Do not select Enable Content in an unexpected workbook, even when the file appears to come from someone you know. If a workbook genuinely requires macros, verify its source through a separate channel, inspect its publisher and signature where available, and use the narrowest exception your organization allows. Excel’s broad Enable all macros setting is specifically marked as potentially dangerous and should not be used as a routine fix.
Why Excel macros need a deliberate security decision
A macro is executable code embedded in a workbook. It can automate calculations and repetitive tasks, but it can also read files, change settings, download content or launch other programs when the workbook is opened with macros enabled. The risk is not limited to obviously suspicious spreadsheets: a convincing invoice, budget or shared report can be used to persuade someone to override Excel’s warning.

Microsoft’s guidance treats a macro prompt as a decision point, not as an instruction to click through. You can normally view worksheet data, inspect formulas and make ordinary edits without running the workbook’s macros. Microsoft says not to select Enable Content unless you are certain what the active content does, even if the file appears to come from a trusted person or organization (Microsoft Support).

Macro-enabled workbooks commonly use the .xlsm extension. A normal .xlsx workbook does not carry VBA macros in the same way, although other forms of active content and add-ins can still have separate security implications.

Choose the right macro setting in Excel for Windows
Excel’s user-level controls are in File > Options > Trust Center > Trust Center Settings > Macro Settings. The labels and available choices can vary by Excel edition, platform and administrator policy. The principal options differ in how much code they allow and whether a user can override a warning.
| Setting or control | What happens | Best use and trade-off |
|---|---|---|
| Disable all macros without notification | Macros are blocked and Excel does not show a macro warning. | Strongest user-level block described in Excel’s settings. It can interrupt legitimate workflows because there is no per-file prompt. |
| Disable all macros with notification | Macros stay disabled until you make a decision for that workbook. | Useful when you occasionally need a legitimate macro. Every prompt still requires independent verification; the notification is not a safety endorsement. |
| Disable all macros except digitally signed macros | Only signed macro projects from publishers you have trusted can run. | Narrows execution to an approved signing identity, but publisher trust must be validated and applies broadly to code signed by that certificate. |
| Enable all macros | Macro code can run without the normal protective restriction. | Microsoft labels this “not recommended, potentially dangerous code can run.” Do not use it as a general troubleshooting step (Microsoft Support). |
| Administrator policy | Organization-wide settings can block internet-origin macros or require trusted signatures. | Consistent protection for managed devices. A local user may not be able to change the policy, and should contact IT instead of bypassing it. |
For most personal computers, Disable all macros with notification is a practical restrictive default: Excel opens the workbook, but code does not run unless you consciously approve it. If you never use macros, Disable all macros without notification removes the decision prompt altogether. If your organization has a published policy, follow that policy even when it differs from these user-level choices.
Step-by-step: set a restrictive policy
- Open Excel without opening the questionable workbook.
- Select File, then Options.
- Choose Trust Center in the left panel and select Trust Center Settings.
- Open Macro Settings.
- Select Disable all macros with notification, or choose Disable all macros without notification if you do not need macro workflows.
- If your organization requires signed code, select Disable all macros except digitally signed macros and confirm that your IT department has documented which publishers are approved.
- Select OK to close the Trust Center, then OK again to close Excel Options.
These settings control VBA macro behavior; they do not make every active component of an Office file safe. Keep endpoint protection, Windows updates and Office updates current as separate layers of defense.

What to do when a workbook arrives by email or download
Do not treat the warning as proof of safety
A banner such as “Macros have been blocked” tells you that Excel has withheld code. It does not tell you that the code is benign, that the sender’s account was not compromised, or that the workbook is necessary. Do not enable content merely to see whether the file opens correctly.
Confirm the request outside the workbook
Contact the sender through a phone number, chat account or email address you already trust—not by replying to the message that carried the attachment. Ask whether the file was sent, why macros are required and what the expected filename and version are. If the sender cannot explain the requirement, leave macros disabled and obtain a clean copy through an approved channel.
Inspect before execution
- Open the workbook with macros disabled and review the sheets, formulas and instructions that are visible.
- Check the filename and extension. A macro-enabled workbook normally ends in
.xlsm; do not rename an unknown file to disguise its type. - Look for unexpected requests to run commands, install software, lower security settings or move the file into a trusted folder.
- Use your organization’s malware-scanning process if the file is work-related. Scanning is an additional layer, not a reason to override Excel’s controls.
Why internet-origin files are blocked
Windows can attach origin information known as Mark of the Web to files downloaded from the internet or received as email attachments. Office uses that information to apply a documented default block to VBA macros in many internet-origin files. Microsoft notes that the result can depend on the filesystem, Office edition, policy, prior trust decisions and whether the file is in a trusted location (Microsoft Learn).
This protection is one layer, not a signal that the file becomes safe after the marker is removed. Do not routinely use an Unblock checkbox, archive extraction trick or other method to strip the origin marker. If a legitimate business process is being blocked, ask the administrator who owns that process to provide an approved, documented exception.

