Prevent proximity bias by evaluating role-related results and behaviors instead of visibility, recording evidence and access to opportunities throughout the cycle, and giving every employee comparable check-ins and feedback. For promotions, publish clear eligibility paths, compare candidates against the same criteria, document deviations, and use accountable review panels to test whether ratings lead to fair outcomes. Requiring more office attendance is not an established cure.

What proximity bias is—and why reviews are vulnerable

Proximity bias occurs when a manager favors people who are physically nearby or especially familiar. Visibility becomes a shortcut for contribution: the employee seen at a desk, in an office corridor, or in more spontaneous conversations may be remembered as more committed than a colleague whose work is mostly asynchronous or remote. The bias can affect ratings, access to assignments, mentoring, promotions, pay and succession decisions even when nobody intends to discriminate.

Williamson and Colley’s 2024 practice and policy article in the Australian Journal of Public Administration describes proximity bias as preferential treatment for employees physically close to leaders. Its recommendations—awareness, communication that moderates visibility across locations, and objective, quantifiable metrics—are practice guidance informed by Australian Public Service surveys and focus groups, not a randomized test that proves one intervention works everywhere.

The risk is not limited to hybrid teams. Any workplace in which managers rely on memory, informal contact or “who seems available” can reproduce it. A fair system therefore makes the work legible through agreed criteria and contemporaneous evidence, while making access to opportunities visible enough to audit.

Build an objective review cycle

1. Define outcomes and behaviors before work begins

Write the review criteria before the employee’s location is known at rating time. Each role should have a small set of outcomes that can be observed or evidenced, plus the behaviors that matter for performing the job. A sales role might include qualified revenue, retention and forecast accuracy; an engineering role might include reliability, delivery of agreed scope, incident learning and collaboration. Do not substitute office presence, online status, webcam time or hours visible to a manager for a role outcome.

For collaborative work, state how individual contribution and shared results will be assessed. A team target can be paired with evidence of the person’s decisions, deliverables, risk management, customer impact or support of colleagues. This prevents a remote employee from being hidden by a team result and prevents an office-based employee from receiving credit merely for being present when the team succeeds.

  • Describe what “meets,” “strong” and “exceptional” performance look like in observable terms.
  • Set the evidence period and explain how changing priorities will be handled.
  • Identify which results are individual, which are shared and how the two will be weighed.
  • Tell employees how work performed across locations will be made visible to reviewers.

2. Capture evidence close to when work happens

Maintain a factual record throughout the cycle rather than reconstructing a year from the manager’s most recent impressions. Record deliverables, quality, agreed goals, customer or stakeholder outcomes, documented feedback, decisions and relevant context. A short note should explain what happened, when, what the employee did and which criterion it demonstrates.

Evidence is not a demand for exhaustive paperwork. Pulakos, Mueller-Hanson and Arad’s 2019 review of performance management describes goals, competency models, behavior and results evaluation, and implementation as connected parts of the system. It also discusses simpler practices, real-time feedback and coaching, and cautions that adding forms alone does not create accurate ratings. Use the lightest record that allows another reviewer to understand the decision.

Do not treat presence data as proof of value. Online indicators can show that a person is connected to a system, not that they produced a useful result. Attendance and hours may be relevant only when they are explicit, lawful requirements of the role and are assessed consistently for everyone.

3. Use a predictable check-in cadence

Give remote and office-based employees comparable opportunities to discuss progress, barriers and changing priorities. A monthly or six-week cadence can work if it is applied consistently; the exact interval should fit the work. Each check-in should cover progress against outcomes, evidence since the last conversation, support needed, new risks and any change to goals.

Make the conversation accessible across locations. Share an agenda and written follow-up, include remote participants fully in meetings, and avoid making consequential decisions in hallway conversations that never enter the record. If an informal conversation changes a goal or assignment, document the change and give the affected employee a chance to respond.

4. Check the quality of evidence before assigning a rating

Before final ratings, ask whether the record contains evidence from the whole period, not just recent or highly visible events. Separate results from style: a person who communicates less frequently in meetings can still meet a collaboration criterion through clear documentation, dependable handoffs and constructive review comments. Conversely, frequent participation is not evidence of impact unless the criterion says what impact is expected.

Require managers to explain a rating in terms of the published criteria. If “visibility,” “availability” or “leadership presence” appears in a rationale, the manager should identify the role-related behavior or result those words are intended to describe. A statement that a person is “not seen enough” is not a performance measure.

Make opportunity to demonstrate readiness equitable

Ratings can be distorted before the review meeting if some employees receive more chances to produce visible evidence. Track who receives high-profile projects, urgent work, stretch assignments, customer exposure, mentoring, senior-leader access and development programs. Williamson and Colley specifically recommend records of task allocation and an even distribution of career-development opportunities.

