Then apply page-break-inside: avoid to the smallest element that must remain together, verify the exact wkhtmltopdf binary (including whether it uses patched Qt), and inspect a PDF generated from a minimal fixture. This is a mitigation, not a guarantee: wkhtmltopdf’s own documentation describes the support as partial, and content taller than the printable page cannot fit on one page.
Identify the boundary that is breaking
A rule on the wrong element cannot protect the content you care about. Before changing CSS, open the generated PDF and classify the break.
A text line or paragraph
If characters from one line appear on different pages, the legacy WebKit paginator is making a line-level decision. A rule on a surrounding table row will not fix a paragraph outside that table. Wrap the paragraph or other block in a dedicated element and target that element.
A block such as a card, callout, or heading-plus-paragraph group
Keep the smallest meaningful block together. Applying the rule to the entire document can create large blank areas and make later pagination less predictable.

A table row
Rows are a common failure point. Apply the rule to the tr and, when necessary, to a wrapper around the table. Inspect the actual PDF for split borders and repeated headers; issue reports show that rows can still split in particular documents and versions.
Check the renderer before changing the document
wkhtmltopdf is built on an old Qt/WebKit stack. The project’s status page says that Qt 4 has not been supported since 2015 and the WebKit bundled with wkhtmltopdf had not been updated since 2012. Different operating-system packages can therefore paginate the same HTML differently.
Record the exact version
wkhtmltopdf --version
Save the complete output with your bug report. Note the operating system, package source, fonts installed on the conversion host, paper size, margins, and whether the output says with patched qt. The historical man page’s partial support for page-break-inside is associated with patched-Qt builds; do not assume every binary has identical behavior.

Build a production-shaped fixture
Create a short HTML file that contains only the failing shape: the same table columns, representative text length, fonts, images, CSS, page size, and margins. Generate it with the production binary rather than a browser preview:

Change the options to your real command. A browser’s print preview uses a different engine and is not evidence that wkhtmltopdf will paginate identically.

Use the narrowest practical selector
- For a card or grouped paragraphs, put
keep-togetheron that card. - For a table, target
trand test the table as a whole. - For a nested cell, protect the cell’s inner wrapper when the row itself is too complex.
- Apply the rule selectively; protecting every element can move content to the next page and increase whitespace.
Do not treat changing a row to inline-block as a proven solution. Issue comments mention display changes, but those reports do not establish a reliable general technique.
Follow a repeatable repair workflow
- Classify the break. Mark whether it occurs inside a line, paragraph, block, cell, or complete row.
- Capture the environment. Record
wkhtmltopdf --version, patched-Qt status, operating system, fonts, paper size, margins, and all relevant command-line flags. - Add one targeted rule. Put
page-break-inside: avoidon the smallest element that represents the unit readers should see together. - Render the fixture. Use the production executable and inspect the PDF, not only the source or an HTML preview.
- Compare side effects. Check blank space, table borders, header repetition, forced breaks, and whether a row moved wholesale to the following page.
- Change the structure if needed. Split an oversized row, divide a long table into sections, or place independently paginated material in separate blocks.
- Retest the complete report. A fix for a small fixture can behave differently when real fonts, images, and long values change the available height.
Table-specific tactics and hard limits
Rows cannot be kept intact when their rendered height exceeds the printable area of a page. No CSS declaration can make a taller row fit. Shorten the content, split it into several rows or sections, or allow an intentional break inside the content.
When a table still splits:
- Reduce unusually long cell content or move detailed notes below the table.
- Divide one very long table into logical tables with their own headings.
- Keep borders and header rows under review; moving a row can expose gaps or change where a repeated header appears.
- Test page-break rules on wrappers as well as rows when the table is nested inside another block.
- Do not add broad rules to every descendant until you have isolated the failing boundary.
Archived issue reports include rows splitting despite page-break-inside: avoid, lines breaking between pages, and page-break-before or page-break-after being ignored for rows. Those are reports from particular versions and documents, not a compatibility guarantee for every build.

Troubleshoot by symptom

Reliability, performance, and operating cost
For dependable pagination, pin the wkhtmltopdf package used by your service, install the exact fonts required by the report, and keep a regression fixture in source control. Render that fixture after upgrades and whenever CSS, page dimensions, or margins change. Compare page boundaries rather than relying on screenshots of an HTML browser window.
Keep-together rules may increase whitespace because a block is moved to the next page. Very large tables and images also make diagnosis harder: isolate the table first, then add real assets back one at a time. There is no published prevalence or performance statistic that supports predicting how often a given build will fail, so make the decision from your own representative PDFs.