Microsoft also documents a caveat for some add-in files carrying Mark of the Web: trusting the publisher does not make those add-ins work in that situation. An administrator may need to change the deployment method or policy rather than asking users to weaken Excel’s settings.
How to evaluate a digital signature
A digitally signed macro project can help establish who signed the code and whether the signed content was altered after signing. It is not a guarantee that the project is safe or that the signer intended every action the code performs. Microsoft’s VBA security documentation states: “A digital signature does not necessarily guarantee the safety of a project, and you must decide whether you trust a project that has been digitally signed” (Microsoft Learn).
Use this verification sequence
- When Excel displays the publisher information, record the exact organization name and certificate details.
- Confirm independently that the organization is the expected publisher and that the workbook came from an approved source.
- Check whether the certificate is valid, issued to the expected organization and still within its validity period. A valid certificate proves identity and integrity properties, not benign intent.
- Ask your administrator whether that publisher is approved for your organization and for this particular workflow.
- Only then consider trusting the publisher or allowing the signed workbook, and only if your macro policy permits it.
Trusted-publisher approval is broader than one file. Code signed with the trusted certificate can be accepted in other Office scenarios, and Microsoft notes that the Windows trusted-publisher store can affect situations outside Office as well (Microsoft Learn). Remove a publisher trust entry if the certificate is retired, compromised or no longer needed.

Trusted locations: useful exception, broad exposure
A trusted location is a folder that Office treats as approved. Files placed there can have active content enabled and may bypass some security checks. That convenience means every file that an untrusted user or program can add or modify in the folder inherits the exception.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsWhen a trusted location is justified
- A recurring, documented process requires macros and cannot be redesigned immediately.
- The folder is controlled by an administrator or by a protected service account.
- Write permissions are limited so untrusted users, downloaded files and ordinary applications cannot place content there.
- The owner reviews the code and removes the exception when the process ends.
How to keep the exception narrow
- Use a dedicated folder for the one workflow, not your entire Documents, Downloads or desktop directory.
- Do not use a general shared folder where many people can upload or replace files.
- Keep the path as specific as possible and document who can write to it.
- Prefer a local, protected path when policy permits. Microsoft’s deployment guidance generally does not recommend network trusted locations and advises managing trusted locations sparingly (Microsoft Learn).
- Review the list periodically and remove stale locations.
Never move an unexpected attachment into a trusted location simply to get past a blocked-macro message. That changes a single-file decision into a folder-wide exception.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Excel 4.0 (XLM) macros have a separate control
Legacy Excel 4.0 macros, also called XLM macros, are not governed solely by the VBA macro checkbox. In the Trust Center’s macro settings, the XLM option has its own control. Microsoft’s support guidance says that when the XLM setting is not selected, Excel 4.0 macros are disabled without notification (Microsoft Support).
Best Value
Leave XLM macros disabled unless an identified legacy process requires them and your administrator has reviewed the code. Enabling VBA macros while forgetting the separate XLM setting can produce a false sense that all macro types are covered.
Managed work and school devices
On Microsoft 365 Apps for enterprise and other managed deployments, administrators can enforce policies that users cannot override. Microsoft recommends the internet-macro blocking policy as part of the security baseline and says exceptions should be limited to people who need them (Microsoft Learn).
If a work workbook is blocked, give IT the file’s business owner, source, expected behavior and required deadline. Ask for an approved signed version, a controlled distribution location or a redesigned workflow. Do not ask for a blanket “Enable all macros” policy, and do not alter registry settings or copy files into protected folders without authorization.
A safe workflow for a workbook that truly needs macros
- Establish necessity. Confirm that the task cannot be completed by viewing, editing formulas or using a non-macro version.
- Verify origin. Confirm the sender, business purpose, expected filename and delivery path through a separate trusted channel.
- Inspect with code disabled. Review the visible sheets and instructions before any execution decision.
- Check the file type and origin warning. Treat an
.xlsmextension and an internet-origin block as reasons for review, not as reasons to bypass protection. - Validate the publisher. If signed, inspect the certificate and confirm that the publisher is approved; remember that a signature does not prove harmless intent.
- Use the smallest exception. Prefer a one-time decision under Disable all macros with notification over a permanent broad setting. Use a trusted location only when its folder permissions are controlled.
- Run only in the approved environment. Follow your organization’s instructions for isolated or test machines when the workbook performs sensitive operations.
- Close and report anomalies. If the workbook requests unexpected credentials, launches programs, changes settings or behaves differently from the documented process, close it, disconnect if instructed by IT and report the incident.
Common prompts and the safest response
| Message or situation | What it means | Recommended response |
|---|---|---|
| “Enable Content” appears when opening a workbook | Excel has withheld active content pending your decision. | Leave it disabled until the source, purpose and code publisher are independently verified. |
| “Macros have been blocked because the source of this file is untrusted” | Origin information indicates an internet or other untrusted source, so Office applied its macro protection. | Obtain an approved copy or contact IT. Do not remove the origin marker as a routine workaround. |
| A familiar colleague asks you to enable macros urgently | The sender’s identity does not prove the attachment is safe; accounts and files can be compromised. | Confirm through a separate channel and ask why macros are necessary. |
| A signed workbook is offered by an unfamiliar publisher | The signature may identify the signer and detect later changes, but it does not establish benign intent. | Do not trust the publisher until the organization, certificate and business purpose are verified. |
| A recurring process works only from a shared folder | A trusted location could enable active content for every file in that folder. | Ask IT to redesign the distribution or tightly control a dedicated folder; avoid broad network exceptions. |
| A legacy workbook requires Excel 4.0 macros | XLM macros use a separate security control from VBA macros. | Keep XLM disabled unless the legacy code is explicitly reviewed and approved. |
Practical checklist before allowing any macro
- The workbook was expected and its business purpose is clear.
- The sender and delivery path were confirmed outside the attachment.
- You inspected the workbook while macros were disabled.
- The file’s extension and origin warning are understood.
- The publisher and certificate, if present, were independently validated.
- Your organization’s policy permits the specific exception.
- You are not relying on a broad trusted location or Enable all macros.
- You know how to report unexpected behavior and where the approved copy is stored.
If any item is missing, leave the macros disabled. The inconvenience of requesting a verified workbook is smaller than granting executable code an unexamined path into your files and system.
