Protect people first, then reduce the water that can enter. Before heavy rain, check your local flood risk and alerts, clear gutters and drains, move valuables and critical equipment above expected water levels, and arrange any needed backwater valve, sump-pump backup, alarms, or temporary barriers. When flooding threatens, follow evacuation instructions, avoid all floodwater, and shut off utilities only if it is safe. These measures lower risk but cannot guarantee a dry home; the right design depends on your site, building, sewer connection, local code, and flood depth.
Ready.gov’s warning is deliberately broad: “Where it can rain it can flood.” A property outside a mapped high-risk zone can still be affected by intense rain, drainage failures, creek overflow, or a backed-up sewer. Use maps as planning information, not as a promise of safety. This U.S.-focused guide uses FEMA and Ready.gov guidance; local emergency management, building officials, and qualified contractors must determine the details for your property.

Start with life safety and a local flood plan
Flood protection is a sequence, not a single product. First decide how your household will receive warnings, communicate, and leave. Property measures such as pumps and sandbags are useful only while people remain out of danger.

- Review your community’s flood maps, drainage information, and emergency routes. Ask the local emergency-management or building department how stormwater, rivers, coastal water, and sanitary sewers affect your address.
- Sign up for official emergency alerts and keep weather warnings available during the storm. A map shows modeled or historical risk; it cannot predict every blocked drain, power failure, or flash flood.
- Write an evacuation and communication plan. Choose destinations on higher ground, an out-of-area contact, routes that do not require crossing low water, and arrangements for children, older adults, disabilities, pets, and medications.
- Keep identification, insurance information, prescriptions, chargers, water, and essential documents where they can be collected quickly. Store digital copies in a secure location that remains accessible if the house is damaged.
Follow an evacuation order immediately. Do not stay because a pump is running or because you want to protect belongings. Ready.gov and FEMA state that six inches of fast-moving water can knock a person down and one foot of moving water can sweep a vehicle away. Never walk, swim, or drive through floodwater, and never move a barricade.

Prepare the house before heavy rain
Clear the paths that carry water away
Clean leaves and sediment from gutters, downspouts, roof drains, yard drains, and nearby grates. Confirm that downspouts discharge where local rules allow and where water will not flow toward the foundation or a neighbor. Do this before a warning arrives; working on a roof or in fast-rising water is unsafe.
Remove debris that can block street inlets or swales, but do not enter a roadway or drainage channel during a storm. If a drain repeatedly surcharges, report it to the responsible utility or public works department rather than relying on a temporary cover.
Move contents and elevate vulnerable equipment
Move valued items, paper records, electronics, furniture, and irreplaceable possessions to an upper floor or another dry location. FEMA advises elevating critical utilities that are susceptible to flooding. That may include electrical panels, heating and cooling equipment, fuel tanks, water heaters, and controls, but the feasible solution depends on the building and code.
Do not improvise an electrical relocation or place combustible fuel where it could float or leak. Ask a licensed electrician, plumber, or building professional about permitted elevation, anchoring, backflow protection, and service access.
Reduce sewer backup through a properly selected valve
A sewer backwater or check valve can help limit sewage entering through connected drains when the public sewer surcharges. It is not a universal flood barrier: it cannot stop rain entering through doors, walls, windows, floor cracks, or a failed sump system.

Before installation, ask a qualified plumber to identify the pipe size and material, confirm that the valve is compatible with your drainage layout, explain how clean-outs and inspections will remain accessible, and verify local plumbing requirements. Some buildings need a professionally designed system because closing one path can affect fixtures or create maintenance issues. The valve must be inspected and maintained according to the installer’s instructions.
Use a sump pump with independent backup when appropriate
Homes with basements, crawl spaces, a low-lying foundation, or a known accumulation problem may benefit from a sump pump. FEMA and Ready.gov specifically identify a battery-operated sump pump as a preparedness measure. A pump does not solve water entering faster than it can discharge, a blocked outlet, a failed check valve, or groundwater rising above the drainage system.
Have a professional assess the pit, discharge route, pump type and capacity, check-valve arrangement, electrical circuit, and local requirements. The federal guidance does not specify a universal capacity or model because rainfall intensity, drainage area, lift height, pipe diameter, and power reliability differ by home.
For a backup system, compare the battery chemistry and replacement schedule, expected runtime at the site’s pumping load, whether the charger works during an outage, and whether the discharge line remains protected from freezing or blockage. A second pump on a separate circuit or an approved generator arrangement may be appropriate in some homes; selection should be made from the site assessment rather than a generic capacity claim.
Add a water alarm where a leak will be noticed early
Place a water alarm near the sump pit, lowest floor, water heater, furnace, washing machine, or another known entry point. Compare audible volume, remote notifications, power and battery life, sensor placement, and whether an alert still reaches someone during an internet or electrical outage. Test it on a schedule and after changing batteries. An alarm reports water; it does not remove it or summon emergency services automatically.