Audit assignment allocation during the cycle

  • List major assignments and the skills or criteria they allow an employee to demonstrate.
  • Record who was offered each assignment, who accepted it and the business reason for the allocation.
  • Check whether remote employees are receiving work that is less visible or less connected to promotion criteria.
  • Offer equivalent ways to contribute when an event, meeting or travel opportunity is location-bound.
  • Review mentoring and access to senior decision-makers, not only formal training enrollments.

Equal allocation does not mean identical assignments. Business needs, skills and employee preferences legitimately differ. The control is a documented, role-related reason for the difference and a continuing check that the same people are not repeatedly given the best evidence-building opportunities.

Design meetings so location does not decide who is heard

Circulate materials in advance, use a shared agenda and invite contributions in writing as well as verbally. For hybrid meetings, make the remote channel the authoritative record for questions, decisions and action items rather than treating a room conversation as the real meeting. Rotate presentation and facilitation opportunities so visibility is not reserved for those who happen to be onsite.

Use transparent controls for promotions

Promotion decisions need more than a well-written review. Publish job ladders, eligibility requirements, examples of readiness and the process for applying or being nominated. State whether an opening exists, who makes the decision, what evidence is considered and when employees can ask for feedback. Clear paths reduce the advantage enjoyed by people who learn about opportunities through proximity to a senior manager.

Compare candidates against common criteria

For a promotion round, assemble comparable evidence for every candidate: results against the target role, relevant behaviors, scope, sustained performance and examples of operating at the next level. A side-by-side comparison can expose when one candidate’s case relies on personal familiarity while another’s relies on documented results. The comparison should not become a forced ranking; it should make the same standard visible.

Require a written rationale that ties the decision to the published criteria. If a candidate is not promoted despite meeting the stated requirements, explain the business constraint, timing or additional evidence needed. If a decision departs from the criteria, the decision-maker should document why and obtain an additional review rather than quietly changing the standard.

Add independent oversight and calibration

A calibrated panel or performance-reward committee can test whether ratings, evidence and promotion outcomes align. Reviewers should examine anonymized or consistently presented cases where practical, challenge unsupported references to presence, and ask whether every candidate had a comparable chance to demonstrate readiness.

The UK Government Equalities Office’s 2019 review of women’s progression reports that formal progression pathways and job postings can improve transparency, but warns that performance evaluations may be disconnected from rewards. It summarizes evidence that oversight and accountability can strengthen the relationship between evaluation evidence and outcomes, while noting that much of the underlying evidence comes from observational or before-and-after studies with limitations. Treat oversight as a control that improves decision quality, not as a guarantee of equal outcomes.

The report quotes its implementation lesson: “In the absence of strong accountability measures, symbolically meritocratic personnel procedures can have a negative effect.” A process that looks objective on paper can still reproduce bias if nobody checks how managers apply it.

Measure the link between ratings and rewards

After each promotion or reward round, compare the distribution of ratings with promotions, pay increases and access to development. Look for unexplained differences by work location and, where lawful and privacy-protective, relevant demographic groups. A rating pattern that appears balanced can still produce unequal rewards if decision-makers apply different thresholds after ratings are issued.

One meta-analysis summarized by the UK Government Equalities Office combined 190 effect sizes covering 474,732 individuals. It reported no average sex difference in performance evaluations but larger differences in reward allocations—described as 14 times larger in rewards than in evaluations in that literature. This is not a universal current rate or a direct estimate of proximity bias; it illustrates why organizations must audit the conversion from ratings to rewards rather than stopping at the rating distribution.

What the evidence says about hybrid work and return-to-office mandates

Do not present a return-to-office mandate as a proven solution. Williamson and Colley argue that mandates and attendance caps can reduce autonomy or create resentment and may not correct unequal visibility. They recommend awareness, communication practices that moderate visibility across locations, objective metrics and team-negotiated hybrid arrangements instead.

A randomized Trip.com experiment reported by Nature in 2024 found no significant difference in measured performance reviews or promotions between its hybrid-work treatment and control groups during the reported periods. The successive six-month review samples were 1,507, 1,355, 1,301 and 1,254 employees. The result is specific to that employer, intervention and period; it does not show that proximity bias never occurs, that fully remote work has the same result or that every organization will experience no advancement gap.

The practical question is not whether everyone is in the same place. It is whether the system gives people equivalent access to evidence-producing work and evaluates that evidence consistently. If a team chooses in-person time, make participation and access equitable, then assess actual outcomes rather than assuming attendance solved the problem.

