Keep weights, datasets, registries, training logs, and intermediate artifacts behind least-privilege access; authenticate and authorize every inference caller; apply per-principal and global limits based on an extraction threat model; minimize unnecessary raw outputs; analyze query behavior; and prepare an incident response plan. Watermarks or fingerprints can help prove that a suspected copy came from your system, but they are investigative signals, not a guaranteed barrier.
Distillation defenses must cover two different theft routes. An attacker may infer behavior by collecting outputs from an API, or obtain the actual files through a compromised repository, weak cloud permissions, exposed credentials, or insider access. The controls overlap, but neither route is stopped by the other route’s defenses.

What unauthorized distillation means
Unauthorized distillation is the unapproved creation of a surrogate model from a protected model’s behavior or assets. The common API route sends repeated or carefully selected prompts to a target, records the outputs, and uses those examples to train or fine-tune another model. A clone may reproduce a narrow capability or style without reproducing every parameter of the original.
API-based extraction
Extraction probes an exposed endpoint as a black box. The operator can vary prompts to map decision boundaries, edge cases, refusal behavior, formatting, or domain knowledge. The resulting input-output corpus can support a functional imitation. OWASP describes this as a partial model-recovery risk rather than a guarantee that an attacker can recreate an entire large language model. See OWASP LLM10: Model Theft.

Synthetic-data replication
An operator may use a target API to generate synthetic training examples and then fine-tune a separate foundation model. Generating synthetic data is not automatically malicious; it becomes an unauthorized-distillation problem when the data is collected to clone a protected service or bypass its licensing and access terms.
Direct artifact theft
A stolen checkpoint, adapter, tokenizer, training dataset, registry credential, or deployment image gives an attacker a different path. Repository compromise, misconfigured object storage, excessive permissions, leaked secrets, and insider access can expose files without any large-scale inference campaign. API telemetry will not reveal a download that happened through a storage account, and signing a model file will not prevent an attacker from learning behavior through a public endpoint.
| Threat path | What the attacker obtains | Primary controls | Useful evidence |
|---|---|---|---|
| Behavior extraction | Outputs and inferred input-output relationships | Authentication, authorization, risk-based rate limits, output minimization, query-pattern detection | Identity, request volume, prompt similarity, probing sequences, output-access logs |
| Synthetic-data replication | A training corpus generated from the target | Abuse detection, quotas, output filtering, restrictions on bulk or high-information responses | Long-running collection patterns, repeated templates, systematic coverage of edge cases |
| Artifact theft | Weights, adapters, datasets, containers, or credentials | Least privilege, strong authentication, network restrictions, encryption, signing, registry governance, audit logs | Repository and storage access records, unusual downloads, key use, deployment changes |
Use a layered security model
No single control reliably prevents model cloning. A useful design separates prevention, detection, and response across three scopes: the individual principal, each endpoint, and the entire service. For example, a user quota can stop one account from collecting a large corpus, an endpoint policy can reduce the information returned by a sensitive operation, and a global circuit breaker can protect the service when many accounts coordinate.
Recommended Free Tools
The OWASP Secure AI/ML Model Ops Cheat Sheet recommends governance throughout the model lifecycle. OWASP AI Security Verification Standard 1.0, control C11.3, states: “Unauthorized model cloning through API abuse must be detected and deterred using rate limiting, query-pattern analysis, and watermarking.” Treat that sentence as a control objective, not as a claim that any one mechanism is sufficient.
Inventory every model asset and access path
You cannot protect what you cannot locate. Start with a central inventory or registry and record the model’s owner, business purpose, sensitivity, version, deployment locations, endpoints, data dependencies, and principals allowed to use or modify it.
Record the complete asset chain
- Base checkpoints, fine-tuned weights, adapters, tokenizers, safety classifiers, prompts, and configuration files.
- Training and evaluation datasets, feature stores, labeling exports, and synthetic-data batches.
- Container images, build pipelines, infrastructure-as-code, secrets, signing keys, and deployment manifests.
- Training logs, experiment trackers, evaluation outputs, debugging dumps, and cached inference results.
- Public, partner, internal, batch, streaming, and administrative endpoints, including unused or forgotten versions.
Map principals and trust boundaries
For each asset, identify human users, service accounts, CI/CD jobs, notebooks, external partners, and support tools that can read, write, deploy, or export it. Separate read-only inference access from weight access and from deployment administration. Review permissions when a project, employee, vendor, or endpoint changes; do not let inherited group membership become permanent model access.

