Before applying, read both the cardholder agreement and the offer’s pricing information. Compare the rates, fees, grace-period rules, payment consequences, and the terms for changes, disputes, and account closure. The exact terms vary by card and issuer, so use the offer-specific documents—not a rewards summary or a general sample—as the basis for your decision.

A credit card agreement sets the terms between you and the issuer. It may be one document or several: APRs and fees can appear in a separate pricing disclosure, while arbitration or term-change provisions may be in another document. Read the agreement together with the pricing table and any offer-specific disclosures.

The Consumer Financial Protection Bureau (CFPB) describes a cardholder agreement as setting a card’s terms and conditions, including fees, liability for unauthorized transactions, and APR. Its credit card agreement database can help you find issuer-submitted general agreements. Those files are not tailored to an individual account, so confirm that the documents match the specific offer and ask the issuer for the account terms if anything is unclear. The CFPB says issuers generally post public agreements and must provide a consumer’s agreement upon request.
Check the legal issuer named in the agreement, not just the card brand or retailer. If you cannot find the issuer in the database, it may use a different legal name or fall under an exception; ask the issuer for the agreement and pricing disclosure. The CFPB’s simplified sample agreement is a prototype, not a required form.

Read the agreement in this order
1. Match the issuer and offer
Confirm the issuer, product name, and offer-specific pricing sheet. A general agreement found online may not show the promotional terms or pricing attached to the offer you are considering. Save copies of the documents you reviewed and verify current terms with the issuer.
2. Compare APRs by balance type
APR is the annualized interest rate. Look for separate rates for purchases, balance transfers, and cash advances, plus any penalty APR. Do not assume one rate applies to every balance. If a rate is variable, check whether the agreement explains the index and margin used to determine it. If you expect to carry a balance, the applicable APR is especially important because a lower rate generally means lower interest costs.

3. Pin down promotional rates
For each introductory or promotional rate, note which balance type it covers, when it expires, and what rate applies afterward. A low promotional rate may be followed by a higher long-term rate. The CFPB also warns that missing a minimum payment may jeopardize an introductory rate, depending on the terms. For a balance transfer, check both the promotion’s duration and the transfer fee.

4. Add up the fees relevant to your use
Look for annual, late-payment, balance-transfer, cash-advance, returned-payment, and foreign-transaction fees, where applicable. Some fees are fixed amounts; others are percentages of a transaction. Compare an annual fee with benefits you realistically expect to use. If you expect to use the card abroad, check the foreign-transaction fee in particular.

5. Understand the grace period and when interest starts
Card issuers are not required to offer a grace period. If the offer has one, find out which balances qualify and what you must pay, and when, to keep it. The CFPB’s key-terms guide explains that a grace period can apply to specified balances and that failing to pay the full balance on time can end it. Cash advances and transfers may have different interest timing, so do not assume purchase grace-period rules cover them.
The CFPB’s credit card contract definitions are useful for understanding terms, but rely on them as contract definitions only when your agreement says it uses them and the relevant terms are marked accordingly.
6. Check minimum payments and missed-payment consequences
Find how the minimum payment is calculated, when payment is due, and what happens if you pay late or miss the minimum. Depending on the agreement and applicable rules, consequences can include a late fee, a penalty APR on new purchases, loss of an introductory APR, and possible harm to your credit history. Paying more than the minimum reduces interest costs and pays down the balance sooner.

Locate the provisions for term changes, billing disputes and charge contests, unauthorized transactions, arbitration, and account closure. The CFPB says most significant changes to an agreement require 45 days’ notice, but the process and any options depend on the type of change and applicable rules. Do not assume every change follows the same procedure. Regulation Z’s official interpretation treats arbitration and unilateral-change provisions as part of the agreement even when they appear in a separate document.

Compare offers using the same checklist
Use the same questions for every card so that a rewards headline does not distract from costs or conditions:
- What are the purchase, balance-transfer, cash-advance, and penalty APRs? Is the purchase rate variable, and what formula determines it?
- Which balances receive a promotional rate, when does it end, and what rate applies afterward?
- What annual and transaction fees apply to the ways you expect to use the card?
- Is there a purchase grace period, which balances qualify, and how do you retain it?
- How is the minimum payment calculated, and what can follow a late or missed payment?
- Will foreign-transaction fees matter for your expected use?
- How do the documents handle changes, disputes, arbitration, unauthorized use, and account closure?
Your likely payment habits change which terms matter most. If you may carry a balance, compare the relevant APRs and promotional-rate end conditions closely. If you expect to pay in full, fees and the requirements for keeping a grace period may deserve more attention.
Use official resources without mistaking them for your offer
The CFPB’s agreement database is a useful way to look up issuer-submitted general terms, but it is not a guarantee that a listed agreement matches your individual offer. The archive page listed Q2 2026 as its newest collection when checked. Confirm any uncertain or offer-specific terms directly with the issuer, and keep the agreement and pricing disclosures you relied on.
