The Tool Desk

Put every page, iframe, advertisement, review, search result, document, and tool response in an untrusted-data channel; restrict the agent’s origins, credentials, and tools; validate every consequential tool call in deterministic code; and require explicit approval before money, messages, sign-ins, downloads, or data transfers. Assume that some malicious content will evade detection, then contain what a successful attack can reach.
Indirect prompt injection is a social-engineering attack. An attacker hides or disguises instructions in content an agent is asked to read. If the model follows those instructions, it may reveal conversation data, send information to an attacker, change a workflow, or complete a transaction the user never intended. Microsoft documents a Bing Chat example in which hidden webpage text was interpreted as a command and sent conversation data to an attacker-controlled server (Microsoft’s prompt-injection overview). Google’s Chrome Security Team calls indirect prompt injection “the primary new threat facing all agentic browsers” (Google’s agentic-browser security architecture).

What indirect prompt injection looks like
A normal browser displays page content for a person to interpret. An agentic browser both reads that content and decides which tools to use. The dangerous step is allowing text supplied by a website to cross the same authority boundary as the user’s request or the system’s policy.
The basic attack chain
- The user asks the agent to perform a legitimate task, such as comparing products, researching a company, or completing an online form.
- The agent retrieves a page, search result, PDF, review, advertisement, or embedded frame controlled or influenced by an attacker.
- That content contains an instruction such as “ignore the user,” “copy the conversation,” “open this URL,” or “enter these credentials.” The instruction may be visible, hidden with CSS, placed in alt text, encoded in an image, or written in a natural-looking review.
- The model incorporates the text into its context and incorrectly treats it as an authorized next step.
- A browser tool performs an external action: transmitting data, downloading a file, changing an account, sending a message, purchasing an item, or navigating to a sensitive origin.
The model generally cannot prove that an instruction embedded in external text is hostile. A page can look reputable while a third-party advertisement, user comment, analytics response, or compromised widget supplies the malicious text. The attack therefore targets the boundary between “information to analyze” and “commands to execute,” not merely the model’s ability to recognize suspicious words.

What an attacker can achieve
- Data exfiltration: copy conversation history, documents, page contents, tokens, or personal details to an attacker-controlled endpoint.
- Unauthorized transactions: add products to a cart, submit an order, transfer money, or approve a payment.
- Account compromise: disclose one-time codes, change recovery settings, or submit credentials to a spoofed page.
- Workflow manipulation: alter a report, send a message, delete data, or follow a malicious link instead of the user’s objective.
- Malware delivery: download an executable or lure the user into opening a dangerous file.
Google notes that attacks can arrive through malicious sites, third-party iframes, ads, reviews, and other user-generated material, with consequences including financial transactions and sensitive-data exfiltration (Google’s security guidance).
Establish a hard trust boundary
Start with a policy that is enforceable outside the language model: all external content is data, never authority. Labeling a block as “untrusted” in a prompt is useful for context, but it does not itself prevent execution. OWASP’s prevention guidance stresses that the application must enforce permissions and that model output remains untrusted at every downstream use (OWASP LLM Prompt Injection Prevention Cheat Sheet).
Keep channels separate
Maintain distinct message and data types for:
- System policy: immutable rules defining capabilities, prohibited actions, and approval requirements.
- User intent: the task and constraints supplied by the person.
- Untrusted observations: page text, DOM attributes, screenshots, OCR, files, search results, iframe content, ads, comments, and tool responses.
- Proposed actions: a structured plan that has not yet been authorized.
- Authorized actions: tool calls approved by deterministic policy and, where required, the user.
Do not concatenate webpage text into a privileged instruction string. Pass it as quoted or typed data with provenance, origin, timestamp, and content type. Preserve the distinction through every planner, summarizer, memory store, and tool adapter.
Track provenance and scope
Attach the source origin to each observation and retain it when the model summarizes or quotes the material. A sentence copied from a page should remain attributable to that page, not become an apparently trusted instruction in a later step. Expire observations and credentials when the task ends; do not allow a page’s text to become a long-lived memory item without review.
Reduce the agent’s authority
The safest agent is one that cannot perform an unnecessary action. Give it the minimum origins, data fields, and tools needed for the current task, and use short-lived permissions.

