How to read an energy bill and check whether a price increase is correct (Great Britain)

To check a higher energy bill, separate four things that often change at once: the dates covered, the energy used, the unit rates and standing charges, and the meter readings behind the calculation. Recalculate each fuel for each rate period, then compare the rates with the Ofgem table for your region, payment method and tariff. A price cap limits covered rates, not the total amount you can owe.

This guide applies to England, Scotland and Wales. Northern Ireland and other countries use different regulators and billing rules.

Why an energy bill can rise even when the tariff has not

A larger total is not, by itself, proof that a supplier applied a wrong price. The first task is to identify what changed between the two bills.

  • The bill covers more days. A longer billing period produces more daily standing-charge entries and may include more days of consumption.
  • You used more energy. Cold weather, extra heating, changed occupancy or an appliance problem can increase kWh even when rates are unchanged. GOV.UK lists increased consumption and a supplier price rise as possible reasons for a high bill (GOV.UK guidance).
  • A rate changed during the period. A bill crossing a tariff change must split usage into separate date ranges; applying one rate to the whole period can overstate or understate the charge.
  • An estimate was replaced by an actual reading. An earlier estimated bill may have been too low. A later actual reading can catch up energy that was used but not previously billed.
  • Credits, fees, VAT or an old balance changed. These affect the amount due without changing the underlying unit rate.

Write down the old and new bill’s dates, kWh, readings, unit rates, standing charges, taxes, credits and account balance before deciding that the increase is a pricing error.

What each part of the bill means

Billing period and number of days

Find the start and end dates and the number of billed days. Check whether the supplier has used calendar days consistently and whether a rate-change date falls inside the period. Standing charges are normally calculated per day, so even a correct daily rate produces a higher charge over a longer period.

Meter and reading status

Confirm the meter identifier printed on the bill matches the meter at your property and your account history. For opening and closing readings, note whether each is labelled actual, customer-submitted, smart or estimated. An estimated reading should be compared with the physical display or a reading recorded on the date shown.

Consumption in kWh

Electricity bills normally show kWh directly. Gas meters can display a volume, such as cubic metres or cubic feet, while the bill charges for energy in kWh. The conversion inputs should appear on the bill or in its calculation details.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Unit rate

The unit rate is the variable charge for each kWh. Electricity and gas have separate rates. A multi-rate meter, such as one with peak and off-peak registers, can have more than one electricity rate, and each register must be checked separately.

Standing charge

The standing charge is a fixed daily amount for keeping the supply available. Multiply the applicable pence-per-day figure by the billed days for that fuel. Compare this charge separately from the unit rate; a lower kWh price can coexist with a higher standing charge.

VAT, credits and balance

After usage and standing charges, check VAT, other disclosed fees, discounts, government credits and payments. The amount requested may also include a debit or credit brought forward from an earlier bill. Keep these account adjustments separate from the cost of energy used in the current period.

How to check the bill step by step

  1. Collect both bills and the account history. Use the bill that looks high and the preceding bill, plus any meter-reading history in the supplier’s online account. Record the tariff name, payment method and meter type.
  2. Mark the exact dates. Record the opening date, closing date, total days and every rate-change date. If the period crosses a change, create a separate line for each date range.
  3. Match the meter identifier. Compare the meter serial number or other identifier on the bill with the physical meter and your account. A correct calculation applied to the wrong meter is still a billing error.
  4. Verify opening and closing readings. Read the display now and photograph it with the date visible if possible. Compare the current reading with the bill’s closing reading, and classify every billed reading as actual, smart, customer-submitted or estimated.
  5. Reconcile consumption. For a single-rate meter, subtract the opening reading from the closing reading. For a multi-rate meter, perform that subtraction for each register. Compare the resulting units with the kWh shown on the bill and investigate any unexplained conversion or adjustment.
  6. Split usage at every rate change. Use the supplier’s stated allocation or meter data for each period. Do not multiply all kWh by the newest rate when part of the usage occurred before the change.
  7. Recalculate unit charges. For each fuel and period, multiply billed kWh by that period’s pence-per-kWh rate. Keep peak, off-peak and other time bands separate.
  8. Recalculate standing charges. Multiply each period’s daily standing charge by the number of days in that period. Add electricity and gas separately before combining them.
  9. Add disclosed adjustments. Apply VAT, fees, discounts, credits, payments and any previous account balance exactly as listed. The resulting figure should reconcile to the bill’s amount due, subject to rounding.
  10. Compare rates with the correct Ofgem table. Select your region, payment method, fuel, meter type and tariff period. Use the table for the dates on the bill rather than a current-quarter figure.
  11. Ask the supplier for an itemised explanation if anything does not reconcile. Include your current reading and request confirmation of every reading, rate, effective date, billed day count and calculation.

The arithmetic behind an electricity or gas charge

Electricity

For each rate period, the basic calculation is:

Energy charge = billed kWh × unit rate
Standing charge = billed days × daily standing charge

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Add those lines for every period, then apply the bill’s VAT, credits, fees and account balance. Rounding can make an individual line differ by a fraction of a penny, but a material difference should be explained.

Gas

A gas meter may measure volume rather than kWh. The bill converts that volume using the meter type, a correction factor, the calorific value and a unit conversion. GOV.UK’s prescribed calculation uses a 1.02264 correction factor and then divides by 3.6 to convert the energy figure to kWh; the exact calorific value and metric or imperial conversion shown on your bill also matter (GOV.UK gas meter calculation).

Check that the bill’s meter units, opening and closing volumes, calorific value, correction factor and resulting kWh are internally consistent. Do not compare a volume reading directly with a kWh charge.

