How to Read a Sea-Level-Rise and Flood-Risk Map

To read a sea-level-rise or flood-risk map, first identify who made it and what decision it supports. Then read the legend and metadata, record the water reference, scenario, year and event frequency, and only then inspect the colored area around a site. Blue shading is not automatically a regulatory flood zone, and a line on a screening map is not a surveyed property boundary.

Start by identifying what the map is designed to answer

Maps that look similar can represent very different questions. A future sea-level-rise layer may show the land that could be affected under a specified water-level scenario. A flood-insurance map identifies regulatory hazard areas for its stated program. A river inundation map may connect observed river stage to the area expected to flood, while a tide dashboard describes the likelihood of water levels being exceeded at a monitoring station.

Product type Primary question What the colors or lines represent Appropriate use
NOAA Sea Level Rise Viewer What could coastal flooding look like under selected sea-level-rise or high-tide conditions? Scenario-based inundation, relative depth, confidence and related coastal layers Regional screening and planning
NOAA inundation or tides dashboard How often do observed or projected water levels exceed a threshold? Exceedance probabilities and station-based water levels Understanding current conditions and statistical frequency
USGS flood-inundation map Which areas could be covered when a river reaches a specified stage? Modeled flood extent associated with river stage River-stage response and preparedness
FEMA Flood Insurance Rate Map or National Flood Hazard Layer What mapped flood hazard applies for insurance and related regulation? Published hazard zones for the map’s jurisdiction and effective date Insurance, permitting and official local determinations

FEMA’s Flood Map Service Center and National Flood Hazard Layer are the official public sources for FEMA insurance maps. NOAA and USGS tools provide coastal, tidal, river and scenario-based planning information. A NOAA planning layer should not be substituted for a FEMA determination, and a FEMA zone should not be interpreted as a forecast of one particular future sea level.

Read the legend before interpreting any color

Do not assume that darker blue always means “more dangerous” or that every green patch is dry land. Expand the legend and determine exactly what the visible layer encodes:

  • Inundation extent: land predicted or modeled to be covered by water under the selected condition.
  • Relative depth: how much water is above the mapped ground surface in relation to the reference water level.
  • Confidence: how consistently the model classifies a location as inundated.
  • Land cover or vulnerability: a separate overlay that may use similar colors but does not show water depth.
  • Regulatory zone: a FEMA classification with a defined mapping purpose, not a general climate projection.

Check whether the layer is actually visible at your current zoom. Viewers commonly turn several overlays on at once; a color may belong to a layer that is not the one you intended to read. NOAA’s viewer can display sea-level-rise scenarios, local scenarios, mapping confidence, marsh migration, vulnerability and high-tide-flooding views. Record the selected layer name before you draw conclusions.

Record the water reference, datum and units

A map’s water level has meaning only relative to a specified vertical reference. NOAA’s Sea Level Rise Viewer references water levels to local Mean Higher High Water (MHHW), the average height of the higher of the two daily high tides at a location over the reference period used by the agency. Other products may use a different tidal datum, a river stage, or a geodetic elevation datum.

NOAA describes the basic construction as Future water level = datum + RSLR, where the datum is the base water-level reference and RSLR is relative sea-level rise. “Relative” matters: it reflects the water level in relation to the land, so local land movement can affect the result. Write down the datum name, units and any stated conversion before comparing a value with a property survey or another map.

Horizontal projections matter as well. FEMA explains that agencies may use different horizontal projections and vertical datums, and those choices must be documented through the mapping process. If two map boundaries do not line up, first check their datum, projection, terrain source, resolution, scenario and publication date. A visual mismatch does not by itself show that either map is wrong.

Capture the scenario, pathway and year

Sea-level-rise maps show conditional pathways, not a promise that one exact shoreline will occur. Before reading the footprint, record:

  • the target year or decade;
  • the sea-level-rise pathway or local scenario;
  • any percentile or confidence selection;
  • whether the layer represents an average tide, high tide, storm-related condition or another water level; and
  • the map’s publication or update date.

The USGS 2022 federal report provides low, medium and high projections by decade through 2150, along with probabilities for extreme water levels. Selecting a later year or a different pathway can therefore change the mapped area without either map being inconsistent. Keep the scenario label with any screenshot or measurement you save.

What blue, green and uncertain areas mean

Blue areas

In NOAA’s viewer, darker blue indicates greater relative depth. Blue areas are also hydrologically connected to the ocean in the model: water has a modeled pathway to the coastal water body. The shade describes the modeled condition under the selected scenario; it is not a universal ranking of property risk and it is not an insurance classification.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Green or apparently isolated low areas

Green, low-lying areas may be unconnected in the model. They can reflect terrain or drainage representation rather than a continuous path for ocean water. A low elevation alone does not prove that a site will flood from the selected coastal condition. Inspect nearby channels, roads, levees, canals and drainage infrastructure, then verify important locations with local data or a site visit.

Confidence and uncertainty colors

Confidence is a separate question from depth. NOAA uses 80 percent as its high-confidence threshold for the mapping-confidence display: a blue, high-confidence area may be correctly classified as inundated more than eight times out of ten under the modeled condition. Orange or otherwise uncertain areas deserve additional checking. The transition between colors is not a surveyed boundary, and a high-confidence classification still does not turn a screening estimate into a legal elevation determination.

Separate a projected water level from a flood-frequency label

A scenario height, such as a projected rise by a target year, is not the same thing as a “100-year flood.” Frequency labels describe probability. NOAA’s dashboard uses exceedance-probability plots with 1-, 2-, 10- and 100-year events at stations that have at least 30 years of observations.

A 100-year event has an estimated one percent chance of being equaled or exceeded in any given year at the location and under the statistical method used. It does not mean that water can occur only once every 100 years, or that another event cannot happen the next year. Treat the return period as a probability statement, and check whether the map is showing an observed station statistic, a modeled river stage or a future sea-level scenario.

