The reliable approach is to control every path to the private keys and every path that can authorize a transaction. Give employees only the access their roles require, require independent approval for transfers, protect accounts and signing devices with layered authentication, and continuously log and review activity. A hardware wallet can reduce online exposure, but possession of the device, its recovery material, and its approval process still determine whether an employee can move funds.
What “access” means in a cryptocurrency wallet
A wallet is an interface for managing cryptographic keys, not a vault that independently decides who may spend. The blockchain records ownership or control through addresses and transaction signatures. Anyone who obtains the relevant private-key material, an authorized key share, or a valid approval path may be able to move assets.

The interface and the key custody arrangement may be separate. A browser or desktop wallet, custody platform, exchange account, API, signing device, backup, or recovery phrase can each form part of the access path. An employee might not see a private key directly yet still be able to withdraw assets, change wallet policy, add an address, reset authentication, or recover an account. HM Revenue & Customs, in its wallet terminology updated November 28, 2025, distinguishes internet-accessible hot or software wallets from cold wallets that are not accessible through an internet connection; a hardware wallet is one example of cold storage.

For that reason, the control objective is not simply “stop employees opening the wallet.” It is prevent any one unauthorized or compromised person from completing an unapproved transfer, while preserving a documented recovery route for legitimate operators.

Start with an access map, not a product choice
Before changing permissions, make one inventory of every object, account, person, and service that can initiate, approve, alter, or recover access. Include assets held directly by the organization and assets held through a custodian.
- Wallet addresses, networks, tokens, and whether each wallet is hot, cold, or connected through a custody platform.
- Private keys, seed or recovery phrases, hardware devices, encrypted backups, key shares, and secure locations.
- Wallet-platform administrators, transaction preparers, approvers, recovery operators, and read-only users.
- Identity-provider, email, password-manager, endpoint-management, and privileged-access accounts that can reset or bypass wallet security.
- API keys, smart-contract permissions, withdrawal credentials, automation jobs, deployment pipelines, and service accounts.
- Vendors or custodians that can hold key material, submit transactions, change policy, or move assets on the organization’s behalf.
- People who can add a destination address, alter spending limits, change signers, disable alerts, or restore a backup.
Record the relationship between each item. For example, a person may have no signing key but may control the email account used for a reset; that is still a wallet-access path. Treat an account that can withdraw assets or change wallet or platform policy as highly privileged, consistent with Google Cloud and Mandiant guidance for cryptocurrency organizations.
Remove unnecessary standing permissions
Use named identities
Give every employee and service account an individual identity. Do not use a shared “treasury” login or a common hardware-device PIN. Named accounts make approvals attributable and make departure or role changes actionable. If a platform technically requires a shared operational account, put it behind a privileged-access control that records which person checked it out, for what task, and when access ended.

Separate duties by capability
Separate at least these functions where the wallet or custodian supports them:
- Preparation: entering a proposed transfer and attaching its business purpose.
- Approval: authorizing the transaction after independently checking the amount, network, and destination.
- Execution or signing: submitting signatures or releasing the transfer.
- Policy administration: changing signers, limits, allowlists, authentication settings, or recovery rules.
- Reconciliation and monitoring: reviewing activity and balances without having power to move funds.
No employee should be able to prepare and silently approve a material transfer. Keep policy administration separate from routine payment execution where the system allows it. A compromise of an administrator account should not automatically provide a signing path.
Apply least privilege to users, APIs, and wallets
Set the narrowest wallet, network, asset, withdrawal, and administrative scopes that satisfy the role. Give read-only access to staff who only need balances or reports. Restrict developer credentials to approved environments and operations; an analytics key should not be able to withdraw. Assign limits at the user, wallet, and API level, and review them whenever a role, project, wallet, or vendor changes.
Schedule a formal permission review and an event-driven review after a transfer incident, a change in duties, a contractor’s end date, a new chain integration, or a policy change. Disable dormant accounts rather than leaving them available “just in case.”

