How to Prevent Prompt Injection and Data Exfiltration by AI Agents

Preventing prompt injection is an architecture problem, not a prompt-writing trick. Treat every webpage, email, file, retrieval result, and tool response as untrusted data; give the agent only the permissions and data it needs; place deterministic policy checks between model output and every tool; require approval for sensitive or irreversible actions; mediate network egress; and log and test the complete system. These controls limit what an injected instruction can do even when the model follows it.

What prompt injection and data exfiltration mean

Prompt injection is a social-engineering attack on an AI system. An attacker puts instructions in content an agent can read, hoping the model will mistake those instructions for authorized commands. A direct injection addresses the model in the user’s prompt. An indirect injection is hidden in data the agent consumes, such as a webpage, email, PDF, repository file, search result, or retrieved passage.

Data exfiltration occurs when a manipulated agent sends information to an attacker-controlled or otherwise unauthorized destination. The destination may be an HTTP request, URL query string, email, browser navigation, API call, file upload, issue comment, or another tool. A seemingly harmless link can carry secrets in query parameters, where the receiving server may log them.

The practical threat model is a source–sink pair:

  • [Deep Bass with Clear Vocals] High-performance drivers produce punchy bass while keeping vocals clean and detailed for everyday listening.
  • A source influences the model, such as user text, a poisoned document, a malicious webpage, or tool output.
  • A sink can transmit data or cause an external side effect, such as a network request, message sender, file uploader, or code executor.

An attack succeeds when untrusted content influences the model and the model can reach a dangerous sink without an independent control. Removing either the influence or the capability reduces the impact; doing both is stronger.

Start with an explicit trust boundary

Do not let the model infer authority from where text appears in a context window. Your system should label the origin and trust level of every piece of content, then enforce that distinction outside the model.

Classify every input

  • Trusted instructions: system and developer policies that your application owns and protects.
  • User-controlled instructions: requests from the authenticated user. They may be legitimate, but a user’s request does not automatically authorize access to another person’s data or an external side effect.
  • Untrusted data: webpages, email bodies, attachments, PDFs, spreadsheets, search results, retrieved passages, repository content, and third-party tool output.
  • Secrets and restricted data: credentials, session tokens, private keys, personal records, confidential business data, and any field with a contractual or regulatory restriction.

Preserve these labels through retrieval, summarization, and tool calls. A retrieved paragraph can be quoted as evidence, but it must not silently become a system instruction or directly populate a tool argument.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use an explicit data envelope

Represent untrusted content as data rather than concatenating it into an instruction block. For example, an application can pass a record with fields such as source_type, source_id, trust_level, content, and allowed_use. The model may summarize content, while a policy service decides whether any proposed action is permitted. Keep the envelope and its labels intact when content is chunked or moved between agents.

Reduce what an agent can access

Least privilege is the most reliable way to limit damage. OpenAI safety guidance states: “Where possible, limit an agent’s access to only the data it needs to complete a task.” Apply that principle to data, credentials, tools, time, destinations, and volume.

Minimize data in the context

  • Retrieve only records needed for the current task, instead of an entire mailbox, drive, or database.
  • Remove secrets and unnecessary personal fields before content reaches the model.
  • Use field-level access rules so an agent that can read an invoice total cannot also read payment credentials.
  • Prefer short-lived, task-scoped tokens over reusable credentials.
  • Partition tenants, projects, and environments so a prompt cannot pivot across boundaries.

Minimize capabilities

Create separate tools for distinct operations rather than exposing a general-purpose shell, unrestricted HTTP client, or database connection. A read-only search tool should not also be able to send mail. A draft tool should not publish. A browser used for research should not share credentials with an account used for purchases.

Set quotas and time limits as well. Restrict the number of records returned, bytes uploaded, requests per task, and time a token remains valid. These limits do not detect an injection, but they make large-scale extraction harder and easier to notice.

Put a policy gateway between the model and tools

The model should propose an action; a deterministic policy layer should decide whether it can run. Microsoft guidance summarizes the principle as: “Do not treat LLM output as authoritative without verification.”

Use typed, narrow tool schemas

Define strict schemas with enumerated operations, required fields, maximum lengths, and explicit destination types. Reject unknown fields and malformed values. Do not allow the model to supply an arbitrary URL, header, SQL fragment, shell command, or recipient list when the application can offer a safer structured alternative.

A policy gateway can evaluate a proposed call in this order:

  1. Validate the schema and reject extra or malformed fields.
  2. Check the agent identity, user identity, tenant, and current task.
  3. Classify every input and output field by sensitivity.
  4. Apply allowlists for operations, recipients, domains, repositories, and storage locations.
  5. Detect forbidden combinations, such as secret data paired with an external destination.
  6. Apply rate, size, and frequency limits.
  7. Require a human approval token when the action is sensitive, irreversible, or outside the normal task pattern.
  8. Record the decision and execute only the approved, normalized request.

