How to Protect Your Phone and Keep Emergency Alerts On During a Coastal Storm

Protecting a phone for a coastal storm requires two separate plans: keep the handset and a backup power source charged, and prepare several ways to receive authoritative warnings. Turn on Wireless Emergency Alerts (WEA), enroll in your local government’s notification system, and keep an independent source such as NOAA Weather Radio available. WEA can reach compatible phones served by cell towers in an affected area, but no alert channel promises service through every outage or network failure. Follow local emergency managers’ instructions and evacuate or shelter when directed.

Use the phone as one part of a broader warning system, not as your only lifeline. The steps below cover preparation, storm operations, communications when networks are busy, and recovery.

What your phone can—and cannot—do in a coastal storm

Emergency communication has two different failure points. A phone may be fully charged yet miss an alert if it is incompatible, outside the serving cell area, or affected by a damaged network. Conversely, a phone may receive a warning but become unusable when its battery is depleted. Plan for both conditions.

Wireless Emergency Alerts are free, geographically targeted messages sent to compatible cellular phones in the affected area. FEMA’s fact sheet describes them as warnings about severe weather, AMBER Alerts and threats to safety; the document is dated June 26, 2020, so handset and provider support should be confirmed with your current carrier or manufacturer. Read the full description in FEMA’s WEA fact sheet.

WEA is not the same as joining a county text list. A WEA-capable phone does not require a separate WEA registration, while a city, county or state notification service generally requires its own enrollment. WEA messages are brief and one-way; after receiving one, seek fuller instructions from local authorities, weather radio or another official source.

Cellular alerts also depend on infrastructure. A storm can interrupt commercial power, backhaul links, towers or local facilities. Neither FEMA’s preparedness material nor the WEA fact sheet guarantees that cellular service or alerts will function during every storm. Redundancy reduces the chance that one failure leaves you uninformed.

Prepare alert channels before the storm

1. Check Wireless Emergency Alerts on every compatible phone

  1. Open the phone’s Settings and look for a section named Emergency Alerts, Government Alerts, Safety and Emergency, Notifications or a similar label. Apple and Android menu names differ by model, operating-system version and carrier.
  2. Make sure the emergency-alert categories available on your phone are enabled. Do not assume that enabling ordinary text-message notifications also enables WEA.
  3. If you cannot find the controls, use the Settings search field for “emergency alerts,” consult the handset maker’s current support page, or ask the wireless provider to confirm the setting.
  4. Ask the provider or manufacturer whether that exact handset and software version support WEA. FEMA notes that capability varies among handsets and providers, so a newer phone or a different carrier may behave differently.
  5. Check the setting on each phone used by household members, including a spare handset that might become the primary device during an evacuation.

2. Enroll in local emergency notifications

Find the official website of your city, county, tribal nation or state emergency-management office and look for emergency notifications, community alerts or mass-notification registration. FEMA’s hurricane guidance recommends signing up for local notifications because these systems can provide evacuation zones, shelter information, road closures and instructions specific to your jurisdiction. Registration requirements, delivery methods and coverage vary locally; use the government site rather than an unverified third-party list. The federal hurricane guide is available at Ready.gov’s hurricane-preparation PDF.

After enrolling, keep the email address and phone number current. If the service allows multiple addresses or household members, add a person who may be in a different location during the storm. Save the service’s name and login details in a password manager or on paper so you can update them later.

3. Add the FEMA app as a complementary source

The FEMA app page says the app is available for iOS and Android and can provide National Weather Service weather and emergency alerts for up to five selected locations nationwide. That page lists a last update of October 29, 2024; app features and permissions can change, so verify current behavior in the app store and in the app’s settings. Treat it as an additional path, not a replacement for WEA, local officials or an independent receiver. Details are on FEMA’s app page.