Why common “fixes” fail

Intervention What it can contribute Where it fails when used alone
Awareness training Gives managers a name for the shortcut and prompts them to question familiarity-based judgments. Knowledge fades without criteria, evidence requirements and review of decisions. Training should accompany process accountability.
More rating forms Creates a place to record goals, feedback and rationale. Forms can formalize subjective impressions or add burden without improving accuracy. Pulakos, Mueller-Hanson and Arad emphasize that process volume is not the same as better management.
Return-to-office requirements May increase shared contact for some work. It does not establish role-related contribution, can reduce flexibility and may create resentment. It can also leave other visibility and assignment gaps untouched.
Monitoring software May provide limited workflow records for a specific operational need. Keystrokes, activity status or total hours are weak proxies for impact, create privacy risks and can encourage gaming. Use software as a recordkeeping aid, not as a default surveillance system.
Manager intuition Experienced judgment can interpret context that a metric misses. Memory is especially vulnerable to recency and familiarity. Intuition must be anchored to evidence and open to calibration.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Use technology without turning it into surveillance

A performance-management or project system can store goals, feedback, deliverables, assignment history and decision rationales. Configure it so employees can see their goals, correct factual errors and understand what evidence will be reviewed. Keep access limited to people with a legitimate role, define retention rules and avoid collecting data that is not needed for the decision.

Jennie Yang, vice president of people and culture at 15Five, told SHRM in 2022: “The biggest tip for remaining objective and avoiding proximity bias during performance reviews: Define objective performance measures, leverage performance management software and implement manager training.” That is practitioner advice, not independent proof that a particular software product or training program causes fairer outcomes.

Wang, Williamson and Yang’s 2025 study in The Accounting Review examines total work-time information and a specific evaluation bias against telecommuting mothers. Its existence does not justify broad time tracking or establish it as the right remedy. Keep the focus on role-related evidence and fairness safeguards.

A practical implementation plan

Before the cycle

  1. Publish role outcomes, observable behaviors, rating definitions and promotion criteria.
  2. Explain how individual and shared work will be assessed.
  3. Set the check-in cadence and evidence-recording method.
  4. Identify high-profile assignments and create a way to record who receives them and why.
  5. Train managers to recognize proximity shortcuts, then require criteria-based written rationales.

During the cycle

  1. Record deliverables, impact, feedback and context close to the event.
  2. Hold comparable check-ins for employees in every location.
  3. Review assignment, mentoring, senior-access and development patterns at a midpoint.
  4. Make hybrid meetings and asynchronous contributions visible in the same record.
  5. Correct changed goals or inaccurate evidence promptly, with employee input.

At review time

  1. Assess the complete evidence period against the published criteria.
  2. Remove references to attendance or visibility unless they map to an explicit role requirement.
  3. Use calibration to test consistency across managers and locations.
  4. Give employees a factual explanation of the rating and development steps.

During promotion decisions

  1. Openly publish vacancies, eligibility and the decision timetable.
  2. Prepare comparable candidate summaries tied to the same criteria.
  3. Document the decision and any departure from the standard.
  4. Use a panel or committee to review evidence, ratings and proposed rewards.

Run an audit after every cycle

An audit should diagnose where unequal outcomes entered the process, not label individual managers from a single small sample. Protect confidentiality, use suitable sample sizes and suppress results that could identify employees.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Audit question Useful comparison Follow-up if a gap appears
Who received evidence-building work? High-profile, stretch and customer-facing assignments by location and relevant groups. Check business reasons, rotate opportunities and provide equivalent alternatives.
Who had access to support? Check-ins, mentoring, senior contact and development access. Set a common cadence and assign sponsors or mentors fairly.
Were ratings evidence-based? Rationale themes, criterion coverage and references to presence or availability. Return unsupported rationales for revision and coach the manager.
Did rewards follow the standard? Ratings, promotions, pay actions and exceptions. Require committee review and a written explanation for deviations.
Did location predict advancement? Promotion and reward rates by work arrangement, with privacy safeguards. Investigate assignment and information pathways before changing attendance policy.

Look for patterns across multiple cycles rather than treating one result as definitive. Aggregate analysis can reveal a process problem while protecting individual privacy; it should lead to a specific change, such as publishing a missing criterion, balancing assignments or tightening calibration.

Decision framework for choosing an intervention

When deciding what to change, score each proposal against four questions:

  1. Does it measure contribution? Prefer role-relevant outputs and behaviors over physical visibility.
  2. Does it equalize access? Check assignments, feedback, mentoring and advancement information.
  3. Is it accountable? Require documentation, calibration and an audit of ratings-to-rewards decisions.
  4. Is it proportionate? Preserve useful flexibility and avoid intrusive monitoring or process that overwhelms the work.

Awareness, structured criteria, documentation, communication practices, transparent job ladders and oversight work together. None can reliably substitute for the others: a clear rubric cannot fix unequal access to stretch work, and a promotion panel cannot reconstruct evidence that managers never recorded.

Key limits managers should state openly

Evidence on proximity bias combines practitioner guidance, policy reviews, organizational studies and at least one randomized hybrid-work experiment. These sources answer different questions. The Australian article offers practice recommendations rather than a causal estimate; the UK review notes limitations in observational and before-and-after studies; and the Trip.com experiment is context-specific. Avoid promising that any policy will eliminate bias or produce the same outcome in every workforce.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The most defensible claim is narrower: organizations can reduce opportunities for proximity bias by defining relevant standards, recording evidence, making access to opportunity visible, and reviewing whether decisions follow those standards. That approach addresses the mechanism without assuming that location itself determines performance.