Validate arguments after model generation

Never assume that a safe tool description makes generated arguments safe. Normalize Unicode and encodings, canonicalize paths, parse URLs with a real URL parser, and validate redirects. Reject private-network addresses, unexpected ports, embedded credentials, fragments or query parameters that contain restricted data, and destinations outside the approved set. For database operations, use parameterized queries and a fixed query plan rather than allowing generated SQL.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Require approval for high-risk actions

Approval gates should be tied to the action, not merely to the fact that an agent is running. OWASP recommends approval for high-risk operations. Require confirmation before an agent:

  • sends an email, message, or notification;
  • publishes or deletes content;
  • uploads or transfers a file;
  • reveals sensitive information to a new recipient;
  • follows a suspicious or newly discovered link;
  • makes a purchase, changes account settings, or grants permissions;
  • executes code or changes production infrastructure.

Show the user the exact operation, destination, data categories, and material payload—not a vague “continue?” prompt. Bind the approval to a hash of the normalized request, give it a short expiry, and invalidate it if the destination, recipient, or payload changes. For unattended jobs, use a preapproved policy with narrow limits and send exceptional cases to a queue for review.

Mediate URLs and network egress

URL-based exfiltration deserves its own control because a model can hide data in a query string, path, fragment, header, or redirect. OpenAI describes preventing URL-based exfiltration as one concrete security step, not a guarantee that browsing is safe in every respect.

Use an egress proxy

Route browser and HTTP traffic through a service that enforces destination and data policies. Permit only required schemes and domains, block direct socket access, and deny private, loopback, link-local, and metadata-service addresses. Resolve DNS through the proxy and recheck the final address after redirects to prevent DNS rebinding and redirect-based bypasses.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Inspect what leaves the system

Before a request is sent, inspect the complete URL, headers, cookies, body, and uploaded files. Apply deterministic secret and sensitive-data detection. Remove tracking parameters and reject a request when protected values appear in any outbound field. Treat URL shorteners and newly registered domains as untrusted unless explicitly approved. Log the destination and policy decision without storing the secret value itself.

Keep browsing isolated

Run browsing in a sandbox with a disposable profile, no ambient credentials, restricted downloads, and no access to the host filesystem. Render pages as data for the agent rather than allowing page scripts to invoke privileged tools. OpenAI’s guidance treats sandboxing and URL protections as overlapping safeguards: either one can fail, so use both.

Protect each content channel

Webpages and search results

Extract text in an isolated browser and label it as untrusted. Ignore page instructions that ask the agent to change its role, reveal hidden prompts, upload files, or contact a new domain. Keep links inert until a separate link policy approves them. Search snippets and page metadata deserve the same treatment as page body text.

Email and attachments

Separate message headers, body, attachments, and authentication results. Do not let an email’s “urgent” wording override policy. Scan attachments in a sandbox, convert them to a safe representation, and preserve the sender and origin labels. A reply should be drafted first; sending requires recipient validation and approval.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

PDFs, office files, and images

Assume hidden text, comments, macros, OCR output, and embedded links may contain instructions. Strip active content before extraction, constrain OCR and parser resources, and pass extracted text as untrusted evidence. Do not grant a document authority merely because it is stored in an internal repository.

Retrieval-augmented generation

Use document-level access control before retrieval, then apply content-level trust labels after retrieval. A passage can answer a question but cannot authorize a tool call. Prevent cross-tenant mixing, cap the number and size of retrieved chunks, and record which documents influenced an answer or action.

Tool output and multi-agent systems

Tool output is data, even when it comes from an internal service. Validate and label it before returning it to the model. In multi-agent workflows, pass only the fields the next agent needs and preserve provenance. Never allow one agent to grant another broader permissions through a message.

Enforce information flow and DLP outside the model

Prompt instructions cannot reliably enforce confidentiality. Where the risk warrants it, attach deterministic labels such as public, internal, confidential, and restricted to data objects and tool channels. Define allowed flows—for example, confidential may reach an approved internal ticket system but not an external URL—and block violations in the policy gateway.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Apply DLP checks to model inputs, generated arguments, network requests, messages, and files. Use exact matches for credentials and identifiers, pattern checks for common secret formats, and classification rules for regulated or proprietary content. Treat DLP as a blocking control for prohibited flows, not merely as an alert.

Log, detect, and recover

Log enough context to reconstruct a decision: user and agent identity, task identifier, source labels, retrieved document identifiers, model output, normalized tool arguments, policy result, approval record, destination, bytes or records transferred, and final response. Redact secret values and restrict access to logs.

Alert on behavior that differs from the task

  • Attempts to reveal system prompts, credentials, or hidden context.
  • Repeated requests to bypass a policy or approval gate.
  • New domains, unusual recipients, redirects, or high-entropy query parameters.
  • Sudden increases in retrieved records, outbound bytes, or tool-call frequency.
  • Changes in refusal behavior or a sudden shift from read operations to writes.
  • The same injected phrase appearing across unrelated documents or tenants.

