heavy shares can make bonds, cash, or other equity categories a larger percentage of the whole even when you did nothing. The practical question is therefore not “Will Nasdaq keep falling?” but “How far is my portfolio from its written plan, and what is the least costly way to bring it back?”
This is a process guide, not a personal allocation recommendation. Your time horizon, ability to withstand losses, liquidity needs, account type, tax rules and investment policy determine the appropriate targets and the action threshold.

What a Nasdaq sell-off changes in your portfolio
Portfolio weights are relative. If one sleeve loses value while the others do not, the declining sleeve becomes a smaller percentage of the total and the unchanged sleeves become larger percentages. You may therefore drift away from your intended risk exposure without placing a single order.
Technology-heavy holdings can be affected in several ways at once: a broad equity fund may contain large technology positions, a separate technology fund may overlap those companies, and an individual stock can create an even larger concentration. A Nasdaq decline does not automatically mean that every equity category is underweight or that every bond holding should be sold. The only reliable starting point is the allocation you chose for your own plan.

Illustrative arithmetic, not a market statistic
Assume a hypothetical $100,000 portfolio was set at 70% equities and 30% bonds. Of the $70,000 in equities, $30,000 was in a Nasdaq-heavy sleeve and $40,000 in other equity holdings. If the Nasdaq-heavy sleeve fell 20% while the other holdings and bonds were unchanged, that sleeve would be worth $24,000. The portfolio would then total $94,000: $64,000 in equities and $30,000 in bonds.
| Category | Before hypothetical decline | After hypothetical decline | Weight after decline |
|---|---|---|---|
| Nasdaq-heavy equities | $30,000 | $24,000 | 25.5% |
| Other equities | $40,000 | $40,000 | 42.6% |
| Bonds | $30,000 | $30,000 | 31.9% |
| Total | $100,000 | $94,000 | 100% |
Equities now represent about 68.1% of the portfolio rather than 70%, a drift of roughly 1.9 percentage points. Restoring a 70/30 mix would require buying enough equities and reducing bonds, subject to your written rule, taxes, fees and cash requirements. The figures above are only an arithmetic illustration; they do not describe a particular Nasdaq event or predict a future return.
Start with the allocation that existed before the decline
Rebalancing is defined by the U.S. Securities and Exchange Commission’s Investor.gov as bringing a portfolio back to its original asset-allocation mix. That definition matters because a sell-off can tempt investors to replace a long-term plan with a short-term opinion. Write down the policy that was in force before prices moved:

- Target percentages for each major asset class, such as equities, bonds and cash.
- Any permitted ranges, minimums or maximums for a sector, fund, individual security or other concentrated position.
- The account or accounts in which each holding sits.
- Your emergency reserve and money needed for near-term spending, which should not be treated as market-rebalancing capital.
- The date, reason and decision rule that will govern the review.
If you cannot state the target mix, pause before trading. A separate investment-policy review may be necessary; changing targets simply because prices fell is not the same action as rebalancing.
Measure drift in percentage points
Use current market values, not the amount originally invested. Add the values of all accounts that are governed by the same policy, or define separate policies when accounts have genuinely different purposes. For each category, calculate:

Current weight = current value of the category ÷ current total portfolio value
Drift = current weight − target weight
A positive result means the category is above target; a negative result means it is below target. Express drift in percentage points. A move from a 30% target to 34% is a four-percentage-point overweight, not a 4% return.

| Holding or category | Current value | Current weight | Target weight | Drift | Possible action under the plan |
|---|---|---|---|---|---|
| Broad equities | Enter current value | Value ÷ total | Written target | Current minus target | Buy, hold or trim according to the rule |
| Nasdaq-heavy or technology sleeve | Enter current value | Value ÷ total | Sector cap or target | Current minus target | Reduce only if above the permitted range |
| Bonds | Enter current value | Value ÷ total | Written target | Current minus target | Buy or sell to restore the mix |
| Cash reserve | Enter current value | Value ÷ total | Required reserve | Current minus target | Protect the reserve before investing |
Include overlapping exposures. A stock can appear in a broad index fund and in a technology fund, so looking at each fund in isolation can understate concentration. The appropriate level of detail depends on the policy: some investors rebalance broad asset classes, while others also impose sector or single-position limits.
Choose a written rebalancing rule
Vanguard describes three common approaches: calendar rebalancing, threshold rebalancing and a combination of both. Its guidance emphasizes writing down the current and desired allocations and treating rebalancing as a way to stay aligned with long-term goals rather than as market timing.
| Rule | How it works | Strength | Trade-off |
|---|---|---|---|
| Calendar | Review and, if needed, rebalance on a set schedule such as a chosen month or quarter. | Predictable and easy to put on a calendar. | A portfolio can drift materially between reviews. |
| Threshold | Act when a category moves outside a preset percentage-point band around its target. | Responds to meaningful drift rather than to headlines. | Requires monitoring and can create more frequent decisions. |
| Combined | Review on a schedule and trade only when a threshold is breached. | Balances regular oversight with a limit on unnecessary turnover. | Needs both a calendar and clearly defined bands. |
Do not choose a threshold after seeing the size of a loss. Set it in advance, apply it consistently and record exceptions. A rule that causes constant small trades may be too tight for your costs and tax situation; a rule that never triggers may allow more risk than intended.