Use sandbags and temporary materials for a specific water path
FEMA lists sandbags as a temporary protection measure. They can redirect shallow water when placed in a planned line, but they are labor-intensive, require enough bags and fill material, and can fail if water arrives from another direction or rises above the barrier. They are not a permanent waterproofing system.
Before storing or deploying them, identify the expected flow path, where bags can be stacked without blocking emergency access, how they will be removed, and how contaminated material will be disposed of. Plastic sheeting, lumber, pumps, sandbags, and fill may appear in eligible loss-avoidance expenses under specific National Flood Insurance Program conditions, but eligibility is not automatic.
Choose measures by the way water reaches your home
Different entry routes need different controls. A sewer valve is aimed at a sewer-line backup; it will not stop overland runoff. A sump pump handles collected groundwater or seepage in a designed pit; it cannot safely be operated by someone standing in an inundated basement. A sandbag line can redirect shallow surface flow; it cannot substitute for permanent elevation or a building-envelope design.
| Measure | Best fit | Questions to resolve before buying or installing | Important limit |
|---|---|---|---|
| Sump pump with battery backup | Basements or other areas with a sump pit and recurring water accumulation | Required flow and lift, pit and discharge design, backup runtime, charging, alarm, freeze protection, electrical and code requirements | No universal capacity is established; a pump can lose power, clog, or be overwhelmed. |
| Sewer backwater/check valve | Properties where sanitary-sewer surcharge can force water through connected drains | Pipe compatibility, placement, clean-out access, maintenance, local plumbing rules, and professional installation | Does not stop water entering through the building envelope or surface runoff. |
| Sandbags and fill | Short-term redirection of shallow water along a known approach | Expected flow path, quantity, storage, deployment time, safe placement, removal and disposal | Temporary, labor-intensive, and not a guarantee against rising or fast-moving water. |
| Water alarm | Early warning at a sump, appliance, basement low point, or other vulnerable location | Audibility, remote alert path, battery or mains power, sensor placement, testing | Detects water but does not pump, seal, or replace an evacuation plan. |
Federal materials name these categories but do not endorse a particular model, independent performance rating, or product capacity. Treat a sales specification as a starting point and have the installation checked against your property and local requirements.
What to do when heavy rain and flooding threaten
Act on alerts, not on visual reassurance
Flash flooding can develop while skies still look manageable. Monitor official alerts and leave when instructed. Do not wait to see whether a barrier or pump will hold. If you are already in a safe place, stay there rather than traveling through flooded streets.

Keep away from electricity and contaminated water
Do not touch wet electrical equipment, outlets, cords, or appliances while standing in water. Only shut off electricity, gas, or water if the shutoff is accessible without entering water and you can do so safely; otherwise leave and tell responders what remains energized.
Do not enter an inundated basement to start a pump, retrieve property, or inspect a furnace. Floodwater may conceal energized equipment, sewage, chemicals, unstable floors, and rapidly changing currents. The federal guidance warns about electrical and floodwater hazards but does not provide a special pump-operation procedure; treat an occupied flooded basement as an emergency, not a maintenance task.
Use generators and fuel-burning equipment correctly
FEMA’s current preparedness sheet says generators and other fuel-burning equipment must be operated outdoors and at least 20 feet from openings such as windows, doors, and garages. Carbon monoxide can accumulate even when a door or window is partly open. Keep exhaust directed away from the building and follow the equipment maker’s instructions and local fire rules. Never connect a portable generator to household wiring without a properly installed transfer system.

