Start by confirming what was collected, where and when. Then decide whether the result is a measured concentration, a censored result below a reporting limit, or a qualified estimate. For fish, use the current consumption advisory for the exact waterbody and species. For water, compare the result with the criterion adopted for that jurisdiction and designated use—not with a generic number found online.
This guide explains how to do that for U.S.-oriented reports. Standards and advisories can change, and a report-specific interpretation also requires the location, date, analyte, units, method and (for fish) species and tissue basis.

1. Identify exactly what was sampled
The first page of a report often contains the most important information: the identity and conditions of the sample. A concentration without that context cannot be compared reliably with another result or with a health criterion.
Location and collection conditions
- Record the waterbody, station or coordinates, sample depth, and whether the sample came from open water, a tributary, a discharge area or another defined point.
- Record the collection date and time. Temperature, rainfall, flow, tide, season and time of day can materially change water measurements.
- For fish, note the exact waterbody, species, length or weight if listed, number of fish, sex or life stage when provided, and whether the sample is an individual or a composite of several fish.
Tissue portion and sample basis
Find out whether the fish result is for skin-on or skinless fillet, whole fish, liver, muscle or another tissue. Human-consumption advisories generally use the commonly eaten fillet because it estimates exposure from eating that portion. A fillet result cannot automatically be applied to a whole-fish or organ result.

Check whether concentrations are reported on a wet-weight, dry-weight, lipid-normalized or other basis. Wet-weight and dry-weight numbers are not interchangeable without a documented conversion. EPA analytical guidance says lipid normalization is generally not useful for human-health fish-consumption advisory programs for contaminants that are not lipophilic, including metals and PFAS; follow the basis and method stated by the issuing program rather than converting it yourself.
2. Find the analyte, result and unit
Locate the exact chemical or water parameter tested. Similar names can represent different analytes, chemical forms or analytical fractions. For example, a report might distinguish total mercury from methylmercury, or dissolved from total metals. Use the laboratory’s wording when checking a criterion.
Units control the comparison
Common water concentration units include milligrams per liter (mg/L) and micrograms per liter (µg/L). Tissue reports commonly use milligrams per kilogram (mg/kg) or micrograms per kilogram (µg/kg). The report controls: do not assume a unit, and do not compare numbers until you have converted them consistently. One milligram per kilogram equals one part per million, while one microgram per kilogram equals one part per billion, but the matrix and reporting basis still have to match.

Read the result symbol and decimal precision
A plain number is usually a reported concentration, subject to the method and quality-control qualifiers. A symbol such as <, ND or another code means the laboratory is reporting a limitation or qualification rather than a conventional measured value. Keep the printed decimal places; rounding a result can change whether it appears to cross a comparison value near the result.
3. Understand detection, reporting and quantitation limits
Reports may list a method detection limit (MDL), detection limit (DL), reporting limit (RL), quantitation limit (QL or PQL), or a laboratory-specific term. Read the definition in that report because laboratories do not use identical terminology.
What a nondetect means
A result such as “<0.02 mg/kg” means the concentration was below the stated limit under that method and sample conditions. EPA describes non-detect or “less than” results as values between zero and the detection limit. The result is therefore censored: the actual concentration is unknown within that interval, not established as zero.
Detection limits vary with the instrument, extraction, matrix, interference, sample size and laboratory procedure. A limit that is adequate for one program may be too high for another. If the detection limit is above the health screening value or criterion you need to evaluate, the report may be unable to answer that question even though it says “not detected.”

Detection versus quantitation
Some laboratories distinguish a level at which an analyte can be detected from a higher level at which it can be quantified with defined precision. A result between those levels may be reported with a qualifier or as estimated. Use the report’s legend to determine whether the number is suitable for a compliance decision, trend analysis or only presence/absence screening.