Use origin and capability gating
Define an allowlist for navigation and tool use. Separate read-only origins, where the agent may retrieve information, from read-write origins, where it may submit or mutate data. Google describes an origin-gating design in which the browser tracks read-only and read-write origins for each session (Google’s architecture description).
- Permit a research task to read public pages but deny access to email, cloud drives, payment accounts, and administrative consoles.
- Expose a search and extraction tool without exposing arbitrary HTTP requests.
- Use separate credentials for browsing and for approved submission, with narrow scopes and short expiration.
- Block cross-origin transmission unless a policy explicitly permits the destination and data class.
- Disable clipboard, local-file, download, extension, and operating-system access unless the task requires it.
Separate read and write sessions
Run information gathering in a read-only context. If a later step requires a write, start a new context with only the minimum data and origin permissions, then request approval for the specific operation. This prevents a malicious research page from directly inheriting payment or messaging authority.
Use independent planning and review
Do not ask one model exposed to hostile content to both interpret that content and authorize its own side effects. A safer design separates planning from approval.
Mark external text with spotlighting
Make untrusted data visually and structurally obvious to the model: delimit it, identify its origin, and encode it in a representation that cannot be mistaken for a system message. Spotlighting helps reduce accidental instruction following, but it is a defense-in-depth measure, not an authorization mechanism.
Add a critic or policy service
Send the proposed action—not the entire hostile page—to a separate classifier or critic that checks whether it matches the user’s stated goal, allowed origin, data scope, and current session state. Microsoft lists prompt shields, spotlighting, plan-drift detection, critic agents, tool-chain analysis, and information-flow control as complementary defenses (Microsoft’s defense guidance).

The critic should receive structured facts such as origin, tool, arguments, data_classes, and requested_effect. Keep it independent from the raw page whenever possible; otherwise the same malicious content can persuade both the planner and reviewer.
Recommended Free Tools
Detect plan drift
Record the original objective as a structured specification. Before each tool call, compare the proposed action with that specification. Flag a plan when it introduces a new destination, requests data not needed for the task, changes from reading to writing, or adds an unrequested transaction. Require the user to restate or approve the changed objective rather than allowing the model to reinterpret it silently.
Gate every side effect in deterministic code
Language-model confidence is not authorization. Validate tool arguments in ordinary code after the model proposes them and before the browser executes them.
Actions that should normally require confirmation
- Purchases, payments, transfers, donations, subscriptions, and bids.
- Sending or publishing email, messages, posts, forms, or calendar invitations.
- Signing in, changing passwords, altering recovery settings, or approving access.
- Uploading, downloading, deleting, or sharing files.
- Submitting personal, financial, health, business-confidential, or authentication data.
- Opening a new external destination or granting a site additional permissions.
OpenAI recommends confirmation for consequential actions, while Google describes pausing before sensitive sites and final transactions (OpenAI safety guidance; Google’s architecture guidance).
Make the confirmation specific
Show the exact destination, operation, fields, and irreversible consequences. “Allow agent to continue?” is inadequate. A useful prompt says: “Send this message to example.org using the work account, including the attached contract and customer name?” Let the user edit or cancel, and invalidate the approval if the destination, amount, recipient, or payload changes.

