How to Protect Your Phone’s Location Privacy From Cell-Site Simulators

By Freedom251 Team · · 11 min read

The most reliable way to stop a cell-site simulator from interacting with your phone is to disable its cellular radio. Airplane mode is the easiest control, but verify that Wi-Fi and Bluetooth did not remain enabled. Turning off app location permission or Android’s location switch does not stop cellular-network signaling. For situations where disconnection is acceptable, a properly closed, independently tested RF-shielding pouch can provide another layer. VPNs, Private DNS and “simulator detector” apps address different problems and should not be treated as substitutes.

A cell-site simulator—also called an IMSI catcher or Stingray—pretends to be a cellular tower. Nearby phones may respond with identifying information while the simulator estimates relative signal strength and direction. The exact capabilities depend on the equipment, configuration and operator, so protections should be matched to the risk you are trying to reduce.

What a cell-site simulator is—and what it can reveal

Cellular phones continually perform network procedures so they can register, receive calls and messages, and maintain service. An active cell-site simulator exploits that process by transmitting like a legitimate tower. A nearby phone may select the stronger or more attractive signal and answer the simulator’s requests.

Identifiers and radio-level presence

The simulator may obtain an identifier such as the phone’s IMSI (International Mobile Subscriber Identity). That identifier is associated with a subscriber account or SIM and can help an operator recognize a particular handset or account when it appears again. The important point for privacy planning is that this exchange occurs at the cellular-radio layer, below apps and ordinary internet traffic.

Direction and relative position, not automatically GPS coordinates

The U.S. Department of Justice (DOJ) describes the equipment covered by its own policy as providing the relative signal strength and general direction of a subject cellular telephone. DOJ says those devices do not function as GPS locators and do not obtain or download location information from the phone or its applications. That is a description of DOJ’s policy-governed equipment, not a universal technical guarantee for every simulator or operator.

Possible downgrade-related risks

The Electronic Frontier Foundation (EFF) notes that some simulators can have more intrusive capabilities, including situations in which a connection is downgraded to 2G. This is a capability EFF discusses, not a claim that every device intercepts communications or that every operation performs a downgrade. Modern phones, carriers and local radio conditions also affect what is possible.

What the simulator does not need

A simulator does not need access to your location permission, map account or a particular app to detect a phone at the cellular layer. Consequently, disabling GPS or app permissions alone cannot prevent the phone from exchanging cellular signaling with a nearby simulated tower.

Which privacy control fits your goal?

Different settings protect different layers. Use this comparison before changing anything:

Measure What it changes Cellular signaling stopped? Wi-Fi/Bluetooth status Reachable while enabled? Evidence and limitations
Airplane mode with cellular off Disables the phone’s cellular connection Yes, when cellular remains off May remain on or be re-enabled No cellular calls or messages Google documents that Wi-Fi and Bluetooth can stay enabled in airplane mode and that the phone remembers those choices.
Turn off Wi-Fi and Bluetooth separately Removes those short-range and local-network radios Not by itself Both radios off Cellular service remains unless separately disabled Useful for reducing other wireless exposure, but it is not a cellular-control substitute.
Android “Use location” off Restricts device location features and many location requests No Unaffected Usually yes Android’s location system can use cellular towers, Wi-Fi, GPS and sensors; this switch is a different layer from cellular registration.
RF-shielding pouch Physically attenuates radio signals when fully closed On a tested pouch, yes Can also block other radios, depending on construction No while enclosed NIJ reported that its evaluated SFP1215W Forensic Pouch blocked cellular connections on all devices processed. That result is product-specific.
VPN Routes or encrypts supported internet traffic No Unaffected Usually yes It operates after the phone has network connectivity and should not be described as blocking tower registration.
Private DNS Protects DNS questions and answers No Unaffected Usually yes Google’s documentation limits the protection to DNS; it does not disable the cellular radio.
Detection app Attempts to infer unusual cellular behavior No Unaffected Yes EFF says claimed detector accuracy may not be verifiable, and a passive IMSI catcher may be impossible for an ordinary user to identify.

Step 1: Disable cellular connectivity when it matters

If your priority is preventing a nearby simulator from receiving cellular signaling, remove the phone from the cellular network. The trade-off is immediate: cellular calls, SMS and mobile data will not work until the radio is restored.

On a Pixel phone

  1. Open Settings.
  2. Tap Network & internet.
  3. Turn on Airplane mode.
  4. Open the quick settings panel or return to network settings and confirm that cellular service is still off.
  5. Check the Wi-Fi and Bluetooth icons. If either is enabled, turn it off when you also want to remove those radios.