Require independent authorization for transfers
Use a threshold, not a single approver
For material or unusual transfers, require multiple designated people to authorize the transaction. The threshold should reflect the organization’s assets, staffing, operating hours, and ability to recover from a lost signer. The rule must be enforced by the wallet, custody platform, multisignature contract, or MPC arrangement—not merely written in a procedure that a single administrator can bypass.
Compare multisignature and MPC designs
Multisignature wallets use multiple independent private keys; the transaction is valid only when the configured number of signers approve. MPC custody or signing distributes key shares among participants and requires a threshold of participants to contribute to a signature. Both can reduce the chance that one employee can move assets alone, but neither is automatically safer in every deployment.
| Control model | How it limits unilateral transfer | Decisions that must be documented |
|---|---|---|
| Single-key hardware wallet | The signing key is kept offline from ordinary internet-connected devices. | Who possesses the device and PIN; where recovery material is held; how a lost or compromised device is replaced; who can use the key. |
| Multisignature wallet | Multiple independent private keys must approve a transaction. | Supported chains; signer independence; approval threshold; replacement and recovery procedure; operational burden when a signer is unavailable. |
| MPC custody or signing | Separate key shares contribute to a signature only when the configured threshold participates. | Share holders; threshold; recovery design; vendor dependency; auditability; whether one participant can ever reconstruct or use the key alone. |
| Third-party custody platform | The platform may provide roles, limits, approval workflows, logs, and monitoring. | Who controls keys; provider and administrator powers; withdrawal and policy-change rights; security testing; log access; recovery; jurisdiction and outage handling. |
Before selecting a design, test the failure cases: one signer is unavailable, a device is lost, a key share is suspected to be exposed, the provider is offline, a chain changes its transaction format, or an employee leaves during a pending approval. A threshold that cannot be recovered safely can become an availability problem; a recovery process that restores one person’s unilateral control defeats the original separation of duties.
Make each approval meaningful
Approvers should see understandable transaction details before signing: asset, amount, network, source wallet, destination address, fee, timing, and stated business purpose. Verify the destination through a separately trusted channel, not only by copying an address from a chat message or email. Where feasible, maintain a vetted address allowlist with a documented process for adding or changing entries. The Federal Register proposal dated October 6, 2026 discusses joint authorization, identity verification, transaction comprehension, and address allowlisting in the context of registered investment advisers; those are useful control patterns, not universal legal requirements.
Require an approver to confirm that the request came from the authorized business process. A second person should independently compare the destination and amount rather than merely clicking “approve” after the first person has done the review.
Secure the accounts and devices around the wallet
Use layered authentication
Enable multifactor authentication for the wallet or custody platform, identity provider, email, privileged-access system, and recovery workflows. Prefer phishing-resistant methods where the organization can support them, and protect enrollment and reset operations as carefully as normal login. The Federal Reserve and interagency authentication guidance states that single-factor authentication, even when combined with layered security in some situations, is inadequate in many circumstances; its recommendations are risk-based guidance for financial-institution systems, not a wallet-specific statute.
Protect signing devices
- Keep signing devices in controlled locations and restrict who can check them out.
- Use separate devices for production assets and development or testing.
- Record custody, return, firmware or software changes, and suspected tampering.
- Do not photograph or type recovery phrases into email, chat, tickets, cloud notes, or a general-purpose computer.
- Verify the transaction on the trusted signing display when the device provides one; do not rely solely on a potentially compromised workstation screen.
Control recovery and reset paths
Wallet security is only as strong as the account that can reset it. Restrict who can change an email address, phone number, MFA factor, administrator, signer set, or withdrawal policy. Require independent review for those changes and notify a separate monitoring function. Use bookmarked official platform addresses and verify the domain before entering credentials or approving a transaction; phishing sites can capture a password or approval without breaking the blockchain.

Narrow API access
Give each API key only the permissions and networks it needs. Disable withdrawal capability for keys used for pricing, reporting, or balance checks. Store secrets in controlled secret-management systems, rotate them after personnel or vendor changes, and alert on use from unexpected locations, environments, or times. A service account should not share a human employee’s identity or approval token.
Monitor, reconcile, and test continuously
Log the complete transaction lifecycle
Collect tamper-resistant records for login and MFA events, failed attempts, device enrollment, policy and signer changes, address-list changes, transfer preparation, approvals, signatures, submission, cancellation, and recovery actions. Preserve the identity, timestamp, originating system, destination, amount, and result for each event. Restrict log deletion and keep a separate monitoring role that cannot alter the wallet.
Alert on high-risk behavior
- Multiple failed logins or MFA challenges.
- A new device, IP region, API key, signer, destination, or administrator.
- Attempts to disable alerts, lower approval thresholds, or change recovery data.
- Transfers outside normal amounts, networks, hours, or business purposes.
- Rapid address changes followed by a withdrawal.
- Use of a dormant account or service credential.
Alerts should route to people who can pause or escalate a transaction without depending on the person who initiated it. Define the response time, evidence to preserve, and authority to suspend a wallet or revoke credentials.
Reconcile independently
Compare approved requests with on-chain transactions, custodian records, and internal balances. The person performing reconciliation should not be the sole preparer or approver. Investigate any difference between an approved destination and the broadcast transaction, even when the amount appears correct.
Exercise the controls
Periodically test the approval workflow, address verification, alerting, backup retrieval, signer replacement, and incident escalation. Include realistic scenarios such as a rogue employee, a phished administrator, a lost hardware device, a vendor outage, and an employee departure during an open transaction. Record the result, owner, remediation date, and evidence that the fix was retested. The European Data Protection Board’s 2025 blockchain guidance emphasizes governed permissions, access records, traceability, audit, breach management, and safeguards against unauthorized transactions.

Backups protect availability, but an unrestricted backup can become a second private key that one employee controls. Document who can retrieve each backup, which approvals are required, how retrieval is logged, and how the restored wallet is returned to the normal threshold arrangement.
Separate backup locations or custodians only when the resulting recovery process remains usable and does not create an undisclosed single point of access. Keep recovery instructions current without placing the complete secret in a broadly accessible document. After recovery, rotate credentials, review transaction history, verify signer and policy settings, and investigate why recovery was needed.