Classify exposure before setting controls
A model that provides a low-value classification has a different extraction impact from a model containing proprietary code, regulated knowledge, or a costly reasoning capability. Classify both the asset and the information returned by each endpoint. The classification should determine authentication strength, network placement, output detail, logging retention, and the amount of friction legitimate callers can tolerate.
Protect weights, datasets, and training environments
Enforce least privilege and strong authentication
Put registries, object stores, experiment systems, and build systems behind strong identity controls. Give a training job access to the exact datasets and checkpoints it needs, for the shortest practical duration. Require phishing-resistant or otherwise strong authentication for administrators, separate duties for approving a release and deploying it, and remove dormant accounts and credentials.
Restrict network reachability
Keep model stores and training control planes on private networks where possible. Permit access through narrowly defined service paths rather than broad inbound exposure. Separate development, staging, and production so a compromised notebook cannot automatically read production weights. Egress controls can also limit bulk transfer from a training environment.
Encrypt and sign model artifacts
Encrypt weights, datasets, and sensitive logs at rest, with keys managed separately from the storage account. Use transport encryption for transfers. Sign approved model binaries and verify signatures in the deployment pipeline so a tampered or substituted artifact is rejected. Signing establishes integrity and provenance; it does not stop an authorized reader from copying a valid file, so access control and auditability remain necessary.
Handle logs and intermediate outputs as sensitive data
Training traces, prompt-and-response samples, gradient snapshots, and debugging files can reveal more than the production endpoint. Restrict who can read them, redact secrets and personal data, set retention periods, and prevent accidental publication through dashboards or shared notebooks. Disable verbose tracing in production unless it has a defined operational purpose.

Govern the registry and release workflow
Require a recorded owner, version, approval state, and provenance for every model in the registry. Alert on mass downloads, unexpected exports, permission changes, or deployment of an unapproved version. Keep immutable audit records in a location that the account being monitored cannot rewrite. These practices align with the lifecycle controls in the OWASP model-operations guidance.

Harden every inference API
Authenticate and authorize each request
Require an identity for every caller, including internal services. Bind authorization to the model, operation, tenant, environment, and allowed response fields rather than treating possession of an endpoint URL as permission. Use short-lived credentials where practical, rotate secrets, and revoke them quickly when abuse is suspected. Record the principal, token or key identifier, endpoint, model version, response class, and decision outcome in security logs without storing unnecessary sensitive prompt content.
Set extraction-aware limits
Apply limits per principal and globally. The correct threshold depends on the model’s value, output richness, endpoint cost, legitimate workload, and the amount of querying needed to reconstruct behavior. A generic requests-per-minute throttle is not a threat model: a low-volume sequence of carefully designed probes can be more informative than a burst of ordinary requests. Define limits for request count, output tokens or bytes, concurrency, daily volume, and expensive operations where those dimensions matter.
NIST’s Guidelines for API Protection for Cloud-Native Systems, March 2026 Update describes basic and advanced API controls and their trade-offs. Use that risk-based approach to decide which limits apply to anonymous, authenticated, partner, and internal principals. Tightening limits can protect the model while also harming legitimate batch jobs, accessibility workflows, or customers with bursty demand; document an exception process with compensating controls instead of creating unmonitored bypass keys.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsReduce unnecessary information in responses
Return only what the application needs. Keep raw logits, token probabilities, hidden states, detailed error traces, retrieval context, and internal chain data off public endpoints unless a documented use case requires them. Normalize error messages so they do not disclose model versions, prompts, tool schemas, or private data. For high-risk operations, consider a backend-mediated design in which the client receives a task-specific result rather than unrestricted model output.
Separate tenants and endpoint purposes
Do not expose an administrative, evaluation, or debugging endpoint on the same trust boundary as a customer API. Isolate tenants, enforce per-tenant quotas, and ensure that one customer cannot request another customer’s cached response or conversation history. Retire old endpoint versions and test that routing rules cannot be bypassed with alternate hostnames, paths, or batch interfaces.
| Control scope | Examples | Security benefit | Trade-off to manage |
|---|---|---|---|
| Principal | Identity, quota, concurrency cap, credential revocation | Limits one account’s collection capacity and creates attributable evidence | Legitimate high-volume users may need reviewed exceptions |
| Endpoint | Authorization policy, output filtering, response shaping, operation-specific limits | Reduces information available from the most sensitive functions | Less flexible responses can require backend changes |
| Global | Service-wide budget, circuit breaker, coordinated-abuse detection | Contains distributed campaigns using many accounts | Overly aggressive action can affect every customer |
Detect extraction with query-pattern analysis
Logging request counts alone is not enough. Extraction often appears as a sequence: systematic coverage of categories, near-duplicate prompts with controlled changes, repeated requests for borderline cases, unusually broad sampling of labels, or sustained collection at a rate just below a quota.

Build a privacy-aware telemetry set
- Principal and organization identifiers, credential age, source network, endpoint, model version, and timestamp.
- Request and response size, latency, status, concurrency, batch shape, and operation cost.
- Prompt similarity or derived features rather than full prompt text when content retention creates privacy risk.
- Sampling patterns, repeated templates, category coverage, and unusual use of evaluation or debugging functions.
- Credential changes, IP or device changes, failed authorization, quota exhaustion, and attempts to evade limits.
Keep enough context to investigate while applying data minimization, access restrictions, and retention rules. A detector should combine several weak signals and compare them with a baseline for the same customer segment; a single unusual prompt is rarely proof of theft.

