A phone is useful in a hurricane only when it stays dry, has a realistic power plan, and can be used without delaying evacuation. Prepare those safeguards before conditions deteriorate, then conserve power and follow official instructions.
Before hurricane conditions arrive
Charge the phone and stage every cable
Start with the charging equipment you already know works with the phone. Charge the phone to full, then charge each power bank or other backup battery that you intend to carry. Pack the phone’s compatible cable and wall charger together rather than assuming a loose cable will be easy to find during a power outage.

Put the charged phone, cable, wall charger, and backup battery in the go-bag or another place that can be reached quickly. Keep a second set of charging supplies in a vehicle if that is part of your household emergency plan. FEMA preparedness guidance specifically advises keeping a portable phone charger in a vehicle.
- Confirm that the cable fits the phone and the backup charger.
- Charge backup batteries before the storm, while household power is available.
- Store the charging kit where it will not be buried under other emergency supplies.
- Keep a small flashlight available so you do not have to use the phone’s light to search for equipment.
NOAA recommends keeping phones charged when a hurricane threatens and lists chargers among disaster supplies. Its hurricane supply guidance also recommends at least three days of food, water, and medicine, noting that electricity and water could be out for at least that long. That three-day figure is a preparedness recommendation, not a guarantee that a phone battery or a particular charger will last three days.

Create more than one way to add power
A charged power bank is usually the simplest backup because it stores energy before the outage. A portable crank or solar-powered USB charger provides a different charging route when there is no functioning wall outlet. NOAA states: “You may need a portable crank or solar-powered USB charger for your cell phones.” The device must support the phone’s charging connection, and it should be tested before the storm rather than opened for the first time during an emergency.
These options do different jobs:
| Option | What it does | What to verify before the storm | What the guidance does not establish |
|---|---|---|---|
| Portable phone power bank | Stores a charge that can be used later through a compatible cable. | Connector compatibility, that the bank itself reaches a full charge, and that the cable is packed with it. | No reviewed agency gives a universal number of phone recharges or a runtime estimate. |
| Portable crank USB charger | Offers a hand-powered charging route when mains power is unavailable. | That it provides the phone’s required connection and that household members know how to operate it. | No reviewed source states how long cranking will take for a particular phone or battery. |
| Solar-powered USB charger | Uses available sunlight as an alternate or supplemental charging source. | That it supports the phone and can be positioned safely in the available conditions. | No reviewed source supplies a charging time, output test, or weather-performance guarantee. |
The American Red Cross describes a three-day portable Go-Kit that includes backup batteries and chargers, plus a two-week stay-at-home kit. Those planning horizons help you decide how much emergency equipment to stage; they are not predictions about the length of a local outage or the endurance of a phone setup.
Protect the phone from rain and floodwater
If the phone is not waterproof, FEMA’s preparedness material says: “If your phone is not waterproof, consider a waterproof case or a thick, sealable plastic bag to place your phone into.” Read that as protection from water exposure, not as proof that every pouch is safe for immersion. A seal can fail, and a phone can be damaged by floodwater even when its exterior appears intact.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minute- Place the phone in a waterproof case or a thick, sealable plastic bag before rain becomes heavy.
- Keep the charging cable, power bank, and wall charger in separate sealed bags or a dry compartment so one wet item does not contaminate the rest.
- Leave enough access to the phone’s controls for emergency alerts, or open the protection only in a dry location when necessary.
- Keep the protected phone away from standing water, floodwater, wet floors, and damaged electrical equipment.
- Do not connect a wet phone or wet cable to a power source. Move the equipment to a dry, safe place first.
Do not treat a waterproof pouch as permission to carry the phone through floodwater or to test it underwater. Floodwater can contain sewage, chemicals, and hidden electrical hazards; keeping the phone dry is only one part of staying safe.
Prepare information that does not depend on the phone
Save important contacts and the household communication plan in a form that remains available if the phone battery is empty. NOAA’s hurricane guidance recommends paper copies of key contacts for situations in which power is lost and the phone runs out of charge. Include household members’ numbers, an out-of-area contact if your family uses one, medical contacts, school or workplace numbers, insurance information, and the address of the place where you plan to go.

Enable Wireless Emergency Alerts before the storm. Check that local officials’ alert instructions are understood by everyone who may be responsible for children, older adults, or pets. A phone should supplement the household plan, not be the only place where the plan exists.
During a power outage or evacuation
Use the remaining battery deliberately
When electricity fails, limit nonessential phone use and check alerts periodically instead of keeping the screen active continuously. Reserve the phone for official instructions, urgent communication, navigation needed for evacuation, and emergency services. This is practical conservation advice; the reviewed hurricane guidance does not assign a measured percentage of battery savings to a particular setting.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Check alerts and local instructions at planned intervals.
- Send essential updates rather than long conversations.
- Keep the phone in its water protection whenever weather or flooding threatens.
- Do not spend battery on entertainment while you are waiting for an evacuation decision.
If you must choose between using the phone for an urgent message and saving power for later, send the essential information first and then return the phone to its protected, low-use state.
Charge in a safe sequence
- Move to a dry area away from floodwater, damaged outlets, and fallen or exposed electrical lines.
- Check the phone, cable, and charger for visible moisture or damage. Do not connect equipment that is wet, frayed, cracked, or hot.
- Use the charged power bank first if it is the most reliable option you prepared. Keep the bank and its connections off wet surfaces.
- If the bank is depleted, switch to the tested crank or solar USB charger. Follow that device’s instructions and protect it from rain while it operates.
- Disconnect the phone when it has enough power for the next necessary task. Keeping a connection active is not worth exposing the equipment to a hazard.
Never take a charging break that delays leaving. CDC hurricane safety guidance says to take the cell phone and chargers when evacuating and states: “Never ignore an order to evacuate.” If authorities order evacuation, leave immediately with the equipment that is already packed; do not remain behind to finish charging or search for a missing accessory.
Expect cellular congestion and choose lighter channels
A charged phone does not guarantee cellular service. NOAA warns that communications systems may be affected after a hurricane and that calls or video calls may be difficult when networks are congested. When possible, try text messages, email, or social media instead of repeatedly redialing a voice call. Keep messages concise and include the information the recipient needs: who you are, where you are, whether you are safe, and what help is required.

