How to Protect a Bitcoin Business from Unconfirmed-Transaction Fraud

Do not treat a Bitcoin payment as settled just because it appears in a wallet or a processor dashboard. A broadcast transaction is still unconfirmed and may conflict with another transaction spending the same inputs. Set confirmation requirements according to the potential loss and whether fulfillment can be reversed or recovered; wait for confirmations before irreversible, high-value delivery.

Why an unconfirmed payment can be reversed

Before a transaction is included in a block, the payer can broadcast a conflicting transaction that spends the same inputs back to themselves. Only one version can ultimately be confirmed. A merchant cannot know with certainty which version will make it into the blockchain while both are unconfirmed.

Bitcoin transactions propagate through an asynchronous network: different peers can see competing transactions in different orders. Bitcoin Core explains that there is no globally consistent “first” transaction. A payment appearing first to your node—or looking non-replaceable—does not prove that another conflicting transaction is absent or that your version will confirm. Bitcoin Core’s Opt-in RBF FAQ explains why a node may not see a conflict until it appears in a block.

Set a confirmation threshold for each kind of fulfillment

A confirmation means the transaction has been included in a block. More confirmations reduce the risk of reversal, but no confirmation count is absolute finality. Use two factors to choose a threshold: the amount your business could lose and how easily you can reverse, pause, or recover what you deliver.

Bitkey Bitcoin Hardware Wallet, No Screen - Self-Custody, No Seed Phrase
  • BITCOIN EXCLUSIVE, PHONE VERIFICATION: Bitkey is designed from the ground up exclusively for bitcoin — a dedicated hardware wallet for secure bitcoin storage. Approve transactions with a tap using your phone and NFC. No device screen is required.
  • SELF-CUSTODY, NO EXCHANGE OR CUSTODIAN REQUIRED: You hold two of the three keys in the Bitkey system – one on your phone and one on your Bitkey device. The third is stored on Bitkey’s server and cannot move your bitcoin on its own.
  • NO SEED PHRASE: Set up and use Bitkey without creating or storing a seed phrase.
  • 2-of-3 MULTISIG: Three keys are stored separately across your phone, Bitkey device, and Bitkey’s server. Any two keys are required to move your bitcoin.
  • BUILT-IN RECOVERY: Encrypted backup and recovery tools can help you regain access if you lose your phone or Bitkey device. You can also designate a Recovery Contact.
Payment state What it means Practical policy
Zero confirmations Broadcast to the network but not yet included in a block. Generally do not trust it without risk analysis. Bitcoin.org says zero-confirmation acceptance is safe only if the business trusts the payer. Avoid using it to authorize irreversible, valuable fulfillment.
One confirmation Included in a block. This substantially reduces risk, but a recent block can still be replaced. Treat it as risk reduction, not a guarantee.
Six confirmations The transaction has six block confirmations. Bitcoin.org describes six as the minimum recommendation for high-value transfers. The Bitcoin Developer Guide also recommends at least six for high-value or otherwise fraud-exposed payments when waiting is not possible. Neither source calls this mathematical finality.

These are policy guides, not universal dollar cutoffs. A low-cost digital entitlement that can be revoked is different from an expensive shipment or an irreversible service. Choose the threshold based on your actual exposure and recovery options; the cited sources do not establish a universal amount at which a payment becomes “high value.” See the Bitcoin Developer Guide’s payment-verification guidance and Bitcoin.org’s guidance on confirmations.

Build payment status into checkout and fulfillment

Keep “observed,” “confirmed,” and “accepted” distinct

Show staff and customers whether a payment is pending or confirmed, and define what your processor means by each invoice status. A dashboard’s “paid” label is not necessarily proof of a block confirmation. BitPay warns that fulfilling an invoice in “Paid” status while the payment remains unconfirmed can expose a merchant to double-spend risk. Check the status definition and confirmation information before triggering delivery. BitPay’s guidance on unconfirmed-payment fraud describes this invoice-status risk.

Gate delivery by loss exposure

Require confirmation before irreversible, high-value fulfillment. If your business chooses to accept zero-confirmation payments for some cases, document the loss it is willing to absorb and set clear escalation rules for unusual transactions or customers. The Bitcoin Developer Guide suggests flagging high-risk cases for manual review and using a safe mode that pauses automatic acceptance.

Make immediate fulfillment recoverable

When waiting is impractical, prefer delivery you can pause or undo: for example, revoke a software license, delay shipment, or structure a service so work can be suspended. These controls limit potential loss; they do not make an unconfirmed payment safe. A processor’s transaction-risk scoring can help flag cases, but BitPay says its scoring does not eliminate the risk.

Monitor for conflicting spends, but treat alerts as signals

The Bitcoin Developer Guide describes comparing unconfirmed transactions reported by multiple peers to look for different spends of the same UTXO (an unspent transaction output). A node or service that sees a conflict can help you hold fulfillment pending confirmation. But one node’s view is incomplete, and the network does not provide a definitive “first-seen” order. An alert—or the absence of one—is not proof that a payment will or will not confirm.

If a payment is disputed, multiple peers report a conflict, or the chain appears abnormal, stop automatic fulfillment and route the transaction for review. A monitoring tool or payment processor can support this workflow, but neither should replace confirmation-based rules for deliveries your business cannot recover.

Plan for confirmation delays

Bitcoin.org says blocks arrive approximately every 10 minutes on average. That is an average, not a deadline: block discovery is probabilistic, so an individual confirmation can arrive sooner or later, with no guaranteed minimum or maximum delay. A fee that is not competitive enough can also extend the wait. Tell customers that confirmation times vary rather than promising a fixed checkout or delivery time. Bitcoin.org’s confirmation guidance and the Bitcoin Developer Guide both describe the roughly 10-minute average.

A practical merchant policy

  1. At checkout: Label a broadcast payment as pending, not settled, and show the applicable confirmation requirement.
  2. Before fulfillment: Check the transaction’s confirmation count and the processor’s status definition; do not rely on a “paid” label alone.
  3. For high-exposure orders: Hold irreversible delivery until the business’s chosen threshold is met; six confirmations is the cited minimum recommendation for high-value transfers.
  4. For exceptions: Record why immediate acceptance is justified, assess recoverability, and use conflict monitoring as an additional risk signal.
  5. For anomalies: Pause automated acceptance and require manual review rather than shipping or enabling access while the conflict is unresolved.