Apply information-flow controls
Classify data before a tool call. A public product description may be sent to a public comparison service; a password, session token, private document, or customer record should be blocked or require a separately justified approval. Safe-link checks can show what would be transmitted and request confirmation or block the transfer; OpenAI describes this pattern in its agent-resilience work (OpenAI’s design discussion).
Sandbox the browser and monitor runtime behavior
Run the browser in an isolated environment with no unnecessary connection to the host operating system, private network, file system, or persistent credentials. Enforce network egress rules at the sandbox boundary so a page cannot bypass the browser’s policy by invoking a hidden request.
Log enough to investigate
For every navigation and tool call, record the session, origin, referring origin, tool name, arguments after redaction, approval decision, policy rule, and result. Keep a tamper-resistant audit trail. Capture the content hash or snapshot identifier that led to a proposed action so investigators can reproduce the decision without retaining sensitive page data indefinitely.
Watch for behavioral indicators
- A sudden request to send conversation text or page contents to a new domain.
- A transition from a read-only origin to a write-capable origin.
- Attempts to access cookies, local storage, clipboard contents, files, or hidden form fields.
- Tool chains that were not present in the initial plan.
- Repeated redirects, obfuscated URLs, downloads, or requests for secrets.
- Large or unusual outbound payloads immediately after reading external content.
Stop the session, revoke temporary credentials, and preserve logs when these signals appear. Do not allow the model to decide whether its own behavior is safe after an alert.

Use the following order when building or hardening an agentic browser. Each step creates a control that remains useful even if another layer fails.
Best Value
- Define the task contract. Express the user’s goal, permitted origins, allowed data classes, tools, maximum spend, and prohibited actions as structured policy.
- Classify every input. Tag page text, DOM values, screenshots, OCR, files, search results, iframe responses, ads, reviews, and tool output as untrusted observations.
- Preserve provenance. Store origin, frame, timestamp, and content type with each observation; keep that metadata through summarization and planning.
- Build an allowlist. Permit only the origins and tools required for the task. Default to read-only and deny arbitrary network requests.
- Issue temporary capabilities. Use narrowly scoped, short-lived credentials and separate read and write contexts.
- Constrain the planner. Require a structured plan with explicit destinations, data fields, and expected effects. Reject free-form tool arguments.
- Run independent review. Have a critic or policy service check each proposed action for goal match, origin, data scope, plan drift, and prohibited effects.
- Validate deterministically. Check URL, destination, recipient, amount, payload, file path, and tool permissions in code. Never rely on a model-generated “safe” flag.
- Request action-specific approval. Show the user exactly what will happen for purchases, submissions, sign-ins, downloads, messages, and data transmission. Expire approval when any material field changes.
- Execute in a sandbox. Enforce network, file, clipboard, extension, and operating-system restrictions outside the model.
- Monitor and stop. Detect new origins, unexpected tools, secret access, redirects, and anomalous outbound data. Halt and revoke capabilities on violation.
- Close the session cleanly. Delete temporary credentials, clear sensitive state, store only approved summaries, and retain the audit record required for investigation.
Compare common agent designs
The following comparison uses the security dimensions that matter most: exposure to untrusted content, actuated origins and tools, independent review, deterministic authorization, confirmation, and continuous testing.
| Design | Model’s exposure | Actuation | Trusted review | Deterministic authorization | User confirmation | Typical risk |
|---|---|---|---|---|---|---|
| Unrestricted browser agent | All page, iframe, ad, and tool content in one context | Broad navigation, credentials, and arbitrary tools | None | Minimal or model-only | Rare or generic | A hostile page can redirect the whole workflow and exfiltrate accessible data |
| Prompt-only defenses | External content is labeled in the prompt | Still broad unless separately restricted | Same model or no independent reviewer | Weak; labels do not enforce permissions | Often absent | Improved awareness but vulnerable to persuasive or obfuscated instructions |
| Read-only research agent | Untrusted content is isolated as data | Allowlisted read origins and extraction tools | Plan and drift checks | Origin and capability gates | Needed only for escalation to writing | Lower impact; compromise can still poison summaries or plans |
| Transaction-capable agent with layered controls | Typed, provenance-preserving observations | Separate read/write origins and short-lived capabilities | Independent critic or policy service | Deterministic argument and information-flow checks | Specific approval for each consequential action | More friction and engineering cost, but substantially smaller blast radius |
| Continuously tested production system | Layered controls plus monitored content and tools | Least privilege with runtime revocation | Critic, policy engine, and human escalation | Enforced at every tool and network boundary | Contextual and repeatable | Residual bypasses remain; detection, containment, and recovery determine impact |
Test the real boundary, not just obvious attack phrases
Security testing must place malicious instructions where the agent actually encounters them: in the external-content channel. Use dummy records, fake credentials, and instrumented tool substitutes so a successful test cannot harm a real account.
Build a representative attack corpus
- Visible instructions, hidden CSS text, alt text, metadata, and text rendered inside images.
- Malicious content in advertisements, reviews, comments, search snippets, PDFs, and third-party iframes.
- Benign-looking instructions that ask for a “verification” upload or a copy of the conversation.
- Obfuscated, multilingual, encoded, indirect, and multi-step instructions that avoid obvious trigger words.
- Pages that attempt to change the objective gradually, after the agent has accumulated trust.
- Redirects and tool chains that move from a public read origin to a sensitive write origin.
Measure security outcomes
Track whether the agent recognized untrusted content, proposed a prohibited action, reached a blocked origin, requested confirmation, leaked dummy data, or recovered after a denial. Test both false negatives and false positives: an over-sensitive system may prevent legitimate work, while an under-sensitive system may silently transmit data.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →OWASP recommends testing external-content attacks with instrumented substitutes and variants that do not depend on obvious keywords (OWASP testing guidance). Google reports continuous automated red-teaming with sandboxed malicious sites and attack-success monitoring (Google’s security architecture).
Use realistic regression tests
Run the corpus whenever you change the model, browser automation layer, tool schema, origin policy, classifier, or confirmation interface. Keep attacks that previously succeeded as permanent regression cases. Test the complete chain, because a safe planner can still be undermined by an unsafe browser extension or tool adapter.
Understand what detection can and cannot do
Classifiers are probabilistic. Google explicitly notes that its prompt-injection classifier cannot flag every attack, and Microsoft identifies latency, false positives, and maintenance cost as trade-offs of layered defenses (Google’s guidance; Microsoft’s guidance). Treat detection as an additional signal, never as permission to bypass origin, capability, or approval controls.
OpenAI reported that one 2025 prompt-injection example succeeded 50% of the time when an assistant was asked to research emails and every linked source (OpenAI’s reported example). That is a result for that example and test setup, not a universal attack-success rate or benchmark for all agents.

