Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsIf you cannot move, reduce flood losses with a property-specific plan: identify how water reaches the site, make permanent changes that suit the building, protect utilities and belongings, add targeted basement and plumbing defenses, arrange warnings and evacuation, and carry flood insurance. No pump, sealant, sandbag wall, or coating makes every house safe in every flood. The right combination depends on flood source, expected depth and speed, construction, local codes, and a qualified assessment.
Start with life safety. If flooding is likely, leave before roads or exits become dangerous. The National Weather Service says, “If it is likely your home will flood, don't wait to be ordered to leave; evacuate yourself!” Physical mitigation is for reducing damage when you can do it safely, not for justifying a decision to remain.

1. Find out what kind of flooding threatens your property
A house can flood from a river or coastal surge, intense rainfall running across the lot, groundwater, a blocked or undersized drainage system, or sewage backing through floor drains. A mapped high-risk zone is important information, but being outside one does not prove that a property is safe. FEMA advises homeowners to understand local flood information and the actual sources of water affecting the site.
Check the site before choosing a retrofit
- Ask the local planning or building department about flood maps, past events, required permits, the base flood elevation (BFE), and rules for substantial improvements.
- Record the lowest floor, basement or crawlspace, openings in foundation walls, driveway and street elevations, drainage paths, fuel tanks, and the location of electrical and mechanical equipment.
- Ask an engineer, architect, qualified contractor, or flood-mitigation specialist whether the foundation and framing can support elevation, enclosure changes, barriers, or other work.
- Speak with an insurance agent before construction. A measure that limits damage may not satisfy National Flood Insurance Program (NFIP) requirements, and documentation may affect eligibility or rating.
Compare each option by the flood source, expected depth and velocity, whether it keeps water out or tolerates water entry, structural suitability, code and insurance consequences, maintenance, and the need for licensed trades.

2. Compare the main permanent protection strategies
| Approach | What it does | When it may fit | Important limitation |
|---|---|---|---|
| Elevation | Raises the lowest floor or the entire building above the expected flood level. | Properties where engineering, access, foundation condition, and finances make lifting or rebuilding feasible. | Requires professional design, permits, utility changes, and safe access; it is not a do-it-yourself project. |
| Wet floodproofing | Allows controlled water entry while using flood-resistant materials and openings to reduce pressure and damage. | Suitable lower areas or enclosures where keeping water out is impractical and local rules allow the use. | It does not keep contents dry. Only allowable applications meet NFIP minimum requirements. |
| Dry floodproofing | Uses walls, doors, seals, and other systems intended to keep water out. | Buildings and flood conditions that a qualified professional confirms can tolerate the water pressure. | Failure can be sudden and severe; FEMA says dry floodproofing is not recognized as meeting NFIP minimum requirements. |
| Barrier systems | Portable gates, shields, inflatable floodwalls, skirts, or similar systems block water at selected openings or boundaries. | Predictable, limited-depth flooding where there is time to deploy a system designed for the opening. | They need storage, inspection, trained deployment, and a sound surface. FEMA does not recognize barrier systems as meeting NFIP minimum requirements. |
| Relocation or demolition | Moves the structure or removes it from the hazard. | Often the strongest risk reduction when available. | Outside this guide's premise when relocation is not possible. |
FEMA's Homeowner's Guide to Retrofitting: Six Ways to Protect Your Home from Flooding identifies elevation, relocation, demolition, wet floodproofing, dry floodproofing, and barriers. It says elevation, relocation, allowable wet floodproofing, and demolition can meet NFIP minimum requirements, while barriers, dry floodproofing, and some wet floodproofing may reduce damage without meeting those minimums. Verify current local and program rules rather than treating this guide-level distinction as an approval.
3. Elevate the building, utilities, and fuel equipment where feasible
Raise the lowest occupied floor
FEMA homeowner guidance recommends raising the lowest floor above the BFE. Depending on construction, that can involve lifting the structure, rebuilding on a higher foundation, or another engineered solution. The design must address foundation loads, connections, stairs, accessibility, wind or seismic demands, and how water will move around the building. Obtain a site-specific assessment and permits before committing to a method.
Move the systems that make a small flood a total loss
Even when the building cannot be elevated immediately, raise or floodproof HVAC equipment, electrical components, water heaters, generators, communication equipment, and other utilities above the expected flood level. FEMA advises that a licensed electrician handle elevation or modification of the electrical system. Keep service disconnects and controls accessible without entering contaminated water.

