Prioritize threat-intelligence feeds in this order: establish whether each feed applies to your own assets and decisions, qualify how trustworthy its judgments are, verify indicator validity and end-to-end latency, then weigh actionability against analyst and system cost. Route the result to immediate action, analyst investigation, monitoring or enrichment, or suppression—not to a single score that automatically blocks everything.
There is no evidence-based universal weighting formula or confidence cutoff. Your thresholds must reflect your assets, threat posture, control impacts and operational risk, and should be revisited when those conditions change.

Start with relevance to your organization
Relevance is local. A feed is valuable when it helps your team make an informed, timely decision about threats, operations, assets or risks that actually matter to the organization. The Cybersecurity and Infrastructure Security Agency (CISA) describes relevance in terms of mission, assets, threat posture and regulatory requirements, while also warning that relevance by itself is not enough. See CISA’s feed-assessment framework.

Write down the environment the feed must serve
Before rating a provider, document the context against which every feed will be judged:

- Decisions the feed could influence, such as an investigation, a detection rule, a vulnerability response or a temporary control.
For each feed, record which of those items it informs and what decision would change if the feed were unavailable. A provider can supply a large number of technically detailed indicators yet be poorly matched to your environment. Conversely, a smaller sector-focused stream can be useful when it addresses a material local risk. That is an operational implication of CISA’s context-dependent definition of applicability, not a rule that smaller feeds are always better.
Test applicability, not just topic labels
Ask where the provider’s reporting comes from, what operating environments it observes and whether those environments resemble yours. A feed labelled for a particular sector may still be irrelevant if its observations concern technologies or regions you do not use. Conversely, a general feed may become relevant when its content maps directly to a threat scenario affecting one of your services.
Capture the answer in a feed register rather than leaving it in a sales presentation or analyst memory. A useful register links each feed to assets, services, regions, threat scenarios and intended decisions, with an owner responsible for keeping those mappings current.
“However, most organizations only focus on relevance. While determining if an offering is relevant is important, it is not enough.” — CISA, Assessing the Potential Value of Cyber Threat Intelligence Feeds, revision dated July 14, 2021.
Make confidence an attributed judgment
Confidence is not ground truth. It is an assertion about how likely an item is to be correct, and its meaning depends on who assigned it, what evidence they used and how their scale is defined.
Preserve the producer’s original meaning
For every indicator or report, retain the original confidence value, the producer, the name or definition of the scale and any stated basis for the assertion. Do not treat one provider’s high label as equivalent to another provider’s high label unless their methods are demonstrably comparable. A numeric conversion makes data easier to sort; it does not make the underlying analytic processes equivalent.
STIX 2.1 represents confidence as an integer from 0 to 100 and maps several commonly used verbal and analytic scales. The specification is a data-format standard, not evidence that a score of 80 has a particular real-world error rate. See the OASIS STIX 2.1 standard and CISA’s AIS scoring framework.

Separate confidence from corroboration
A producer may be confident that an indicator is correct because of its own collection, while having little corroboration from independent information. Another item may have several agreeing reports but weak source quality. Keep those ideas visible instead of hiding them in one field. CISA’s scoring framework describes both a confidence judgment about correctness and an opinion about corroboration against other information available to the submitter.
Your internal record can therefore include separate fields for producer confidence, corroboration or independent support, provenance description and local validation status. If one of those fields is absent, mark it as unknown; do not silently treat absence as low confidence or as confirmation.

Check whether confidence is usable for the decision
The same confidence may justify different handling in different controls. A high-confidence domain observation might support analyst enrichment but still be unsuitable for an irreversible block if the domain is shared by legitimate customers. Conversely, a lower-confidence item could warrant rapid investigation when the suspected target is a critical service and the investigative action is reversible.
Document who is allowed to assign local confidence, what evidence can raise or lower it and how disagreements are resolved. Keep the producer’s value unchanged so later analysts can distinguish external judgment from your organization’s assessment.
Measure validity and freshness separately
Freshness has two distinct parts: whether an indicator is valid at the time you evaluate it, and how long intelligence took to travel from discovery to your controls. Both belong in prioritization.
Apply the indicator’s validity window
In STIX, valid_from identifies when an indicator can begin to be considered valid and valid_until identifies when it should no longer be considered valid. CISA’s AIS filtering documentation treats an indicator as active when evaluation occurs at or after valid_from, before valid_until, and the object has not been revoked. An omitted valid_until imposes no latest-time constraint in STIX 2.1; it does not prove that the indicator remains useful forever. Consult the CISA AIS filtering document and STIX 2.1.
At ingestion and again immediately before an automated control uses an item, check the validity interval and revoked status. Expired or revoked indicators should be quarantined or removed from active enforcement, while retaining an audit record explaining what happened.
Track the complete delivery path
A publication timestamp alone does not establish that intelligence is recent. Record, where available:

- When it investigated and curated the information.
- When it published or shared the item.
- When your platform received and processed it.
The elapsed time between those events is feed latency. CISA notes that timeliness depends on both provider and consumer processes. A feed published quickly can still describe an old event, and a current observation can lose value if ingestion or approval takes too long.
Match freshness to the control
Do not impose one age rule on every indicator type. The useful age of an item depends on the threat scenario, the control that will use it and the cost of acting on stale data. Define freshness requirements locally, document them beside the intended decision and revisit them when attacker behavior, assets or provider processes change. The cited guidance supplies validity concepts, not a universal freshness half-life.
Include actionability and handling cost
Relevant, confident and current content can still be a poor operational choice if analysts cannot use it in time or if processing it consumes more resources than the resulting risk reduction justifies. CISA’s feed-assessment framework therefore considers usability and outcomes alongside relevance.

Ask what decision the item enables
- Can the item trigger a defined investigation or containment step?
- Is the necessary context present, or must an analyst perform extensive enrichment first?
- Can the receiving control consume the format and indicator type without unsafe translation?
- Is the response proportionate to the confidence and potential impact?
- Will the action occur while the intelligence is still valid?
Account for operational burden
Estimate analyst review time, integration and maintenance work, storage and processing load, duplicate handling, alert volume and the effect on systems that enforce controls. A stream that creates thousands of low-value alerts can reduce detection quality even when many individual entries are technically correct.

Before automatic blocking, consider the harm from a false positive, whether the control is reversible, how quickly an exception can be approved and the harm from missing the threat. These are local risk decisions; neither CISA nor STIX prescribes a universal threshold.
Use a comparison framework instead of a single magic score
When comparing feeds, evaluate the following axes together. The questions are a practical framework derived from CISA’s relevance, usability and timeliness considerations, with STIX fields supplying concrete validity metadata.
| Axis | Questions to ask | Evidence to record |
|---|---|---|
| Mission relevance | Does the feed address threats to our actual assets, services, sector and risk decisions? | Asset and scenario mappings; regional and sector applicability; named decision owner |
| Source and confidence | Who produces it? What does its confidence mean? Are methods and provenance clear? | Producer, original scale, confidence value, collection or curation description, corroboration |
| Freshness and validity | Are event and publication times available? Are indicators inside their validity windows and not revoked? | valid_from, valid_until, revoked status and provider-to-consumer latency |
| Actionability | Can the intelligence inform a timely investigation or control in this environment? | Mapped playbooks, required enrichment, response time and reversibility |
| Usability and cost | What analyst effort, integration work, noise and system resources are required? | Processing requirements, duplicate rate, review burden and maintenance owner |
| Outcomes | Does use of the feed improve detection or response enough to justify its burden? | Local operational measures and documented decisions, not assumed provider claims |
Keep the dimensions visible even if you later create a local composite score. A single number can conceal an expired indicator, an unknown confidence method or an unacceptable enforcement impact.
Route each item to a handling outcome
Prioritization is useful only when it changes what happens next. CISA’s submission guidance describes using confidence to choose among immediate action, analyst review and potential disregard. A four-outcome workflow adds a separate monitoring path for context that is useful but not yet ready for intervention.
Immediate action
Use this route when the item is locally relevant, sufficiently trusted for the specific control, currently valid and supported by a proportionate response. Apply an action that your team can monitor and reverse. Record the decision, owner and expiry or review condition.
Analyst investigation
Send content here when it could materially affect the organization but confidence, context, corroboration or impact requires human judgment. The analyst should be able to see the original producer value, timestamps, validity fields, provenance and related local observations.
Monitor or enrich
Use this route for useful context that does not yet justify changing a control. Enrichment can include matching against local assets, checking corroborating intelligence or waiting for additional evidence. Monitoring should have an owner and an exit condition; otherwise it becomes an unreviewed backlog.
Suppress or disregard
Suppress items that are expired, revoked, irrelevant, duplicative or inadequately supported for the intended use. Preserve the reason and the time of suppression so a later change in context can be evaluated without repeating the original work. Suppression is not proof that the underlying threat never existed.

