The most reliable way to prevent an overrun is to manage a live, risk-adjusted forecast instead of defending a single early estimate. Establish a usable scope baseline, connect every material risk to money and an owner, model escalation and lead-time exposure, control changes formally, and compare forecast-at-completion with the approved budget at a fixed cadence. Contingency should be released only for identified risks, while unexplained savings, optimistic productivity assumptions, and silent contingency transfers should trigger investigation.
Rising demand makes this discipline more important. The Global Construction Monitor Q4 2025 from RICS reports demand-driven competition, material price hikes, global supply-chain problems, shortages of skilled labour, inflation, and financing constraints in surveyed markets. Any one of these can increase cost; together they make stale estimates and unreserved schedule risk particularly dangerous.

Why rising demand changes the overrun equation
A conventional estimate can become obsolete before procurement starts. When several projects compete for the same steel, cement, plant, freight capacity, subcontractors, or specialist trades, the price is not the only variable. Suppliers may extend lead times, limit quotation validity, require deposits, or substitute a different product. Contractors may add a risk premium to a supposedly fixed bid because they expect their own input costs to rise. A delayed delivery can then create overtime, resequencing, temporary works, storage, and financing costs.

These are market observations, not a prediction for every country or project. Your estimate must state its geography, currency, price basis, quotation date, procurement route, and construction start assumptions so that a change in those conditions is visible.

Do not respond by adding an arbitrary percentage to the bottom line. A blanket uplift cannot show whether the exposure is steel, design development, utilities, labour productivity, or a delayed permit. It also makes it difficult to decide which risk to mitigate first. A transparent estimate shows the base cost, identified risk allowance, escalation, contingency, and confidence range as separate amounts.
Start with a scope and estimate baseline that can be tested
Document what the estimate assumes
Before seeking bids or authorising construction, record the design maturity and the assumptions behind quantities and rates. The baseline should identify:
- drawings, specifications, surveys, and models included, with their revision dates;
- quantities, measurement rules, waste factors, production rates, and labour productivity assumptions;
- construction sequence, working hours, access, site logistics, temporary works, and anticipated schedule float;
- procurement packages, quotation validity periods, delivery terms, taxes, duties, freight, storage, and currency basis;
- site, utility, environmental, third-party, right-of-way, and permitting assumptions;
- explicit exclusions, owner-supplied items, allowances, provisional sums, and interfaces between packages; and
- the estimate base date and the date to which costs are forecast.
An estimate is not equally reliable at every design stage. Present it as a range that narrows as quantities, design decisions, site information, and supplier data mature. The UK Government’s Cost Estimating Guidance (2021) states: “The cost estimate should be presented as a range to account for the level of risk and uncertainty inherent in the project.” A range is useful only when the assumptions and confidence level are shown alongside it.
Set a change-control boundary
Define the point at which a design decision becomes part of the approved scope. A late request to change façade performance, equipment capacity, room layout, finish, or operating standard is not “free” merely because work has not started. It may alter design fees, quantities, procurement timing, interfaces, testing, and commissioning. Mark unresolved decisions as explicit allowances or risks rather than allowing them to disappear into a general contingency.
Build a risk-linked cost forecast
Maintain one risk register connected to the estimate
Create a register that covers the full delivery chain, not just construction activities. For each risk, record a description, cause, likelihood, cost impact, schedule effect, mitigation, owner, dependencies, trigger date, and current status. Typical categories include:

