How to Prove You’re a New Yorker When Applying for City Services

New York City does not use one residency-proof rule for every city service. For an IDNYC application, most applicants need documents worth three identity points and one residency point; another city program may have its own requirements. Check the specific service’s application instructions before relying on an IDNYC document list.

Start with the service you’re applying to

Residency rules depend on the program. IDNYC is a useful citywide reference, but having documents that qualify for an IDNYC card does not automatically prove eligibility for another service. Follow that program’s instructions or contact the agency if its requirements are unclear.

IDNYC is free and available to New York City residents age 10 and older, regardless of immigration status. The City says the card can help residents access city services. New York City’s IDNYC guidance explains the card and its uses.

What documents does IDNYC require?

IDNYC uses a points system. Most applicants applying on their own need documents totaling three points of identity and one point of residency. They must also provide photo identification and a document showing their date of birth. A New York State driver license or non-driver ID showing a current NYC address may satisfy both identity and residency requirements if it meets the City’s rules. Current IDNYC application instructions explain the requirements.

A document’s point value and accepted issue date depend on its category. A New York City address printed on a piece of mail is not, by itself, proof that the document qualifies.

Common residency documents

Depending on the document’s details and date, examples may include:

  • A current New York State driver license with a NYC address
  • A utility bill
  • A current lease
  • A recent bank account statement
  • Specified letters from a shelter or City agency

The City accepts other document types too, with different point values and freshness windows. Check the IDNYC FAQ and the July 2025 IDNYC Applicant Document Guide, then use the Document Calculator to check a particular combination. The calculator and guide help you confirm which categories your documents cover and whether their dates meet the rules.

If you don’t have a standard proof of address

Some applicants can use alternatives instead of conventional housing documents. These routes have specific eligibility and paperwork requirements, so check the current application materials before making an appointment.

  • No stable address or a domestic-violence survivor: Qualifying letters from a City agency, nonprofit, religious institution, hospital, or health clinic may establish residency. IDNYC can be issued without an address; an eligible organization may also authorize a care-of address.
  • Student or parent/guardian of a NYC school student: A qualifying school letter may be used.
  • Spouse or domestic partner: In some cases, an applicant may use the partner’s address document with evidence of the relationship and a signed attestation.
  • Eligible caretaker application: The applicant may be able to use the caretaker’s residency document and an attestation.

See the IDNYC application materials and calculator for the conditions and supporting documents for these options.

Apply in person and check availability first

IDNYC’s application instructions describe an appointment-based process at an enrollment center. The City says to confirm your documents, bring the application and documents in person, and expect original documents to be returned after enrollment. However, the City’s separate online application portal currently says new online applications are unavailable. Because application and appointment arrangements can change, check the portal or call 311 before making plans.

  1. Check the document guide and calculator for your situation.
  2. Review the City’s IDNYC application instructions and current enrollment information.
  3. Confirm availability on the IDNYC application portal or by calling 311.
  4. Bring the required application and original documents to your enrollment appointment.