Google notes that Wi-Fi can be enabled while airplane mode is active. It also says the phone remembers whether Wi-Fi and Bluetooth were enabled in airplane mode previously. That means a phone can appear to be in airplane mode while still transmitting over Wi-Fi or Bluetooth. The exact labels and menu locations vary by manufacturer and Android version, so verify the radio indicators rather than relying only on the mode name.

After enabling airplane mode

  • Look for the absence of cellular bars, carrier name or mobile-data indicators.
  • Do not re-enable Wi-Fi merely to check a message if your threat model requires all nearby radios to be quiet.
  • Remember that emergency calling, local regulations and device behavior can vary; do not assume airplane mode guarantees that every radio in every handset is disabled.
  • Schedule a reminder to restore service when the risk period ends, because calls and ordinary text messages may be missed while disconnected.

When you need internet access during a no-cellular period

Wi-Fi can provide internet access after cellular is disabled, but it changes the privacy picture. A Wi-Fi network can observe a connection, and Bluetooth accessories may continue to exchange data if Bluetooth is left on. If you use Wi-Fi deliberately, treat it as a separate decision: keep cellular off, connect only to a network you trust for the task, and understand that Wi-Fi does not make the phone invisible.

Step 2: Keep app location controls in their proper place

Android’s Use location setting controls location features and requests from the operating system and apps. Turning it off can limit map positioning, geotagging and location-based services, but it does not switch off the cellular modem or prevent a phone from registering with a tower or simulator.

Why location estimates can use several sources

Google explains that Android Location Accuracy may combine nearby Wi-Fi access points, cellular towers, GPS and device sensors, especially where GPS signals are obstructed. These sources help apps estimate a position; they are not the same as the cellular identity exchange that occurs when the modem seeks service.

A layered settings check

  1. Decide whether you need to stop cellular signaling. If yes, use airplane mode and verify cellular is off.
  2. Decide whether apps should receive a position. If yes, review Settings → Location and app-specific permissions separately.
  3. Review Wi-Fi scanning and Bluetooth scanning options if your concern includes passive location estimation from nearby networks or beacons.
  4. Recheck permissions after operating-system updates, because labels and privacy dashboards can change.

These controls can reduce the amount of location data stored or shared by apps, but they should not be presented as a defense against a simulated tower.

Step 3: Use an RF-shielding pouch only with realistic expectations

A properly designed, fully closed RF-shielding pouch can isolate a phone from cellular signals. It is a physical control rather than a software setting, and it has a clear usability cost: the phone cannot receive calls, messages or mobile data while it is effectively shielded.

What the NIJ evaluation establishes

The National Institute of Justice (NIJ) reported that its evaluation of the SFP1215W Forensic Pouch blocked cellular connections on all devices processed while they were inside the evaluated pouch. That finding supports the performance of that tested item under the evaluation conditions. It does not prove that every consumer pouch blocks every band, handset or radio.

How to choose and validate one

  • Look for independent testing of the finished pouch, including its closure and seams, rather than relying only on material claims.
  • Test the actual pouch with the phone, SIM or eSIM service and locations where you plan to use it.
  • Place the phone inside, close the pouch completely and wait long enough for the handset to lose service. A partly folded flap or an open charging port can compromise isolation.
  • Try calling the phone from another line and check whether cellular data remains available. Perform the test without Wi-Fi so a Wi-Fi connection does not mask cellular blocking.
  • Repeat the check after regular use. Wear, contamination, a damaged closure or a different phone can change results.

Operational costs

Shielding is not a stealth mode that preserves communication. Notifications may be delayed, two-factor codes sent by SMS may not arrive, and callers may hear an unreachable or unavailable result. Remove the phone only when you are ready to reconnect it; once outside the pouch, it may immediately search for service and register with the strongest available network.

Why detection apps are not proof

People often want an app that says whether a Stingray is nearby. EFF cautions that it is difficult for most people to know whether an active simulator accessed their signals and impossible to know whether a passive IMSI catcher accessed them. EFF also says applications claiming to identify simulators may not be verifiably accurate.

Unexpected signal changes, a temporary loss of service or a sudden 2G indicator can have ordinary explanations, including congestion, terrain, maintenance or carrier coverage. An app may report an anomaly without identifying its cause, and a lack of an alert cannot demonstrate that no simulator is present. Use detector software, if at all, as an exploratory signal—not as a security guarantee or a reason to leave cellular enabled.

VPN and Private DNS: useful, but for different threats

VPN

A VPN can encrypt or route some internet traffic between the phone and a VPN service, depending on its configuration. It does not stop the modem from searching for a tower, responding to cellular signaling or revealing a subscriber identifier to a cellular network. A VPN is therefore appropriate for concerns such as untrusted network operators or exposure of internet traffic, not for preventing cellular registration with a simulator.