- Validate the signal. Check identity, access logs, query sequence, output volume, and any correlated storage or repository events.
- Contain access. Revoke or rotate affected credentials, reduce limits, block suspicious networks where appropriate, and remove unnecessary response fields.
- Preserve evidence. Store immutable copies of relevant API, registry, deployment, and identity records with timestamps and model versions.
- Check for artifact compromise. Review downloads, permission changes, build jobs, container images, and signing-key use; API evidence cannot rule out direct theft.
- Assess impact. Determine which model versions, tenants, outputs, and proprietary capabilities may have been collected.
- Recover safely. Patch the access path, rotate secrets, redeploy from verified artifacts, and restore only the minimum required access.
- Improve detection. Add the observed pattern to tests, dashboards, quotas, and tabletop exercises without exposing sensitive investigative details.
Use watermarking or fingerprinting as supporting evidence
NIST AI 100-2e2023 defines watermarking as “a technique which embeds a hidden signal in a piece of text, image, or video to identify it as AI-generated.” The definition appears in NIST’s Adversarial Machine Learning: A Taxonomy and Terminology of Attacks and Mitigations (January 2024).
For model-protection work, a watermark or behavioral fingerprint can help connect a suspected copy to outputs from your service. Keep the verification procedure, keys, and reference samples confidential. NIST cautions that a watermark should be reliable and difficult to remove, while making verification public can let an attacker test for its presence. Distillation, fine-tuning, paraphrasing, output filtering, and model modification may weaken or remove a signal. The reviewed guidance does not establish a universal watermark that survives every such transformation.

A practical implementation sequence
Implement controls in an order that reduces the largest exposure first. Reassess after each phase rather than treating the sequence as a one-time project.
- Map the estate. Inventory models, artifacts, endpoints, owners, environments, principals, and data flows. Mark public and internal response paths.
- Close obvious asset gaps. Remove public storage permissions, disable dormant credentials, separate development from production, and require strong authentication for registry and deployment administration.
- Establish provenance. Encrypt sensitive stores, sign release artifacts, verify signatures during deployment, and centralize immutable access logs.
- Put every endpoint behind policy. Add authentication, authorization, tenant isolation, response shaping, and per-principal and global limits. Include batch and legacy endpoints.
- Model extraction cost. Identify which outputs and query sequences would provide the most training value. Tune quotas and concurrency limits to that threat model while documenting legitimate exceptions.
- Deploy behavioral detection. Baseline normal usage, add query-pattern features, alert on coordinated or systematic collection, and test for evasion across multiple accounts.
- Exercise response. Run a tabletop scenario covering credential theft, API extraction, and direct artifact download. Verify that teams can revoke access, preserve evidence, and restore a verified deployment.
- Add investigative signals. Consider a protected watermark or fingerprint only when its verification, key management, and limitations are documented.
Choose controls with explicit trade-offs
When comparing architectures or defenses, ask five questions:
- Is the dominant risk direct file access, API behavior extraction, or both?
- Does the control prevent collection, detect it, or support response after collection?
- Does it operate per principal, per endpoint, globally, or across all three?
- How much raw output, metadata, or internal model information does the design expose?
- What legitimate users will be slowed, blocked, or forced into a reviewed exception path?
A private backend-mediated inference service may expose less information than a fully featured public API, but it can require more application integration. Strong quotas reduce collection capacity but can complicate bursty workloads. Detailed logs improve investigations but increase privacy and retention obligations. NIST’s March 2026 API guidance is useful for documenting these choices as risk-based control decisions rather than adopting a universal threshold.

Common mistakes and their fixes
Relying on an API key alone
An API key identifies a caller only until it is shared, stolen, or used by an automation account. Bind keys to scoped identities, rotate them, monitor their behavior, and make revocation routine.
Using one global throttle
A single service-wide limit misses distributed extraction and can punish every customer when one account misbehaves. Combine principal, endpoint, tenant, and global controls.
Exposing evaluation and debugging interfaces
Evaluation endpoints often return richer labels, scores, or traces than production APIs. Put them behind separate authorization and network policies, and disable them when not needed.
Treating output filtering as a complete defense
Filtering sensitive fields can lower information exposure, but ordinary outputs may still reveal enough behavior for a surrogate. Pair response shaping with limits and query analysis.
Assuming signed weights cannot be stolen
Signatures detect tampering; they do not make an authorized download confidential. Protect storage permissions, encryption keys, network paths, and export operations.
Deploying a watermark and stopping there
A watermark may support attribution after a suspected copy appears. It does not prevent API collection, guarantee survival through fine-tuning, or replace authentication and monitoring.
Quick Recap
Bottom-line checklist
- Maintain a current model and artifact inventory with named owners.
- Apply least privilege, strong authentication, private networking, encryption, and immutable audit logs to registries, stores, training systems, and deployment pipelines.
- Sign approved artifacts and verify signatures before deployment.
- Authenticate and authorize every inference request, including internal traffic.
- Set per-principal, endpoint, tenant, and global limits from an extraction threat model.
- Return no raw output or internal metadata that the application does not need.
- Analyze query sequences and coordinated activity, not only request counts.
- Maintain a tested response plan for credential compromise, API extraction, and direct artifact theft.
- Use watermarking or fingerprinting only as a protected, qualified investigative signal.