Label on a map or chart Question it answers What it does not answer
Target year and rise scenario What area could be affected if the selected relative water level occurs by that year? How often that exact water level will be exceeded
1-, 2-, 10- or 100-year event What annual exceedance probability is associated with an observed or modeled level? Which future sea-level pathway will occur
FEMA flood zone Which mapped regulatory hazard category applies for the effective map? A complete forecast of every flood mechanism or future shoreline

Use this step-by-step workflow for a location

  1. Name the source and purpose. Write down whether the map is from NOAA, USGS, FEMA or another responsible agency, and whether it is for planning, current conditions, river response, insurance or another purpose.
  2. Open the legend and metadata. Identify the meaning of every visible color, line and hatch. Note the layer name, resolution if stated, effective date and any warnings.
  3. Record the vertical reference. Capture MHHW or the other tidal datum, river stage, geodetic datum, units and any stated conversion.
  4. Record scenario details. Save the target year, pathway, percentile, event condition and whether the layer represents a future scenario or an observed probability.
  5. Locate the site carefully. Use the parcel, structure or coordinates as a reference point, but do not treat the screen edge of a polygon as a surveyed property line.
  6. Read depth and connectivity together. Check the relative-depth shade, whether water is modeled as connected to the ocean or river, and whether isolated low areas could reflect terrain or drainage artifacts.
  7. Inspect confidence. Identify the confidence layer or uncertainty colors. An uncertain edge calls for more detailed elevation and hydraulic information.
  8. Check frequency separately. If a return-period chart is available, read its station, observation length and probability definition. Do not convert a scenario year into a return period.
  9. Compare only after harmonizing metadata. Align datum, projection, terrain, scenario, event definition, resolution and map date before comparing two products.
  10. Escalate when the decision is consequential. Use the responsible local agency or FEMA panel for insurance and permitting, consult NOAA or USGS station and inundation data for current conditions, and obtain site-specific elevation or engineering review for a purchase, design, evacuation or legal decision.

Why the apparent flood line is not exact

NOAA states that its maps illustrate the scale of potential flooding, not the exact location. The viewer is a preliminary, screening-level reference. It does not account for erosion, subsidence or future construction, and its displayed highest-high-tide water level excludes wind-driven tides. Elevation data, drainage infrastructure, levees, canals and local hydraulic behavior can alter what happens on the ground.

Those limits explain why a building may sit just outside a colored polygon yet still experience access, drainage or wave-related impacts, while a low depression inside a polygon may not have a continuous path for water. The map is useful for identifying places that need attention; it is not a substitute for a topographic survey, hydraulic analysis or an official regulatory determination.

How to compare two maps without being misled

When two products disagree, compare the following fields side by side:

Comparison axis Check Why it changes the result
Purpose Insurance, future planning, real-time conditions or river-stage response Each product models a different decision and hazard definition
Water reference MHHW, another tidal datum, flood stage or geodetic datum The same numeric elevation can represent different water levels
Scenario and year Pathway, percentile and target date Conditional projections produce different footprints
Event frequency Annual exceedance probability or return period A probability level is not the same as a future-rise scenario
Output Depth, extent, confidence or regulatory zone Colors may be answering different questions
Connectivity Modeled connection to ocean or river Low elevation alone does not establish a flood pathway
Terrain and resolution Elevation source, grid size and local features Small levees, roads and depressions may appear or disappear
Coverage and date Geographic extent and effective or update date One map may contain newer observations or revisions
Confidence and status Screening estimate versus site-specific or regulatory product The appropriate level of reliance differs

What to do for common decisions

Checking a home or parcel

Use the map to flag potential exposure, then check the applicable FEMA panel and local requirements. Obtain the site’s authoritative elevation information if a small difference in height could affect insurance, construction or access. Ask the local floodplain administrator how the effective map applies to the parcel.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Planning an evacuation or emergency route

Look beyond the building footprint. A route can be cut by a low road, bridge, canal or drainage crossing even when the destination is outside the shaded area. Combine the scenario layer with local emergency guidance and current NOAA or USGS conditions. Do not use a planning viewer for navigation.

Designing or permitting a project

Use the responsible permitting agency’s requirements and an appropriately detailed survey or engineering analysis. NOAA explicitly says its viewer is not for permitting or legal decisions. Preserve the map’s scenario and date so the design team can reproduce the screening assumption.

Comparing an observed flood with a future scenario

First determine whether the observed event was driven by tide, storm surge, rainfall, river stage, wind or a combination. A future sea-level-rise footprint and a river inundation map may overlap while representing different mechanisms. Compare their water references and event definitions before attributing a cause.

A compact checklist for saving or sharing a map

  • Source agency and product name
  • Map layer and legend interpretation
  • Vertical datum or tidal reference, with units
  • Scenario, pathway, percentile and target year
  • Event frequency or annual exceedance probability, if shown
  • Publication or update date
  • Depth, extent, connectivity and confidence information
  • Known exclusions and warnings
  • Coordinate, parcel or station used to locate the site
  • Whether the result is screening-level, regulatory or site-specific

Keeping this record prevents a common error: sharing a colored screenshot without the conditions that produced it. Someone viewing the image later may otherwise mistake a conditional planning layer for a current flood boundary or an official insurance map.

Bottom line for interpreting the map

Read the metadata first, not the color. Identify the map’s purpose, reference datum, scenario, year and probability; then evaluate depth, connectivity and confidence. Treat NOAA and USGS scenario layers as planning evidence, use FEMA’s official products for insurance and mapped regulatory questions, and obtain local elevation or engineering review whenever a boundary will affect money, safety, construction or law.