Private DNS

Private DNS protects DNS questions and answers. Google describes that function narrowly: it helps protect the process that turns a domain name into an address. It does not disable cellular connectivity, hide the phone’s radio presence or prevent a simulated tower from requesting cellular identifiers.

Using both with airplane mode

You can use a VPN or Private DNS after connecting over Wi-Fi with cellular disabled, but those tools do not add cellular shielding. They address the traffic that travels over the chosen internet connection; airplane mode or a tested pouch addresses whether the cellular radio is communicating at all.

Choose a response by threat and inconvenience

Your priority Recommended action What you give up
Prevent cellular interaction for a short, high-risk period Enable airplane mode and verify cellular, Wi-Fi and Bluetooth states Cellular calls, SMS and mobile data; possibly Wi-Fi and Bluetooth access
Stay reachable while limiting app-based location collection Review location permission, scanning settings and app access Nothing essential, but cellular signaling continues
Maintain a physical separation from radio networks Use a fully closed, independently tested RF-shielding pouch All connectivity while enclosed; product testing and careful handling required
Protect web traffic on a Wi-Fi or cellular connection Use a VPN and consider Private DNS Possible performance, battery or compatibility costs; no protection against cellular registration
Find out whether a simulator is nearby Do not rely on consumer apps as proof; reduce exposure directly instead You may not receive a definitive detection result

Legal and policy context

A December 2023 DOJ interim policy generally requires DOJ agents to obtain a probable-cause search warrant before using a cell-site simulator, with limited exceptions for exigent or exceptional circumstances. The policy also addresses supervision, tracking, data handling and deletion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This is an internal DOJ policy, not a statement of the law everywhere. State and local agencies, other federal agencies and authorities outside the United States may operate under different statutes, court decisions or policies. A policy about authorized use does not change the technical behavior of a simulator or create a personal guarantee that a nearby device is lawful.

Practical scenarios

Walking through a location where you expect targeted monitoring

Before entering, decide how long you can be unreachable. Enable airplane mode, turn off Wi-Fi and Bluetooth, and verify that cellular indicators disappear. If you need to preserve the phone’s state for later, do not repeatedly toggle radios during the period you are trying to avoid cellular registration.

Attending a meeting where you still need local files

Download the files beforehand. Use airplane mode with all radios off rather than relying on location permission settings. If you need a reference device that remains connected, keep it separate from the phone whose cellular exposure you are reducing.

Carrying a phone that must remain available for emergencies

A fully disconnected phone may not meet your safety needs. In that case, understand that location controls, a VPN and Private DNS do not prevent cellular signaling. Consider whether a different communication plan, a second device or a defined period of disconnection is safer for your circumstances, and follow applicable emergency requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Storing a phone overnight

If the goal is to prevent any radio exchange while stored, a tested pouch that remains fully closed is more dependable than relying on a software icon. Check the pouch with the actual phone before using it for this purpose, and remember that incoming messages will wait until the device reconnects.

Troubleshooting and verification

Airplane mode is on, but Wi-Fi still works

This is expected behavior on many Android phones. Open network settings and switch Wi-Fi off. Check Bluetooth as well; the phone can remember that either radio was enabled in airplane mode.

The phone reconnects unexpectedly

Reopen network settings and inspect each radio instead of relying on the quick-settings icon. Restarting can restore default behavior on some devices, so verify again after a reboot. Manufacturer-specific software may expose additional connectivity controls.

The pouch appears to work at home but not elsewhere

Repeat the test without Wi-Fi and with a call placed from another phone. Test the closure, seams and any opening used for a cable. Different bands, handset designs and local signal strength can expose weaknesses that a simple indoor test misses.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You need a message while disconnected

There is no privacy-preserving setting that both blocks all cellular signaling and receives an ordinary cellular call or SMS. Remove the phone from airplane mode or the pouch only when you accept reconnection, then restore the protective state afterward.

Pre-use checklist

  • Identify whether you are protecting against app location collection, cellular registration, internet-traffic observation or all three.
  • For cellular protection, enable airplane mode and verify cellular is off.
  • Check Wi-Fi and Bluetooth separately; airplane mode may leave them enabled.
  • Do not confuse Android’s location switch with a cellular-radio switch.
  • If using a pouch, close it completely and test it with your actual phone and service.
  • Plan for missed calls, SMS messages, alerts and two-factor codes.
  • Treat VPN and Private DNS as internet-privacy tools, not cellular shields.
  • Do not treat a detector app’s alert—or silence—as proof that a simulator is or is not present.
  • Restore connectivity deliberately when the risk period ends and confirm that the phone has re-registered normally.