Prepare a containment runbook

  1. Revoke the agent’s short-lived tokens and disable affected tools.
  2. Block suspicious destinations and preserve relevant logs and source artifacts.
  3. Identify which data the agent could see and which requests actually left the boundary.
  4. Rotate credentials that may have entered model context or outbound requests.
  5. Quarantine poisoned documents, pages, or tool responses.
  6. Review approvals and downstream changes, then restore capabilities gradually after testing.

A practical implementation sequence

Use this order when hardening an existing agent:

  1. Inventory: list every data source, credential, tool, side effect, and outbound channel.
  2. Classify: mark each source as trusted, user-controlled, or untrusted, and label sensitive data.
  3. Reduce: remove unnecessary context, revoke broad credentials, and split read and write tools.
  4. Isolate: separate system instructions from retrieved content and tool output using explicit envelopes.
  5. Gateway: route every tool call through schema validation, allowlists, destination checks, and DLP rules.
  6. Approve: add action-specific confirmation for transmission, publication, deletion, purchases, permission changes, and suspicious links.
  7. Sandbox: isolate browsing and code execution; restrict filesystem access and network egress.
  8. Observe: log provenance, arguments, decisions, approvals, destinations, and transfer volumes.
  9. Test: run adversarial cases against direct prompts, poisoned retrieval, malicious links, email, documents, and tool-output injections.
  10. Improve: close monitoring and policy gaps, rotate credentials, and repeat tests whenever tools, models, or data sources change.

How to compare an agent-security design

Control area Questions to ask Evidence of a strong design
Permission scope Can the agent access more data or tools than the task requires? Task-scoped identities, read/write separation, short-lived credentials, quotas
Trust separation Can retrieved text or tool output become an instruction? Origin labels, isolated data envelopes, provenance preserved across agents
Tool validation Are arguments checked independently of the model? Typed schemas, canonicalization, allowlists, deterministic rejection
Network control Can the agent contact arbitrary hosts or leak data in URLs? Egress proxy, redirect checks, private-address blocking, outbound DLP
Approval Can sensitive actions happen silently? Payload-specific confirmation or a narrowly scoped preapproval policy
Information flow Can restricted data reach an unauthorized sink? Labels and blocking rules enforced outside the model
Sandbox strength Can browsing or code execution reach credentials or the host? Disposable environments, no ambient secrets, restricted filesystem and network
Monitoring Would an unusual transfer be visible and attributable? Structured logs, redacted payloads, alerts, and retained provenance
Recovery Can access be stopped quickly after a suspected injection? Immediate revocation, destination blocking, credential rotation, and replayable audit data
Indirect-attack coverage Are webpages, email, files, retrieval, and tool output tested? Documented red-team cases and regression tests for each channel

Common mistakes and their fixes

Relying on a “never reveal the secret” prompt

A prompt cannot stop a tool from transmitting data if the tool and destination remain available. Move the guarantee into permissions, DLP, and egress policy.

Treating internal content as trusted

Internal documents can be edited, compromised, or intentionally poisoned. Trust the identity and authorization of a source separately from the instructions contained in its content.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Adding a confirmation after the dangerous transformation

If the agent has already placed a secret in a URL or message draft, a generic approval may expose it to the reviewer or logs. Show a redacted preview, run DLP first, and require approval for the normalized, policy-checked payload.

Allowing broad browser or shell access

General-purpose tools turn a small injection into a large capability. Replace them with narrow operations, sandbox execution, and explicit egress controls.

Logging too little—or logging secrets

Without provenance and normalized arguments, investigators cannot reconstruct an incident. Without redaction and access controls, logs become a second exfiltration channel. Store metadata and hashes where possible, and protect detailed traces.

What can and cannot be guaranteed

No prompt template, classifier, or URL filter guarantees complete prevention. URL protections address one concrete exfiltration path and do not make browsing safe in every respect. Microsoft’s guidance assumes that indirect injection can occur and emphasizes isolation, verification, and containment rather than perfect detection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The security objective is therefore measurable containment: an injected instruction should not obtain unnecessary data, invoke an unrestricted tool, transmit a protected value, or create an irreversible side effect without an independent policy decision and, where appropriate, human approval. Test that objective continuously as models, tools, documents, and attacker techniques change.

Frequently Asked Questions

Can prompt engineering alone stop prompt injection?

No. Prompts can establish intended behavior, but they cannot enforce permissions or prevent a tool from sending data. Use least privilege, trust-boundary labels, deterministic policy checks, sandboxing, egress controls, approvals, monitoring, and adversarial testing.

What is the safest way to let an agent browse the web?

Use a disposable sandbox with no ambient credentials, route traffic through an egress proxy, allowlist destinations, validate redirects and addresses, inspect complete requests for sensitive data, and require approval for suspicious links or transmissions.

Should retrieved documents be treated as trusted because they are in a company repository?

No. Repository content may be stale, compromised, or deliberately poisoned. Enforce access control before retrieval, label the content as untrusted data, preserve provenance, and prevent it from directly setting tool arguments or policy.