- Scope and design: incomplete surveys, immature details, coordination clashes, performance changes, or unpriced interfaces.
- Schedule: permit delays, restricted working hours, access windows, weather, commissioning duration, or a long-lead item arriving after its installation slot.
- Site and utilities: unknown ground conditions, contaminated material, utility diversions, dewatering, temporary traffic arrangements, and third-party access.
- Labour and productivity: scarce trades, wage changes, absenteeism, learning curves, low production rates, or industrial action.
- Supply chain and price: quotation expiry, allocation limits, transport capacity, currency movement, energy costs, and price changes for steel, cement, fuel, asphalt, or specialist equipment.
- Commercial and external: claims, insolvency, insurance requirements, regulatory changes, financing constraints, and owner decisions that affect the sequence.
Quantify the cost of a risk on the same basis as the estimate. A mitigation may reduce probability, impact, or both; show its cost and residual exposure. Assigning an owner matters: a risk without a named person tends to become an unplanned change order.
Coordinate risk with the execution plan
A risk allowance is credible only if the project plan explains how the exposure will be managed. If the mitigation is early procurement, the schedule must include a design-release date, tender period, approval time, manufacturing duration, inspection, and delivery buffer. If the mitigation is an alternate material, the design team must confirm performance, code compliance, availability, and installation implications before the original option becomes unavailable.
Use a forecast-at-completion calculation
At each reporting period, calculate the expected final cost as the sum of actual cost, committed cost not yet paid, the remaining forecast for work not committed, approved changes, and the quantified residual risk and escalation allowance. Reconcile the result to the previous forecast and explain each movement. A falling forecast should be supported by a real scope deletion, productivity evidence, a settled quotation, or a risk that has genuinely expired; it should not result from moving an unexplained amount into “savings.”
Separate contingency types and govern their release
Different uncertainties require different owners and approval rules. Combining them in one percentage hides who may use the money and what remains exposed.
| Allowance | What it covers | Release or draw rule | Typical owner |
|---|---|---|---|
| Design or scope contingency | Expected development of quantities, details, and interfaces while design matures | Use only for an approved design development that was within the defined uncertainty; update the estimate when the design is fixed | Owner and design lead |
| Construction contingency | Unforeseen but plausible site and execution conditions during construction | Require a logged event, cost evidence, schedule effect, and approval before drawing | Project manager |
| Management or unallocated contingency | Residual exposure that cannot yet be assigned to a specific package | Release through a named authority with a written reason and remaining-balance report | Project sponsor or programme board |
| Special allowances | Utilities, environmental mitigation, right-of-way, unusual technology, or another clearly bounded uncertainty | Track separately from general contingency and close or revalue when investigation provides better information | Relevant technical or commercial owner |
For context, Federal Highway Administration guidance normally uses a 5% to 10% construction contingency for cost growth during construction; projects with high scope-change risk may approach 15%. UK Government guidance for the cited estimating activity expects 3% to 5% of total project cost before construction commencement. These figures are not universal rules: the appropriate amount depends on quantified residual risk, contract conditions, design maturity, site knowledge, and procurement strategy. A project with a low percentage but well-understood exposure can be safer than one with a large, unexamined reserve.

Model escalation instead of hiding it in contingency
State the price basis and forecast period
Every estimate should show its base date and the period over which escalation is forecast. Identify which costs are already quoted, which are fixed by contract, and which remain exposed until purchase or delivery. Separate general inflation from commodity or package-specific movement; steel, cement, fuel, asphalt, electrical equipment, and specialist products may follow different markets.
Use current supplier quotations and validity dates where available. If a quote expires before award, treat the expiry as a risk trigger. Reforecast at completion when the quote is refreshed, a purchase order is placed, or the supplier changes its delivery promise. Do not apply a single index to an entire project when the cost mix and timing make that assumption misleading.
Choose between early purchase, a fixed price, and an escalation clause
| Approach | When it helps | Trade-offs and controls |
|---|---|---|
| Early procurement or owner-held stock | A long-lead or highly volatile item is well specified and storage, inspection, and cash flow are manageable | Commits capital early and creates storage, damage, warranty, design-change, and obsolescence risk; confirm the design before ordering |
| Supplier or contractor fixed price | Scope, quantities, delivery requirements, and quotation validity are sufficiently clear | The supplier may price uncertainty into the bid or exclude events; check validity, exclusions, bonds, credit strength, and what happens if delivery is delayed |
| Indexed or negotiated price-adjustment clause | Future market movement is genuinely uncertain and the parties can define a transparent index and base date | Requires an owner-held reserve, a stated index and measurement date, caps or floors if agreed, notice rules, audit rights, and treatment of substitutes or delays |
| Alternative material or design | An equivalent product can protect availability or price without reducing required performance | Obtain designer, authority, warranty, testing, and lifecycle approval before treating the saving as real |
Price-adjustment clauses can reduce the speculative premium that bidders add when they must guarantee an unknowable future cost, but they transfer some market exposure back to the owner. The clause must state the index, reference month, adjustment formula, eligible costs, currency, evidence required, and whether contractor-caused delay changes entitlement. Keep the associated reserve visible; an indexed contract is not a no-escalation contract.
Control scope changes and change orders at the source
Use a complete change log
Every proposed change should receive a log number before work is instructed. Capture the initiating reason, affected drawings and quantities, direct and indirect cost, schedule effect, procurement impact, risk change, funding source, and approval authority. Classify it as owner change, design development, unforeseen condition, regulatory requirement, contractor error, or another agreed category. The classification determines who should fund it and whether a recovery claim is plausible.

- Describe the requested change in measurable terms and identify the baseline requirement it alters.
- Obtain a priced quotation or an estimate using agreed rates, including design, supervision, preliminaries, testing, commissioning, and disruption.
- Assess the effect on critical-path activities, float, long-lead orders, interfaces, and escalation exposure.
- Check alternatives, including deferral, substitution, resequencing, or deletion, without compromising safety or required performance.
- Secure approval from the person who controls the stated funding source before issuing an instruction.
- Update the estimate, risk register, schedule, cash flow, and contingency balance immediately after approval.
Verbal directions, “minor” field changes, and work started while a quotation is pending are common sources of disputed entitlement. If urgent work is necessary for safety or protection of the works, document the instruction, temporary funding authority, and time limit, then convert it into a priced and approved record as soon as practicable.
Reforecast after approved changes
An approved change is not complete when its price is accepted. Add its remaining cost and schedule consequences to the forecast-at-completion, remove any superseded allowance, and review dependent risks. A change that consumes float may create overtime or acceleration costs later even when its direct variation looks small.

