How to Read the U.S. CPI Report and Understand Its Effect on Markets

The U.S. Consumer Price Index (CPI) release answers two different questions: how consumer prices changed over the latest month and how they compare with prices a year earlier. Read those figures separately, check whether each is seasonally adjusted, then examine category weights and contributions before drawing conclusions about inflation or markets.

A CPI surprise can alter expectations for Federal Reserve policy and move yields, equities, currencies and inflation-linked securities. It does not guarantee a particular price direction, because markets also react to other economic and geopolitical news.

What the CPI measures

The Bureau of Labor Statistics (BLS) defines the CPI as the average change over time in prices paid by urban consumers for a market basket of consumer goods and services. The commonly reported headline is CPI-U, covering All Urban Consumers in the U.S. city average.

A basket average, not every household’s personal inflation rate

The index combines prices for many categories, including food, energy, shelter, transportation, medical care, apparel and other goods and services. Each category receives a weight based on consumer expenditure patterns. Your household may spend more or less than the basket’s average on rent, gasoline, groceries or healthcare, so your personal cost increase can differ from the published CPI.

An index level is not a dollar price

An index level expresses prices relative to a reference period. It is not the price of a particular item and is not itself an inflation rate. To describe inflation, use the percentage change in the index over a stated interval. BLS technical notes explain how item-level indexes are aggregated into higher-level indexes.

The fastest reliable way to read a CPI release

  1. Confirm the release month and index. Check that you are reading CPI-U for the month you intend to analyze, rather than a different population, geography or index series.
  2. Read the monthly and 12-month figures separately. The monthly number describes the latest interval. The 12-month number compares with the same month one year earlier. They are different horizons and should not be treated as interchangeable.
  3. Identify the adjustment basis. Monthly figures used for trend analysis are usually seasonally adjusted. The release’s headline 12-month change is generally before seasonal adjustment. State the basis whenever you quote a number.
  4. Open Table 1. Review index levels, percentage changes and relative importance for major categories. A category’s inflation rate is not the same as its contribution to the all-items change.
  5. Read the narrative below the headline. BLS identifies which categories drove the monthly movement. Compare those explanations with category weights and with the breadth of changes across the table.
  6. Compare with the market’s prior expectation. A figure matters to markets partly because it differs from what investors had already anticipated. The release itself does not supply a universal, current consensus forecast.
  7. Separate observation from interpretation. Label what the index measured, what markets priced in response and what you infer about future policy or inflation.

Monthly CPI versus 12-month CPI

Measure Question answered Typical adjustment in the release Best use
Monthly percentage change How much did the index move from the previous month? Usually seasonally adjusted for short-term analysis Assessing recent momentum and turning points
12-month percentage change How much higher or lower is the index than in the same month last year? Generally unadjusted in the release summary Describing year-over-year inflation and comparing with annual objectives

Seasonal adjustment removes recurring patterns that occur at roughly the same time and magnitude each year. BLS notes that weather, production cycles, model changeovers, holidays and sales can otherwise obscure the short-term signal. For that reason, seasonally adjusted monthly changes are usually preferred when analyzing near-term trends.

The year-over-year figure already compares matching months, so the standard release summary presents it before seasonal adjustment. Do not compare a seasonally adjusted one-month rate directly with an unadjusted 12-month rate as though they measured the same thing.

How to read BLS Table 1

Index level

The index level is the starting point for calculating changes. A higher index level than a year ago indicates that prices in that aggregate are higher relative to the reference period, but the level alone does not tell you the rate of increase. Use the monthly or 12-month percentage-change columns for that.

Percentage change

Use the column that matches your question. A seasonally adjusted monthly change is appropriate for short-run momentum; an unadjusted 12-month change describes the year-over-year movement shown in the release summary. Always retain the interval and adjustment label when copying a figure into notes or a chart.

Relative importance

Relative importance is the category’s weight in the CPI basket at the reference used by the table. It is not a price change. A heavily weighted category can have a large effect on the all-items index even when its percentage increase is modest, while a dramatic increase in a small category may have a limited headline effect.

Contribution is different from the inflation rate

Contribution reflects both a category’s price movement and its weight. A category that rose 1 percent does not necessarily contribute more than one that rose 0.3 percent. To understand the headline, read the contribution discussion in the release together with the table’s relative-importance information.

Seasonal-adjustment revisions

BLS recalculates seasonal-adjustment factors each year after the January CPI release. The process can revise the previous five years of seasonally adjusted indexes. If you compare historical monthly changes, preserve the release vintage—the version available on the publication date—so that later revisions do not get mistaken for the original reading.