Standard homeowners insurance policies do not cover flooding, according to Ready.gov and FEMA. Flood insurance is a separate coverage, and Ready.gov says it typically takes up to 30 days to begin. Purchase or renew it well before the rainy season or a forecast event; a policy cannot normally be activated at the moment water is approaching. Read the current policy for waiting periods, exclusions, deductibles, building versus contents limits, and definitions of flood, sewer backup, and groundwater.
Insurance is financial protection, not a reason to remain in an evacuation area. Keep policy numbers and the insurer’s claim contact with your emergency documents. Photograph property and serial numbers before storm season when it is safe, and retain receipts for mitigation work and damaged items.

FEMA loss-avoidance amounts are conditional
FEMA’s Understanding Flood Loss Avoidance fact sheet, published in May 2018, defines flood loss avoidance as “a protective action you take to minimize flood damage and losses to your buildings and personal property before a flood occurs.” Under conditions described for eligible National Flood Insurance Program policies, it identifies up to $1,000 for reasonable expenses to protect insured property and a separate up-to-$1,000 amount for moving insured property away from a flood or imminent danger.
The fact sheet describes eligibility in circumstances such as flooding in the area or an official evacuation or civil order. Listed protective costs include sandbags and fill, pumps, plastic sheeting and lumber, and labor. Keep itemized receipts, dates, and time records, and confirm current applicability, documentation, and limits with your insurer before assuming reimbursement. The figures are maximums under specified conditions, not a general grant or guarantee.
Permanent work for repeatedly flooded properties
If a building floods repeatedly, temporary barriers and pumps may be only part of the answer. FEMA notes that elevating a building may be considered in areas with repetitive flooding. Other permanent options can involve redesigning drainage, relocating utilities, improving foundation or opening protection, or changing the building’s elevation. The correct choice requires flood depth and velocity information, soil and foundation analysis, construction details, permits, and a qualified local assessment.

A practical household checklist
Several days before expected heavy rain
- Check official forecasts, local flood information, evacuation routes, and community alerts.
- Clear gutters, downspouts, drains, and grates without entering unsafe areas.
- Move valuables, documents, electronics, and critical equipment above likely water levels.
- Test water alarms and the sump system; confirm discharge routes and backup power without entering a flooded space.
- Inspect accessible backwater-valve components as directed by the installer; arrange professional service for defects.
- Stage sandbags or other temporary materials only where they can address a defined shallow-water route.
- Charge phones, assemble medications and emergency supplies, and confirm household and pet transportation.
- Review flood insurance terms and keep receipts for eligible preparation expenses.
As the storm arrives
- Stay tuned to official alerts and evacuate promptly when ordered.
- Do not walk, swim, drive through floodwater, or bypass barricades.
- Keep away from wet electrical equipment and do not enter an inundated basement.
- Operate generators and fuel-burning equipment outdoors, at least 20 feet from windows, doors, garages, and other openings.
- Call emergency services for life-threatening conditions rather than attempting a property rescue.
Where to verify the plan
Use the federal guidance as a starting point, then verify details locally. Ready.gov’s flood guidance is available at https://www.ready.gov/floods. FEMA’s January 2025 “Be Prepared for a Flood Hazard Information Sheet” is at https://www.ready.gov/sites/default/files/2025-01/fema_flood-hazard-info-sheet.pdf. FEMA’s hurricane-preparedness guidance, which includes backflow and sump-pump measures, is at https://www.ready.gov/sites/default/files/2020-03/fema_how-to-prepare-for-hurricane.pdf. The May 2018 loss-avoidance fact sheet is at https://www.ready.gov/sites/default/files/2020-03/understanding-flood-loss-avoidance_consumers.pdf.
Those sources provide preparedness principles, not a pump size, barrier height, backwater-valve model, waterproofing method, or building-elevation design for a particular address. Your local flood conditions, construction, codes, insurance terms, and a qualified assessment determine those decisions. The safest plan is the one that gets people out early and treats equipment as a backup to—not a substitute for—official warnings and evacuation.