How to compare limits with a benchmark
- Write down the benchmark’s unit and basis.
- Confirm that the benchmark applies to the same analyte, matrix, tissue portion and exposure route.
- Compare the laboratory’s detection and quantitation limits with that benchmark.
- If a nondetect limit is higher than the benchmark, describe the result as inconclusive for that benchmark and ask whether a more sensitive method or additional sampling is appropriate.
4. Decode qualifiers and quality-control notes
A letter, symbol or footnote can change how much confidence you should place in a value. Qualifier systems are dataset-specific, so never import a code legend from another laboratory.
Common types of qualifiers
Depending on the report, a qualifier can identify an estimated value, a nondetect, a result between detection and quantitation limits, an average, a field measurement, a duplicate or a potential quality-assurance concern. The same letter can mean something different in another program. The report’s key, not a general internet list, is authoritative for decoding it.
Quality-control evidence
Look for laboratory blanks, matrix spikes, duplicate samples, calibration checks, surrogate recoveries and statements about accuracy and precision. EPA quality-assurance guidance describes warning and control limits, batch review and corrective action when control limits fail. A failed control can affect an entire batch, while a note about an individual sample may affect only that result.
- If a qualifier says the value is estimated, use it for context but avoid treating it as a precise boundary.
- If a blank contains the analyte, ask whether contamination could have influenced a low-level sample result.
- If recovery, calibration or precision criteria failed, ask the laboratory whether the result is usable, qualified or should be reanalyzed.
- If the report has no legend or the legend is ambiguous, contact the monitoring organization before making a health or regulatory decision.
5. Choose the right comparison value
There is no universal “safe” number that applies to every fish or every water sample. The correct comparison depends on the exposure route, designated use, jurisdiction, species, tissue basis and current policy.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsFor fish tissue: use the current local advisory
Find the state, Tribal or territorial fish-consumption advisory for the exact waterbody and species. An advisory may recommend limiting meals, choosing smaller or different species, trimming and cooking in a specified way, or avoiding a species altogether. It translates exposure assumptions into practical advice rather than serving as a raw laboratory threshold.

Risk calculations can include the measured fish concentration, meal size, body weight, averaging time, a reference dose for noncancer effects, cancer potency and an acceptable risk level. When separate cancer and noncancer calculations produce different meal limits, EPA guidance recommends using the more conservative value. Do not substitute a neighboring lake’s advice or an old species-specific notice.
For water: identify the designated use and jurisdiction
Determine whether the criterion concerns recreation, aquatic life, drinking water, fish consumption or another designated use. EPA national water-quality criteria are recommendations. States and authorized Tribes may adopt them into their regulations or use them while developing their own criteria, so the enforceable value can differ by jurisdiction and waterbody.
Water-quality assessments can combine biological, chemical, physical, habitat and toxicity evidence. One laboratory result is a data point, not automatically the complete assessment of a stream, lake or coastal area.
6. Read fish-tissue results in their own context
Why tissue data matter
A fish-tissue concentration measures what has accumulated in the animal and therefore addresses eating exposure more directly than a water-only result. EPA cautions that water or sediment measurements alone are not substitutes for direct tissue monitoring when evaluating contamination of edible fish.
Composite versus individual samples
A composite combines tissue from multiple fish. It can represent an average for the sampled group but can hide variation between individuals. An individual-fish result shows a particular fish, not every fish in the waterbody. Check the number of fish, size range and species before treating either type as representative of what an angler will catch.
Species, size and tissue choice
Contaminants can differ by species, age, size, feeding behavior and fat content. A report for a predator or a large adult may not describe a smaller panfish. A fillet result does not establish the concentration in skin, organs or a whole-fish meal. Match the report to the fish people actually intend to eat and to the advisory’s species wording.