Sampling uncertainty

CPI estimates come from sampled prices rather than a census of every transaction. BLS technical notes describe sampling error and confidence intervals for monthly changes. A difference of a few hundredths of a percentage point may not establish a meaningful change in the underlying trend, particularly when categories are volatile.

Worked example: the August 2026 CPI release

The August 2026 release provides a useful illustration of how to combine the headline, table and category discussion. BLS reported the following figures:

Item August 2026 result Basis or context
All-items CPI-U Up 0.4% Seasonally adjusted monthly change
All-items CPI-U Up 3.4% 12 months ending August 2026, before seasonal adjustment
Gasoline Up 3.9% Monthly increase; BLS said it accounted for more than one-third of the monthly all-items increase
Energy index Up 2.1% Seasonally adjusted monthly change
Shelter Up 0.3% Monthly change reported in the release
Food Up 0.1% Monthly change reported in the release

All-items CPI-U rose 0.4 percent on a seasonally adjusted basis in August, after a 0.1 percent increase in July. Separately, the index was 3.4 percent higher than in August 2025 before seasonal adjustment. Those figures describe different horizons and should remain labeled as such.

Gasoline’s 3.9 percent monthly increase explains why the energy component mattered so much to the headline: BLS said gasoline alone accounted for over one-third of the monthly all-items rise. That does not mean every category accelerated by the same amount. The table shows energy up 2.1 percent, shelter up 0.3 percent and food up 0.1 percent for the month. To judge persistence, examine whether changes are broad across categories or concentrated in a volatile component.

BLS had scheduled the September 2026 CPI release for October 14, 2026. The August figures above are therefore an example of how to read a release, not a claim that August is the newest available reading after that date. For a current decision, check the BLS release calendar and use the latest publication vintage.

What “core CPI” means—and what it cannot tell you by itself

Readers commonly use “core CPI” to mean a CPI measure that excludes food and energy, categories that can be especially volatile. It is an analytical lens for judging broader price pressure, not a replacement for the all-items index that represents the full basket. A core measure can appear steadier while households are experiencing large changes in gasoline or food prices, and a low headline month can conceal broader increases elsewhere.

The figures in the August example are all-items numbers. Do not infer a current core reading from them. When a release provides a core series, record its exact monthly or 12-month horizon and adjustment basis, then compare it with food, energy and other major components rather than treating it as a definitive measure of “true” inflation.

How a CPI release can affect markets

The main transmission chain is informational:

  1. The release changes investors’ assessment of current inflation.
  2. That assessment influences expectations for the Federal Reserve’s policy path, including the expected level and timing of interest-rate changes.
  3. Changes in expected short-term rates and inflation compensation alter required returns and valuations.
  4. Prices adjust across bonds, equities, currencies and inflation-linked securities, often within minutes but sometimes over a longer period as investors interpret the details.

This chain is conditional, not mechanical. A CPI number can be stronger than expected yet produce a muted move if other news dominates, if the surprise is concentrated in a temporary category or if markets had already positioned for it.

Treasury yields and bond prices

A hotter-than-expected report can lead investors to price a slower easing path or a higher policy rate, which may push nominal Treasury yields higher and prices lower. A softer surprise can have the opposite effect. The response depends on which maturities move and on what happens to real rates, expected inflation and term premiums. Do not attribute every yield change on release day to CPI alone.

Equities

Higher expected rates can reduce the present value of future corporate cash flows and tighten financial conditions, pressuring equity valuations. At the same time, a strong economy can support earnings, so the equity response depends on whether investors interpret the CPI result mainly as a policy risk, a growth signal or evidence of persistent pricing pressure. Sector effects can differ when companies have different exposure to wages, commodities, housing or consumer demand.

Foreign-exchange markets

Currency prices can react when a CPI surprise changes the expected interest-rate gap between the United States and other economies. The move is not guaranteed: exchange rates also reflect global risk appetite, growth expectations, fiscal developments and central-bank communication elsewhere.

Inflation-linked securities and breakeven inflation

Inflation compensation is often discussed through the breakeven rate—the difference between the yield on a comparable nominal Treasury and an inflation-protected Treasury security. The Federal Reserve describes this as a gauge of investors’ inflation expectations but cautions that risk premiums can also move it. A breakeven is therefore not a pure forecast of future CPI.