Implement the workflow in your intelligence pipeline
- Set the decision context. Define the assets, services, regions, sector obligations and threat scenarios from the relevance exercise. Assign an owner for each decision the feed might influence.
- Register the feed and its producer. Store the provider identity, collection or curation description, original confidence scale, delivery method, expected timestamps and intended consumers. Do not overwrite producer values during normalization.
- Normalize without erasing meaning. Convert supported content into the format your tools need while retaining the original confidence, scale, provenance and source timestamps. If a value cannot be interpreted, mark it unknown rather than guessing.
- Run the validity gate. At evaluation time, check
valid_from,valid_untilwhen present and revoked status. Keep inactive objects out of active enforcement and log the reason. - Map relevance. Match the item or feed to the asset, service, region and threat-scenario records. An unmatched item can remain available for research, but should not receive the same operational priority as a mapped item.
- Assess confidence and corroboration. Read the producer’s scale, capture the basis of the assertion and compare it with independent information or local validation where available. Keep producer confidence and local judgment in separate fields.
- Calculate delivery latency. Compare discovery, curation, publication and receipt times when those timestamps exist. Investigate whether delays arise at the provider, in transport or in your own approval and ingestion path.
- Choose the outcome. Route the item to immediate action, analyst investigation, monitoring or enrichment, or suppression. The route should identify a control or queue, an owner and any expiry or review condition.
- Record feedback. Capture whether the item led to a useful investigation, a control change, a false positive, a duplicate or no decision. Use those observations to adjust local thresholds and feed mappings rather than silently changing historical scores.
STIX 2.1 can provide a common representation for confidence and indicator validity, but your pipeline still needs local policy for relevance, actionability, impact and cost. Verify that each consuming product supports the STIX version and fields you intend to use.
Illustrative comparison without invented weights
Imagine two hypothetical feeds under consideration for an organization that operates a small set of regulated online services. Feed A focuses on the organization’s sector and supplies clear provenance, but its provider-to-consumer delay is commonly longer. Feed B arrives quickly and covers many technologies, but its confidence labels and curation method are not explained and most entries do not map to the organization’s assets.
Do not decide by declaring that speed always beats relevance or that sector focus always wins. Map Feed A’s content to the services and decide whether its latency still meets the response window for each control. For Feed B, route unmatched or poorly qualified items to enrichment or analyst review until provenance and applicability are established. If a high-impact scenario requires rapid blocking, test whether either feed can meet that decision’s validity and false-positive requirements; if neither can, the correct result may be investigation rather than automatic enforcement.
This example illustrates the decision process, not a measured performance result. Your own observations should determine any local threshold or weighting.

Ranking by volume
Failure: Treating the feed with the most indicators as the most valuable.
Fix: Require an asset, service or threat-scenario mapping and measure whether the content changes a decision. Volume is not a substitute for applicability.
Comparing uncalibrated confidence labels
Failure: Sorting every provider’s high, medium and low labels together.
Fix: Preserve each producer’s scale and methods, then apply a local interpretation only when the evidence supports it. Keep corroboration distinct from the producer’s correctness judgment.
Using publication time as freshness
Failure: Assuming a newly received item describes a newly observed event.
Best Value
Fix: Track discovery, investigation, publication and receipt times separately, and evaluate the indicator’s validity interval and revocation status.
Turning confidence into automatic blocking
Failure: Treating a score or label as permission to impose an irreversible control.
Fix: Consider false-positive harm, reversibility, local corroboration and the control’s impact. Use analyst review when the evidence or context is insufficient.

Failure: Keeping the same priority rules after assets, threat conditions, provider practices or regulatory obligations change.
Fix: Revisit mappings and thresholds when those conditions change, and use recorded outcomes to identify where the process creates noise or misses urgent content.
Ignoring handling cost
Failure: Adding every relevant-looking stream to every tool.
Fix: Assign feeds to the controls and analyst groups that can use them, quantify integration and review burden, and stop or narrow feeds whose operational cost exceeds their local benefit.

Govern the program with observable review points
Set a review process that examines both feed quality and the decisions made from it. Useful local measures include the proportion of items mapped to in-scope assets, time from publication to receipt, time from receipt to decision, volume routed to each outcome, expired or revoked items encountered in active systems, duplicate or suppressed content, analyst effort and false-positive impact. These are management measures for your environment, not universal benchmarks.
Review provider methods and confidence definitions when they change. Recheck validity and latency assumptions when a feed’s delivery path or your ingestion pipeline changes. Review relevance when the organization adds services, leaves a region, changes technology or adopts new regulatory obligations. Keep an audit trail showing why a feed or item was prioritized, deferred or suppressed.
Standards and scope notes
The CISA feed-value white paper page identifies its material as archived and cautions that it may not reflect current policy or programs. Its definitions and assessment considerations remain a documented framework, but confirm current interfaces and local policy before implementation. CISA’s filtering and submission documents provide practical AIS examples, while STIX 2.1 is an OASIS Standard approved June 10, 2021.
Neither the cited CISA material nor STIX 2.1 establishes universal weights, a freshness half-life or a confidence threshold that every organization should use. Treat those values as governance decisions tied to your assets, controls and risk tolerance.