If a message will not send, avoid assuming that the phone or the recipient is at fault. Network damage, congestion, loss of local power, or an overloaded tower can all interrupt service. Continue to follow official broadcasts and instructions through whatever channel remains available.
After the storm
Keep charging away from electrical and flood hazards
Storm damage can make a familiar outlet unsafe. Do not approach downed power lines, touch damaged electrical equipment, or set up charging gear in a flooded room. A dry phone does not make a wet building safe.
If a generator is used, NOAA says to operate portable generators outside and more than 20 feet from the home, doors, and windows. Never use one indoors or in a garage. Carbon monoxide exposure can be fatal, and charging a phone is not worth moving a generator into an enclosed space.
Continue to expect communication interruptions
Keep following local officials after the immediate weather has passed. Cellular and other communications may remain disrupted, so use text-based channels when calls do not connect and avoid sending repeated, unnecessary messages. If the phone is damaged or its battery is nearly empty, use the paper contact information and household plan prepared before the storm.
Do not return to a damaged area solely to retrieve a charger. Wait for official direction and treat floodwater, downed lines, and unstable structures as hazards even when the sky is clear.

How to choose backup charging equipment
The agencies cited here recommend categories of supplies, not specific models. Compare equipment by the factors that affect whether it will be useful in your situation:
| Decision factor | Questions to ask | Why it matters in a hurricane |
|---|---|---|
| Phone compatibility | Does the charger provide the connector and charging method your phone uses? Is the cable included? | An incompatible port leaves stored energy unusable when stores and outlets may be unavailable. |
| Charging source | Is the device pre-charged, hand-powered, solar-powered, or dependent on a vehicle or wall outlet? | Different sources fail under different conditions; a second method reduces reliance on one source. |
| Portability | Can it fit in the go-bag and be reached without unpacking essential supplies? | Equipment that is too bulky or buried is less useful during a rushed departure. |
| Pre-storm readiness | Can you charge it before the storm, and have you confirmed that it works with the phone? | Testing exposes missing cables or incompatible connectors while household power is still available. |
| Water protection | Can the charger and cable be kept sealed and dry while the phone is protected? | A phone pouch cannot protect a power bank or cable that is left exposed. |
The reviewed agencies do not publish tested output, recharge counts, solar charging times, or phone-specific runtime estimates for these categories. Do not buy or pack a charger on the assumption that it will power a phone for a stated number of days unless the exact phone, charger, capacity, weather, and usage conditions have been evaluated.

The phone is exposed to rain while you are moving
Put it into the waterproof case or thick sealable plastic bag before leaving shelter, not after it is already soaked. Keep the opening oriented away from rainfall and place the sealed phone in an interior pocket of the go-bag. If you need to read an alert, stop in a dry location rather than opening the protection in heavy rain.
The phone or cable becomes wet
Stop charging immediately and separate the phone from the power source. Move both items to a dry, safe place and do not reconnect them while moisture remains. If floodwater reached the equipment, treat it as contaminated and potentially unsafe; protecting the phone from further damage is less important than avoiding electrical contact and exposure to hazardous water.

Calls will not connect
Try a concise text, email, or social-media message when service permits. Avoid repeated voice-call attempts during congestion. If the network is unavailable, keep monitoring official instructions through any working broadcast or alert channel and follow the evacuation plan already established.
An evacuation order arrives while the phone is charging
Disconnect the phone, take the phone and chargers, and leave. CDC’s instruction is unambiguous: “Never ignore an order to evacuate.” Charging can continue at a safer destination; an evacuation route may not remain available.
What this plan can—and cannot—guarantee
Preparation improves the chance that the phone will remain available for alerts and essential communication, but it cannot guarantee battery duration, cellular coverage, or access to a working outlet. NOAA’s three-day supply recommendation and the Red Cross’s three-day Go-Kit and two-week home-kit horizons describe broader emergency planning, not phone runtime. Storm damage, congestion, weather, device condition, and usage all affect what happens next.
Recommended Free Tools
The most dependable approach is therefore layered: charge before the storm, carry a tested backup battery, keep a crank or solar USB route available when practical, seal the phone and charging gear against water, preserve paper contacts, and leave immediately when officials order evacuation.