Nominal Treasury yields and breakevens are not interchangeable. Nominal yields include real-rate and term-premium components, while breakevens combine expected inflation with liquidity and other risk-premium effects. When comparing them, note the maturity, timestamp and whether the number is an observed CPI result, a survey expectation or a market-implied measure.

What historical evidence says about CPI surprises

A March 2025 Federal Reserve Finance and Economics Discussion Series paper by T. Niklas Kroner used intraday data and reported a sharp increase in market reactions to CPI releases during the 2021–2023 inflation surge. It also found stronger responses in bond yields, market-implied inflation expectations and other asset prices during that period than in an earlier comparison period, with elevated investor attention around announcements associated with stronger reactions.

Those are historical findings, not a trading rule or a Federal Reserve policy statement. The size and direction of a future response can differ with the inflation regime, positioning, liquidity, the size of the surprise and concurrent news.

The Federal Reserve’s July 10, 2026 Monetary Policy Report illustrates why single-cause explanations are risky. It discussed Treasury yields and market-implied policy expectations moving amid energy-price changes, geopolitical conflict and developments in labor-market confidence. A CPI release can be important without explaining every market move observed on the same day.

How to compare CPI with expectations without overclaiming

Use the correct expectation

Compare the released monthly number with the market’s pre-release monthly consensus, and the 12-month number with the corresponding year-over-year consensus. Do not compare a monthly release with an annual forecast or mix adjusted and unadjusted figures.

Measure the surprise

Record the difference between the released figure and the expectation, preferably at the published precision. Then ask whether the difference is large relative to normal forecast errors and whether revisions changed the previous month.

Inspect the composition

Determine whether the surprise came from gasoline, food, shelter or a broad set of categories. A concentrated energy move may have a different implication for persistence than synchronized increases across many services.

Check the policy interpretation

Ask whether investors materially changed the expected Federal Reserve path after the release. Market-implied policy expectations can move for reasons unrelated to CPI, so compare the timing with speeches, labor-market data, fiscal announcements and geopolitical developments.

Label the evidence

  • Observed price: the BLS index or category change.
  • Survey expectation: what economists or investors expected before publication.
  • Market-implied expectation: a value inferred from yields or prices, which can include risk premiums.
  • Interpretation: your explanation of what the combination may mean for policy or markets.

Common CPI-reading mistakes and fixes

  • Mistake: treating 0.4 percent monthly inflation as 4.8 percent annual inflation without qualification. Fix: report the actual one-month change and the separately published 12-month change. An annualized calculation is a different statistic and should be labeled as such.
  • Mistake: comparing a seasonally adjusted monthly number with an unadjusted annual number. Fix: state both the horizon and adjustment basis.
  • Mistake: assuming the biggest percentage increase drove the headline. Fix: check relative importance and the release’s contribution discussion.
  • Mistake: reading the index level as a consumer price. Fix: use percentage changes to describe inflation.
  • Mistake: treating a tiny change as definitive evidence of a trend. Fix: consider sampling uncertainty, volatility and several months of data.
  • Mistake: using revised seasonal data as if it were the original release. Fix: preserve the publication vintage and note later revisions.
  • Mistake: assuming breakeven inflation is a pure CPI forecast. Fix: account for risk premiums and distinguish market-implied compensation from realized inflation.
  • Mistake: assigning every market move to CPI. Fix: check other news and whether the report changed policy expectations.

A reusable checklist for release day

  1. Write down the release month, CPI-U population and geography.
  2. Record the monthly change with its seasonal-adjustment label.
  3. Record the 12-month change with its unadjusted label.
  4. Compare each number with the matching pre-release expectation.
  5. Open Table 1 and note the largest weighted categories.
  6. Identify which categories contributed most to the headline move.
  7. Separate volatile components from broader or more persistent movements.
  8. Check whether prior seasonally adjusted months were revised.
  9. Watch yields, equities, currencies and inflation compensation, but do not assume causation from timing alone.
  10. When writing or speaking about the release, identify whether each statement is an observed statistic, an expectation or an interpretation.

The essential takeaway

A disciplined CPI reading starts with definitions: CPI-U is a weighted average of consumer prices, the monthly and 12-month changes answer different questions, and seasonal adjustment determines how short-term movements should be interpreted. Table 1 then supplies the context that the headline omits—weights, category changes and contributions.

For markets, focus on the surprise relative to expectations, the breadth and persistence implied by the categories, and any change in the expected policy path. Historical research shows that CPI announcements can produce powerful reactions, especially in high-attention inflation periods, but no single release guarantees a direction for any asset.