  1. Install the app before a storm, while you still have reliable internet access.
  2. Allow notifications and location access only to the extent you are comfortable with, then select the locations you need to monitor.
  3. Open a test notification or the app’s alert settings so you know where warnings will appear.
  4. Keep the app updated when practical, but do not postpone evacuation or other safety action while troubleshooting an update.

4. Keep an independent information path

FEMA hurricane-preparedness materials mention NOAA Weather Radio alongside mobile alerts. A radio receiver can remain useful when cellular data is unavailable, but it still needs batteries, another power source or a hand-crank system. Test the receiver before the season and keep spare batteries dry. The Ready Business Hurricane Toolkit discusses NOAA Weather Radio as part of broader alerting.

Compare the main alert channels

Use this comparison to identify gaps in your household plan. “Requires cellular coverage” means the channel can fail when towers or the connecting network are unavailable; it does not predict whether a particular storm will cause an outage.

Channel Cellular coverage required? Registration or configuration Separate power needs
WEA on a compatible phone Yes; delivery uses cell towers serving the affected area No separate WEA signup; enable the phone feature and confirm handset/provider support Uses the phone battery; charge it or a backup source
Local emergency text or email service Usually yes for text delivery; email may use cellular data or Wi-Fi Yes, complete the jurisdiction’s enrollment where offered Uses the phone or computer’s power
FEMA app and National Weather Service alerts Normally needs an internet connection to retrieve app data Install the app, allow notifications and choose locations; the FEMA page describes up to five locations nationwide Uses the device battery and any network equipment in your home
NOAA Weather Radio No cellular connection Tune and test a suitable receiver for your area Needs batteries, mains power or another charging method

No channel is guaranteed in every disaster. The value of the table is redundancy: a weakness in one delivery method does not automatically eliminate all others.

Build a phone-power plan before an outage

Charge in a deliberate order

  1. Charge the phone to full before dangerous weather arrives. Do this while the electrical grid and home internet are stable.
  2. Charge a portable power bank or other external battery at the same time. FEMA preparedness guidance recommends external power sources and alternative charging methods; it does not establish a universal capacity that will last a particular phone for a particular number of days.
  3. Pack the correct charging cable, wall adapter and any connector needed by the backup battery. A charged power bank without a compatible cable is not a working plan.
  4. Top up other essential devices only after the primary phone and backup source are ready. If several people share one battery, agree in advance on charging priorities.
  5. Store the phone, cable and power source together in a dry, secure place that is easy to reach during an evacuation.

Ready.gov’s disaster-planning guidance states: “Have alternative charging methods for your phone in case of power outages.” Read the guidance at Ready.gov. A portable power bank is a practical application of that advice, not a tested product recommendation.

Use general battery-saving practices carefully

When an outage begins, reduce nonessential drain: lower screen brightness, disable radios or background services you do not need, close streaming apps, and use airplane mode only when you are not expecting an alert or call. Menu names vary, and these are general device-management suggestions rather than a FEMA performance claim. Keep the alert functions and the communication method you still need active.

Do not repeatedly wake the screen to check for messages. Set a schedule for checking official sources when conditions permit, while leaving emergency notifications enabled. If you must choose between entertainment and reserve power for warnings or a 911 call, preserve the reserve.

What to do during the storm

Act on official instructions first

If local officials order an evacuation, leave the threatened area immediately and follow the stated route or shelter guidance. Do not remain in a dangerous location to preserve a cellular connection or wait for an additional phone notification. FEMA’s hurricane guidance emphasizes following local authorities; read it at How to Prepare for a Hurricane.

Keep the phone available for official alerts, navigation information from authorities and concise messages to people who need your status. Avoid browsing rumor-driven posts when an official source is available. Screenshots of an alert can help preserve its wording if connectivity later disappears, but a screenshot does not replace updated instructions.

Protect equipment from water and impact

Keep the handset and power bank in a dry, secure location away from windows, floodwater and loose objects. The available federal guidance does not establish a tested waterproof case, pouch or storm-proof accessory, so choose protection based on your own equipment and conditions rather than assuming a product guarantees safety. Never charge a wet device or handle electrical equipment in standing water.

