You can’t control how a foreign currency moves, but you can reduce avoidable conversion costs and keep your trip’s home-currency total more predictable. Check each card’s fees, compare the full cost of cash or card conversion, choose local currency at a terminal when your card’s terms make that the better option, and carry a backup way to pay.
What you can—and can’t—control
If you will spend money in another currency, exchange-rate movement can change what those purchases ultimately cost in your home currency. A rate shown in a phone converter is a planning estimate, not a promise: the rate applied to a card transaction may differ from the one in effect on the purchase date. The CFPB’s Regulation Z commentary says the rate used for a transaction need not be the rate the issuer or another party obtains in its own conversion operations (CFPB Regulation Z commentary, section 1026.4).

For an ordinary trip, focus on costs you can compare and prepare for: conversion margins, foreign-transaction fees, ATM charges, payment acceptance, and access to backup funds. The U.S. consumer guidance cited here does not establish that a financial hedge is suitable for a typical vacation budget. A travel-money card may fix a rate for funds loaded onto it only if its terms say so; that does not protect spending beyond the loaded amount or remove the card’s other costs and limitations.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsCompare the total cost, not just the exchange rate
The quoted rate is only one part of the transaction. A cash-exchange provider, card issuer, ATM operator, or merchant conversion service may add an explicit fee, build a margin into the exchange rate, or do both. The Australian Competition and Consumer Commission (ACCC) advises comparing the amount you will actually receive, which captures fees and margins more usefully than a headline rate alone (ACCC: Foreign currency and money exchange).

Before departure, check the current terms for every payment method you might use. Look for foreign-transaction or currency-conversion fees, cash-withdrawal charges from both your bank and the ATM operator, overseas-use restrictions, and any prepaid-card loading, exchange, or unused-balance conditions. The FDIC advises travelers to check fees and bank policies; prepaid-card terms vary, and some cards may not work internationally (FDIC: Travel Tips: Bon Voyage; CFPB: Can I use my prepaid card outside of the U.S.?).
Choose a payment method for the destination and the terms
| Payment method | Costs to compare | What to watch for |
|---|---|---|
| Credit or debit card charged in local currency | Foreign-transaction fee, issuer or network conversion rate, and ATM charges if withdrawing cash. | Conversion may post after the transaction date. Credit-card cash advances can carry hefty fees, so they are not a routine substitute for a debit-card withdrawal. |
| Merchant or ATM conversion to your home currency (DCC) | The displayed exchange rate, both currency amounts, and any additional fees. | The offer may be less favorable than having your card issuer convert the transaction. Decline if the disclosure is missing or you feel pressured. |
| Prepaid or travel-money card | Load or conversion rate, loading and transaction fees, ATM costs, and terms for unused funds. | International use and acceptance are not universal. A loaded rate is fixed only if the specific product’s terms provide for it. |
| Cash exchange | The amount received after all fees and any rate margin, plus convenience. | Compare the final amount, and avoid carrying more cash than is practical to keep secure. Cash access varies by destination. |
The FDIC says travelers may fare better using a credit or debit card than exchanging cash, but the better choice for a particular trip depends on the card’s terms, the available exchange quote, and destination access. The U.S. Department of State recommends researching exchange rates, bank policies, and access to money at the destination (U.S. Department of State: Money and Banks).

At a terminal or ATM, understand the currency choice
If a payment terminal or ATM offers to charge you in your home currency, it is offering dynamic currency conversion (DCC). The provider converts the amount immediately and displays a rate and possibly additional fees. Visa says the disclosure should show both currency amounts, the exchange rate, and any extra fees (Visa: What is Dynamic Currency Conversion?).

- Check the currency. Look for the option to pay or withdraw in the destination’s local currency.
- Read the full disclosure. If you are considering home-currency conversion, inspect the rate, fees, and amounts in both currencies. Do not accept an offer whose cost is unclear.
- Decline unclear or pressured offers. Visa advises declining DCC if the details are missing or you feel pressured. Choosing either option should not determine whether you can make purchases or withdraw cash internationally.
When your card has no foreign-transaction or currency-conversion fee, the FDIC advises choosing local currency and allowing your financial institution to handle the conversion. That is a conditional rule, not a guarantee that local-currency billing is always cheapest: your card’s fees and terms affect the comparison. If you are unsure, decline DCC and check your issuer’s fee schedule before relying on local-currency billing as the lowest-cost choice.

Make a simple plan before you leave
- Estimate likely spending in the destination currency. Use a current rate to plan, not to predict where the exchange rate will go. The State Department recommends researching destination exchange rates and bank policies.
- Review each card’s current agreement and fee schedule. Check foreign-transaction fees, cash withdrawal costs, overseas-use eligibility, and prepaid-card conditions before you travel.
- Compare what you will actually pay or receive. Include explicit fees and any margin embedded in the exchange rate; a low-fee headline does not necessarily mean a low total cost.
- Confirm how you can access money at your destination. Check card acceptance and the availability of ATMs or other cash services for the places you will visit. The State Department’s guidance on money and banks covers this preparation.
- Bring independent backup access. The FDIC suggests carrying at least two major credit cards in addition to a bank or debit card, and checking whether they will be accepted. Consider a modest cash fallback where useful, and keep it secure. Do not rely on a credit-card cash advance as your normal way to obtain cash.
- Leave room in the budget for movement and surprises. Keep a spending buffer for exchange-rate changes and unexpected costs. There is no universal evidence-based percentage that fits every trip.
When a prepaid card may help—and what it cannot guarantee
A prepaid card can make some spending easier to track, and a particular product may let you load funds at a specified rate. But check the cardholder agreement before treating that rate as locked in: terms determine whether and when a rate is set, which transactions are supported, what fees apply, and how unused funds are handled. The CFPB notes that some prepaid cards can be used internationally and may charge foreign-transaction fees; check international-use restrictions before relying on one (CFPB prepaid-card guidance).
Preloading also does not eliminate currency risk for the entire trip. It applies, at most, to the amount and transactions covered by that product’s terms. Acceptance, ATM access, fees, and the treatment of any remaining balance still matter.