Decide how to restore the mix
Use cash flows first when practical
Investor.gov and Vanguard both point to directing new money toward underweight assets as one way to rebalance. Dividends, payroll contributions, scheduled deposits and other incoming cash can be directed to the categories that fell below target. This can reduce the need to sell appreciated positions, although it may restore the mix more slowly than a sale and purchase.

A direct trade restores the allocation faster. It also realizes a gain or loss in a taxable account, may incur transaction costs and can create a different tax result depending on which lots are sold. Use the order sizes produced by your written plan rather than an emotional guess about how far prices might fall.
Stage the transition only for a defined reason
Staging means dividing the planned trade into several dated transactions. It can help when a large taxable sale, liquidity constraint or operational limit makes one transaction impractical, but it leaves the portfolio away from target for longer. Staging should be a documented implementation choice, not an attempt to wait for certainty about the next market move.
| Method | When it can fit | What to monitor |
|---|---|---|
| New contributions | Cash is arriving regularly and the drift is modest. | Whether contributions are large enough to close the gap before the next review. |
| Immediate trade | The portfolio has breached its rule and risk needs to be corrected now. | Taxes, lot selection, fees, order accuracy and the cash reserve. |
| Staged trades | A single transaction would create an operational, liquidity or tax problem. | The schedule, remaining drift and the condition that ends the staging plan. |
Handle account and tax details before placing orders
Account location changes the implementation. In a taxable account, list the cost basis and unrealized gain or loss for each possible lot, identify the tax-lot method available at your brokerage and estimate the effect of realizing the trade. In a retirement or other tax-advantaged account, the immediate tax mechanics may differ, but the account’s withdrawal, contribution and investment restrictions still apply.
Tax treatment varies by jurisdiction, account type and personal circumstances. Check the rules that apply where you file taxes and obtain qualified tax advice for a situation involving substantial gains, losses, restricted securities, multiple jurisdictions or an uncertain basis. Do not let an estimated tax bill cause you to ignore a cash reserve or a risk limit, but do not assume that every sale has the same tax consequence either.

Address technology and single-stock concentration deliberately
Do not sell a technology stock merely because the Nasdaq declined. Sell or reduce it when the position exceeds the cap or target in your policy, when your risk capacity has changed, or when a separate investment-policy review concludes that the holding no longer belongs in the plan. Price weakness alone does not establish that a position is overweight; a falling position may already be underweight.
Measure concentration across the whole portfolio. If the same company appears in a broad index, a growth fund and an individual account, add those exposures before comparing them with the limit. A sector cap can be expressed as a maximum percentage, while a single-position rule can use a separate maximum. If the position is above its cap, diversified purchases elsewhere can gradually reduce its percentage, and staged sales can reduce it more quickly when the policy and tax situation permit.
Broad diversification versus a sector tilt
After a sell-off, investors often debate whether to move into a broad index or increase a technology tilt. These are different policy choices, not two names for rebalancing.
| Approach | Portfolio effect | Decision question |
|---|---|---|
| Broad index exposure | Spreads exposure across more companies and sectors according to the index methodology. | Does the policy call for a diversified core rather than a concentrated bet? |
| Sector tilt | Raises exposure to one industry group and can increase tracking error relative to a broad benchmark. | Is the extra concentration explicitly permitted and consistent with risk capacity? |
| Individual stock position | Adds company-specific risk on top of sector and market risk. | Does the position remain below the written single-security cap? |
Rebalancing can return a portfolio to an existing tilt, but it should not quietly create a new one. If you want to change the policy, document that decision separately, including why the new risk level fits your horizon and liquidity needs.

