If a candidate, staffer, treasurer, vendor, or election official seems to make an urgent or unusual request, stop and call them back using contact information already verified by the campaign. Require a second authorized person to approve high-impact actions such as payments, account recovery, password resets, sharing sensitive data, or issuing urgent public statements.
Why a familiar voice is not proof of identity
AI-generated speech can sound like someone you know, and callers can spoof the number or name displayed on your phone. Listening for odd pauses, pronunciation, or background noise is not a reliable authentication method. Verify the person and the request through a separate, known-good channel instead. The FBI’s May 15, 2025 public service announcement describes a campaign in which texts and AI-generated voice messages impersonated senior U.S. officials, built rapport, and attempted to move targets toward other platforms and account access. The alert describes a specific threat pattern, not evidence that every campaign is being targeted.

A voice call may be only the opening step. A caller might ask you to continue in a new messaging app, open a link, or share an authentication code. Treat those requests as unverified until you confirm them independently.

How to set up a campaign verification protocol
Create a trusted callback directory
Keep staff and key vendor callback numbers, plus a separate backup channel, in a campaign-controlled directory. Give access to people who authorize payments, account access, public statements, or sensitive data. When a request arrives, use the directory—not a number, link, or contact card included in the suspicious message.

For especially sensitive requests, a team may also agree on a challenge procedure or private phrase. Treat it as an extra check, not a substitute for callback verification or approval controls; a shared phrase can be exposed or misused.
Require two-person approval for consequential actions
Document which actions need a second authorized approver, and ensure staff know how to reach that person independently. Consider applying the rule to:
- Wire transfers and changes to payment or bank details.
- Password resets, account recovery, and changes to account security settings.
- Disclosure of donor records, voter files, private contact lists, or other sensitive information.
- Urgent public communications or requests to publish a statement.
Secure campaign accounts and devices
Enable multifactor authentication (MFA) on campaign email, social media, financial services, and other work accounts. Use a phishing-resistant method where the service supports it; CISA identifies physical security keys as one such method. Check platform compatibility and establish a recovery process before issuing keys. A key helps protect account access; it does not identify a caller or detect a cloned voice.

Use unique passwords stored in a password manager, and keep campaign and personal devices and accounts secured and updated. CISA’s campaign cybersecurity guide, marked as of January 2024, includes candidates’ personal devices and family members among the security considerations.
Train staff and rehearse a response
Teach staff and volunteers to recognize unusual requests, malicious links, and attempts to steal credentials. Include temporary staff in the same reporting process. Rehearse a short scenario—for example, a familiar-sounding voice urgently asking for a transfer or login code—so that pausing and calling back becomes routine. CISA recommends phishing education and testing as part of campaign security.
Write down who can freeze a payment or suspend an account, who alerts the campaign manager and counsel, who preserves evidence, and who contacts platforms or authorities. Practice the plan, rather than leaving those decisions to the person who first receives a suspicious call.

What to do when a suspicious voice makes a request
- Stop the action. Do not send money, change account details, disclose data, or continue a login or recovery process while identity is uncertain.
- End the conversation and call back independently. Select the person’s number from the verified directory. If they are unavailable, use the separate backup channel. Do not rely on caller ID or contact details supplied by the caller.
- Confirm both identity and intent. Ask the person to confirm the request through the known-good channel. For high-impact actions, get the required second approval through a separate contact route.
- Keep credentials and sensitive data private. Never give an unverified caller a password, one-time MFA code, recovery code, donor record, voter file, or private contact list. The FBI specifically cautions against sharing authentication codes and sensitive information.
- Do not follow unexpected links or invitations. Wait to open an attachment, install an app, or join a new messaging platform until you have independently verified the sender and purpose.
- Use verified emergency contacts. If the caller claims there is an immediate threat, follow the campaign’s escalation or emergency procedures using contacts already on file, not a number supplied during the call.
What to do after a suspicious or confirmed incident
Preserve evidence and alert the response lead
Save the original voicemail or message, the date and time, the displayed number, any callback number, links, screenshots, and transaction instructions. Avoid editing or publicly reposting a recording before the response lead has preserved it. Tell the campaign’s security or IT lead and manager promptly.
If an account or payment may be compromised
If someone disclosed credentials or a code, use a trusted device and navigate independently to the service’s account-recovery route. Change the affected credentials, revoke active sessions, review MFA and recovery settings, and contact the provider and the campaign’s incident-response contact. If money was sent or payment details changed, contact the bank or payment provider immediately using a verified route, and inform campaign counsel.
Report carefully and communicate through one spokesperson
Report suspected criminal or election-related activity to appropriate authorities and platforms. The FBI advises contacting relevant security officials or the FBI when authenticity is in doubt. The FTC’s robocall guidance asks people reporting unwanted calls to provide details such as the received number, caller-ID number, callback number, and exact date and time where known.

Route public statements through a designated spokesperson. State what the campaign has verified, what it is still checking, and where people can find authoritative updates. Do not amplify a fake recording before assessing its provenance and likely impact.

Voice-cloning safeguards can work at different points: preventing or authenticating audio, monitoring calls in real time, or evaluating a recording after it exists. The FTC’s 2024 overview of approaches to address AI-enabled voice cloning says there is no single solution. Watermarks may be altered or removed; detection performance varies and may need to adapt as cloning improves. A detector’s clean result does not prove that a voice is genuine, just as a familiar caller ID does not prove who is speaking.

Call-blocking and call-labeling tools may reduce unwanted calls or help prioritize them, but scammers can fake displayed names and numbers. Treat them as supplementary controls, not identity checks. If evaluating a voice-related service, check whether it prevents account access or only flags audio; whether it works with your phones, accounts, and devices; what independent evaluation exists, including false positives and false negatives; what recordings or biometric data it retains; whether temporary staff can use it; what incident support it provides; and whether it is a real available product rather than a proposal. CISA’s Election Security Toolkit provides public resources; CISA notes that commercial-tool listings are not endorsements.
What U.S. law says about AI voice impersonation
AI-generated voices in robocalls
In February 2024, the FCC ruled that AI-generated voices count as “artificial” voices under the Telephone Consumer Protection Act. Its materials discuss a New Hampshire robocall using an AI-cloned voice resembling then-President Joe Biden and voter-suppression messaging. That ruling is relevant legal context for calls; it does not resolve every situation involving a one-to-one call, a recorded message, or political speech. Federal campaign impersonation rules
On September 27, 2024, the FEC said it would not open an AI-specific rulemaking and explained that its existing fraudulent-misrepresentation provisions are technology-neutral. The notice describes rules concerning a candidate or agent purporting to speak or act for another candidate or party in a damaging way, and falsely claiming to act for a candidate or party to solicit contributions. The FEC says it will apply the statute case by case. These provisions have defined limits; they do not mean every AI-generated campaign communication is illegal. Consult campaign counsel about the facts, jurisdiction, and current law. Read the FEC interpretive notice.