Turning a result into a consumption decision
- Identify the exact waterbody boundary named by the issuing agency.
- Match the species and tissue portion to the advisory.
- Check the advisory’s publication or revision date and any seasonal or area restrictions.
- Follow the stated meal frequency, preparation instructions and sensitive-population advice.
- If no current advisory exists, do not invent a meal limit from a single result; ask the responsible health or environmental agency how it evaluates the data.
EPA reports that all 50 U.S. states and some territories and Tribes have issued fish and shellfish consumption advisories. The existence of an advisory program does not mean every waterbody has the same recommendation.
7. Read water-quality parameters and dissolved oxygen
Context for a water sample
Record whether the sample was grab or continuous, surface or depth-specific, upstream or downstream, and whether conditions included recent rain, a heat event, a discharge or unusual flow. A single sample can capture a short-lived condition.
Dissolved oxygen (DO)
DO is usually reported in mg/L and sometimes as percent saturation. Both values are affected by temperature, atmospheric pressure, salinity, turbulence, photosynthesis and respiration. EPA notes that DO can vary with depth, location and time of day, so a dawn surface reading and an afternoon mid-depth reading are not directly equivalent.
EPA indicator material gives broad ecological context: concentrations below 5 mg/L are generally stressful for fish, below 3 mg/L are considered too low to support fish, and below 1 mg/L are hypoxic and usually devoid of life. A 2021 EPA factsheet notes that DO can range from 0 mg/L to 12 mg/L or more. These figures are indicators, not universal legal criteria; use the criterion adopted for the particular waterbody and designated use.
Other water parameters
Apply the same reading order to pH, temperature, nutrients, turbidity, metals, pathogens and organic chemicals: verify the method and unit, identify the applicable use-specific criterion, inspect qualifiers and QC, and consider sampling timing and location. A result cannot be labeled compliant or unsafe until those conditions are known.
8. Compare two reports without being misled
An apparent increase or decrease may reflect a different method, reporting limit or sample condition rather than a real environmental change. Use this checklist before drawing a trend:
Best Value
| Comparison axis | What must match or be explained |
|---|---|
| Analyte | Same chemical, species or parameter and the same analytical fraction. |
| Units and basis | Same units, wet- or dry-weight basis, and any lipid or other normalization. |
| Matrix and portion | Water versus sediment versus tissue; for fish, same species and tissue portion. |
| Sampling design | Comparable location, depth, season, date, flow and time of day; individual versus composite tissue. |
| Method and sensitivity | Comparable analytical method, detection limit and quantitation limit. |
| Qualifiers and QC | Equivalent data usability and no unresolved batch or calibration failure. |
| Decision rule | Same designated use, local criterion or current fish advisory. |
If methods or reporting limits differ, describe the change as a measurement difference unless the data support an environmental explanation. A lower reporting limit can turn an earlier nondetect into a measurable result without any change in the water or fish.
9. Worked examples using report-style notation
Example: a fish-tissue nondetect
Suppose a report lists mercury in a composite fillet as “<0.02 mg/kg,” with an MDL of 0.02 mg/kg and a qualifier indicating nondetect. The defensible reading is that mercury was not detected at or above that method limit in that composite. The result does not establish zero concentration, and it does not by itself authorize unlimited consumption. You would still need the species, waterbody, current advisory and the advisory program’s comparison value, as well as confirmation that the method was sensitive enough for the decision.
Example: a low dissolved-oxygen reading
Imagine a grab sample showing 2.8 mg/L DO at dawn from a shallow station after a warm, cloudy night. The number falls in EPA’s broad “too low to support fish” indicator range, but the reading alone does not establish a violation. Check the local criterion, sampling protocol, instrument calibration, depth, temperature, percent saturation and whether additional readings show the condition is persistent or localized.
Recommended Free Tools
Example: two apparently different results
One laboratory reports a pesticide as “<0.1 µg/L” and a later laboratory reports 0.06 µg/L. Before calling this a new contamination event, compare methods and limits. The second method may simply be more sensitive; the first result allows any value below 0.1 µg/L, including 0.06 µg/L.
10. When the report cannot answer your question
A report is incomplete for decision-making when it omits the sample basis, detection-limit definition, qualifier legend, QC disposition or applicable benchmark. Missing information is a reason to seek clarification, not a reason to assume the most reassuring interpretation.
Questions to send to the laboratory or agency
- What exactly was sampled, and is the result wet weight, dry weight or another basis?
- What do MDL, RL, QL and every qualifier in this report mean?
- Did any blank, recovery, calibration, duplicate or control-limit issue affect this result?
- Is the method sensitive enough for the criterion or advisory value being considered?
- Which current standard, designated use or fish advisory should be applied to this location and species?
- Was the sample part of a composite, and how many fish or subsamples were combined?
When new sampling may be needed
Additional sampling can be appropriate when the original sample is unrepresentative, the detection limit is too high, QC failed, the result is qualified as estimated, or conditions vary strongly by season, depth or location. A consumer test kit or field probe can generate a new screening measurement, but it does not reinterpret an existing laboratory result and may not use the same analytical method or sensitivity. For a health or regulatory decision, use a laboratory and program method accepted by the responsible agency.
11. A compact decision workflow
- Define the question. Are you asking about eating a particular fish, protecting aquatic life, recreation, drinking water or a regulatory assessment?
- Verify the sample. Match location, date, depth, species, size, tissue portion and composite status.
- Normalize the measurement. Confirm analyte, unit, sample basis and method.
- Classify the result. Decide whether it is quantified, estimated, qualified or below a stated limit.
- Review QC. Resolve any failed control, missing legend or unusable batch note.
- Apply the local decision rule. Use the current advisory for fish or the jurisdiction’s designated-use criterion for water.
- State the limits of the conclusion. Explain what the sample supports, what it does not establish and what information would change the decision.
That sequence prevents the most common errors: treating a nondetect as zero, using a water result as a substitute for fish tissue, applying a national recommendation as if it were local law, and reading a broad dissolved-oxygen indicator as a universal safety threshold.