Anchor tanks and secure exterior equipment
Anchor fuel tanks so buoyancy or moving water cannot dislodge them. A loose tank can damage the house, rupture lines, and create a fire or pollution hazard. Have a qualified trade inspect connections, shutoffs, and anchorage. Do not improvise with rope or hardware that has not been designed for the tank and expected forces.
4. Make unavoidable water less destructive
Use flood-resistant materials below the BFE
In areas that may get wet, replace vulnerable finishes with materials FEMA identifies as flood-resistant, such as tile, cement board, and suitable flood-resistant insulation and drywall. Plan for cleanable surfaces, removable cabinets, corrosion-resistant fasteners, and wiring or equipment that can be disconnected safely. Materials alone do not make a room compliant or safe; local codes and the intended use of the space still control.

Provide appropriate flood vents
FEMA recommends flood vents in foundation walls and enclosed areas where they are appropriate. Properly placed openings can equalize hydrostatic pressure rather than forcing water against foundation walls. Vent size, location, number, and operation are design matters. Do not block, screen, or seal a required opening without professional advice.
Understand what wet floodproofing means
Wet floodproofing is not a promise that furniture, wiring, or stored goods will survive. It is a controlled strategy for a space where water entry is expected, using flood-resistant construction and pressure-relieving openings. Keep people and valuable contents out of the wet area, and confirm whether the proposed use is allowed by the local authority and insurance program.

Dry floodproofing attempts to keep water outside with sealed walls, doors, closures, and penetrations. It can expose walls and foundations to substantial hydrostatic and hydrodynamic forces. A crack, unprotected pipe, weak door, or incorrect deployment can defeat the system. Use it only after a qualified professional confirms that the building and expected flood conditions are suitable.
Temporary barriers can include portable gates or shields, sandbags, inflatable floodwalls, and flood skirts. They may reduce damage around a suitable opening or boundary when there is enough warning, but they require a level, stable surface and a plan for seepage, drainage, storage, inspection, and removal. A barrier cannot safely stop water that is deeper, faster, or earlier than its design condition. FEMA lists these systems as temporary actions and separately notes that barrier systems do not satisfy NFIP minimum requirements.
6. Reduce basement seepage and sewer backup
Install and maintain a sump pump
FEMA recommends considering a sump pump for a basement, and its preparedness guidance recommends a battery-operated backup. The National Weather Service also advises making sure the pump works and considering a backup. Test the pump before storm season and after electrical or plumbing work; clear the pit and discharge route; and confirm that the discharge does not send water back toward the foundation or a neighboring property.

A sump pump handles water collected in its pit. It is not a universal defense against river flooding, coastal surge, or fast-rising surface water that enters through walls, doors, windows, or floor drains. A backup pump or battery helps with power loss but does not solve an undersized discharge, a blocked line, or a flooded pit that the system was never designed to handle.
Address drain and sewer backup professionally
Floodwater can enter through sanitary drains. FEMA and the National Weather Service recommend considering a backflow or plumbing check valve, installed by a professional. Have a plumber assess the sewer connection, cleanouts, floor drains, ejector systems, and local requirements. A generic drain plug is not a substitute for a system designed for the property; blocking the wrong opening can create pressure or prevent necessary drainage.
Limit cracks and runoff problems
FEMA's do-it-yourself guidance includes sealing foundation cracks with mortar or masonry caulk and improving runoff grading. These measures can help with minor seepage or drainage, but they are not a guaranteed fix for inundation. Grade soil so water moves away from the foundation without directing it onto another property, and have structural cracks evaluated before covering them.
7. Prepare temporary defenses before water is dangerous
- Set a trigger. Decide in advance which forecast, warning, observed water level, or local instruction starts deployment and evacuation. Do not wait until roads are covered.
- Inspect the route. Check the opening, ground contact, fasteners, seals, storage container, and instructions for a portable gate or other barrier. Replace damaged components.
- Deploy early. Install the system while the area is dry and accessible. Sandbags and other materials are useful only when there is sufficient time and safe working conditions.
- Keep an exit clear. Never build a defense that traps occupants or blocks emergency access. Do not enter moving water to adjust it.
- Leave when advised. A temporary barrier is not permission to remain in a home that is likely to flood.
Flood sensors and early-warning devices can alert occupants to rising water or a leak so they can shut down equipment, move belongings, or leave. They are alerting aids, not flood control and not replacements for public warnings, weather alerts, or an evacuation plan. Place sensors where they can be heard or seen and test batteries and connectivity.
8. Protect possessions and create a recovery record
Move what can be moved
When there is safe time, move furniture, electronics, rugs, documents, medications, and valuables to an upper floor or above the likely flood level. Put irreplaceable items in water-resistant containers. Keep copies of important documents offsite or in secure online storage, and make sure household members know how to access them.