Step-by-step rebalancing workflow
- Pause and document. Record balances, target percentages, account type, cost basis, cash reserve, near-term spending and the date of the review. Save a copy of the policy before editing anything.
- Set the measurement scope. Decide which accounts and holdings belong to the same portfolio. Include overlapping funds and concentrated positions when calculating exposure.
- Calculate current weights. Divide each category’s current value by the current total. Write the result to at least one decimal place so small changes are not hidden by rounding.
- Calculate percentage-point drift. Subtract each target from its current weight and mark every category outside the permitted range.
- Apply the preselected rule. Determine whether the calendar date, threshold breach or combined condition actually requires action. Do not add a trade because a headline feels urgent.
- Check liquidity first. Protect emergency cash and money needed for near-term obligations. Only surplus capital belongs in the rebalancing calculation.
- Direct incoming cash. Redirect dividends, payroll contributions and new deposits to underweight categories when that can close the gap without an unnecessary sale.
- Review tax and transaction effects. For any taxable sale, compare lots, basis, realized gains or losses and applicable rules. Estimate fees and confirm that the trade will not violate account restrictions.
- Size the orders. Use the target values implied by the current portfolio total and your policy. If staging, write the dates, amounts and condition for completing the schedule.
- Place and verify trades. Confirm the account, security, quantity and order status. After execution, check that proceeds and purchases settled as expected.
- Recalculate the result. Update every weight, the cash reserve and any sector or single-position cap. Rounding can leave a small residual drift; record it rather than forcing an unnecessary extra trade.
- Record the decision. Log the date, trigger, orders, lots, fees, tax notes and next review date. Keep the record with the investment policy.
How to interpret a 70/30 or 76/24 example
Vanguard uses 70/30 and 76/24 allocations as illustrative examples of how weights can move and how a rebalance can restore them. They are examples, not a recommendation for your portfolio and not reported Nasdaq statistics. If a plan’s target is 70/30, a move to 76/24 is a six-percentage-point equity overweight and bond underweight. The correct response under a threshold rule is whatever the written band requires; the numbers do not, by themselves, prove that a trade is appropriate.
When checking your own result, distinguish percentage points from percentages. Moving from 70% equities to 76% is a six-point increase, but equities are about 8.6% higher relative to their former weight. Use percentage points for policy bands so the trigger is unambiguous.
What to do when the Nasdaq keeps falling after you rebalance
A rebalance can look wrong in hindsight if the asset you bought declines again. That outcome does not show that the process failed; it shows that rebalancing does not predict the next move. The purpose is to keep the risk mix aligned with the plan. Follow the next scheduled review or threshold rule unless your personal circumstances or written policy have changed.
If the decline changes your ability to tolerate losses, your job security, your spending timetable or your emergency reserve, stop and review the policy itself. That is a risk-capacity decision, not a routine response to a market chart. Any new target should be documented before trades are made.
Common mistakes and practical fixes
- Trading from the headline. Fix: calculate drift and check the rule before deciding.
- Looking at one fund at a time. Fix: aggregate overlapping holdings and account exposures.
- Ignoring cash needs. Fix: ring-fence emergency and near-term spending reserves first.
- Selling without checking basis. Fix: review lots, realized consequences and applicable tax rules before a taxable order.
- Using contributions but never measuring the result. Fix: recalculate weights at each review; cash flows may not be large enough to close the gap.
- Changing the target during every sell-off. Fix: separate a policy change from implementation of the existing policy.
- Setting a threshold so tight that every fluctuation triggers a trade. Fix: assess monitoring burden, turnover and costs when writing the band.
- Leaving a staged plan open-ended. Fix: specify dates, amounts and the condition that completes or cancels the schedule.
- Failing to verify execution. Fix: check order status, settlement, final weights and automatic contribution settings.
A reusable rebalance checklist
- Written target allocation and permitted ranges are available.
- Current values include every relevant account and overlapping exposure.
- Current weights and percentage-point drifts are calculated.
- The calendar, threshold or combined trigger is satisfied.
- Emergency cash and near-term spending are protected.
- Contributions and dividends have been directed to underweights where useful.
- Tax basis, lots, fees and account restrictions have been reviewed.
- Technology, sector and single-position caps are within policy after the trade.
- Orders, settlement and automatic deposits have been verified.
- The date, trigger, trades and next review are recorded.
The disciplined answer to a Nasdaq sell-off is therefore mechanical: compare today’s weights with the allocation chosen for your goals, use the least costly method that restores the permitted mix, and change the policy only through a separate decision about risk capacity and long-term needs.