Run a controlled recovery exercise before an emergency. A procedure that works only when every original signer and device is available is not a recovery plan; a procedure that lets one person restore and spend without review is not a separation-of-duties plan.
Offboard employees and vendors deliberately
When an employee changes role or leaves, revoke wallet, custody, API, identity-provider, email, password-manager, VPN, and privileged-access permissions together. Retrieve devices, rotate shared secrets that cannot be individually revoked, remove the person from signer and approval groups, and review pending transactions and recent activity. Do the same for contractors and vendors, including emergency support accounts.

What a hardware wallet can and cannot do
A hardware wallet can keep a signing key away from an internet-connected computer during ordinary operation. That can reduce exposure to malware and remote compromise. It does not by itself identify which employee should approve a payment, enforce two-person authorization, prevent theft of the device and PIN, protect a copied recovery phrase, or stop an administrator from changing the surrounding workflow.
Use one only as part of a documented custody design. Decide who may possess it, where it is stored, how sign-out is recorded, who holds recovery material, how a lost device is replaced, and which independent people must approve a transfer. No product-specific model is established here, and a hardware device should not be presented as a complete employee-access policy.

United States
The US Federal Register item dated October 6, 2026 is a proposed rule concerning registered investment advisers and related custody arrangements. It discusses insider threats and controls such as joint authorization, MPC, multisignature, MFA, identity verification, transaction comprehension, and address allowlisting. It is not a final, universal requirement for every employer that holds cryptocurrency. Check the rule’s status and obtain advice for the organization’s actual entity type, assets, and custody arrangement.
European Union
MiCA Article 75 requires covered crypto-asset service providers that provide custody and administration to establish internal custody policies intended to minimize losses from fraud, cyber threats, or negligence, maintain position records, and meet other listed duties. That provision should not be represented as applying to every employer holding its own cryptocurrency. Determine whether the organization is a covered crypto-asset service provider and which national implementation or supervisory expectations apply.

Financial institutions and data protection
US interagency authentication guidance for financial institutions explains that controls should vary with institutional complexity, risk assessment, and risk tolerance. It is useful background when designing authentication, logging, and review, but it is not a wallet-specific statute. The EDPB’s blockchain guidance addresses data-protection contexts and warns about rogue-employee and unauthorized-transaction risks; apply it where the organization’s processing falls within that context.
The EDPB states: “There should also be appropriate safeguards in place to protect against unintended or unauthorised transactions by participants who may have had their wallets compromised or have a rogue employee.”
Common control failures and their fixes
“Only the finance team knows the password”
A shared password removes accountability and leaves former staff with possible access. Replace it with named accounts, role-based permissions, MFA, and a documented approval threshold.

“The wallet is cold, so employees cannot reach it”
Cold storage reduces internet exposure but does not resolve possession, PIN, recovery phrase, signer replacement, or approval issues. Inventory those paths and apply independent authorization.
“The custodian handles security for us”
A provider may supply useful authentication, permissions, logs, and monitoring, while also introducing provider, administrator, dependency, outage, and jurisdiction risks. Review who controls keys, who can move assets, who can change policy, what logs you can export, and how recovery works.
“The second approver just confirms the first person’s message”
That is procedural duplication, not independent authorization. Give the second approver the original business request and independently verify the destination, network, amount, and purpose through a trusted channel.
“Backups are kept with one trusted executive”
Trust is not a technical control. A single backup custodian may become a single point of theft or coercion. Define multi-person retrieval, logging, replacement, and post-recovery review without making emergency recovery unusable.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute“We will review permissions once a year”

A practical policy checklist
- Every wallet, key, device, backup, API, administrator, vendor, and recovery path is inventoried.
- Each employee and service account has a named owner and documented purpose.
- Preparation, approval, signing, policy administration, and reconciliation are separated where feasible.
- Material transfers require a platform-enforced multi-person threshold.
- Approvers verify identity, transaction details, destination, network, and business purpose independently.
- Address allowlisting and changes have a controlled review process.
- MFA protects wallet, identity, email, privileged-access, and recovery functions.
- API keys have narrow scopes, no unnecessary withdrawal rights, controlled storage, and rotation procedures.
- Access, policy changes, approvals, failed attempts, recovery, and transfers are logged and monitored.
- Balances and on-chain activity are independently reconciled with approved requests.
- Backups and signer replacement cannot restore unilateral spending power.
- Offboarding revokes digital access, retrieves devices, removes signers, and rotates affected secrets or keys.
- Recovery, outage, compromise, and rogue-employee exercises are tested and documented.
- Legal and compliance obligations are mapped to the organization’s jurisdiction, entity type, assets, and custody model.
The core decision
Choose the custody architecture only after deciding who must be unable to move funds alone, who must be able to recover access, and how the organization will detect and stop an abnormal transaction. A single-key hardware wallet, multisignature arrangement, MPC design, or third-party platform can each be appropriate under different operational and regulatory conditions. The durable protection comes from least privilege, independent authorization, layered authentication, verified destinations, complete logging, tested recovery, and prompt removal of obsolete access.