Document the contents before a loss
Photograph or video rooms, serial numbers, appliances, tools, and valuable possessions. Store the inventory and receipts somewhere floodwater cannot reach. FEMA identifies this record as useful for a future insurance claim. Update it after major purchases and avoid storing the only copy in a basement file cabinet.
Protect people, pets, and contamination-sensitive items
Keep an evacuation kit ready with water, medicines, chargers, identification, pet supplies, and copies of essential information. Floodwater may contain sewage, chemicals, sharp debris, or energized electrical equipment. Do not handle it without appropriate guidance, and do not use a generator or fuel-burning appliance indoors.
9. Build an evacuation and warning plan
- Identify more than one route to higher ground and a meeting place outside the flood area.
- Assign who collects children, older adults, people with disabilities, and pets; arrange transportation for anyone who cannot drive.
- Subscribe to local emergency alerts and monitor official weather and emergency-management instructions.
- Keep vehicles fueled and park them where rising water cannot trap them.
- Know how to shut off electricity, gas, and water only if authorities or a qualified professional say it is safe. Never touch electrical equipment while standing in water.
- Leave before bridges, underpasses, or roads become impassable. Do not walk or drive through moving water.
Practice the plan at least once. A sensor, phone alert, or neighbor can provide an early prompt, but the decision to evacuate should not depend on a single battery, internet connection, or person being awake.

Flood insurance is separate from physical mitigation. The National Weather Service says standard homeowners insurance does not cover flooding and notes that a flood policy may take at least 30 days to take effect. Waiting periods, eligibility, exclusions, deductibles, coverage limits, and definitions vary by policy and program, so ask an insurer for the current terms before a threat exists.

11. A practical order of work for a house that cannot be moved
- Map the hazard. Gather local flood information, identify the water source and likely depth, and record the lowest floor and utility locations.
- Get a professional assessment. Ask a building or flood specialist which elevation, venting, wet-proofing, dry-proofing, drainage, or barrier measures fit the structure and rules.
- Protect life-safety systems. Create evacuation routes, warning triggers, family and pet plans, and a way to receive official alerts.
- Stop preventable utility losses. Raise or protect electrical, HVAC, water-heating, fuel, and communications equipment; have electrical work done by a licensed electrician.
- Handle water pathways. Install an appropriately designed sump pump with backup, have a plumber evaluate backflow protection, repair drainage defects, and address suitable cracks or grading.
- Harden the lower level. Use flood-resistant materials and appropriate vents; keep valuables and critical equipment out of areas expected to wet.
- Add temporary protection. Select barriers for the actual openings and practice deploying them before a warning.
- Document and insure. Photograph possessions and improvements, store records safely, and verify flood-policy timing and coverage.
- Maintain the plan. Test pumps, sensors, valves, barriers, batteries, alarms, and evacuation contacts on a schedule and after every flood or major renovation.
12. Common mistakes and how to correct them
Relying on one device
A pump, sensor, sealant, or sandbag line addresses one pathway or moment. Combine measures that match the hazard, and keep evacuation as the primary safety action.
Sealing a room without checking structural forces
Unengineered dry floodproofing can trap water against walls and floors. Have a professional evaluate pressure, penetrations, doors, and foundation capacity before sealing.
Putting equipment on a platform without a code review
Raised equipment still needs stable anchorage, service access, safe wiring, and protection from wind and flood forces. Use licensed trades and obtain required permits.

Water, debris, darkness, and traffic can make installation unsafe. Store components where they can be reached without entering a flooded area and use a forecast-based trigger.
Assuming insurance starts immediately
Ask about the policy waiting period before storm conditions develop. A policy bought after a warning may not respond to that event.
Ignoring maintenance
Test backup batteries, pump switches, valves, sensors, seals, and barrier parts. A device that worked last year is not proof that it will work during the next flood.
13. What the damage estimate means
FEMA's Flood Smart: Do It Yourself in 5 graphic states that an inch of water can cause $25,000 in damage. That is FEMA's published estimate, not a universal loss figure: actual costs vary with the building, contents, contamination, duration, and location. The practical implication is to protect utilities and movable contents early, because shallow water can still produce a large loss.
A home that cannot be relocated can still become substantially more resilient, but no retrofit removes every hazard. Match permanent work to the site, use professionals where structural, electrical, plumbing, or code issues are involved, maintain targeted defenses, insure the remaining risk, and evacuate whenever flooding is likely.