Do not assume an app can replace WEA

An app may need an active data connection and background permissions. A WEA message is a carrier-delivered, geographically targeted alert with different technical dependencies. Keep both configured when possible, and continue monitoring local authorities and NOAA Weather Radio.

If the power or cellular network fails

When the home loses electricity

  • Switch to the charged phone and power bank instead of repeatedly opening high-bandwidth apps.
  • Use text messaging for routine updates because it may succeed when voice calling is congested; send concise messages and avoid repeated retries.
  • Listen to the NOAA Weather Radio or another independent receiver if cellular information stops arriving.
  • Keep the charging setup dry and do not connect equipment to an unsafe generator or damaged outlet.

A power outage does not automatically mean WEA will stop, because towers may have backup power, but it also does not guarantee that alerts will continue. Infrastructure damage, congestion and loss of backhaul can interrupt service.

When cellular service is unavailable

Use the radio and any instructions broadcast by local authorities. If you have Wi-Fi calling, satellite capability or another communications service, understand its limits before the storm; the cited FEMA material does not guarantee any particular alternative service. Leave a dangerous area when instructed even if your phone shows no signal.

Communicate after the storm without overloading the network

FEMA advises saving voice calls for emergencies and using texts or social media to reach family and friends when possible, because phone systems may be down or busy after a disaster. The recommendation appears in How to Stay Safe When a Hurricane Threatens.

  1. Send one short status message that says whether you are safe, where you are generally located and what help is needed.
  2. Ask recipients to acknowledge once rather than starting a long conversation.
  3. Reserve voice calls for immediate danger, medical needs or other situations in which text cannot convey the urgency.
  4. Continue checking local emergency-management channels for curfews, boil-water notices, shelter changes and re-entry instructions.
  5. Do not enter flooded roads or damaged buildings because a message, map or social post suggests they are passable; official authorities control reopening decisions.

Cellular service may return unevenly. A phone that briefly connects is not proof that the network is stable, so conserve power and avoid unnecessary traffic until officials report normal operations.

Troubleshoot alert and charging problems before landfall

WEA appears disabled

  • Search Settings for “emergency alerts” and inspect every alert category shown.
  • Restart the phone after changing settings, then confirm that the setting remains enabled.
  • Check for operating-system or carrier updates while you still have dependable power and connectivity.
  • Ask the provider whether the model is WEA-capable. If it is not, rely on local notifications, the FEMA app where supported and an independent receiver.

Local notifications never arrive

  • Verify that you enrolled through the correct jurisdiction and that the phone number or email address is accurate.
  • Check spam, blocked-sender and “Do Not Disturb” settings, while preserving emergency-alert overrides where your device offers them.
  • Look at the jurisdiction’s website for a separate evacuation-zone or shelter-alert system.
  • Remember that a local signup and WEA are separate systems; failure of one does not prove the other is configured incorrectly.

The power bank will not charge the phone

  • Check the cable and connector orientation, then try a second known-good cable if available.
  • Confirm that the power bank itself was charged and that its output switch, if any, is on.
  • Keep both devices at a safe temperature and dry location; discontinue use if a battery is swollen, damaged or unusually hot.
  • Do not infer a runtime from the bank’s label. Actual charge depends on the phone, cable, conversion losses and how often the screen and radio are used.

A simple household checklist

  • WEA is enabled on each compatible phone.
  • Carrier or manufacturer support for each handset has been confirmed.
  • Local emergency notifications are registered and contact details are current.
  • The FEMA app, if used, has notification permissions and selected locations configured; its page describes up to five locations nationwide.
  • A NOAA Weather Radio or another independent official-information path is available and tested.
  • The phone, power bank, cables and adapters are charged and stored together in a dry place.
  • Household members know where to find evacuation and shelter instructions.
  • Everyone understands that alerts supplement, rather than replace, directions from local emergency managers.