How to use the Ofgem price cap as a check

Ofgem’s price-cap tables are the appropriate benchmark for Great Britain, but only when you select the matching region, payment method, fuel, meter or tariff type and quarter. Rates differ across those categories, so a national headline number cannot establish that your individual rate is correct.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For 1 October–31 December 2026, Ofgem lists these Direct Debit averages:

Fuel Unit rate Standing charge Qualification
Electricity 26.32p/kWh 54.83p/day Great Britain average for the stated quarter and payment method
Gas 7.97p/kWh 29.68p/day Great Britain average for the stated quarter and payment method; includes 5% VAT

Ofgem also reports a typical annual price-cap figure of £1,723 for 1 October–31 December 2026, based on average Direct Debit rates and standing charges in England, Scotland and Wales. It is an illustrative annual figure, not a limit on an individual household’s bill. See the current tables at Ofgem’s energy price-cap unit rates and standing charges page.

The Ofgem page states that gas values include 5% VAT and that electricity has no VAT from 1 October 2026 to 31 March 2027. Because of that tax change, Ofgem warns that costs cannot be compared directly with the previous period without accounting for VAT.

Why your bill may not match an Ofgem average

  • Your region may have a different cap rate from the Great Britain average.
  • You may pay by standard credit or prepayment instead of Direct Debit.
  • Your meter or tariff may use a different rate structure, including multiple time bands.
  • Your bill may cover dates outside the quarter shown in the table.
  • Your consumption may be higher or lower than the typical household used for an annual illustration.

Use Ofgem’s exact row as a ceiling check for a covered tariff’s rates, not as a prediction of your total. The supplier’s unit rate and standing charge should not exceed the applicable cap values for the relevant period and payment method, but the total can rise when usage rises.

“It does not limit the cost of your total bill. The more energy you use, the higher your bill will be.” — Ofgem explanation of the price cap

What the price cap does—and does not—cover

Ofgem says the cap limits the unit rate and standing charge together for covered tariffs. It does not cap the total bill, because total cost depends on how many kWh a household uses.

The consumer explanation covers standard variable tariffs. Fixed tariffs, business energy contracts, heat networks and heating oil are outside the protection described there. If you are on a fixed deal, check the contract’s agreed rates and any exit terms instead of applying a standard-variable cap.

Read the scope and standing-charge explanation at Ofgem’s price-cap guidance before treating a rate comparison as evidence of overcharging.

Estimated readings, smart readings and catch-up bills

Estimated readings

An estimate is the supplier’s assumption about the meter position, not a measurement taken from the meter. If several bills use estimates, the account can drift away from actual consumption. Submit a current reading through the supplier’s stated channel and retain the confirmation.

Actual or customer-submitted readings

An actual or customer-submitted reading can replace an estimate and reveal that more energy was used than previously charged. This can make the next bill look unusually high even though the new tariff is correct. Compare the two readings and the period over which the underbilling accumulated.

Smart-meter readings

A smart reading should still be checked against the meter identifier, timestamp and register. A communications problem can leave a supplier using an estimate or an outdated reading, so the label on the bill matters.

How to challenge a bill that still looks wrong

Prepare a precise query

Send the supplier the bill number, meter identifier, current reading and the dates photographed. List the exact line that does not reconcile: a reading, kWh conversion, unit rate, standing-charge day count or account adjustment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask the supplier to confirm:

  • the opening and closing readings and whether each is actual, smart, customer-submitted or estimated;
  • the meter serial number and register used;
  • every unit rate, standing charge and effective date;
  • the number of billed days in each rate period;
  • the gas conversion inputs, where applicable;
  • VAT, credits, fees, payments and the previous balance; and
  • how those lines produce the amount due.

Request a meter investigation when the readings are implausible

GOV.UK says a supplier can investigate suspected meter inaccuracy and may install a check meter. An independent test can be requested if you remain unhappy. The GOV.UK guidance, published on 2 July 2018, says meter accuracy tests were free but that a customer could have to pay the supplier’s organisation cost when the meter proved accurate; it described that outcome as applying to the vast majority of meters tested in 2021. Treat that statement as dated guidance and ask the supplier for current charges before agreeing to a test. Read the official process at GOV.UK’s high-bill and meter-reading guidance.

Escalate an unresolved complaint

Follow the supplier’s formal complaints process and keep copies of bills, readings, photographs and replies. If the supplier does not resolve the issue, GOV.UK identifies the Energy Ombudsman as an escalation route. The supplier should first have the opportunity to explain and correct its calculation.

Common checking mistakes

  • Comparing totals only. A total combines usage, days, rates and account adjustments. Compare each component.
  • Using the newest rate for the entire bill. Split the bill at every effective-date change.
  • Ignoring standing charges. These accrue daily even when consumption is low.
  • Treating the annual cap illustration as a personal maximum. The cap limits covered rates, not total kWh-based spending.
  • Comparing the wrong payment method. Direct Debit, standard credit and prepayment tables can differ.
  • Comparing gas meter units with billed kWh. Check the conversion inputs and the resulting energy figure.
  • Assuming an estimate is an actual reading. Look for the status beside every reading.
  • Applying Great Britain rules elsewhere. Northern Ireland, Australia and other jurisdictions have different regulators and protections.

Completing this worksheet makes the source of an increase visible: more days, more kWh, a different rate, a different standing charge or an account adjustment. It also gives the supplier a precise list to answer if your arithmetic does not match.

What a correct check establishes

A bill is consistent when the meter and reading details identify the right supply, each rate period uses the applicable unit and standing charges, gas conversions use the stated inputs, and taxes, credits and balances reconcile to the amount due. If those pieces do not align, request the itemised explanation and use the formal complaint and meter-testing routes described above.