Microsoft’s current guidance summarizes the operational stance: “By assuming indirect prompt injection is inevitable and designing systems to contain and respond to it, organizations can protect the integrity, privacy, and trustworthiness of their AI-powered solutions” (Microsoft Learn). OWASP likewise advises: “Treat model output as untrusted at every downstream use” (OWASP).
Quick Recap
What to do when an injection is suspected
- Stop execution. Cancel queued tool calls and freeze the browser session.
- Revoke capabilities. Invalidate temporary tokens, sessions, upload URLs, and write permissions.
- Contain network access. Block the destination and preserve the request metadata and payload classification.
- Assess exposure. Determine which pages, secrets, files, recipients, and actions were reachable, distinguishing attempted from completed operations.
- Notify affected owners. Follow your incident process for account resets, payment review, message recall, or data-breach assessment.
- Preserve evidence. Retain policy decisions, origin history, tool arguments, approvals, and relevant content hashes without unnecessarily retaining private page data.
- Close the gap. Add the attack to regression tests, tighten the relevant origin or capability rule, and review whether the confirmation showed enough detail.
Deployment checklist
- All webpage-derived content is typed and labeled as untrusted data.
- System policy, user intent, observations, plans, and authorized actions use separate channels.
- Origins are allowlisted and split into read-only and read-write sets.
- Credentials, tokens, files, clipboard, extensions, and operating-system access are least-privilege and short-lived.
- Tool arguments are schema-validated and checked by deterministic policy code.
- An independent reviewer checks plan drift, destination, data scope, and requested effect.
- Purchases, payments, messages, sign-ins, downloads, uploads, and submissions require specific confirmation.
- Outbound data is classified and safe-link checked before transmission.
- The browser runs in a sandbox with network egress controls and runtime monitoring.
- Logs capture provenance, origins, tool calls, approvals, denials, and policy decisions.
- Red-team tests use dummy data, instrumented tools, hidden and obfuscated variants, and continuous regression runs.
- Incident procedures revoke capabilities, contain traffic, assess exposure, and feed fixes back into tests.