Monthly financial reporting is too slow if a long-lead item or skilled trade is already threatening the critical path. Use a dashboard with trend lines, thresholds, and named actions. Useful indicators include:
- Bid coverage: number and quality of bids received versus the procurement plan, plus quotation validity remaining.
- Supplier lead time: promised and latest credible delivery dates for each critical item, with manufacturing and transport milestones.
- Labour availability: filled versus required crews, wage movements, overtime, absenteeism, and subcontractor capacity.
- Productivity: installed quantities per labour hour compared with the estimate’s production rates, separated by work type and location.
- Commitments versus forecast: committed cost, actual cost, remaining forecast, approved changes, and residual risk by package.
- Contingency draw rate: cumulative draw compared with physical progress and the value of risks retired.
- Design change and RFI volume: open items by age, discipline, and affected procurement package.
- Schedule float: current and projected float for critical and near-critical activities.
Set escalation triggers before the data becomes uncomfortable. Examples include a quotation with less than the required validity, a lead time that consumes the available float, productivity below the baseline for two reporting periods, or contingency consumption outpacing earned physical progress. The response should be specific: release an alternate package, accelerate a design decision, investigate a subcontractor plan, re-sequence work, or seek sponsor funding before the exposure becomes a claim.
Make cost governance transparent
Report a range, not a falsely precise total
A useful cost report separates at least the base estimate, approved changes, identified risk allowance, escalation allowance, contingency balances, committed cost, forecast remaining cost, and the resulting confidence range. Show the estimate date, currency, tax treatment, and exclusions on the same report. A single total can look controlled while hiding a large unfunded exposure in provisional sums or an expired quotation.
Best Value
Set decision rights and a reporting rhythm
Define who may approve a package, draw each contingency type, accept an alternate material, agree a change, and alter the baseline. Require the project manager, cost controller, design lead, procurement lead, and scheduler to review the same data; otherwise a cost saving may simply be a schedule risk recorded elsewhere. During volatile procurement, review critical packages weekly and the full forecast at least monthly. Increase frequency after a major design release, contract award, market shock, or material change in schedule.
Keep an audit trail
Retain the estimate versions, assumptions, quotations, index data, risk decisions, approvals, change instructions, and forecast reconciliations. An audit trail lets the team distinguish a genuine market movement from an estimating error, owner-directed scope growth, contractor performance issue, or missed risk. That distinction improves both recovery decisions and the estimate for the next project.
A practical setup sequence for an active project
- Week 1 — establish the baseline: freeze the current scope revision, price date, schedule basis, exclusions, design decisions, quantities, and procurement assumptions. List every unresolved assumption.
- Week 2 — build the register: hold a cross-functional risk workshop, assign owners, quantify probability and impact, define mitigations and triggers, and link each risk to an estimate line or allowance.
- Week 3 — test the market: refresh quotations for volatile and long-lead items, confirm validity and lead times, identify alternates, and decide which purchases or contract mechanisms protect the schedule.
- Week 4 — install controls: launch the change log, contingency approval rules, forecast reconciliation, dashboard thresholds, and reporting calendar. Train site and design personnel to record changes before instruction.
- Every reporting cycle: compare actual, committed, forecast remaining, approved changes, risk movement, escalation, and contingency draw. Re-estimate the final cost and explain every material variance.
This sequence does not eliminate uncertainty. It makes uncertainty visible early enough to buy time, change the design, negotiate an allocation, or obtain funding while options still exist.
Common failure modes and corrective actions
“The estimate is fixed, so we do not need a range”
Symptom: stakeholders treat the first number as a promise even though design, quantities, or market data are immature. Correction: publish a base estimate with a confidence range, assumptions, and a dated plan for narrowing it.
“We will use contingency if anything happens”
Symptom: the reserve is spent on unrelated scope, early optimism, or undocumented field requests. Correction: separate allowance types and require a logged risk, owner, evidence, approval, and remaining-balance update for every draw.
“The contractor has a fixed price, so escalation is someone else’s problem”
Symptom: bids are padded, validity is short, or exclusions and delay entitlement are discovered after award. Correction: compare the premium and exclusions in a fixed-price bid with an indexed alternative, and retain a clearly governed owner reserve for the exposure that remains.
“We can recover the delay later”
Symptom: a late design release or delivery is offset in the schedule without costing overtime, resequencing, or lost float. Correction: price the recovery plan, test labour and supplier capacity, and update the forecast and risk register rather than assuming productivity will improve.
Recommended Free Tools
“A small change does not need paperwork”
Symptom: many minor instructions accumulate into a large unapproved claim. Correction: log every change, even when the initial value is uncertain, and use a defined threshold only for the approval route—not for whether the event is recorded.
