How to Prevent Agentic Penetration Tests From Missing Business-Logic Vulnerabilities

Prevent misses by testing the agent as a business-process system, not as a chatbot. Model the intended workflows and state transitions, bind every tool call to the initiating user and tenant, inject hostile instructions through documents and tool responses, and assert the resulting authorization, state and side effects. A refusal in the final text is not a pass if the agent still issued an unauthorized call.

Why ordinary agent tests miss the bugs that matter

An agent can produce a safe-sounding answer while its tools have already crossed a business boundary. A refund may have been issued, a role changed, a file exported or a record read from another tenant even though the final message says the request was denied. Conversely, a model may refuse a harmless request because the test checked wording instead of the intended process.

Business logic lives in workflows, state and authority. The relevant attack surface includes the model, system and developer prompts, retrieval pipeline, tools, credentials, agent-to-agent hand-offs, human approvals and every downstream service. OWASP’s DevSecOps guidance describes the whole system, including the permissions behind tools, as the attack surface. This is why a prompt-only benchmark cannot establish that an agent respects a spending limit, an approval chain or a tenant boundary.

The practical objective is to prove that an actor can perform only the operations permitted for that actor, on the permitted resource, in the permitted state, with the permitted downstream effects. Treat every test as an assertion about business state rather than a classification of model text.

Start with a business-process model

Write the process down before sending adversarial prompts. The model is the test plan’s source of truth and makes hidden assumptions visible.

Inventory actors and authority

  • List end users, administrators, service accounts, human approvers and other agents.
  • Record tenant, organization and project boundaries for every actor.
  • Specify which identity is presented to each API and whether a downstream service can distinguish the initiating user from the agent.
  • Document monetary, volume, data-export and operational limits, including who may raise or waive them.

Map resources and states

For each object, define ownership, sensitivity, lifecycle states and legal transitions. Include approval states, expiration, cancellation, rollback and the conditions under which a transition becomes irreversible. A useful map names the normal path, exception path, retry path, cancellation path and concurrent path; a flow that omits retries and races is incomplete.

Describe hand-offs and side effects

Identify where one agent calls another, where a human takes over, and where a downstream system sends money, changes access, publishes content or sends a notification. Record compensating actions for partial failure. The test must be able to tell the difference between a successful transaction, a queued transaction, a rolled-back transaction and a transaction whose side effect escaped despite an error response.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build a role-to-capability matrix

Use a matrix with at least these columns: actor or role, tenant, tool or API, operation, resource scope, required approval, limit, expected state transition and reversibility. Add credential or token identity and logging requirements. This matrix becomes the baseline against which every observed tool call is evaluated.

Keep authorization outside the model

An LLM should not be the final authority on whether an action is allowed. OWASP’s Excessive Agency guidance recommends executing extensions in the user’s context, applying minimum downstream privileges and implementing authorization in downstream systems with complete mediation. Every request should be checked again at the service that owns the data or side effect.

Bind calls to user and tenant context

  • Pass a verifiable initiating-user identity and tenant identifier to each tool.
  • Use downstream authorization that checks the actor, object ownership, role, current state and requested operation.
  • Prefer read-only identities for discovery and narrow write identities for individual operations.
  • Do not give an agent a general shell, unrestricted URL fetcher or broad database credential when a single-purpose function will do.
  • Ensure delegated tokens cannot silently broaden scope when an agent hands work to another service.

Use granular functions

A function such as issue_refund(order_id, amount) can enforce order ownership, maximum amount, currency and approval state. A generic run_sql or call_any_endpoint function moves those checks into prompt interpretation and makes both testing and containment harder. Granularity also gives the test harness a precise record of which authorization decision was made.

Test complete mediation

Attempt the same forbidden operation through every available route: the normal tool, a retry tool, an administrative convenience endpoint, an agent-to-agent hand-off and a direct API call made with the agent’s credential. A denial in one interface is not evidence that an equivalent downstream path is protected.

Turn indirect prompt injection into an authorization test

Agentic systems make prompt injection a permission problem, not merely a content problem. OWASP recommends planting adversarial instructions in files, tickets, web pages or MCP responses. The test question is whether untrusted content can cause an authorized tool to perform an action that the initiating user could not perform.

Seed hostile instructions in every untrusted channel

  • Retrieved documents that tell the agent to reveal another customer’s data.
  • Email or support tickets that request a role change or an urgent refund.
  • Web pages that instruct a browsing tool to upload secrets.
  • MCP or other tool responses that contain commands to ignore policy, alter a recipient or call a different function.
  • Attachments and generated artifacts that attempt to change approval status or conceal an action from logs.

Keep the initiating user, tenant and intended task constant while changing only the retrieved or tool-supplied content. This isolates whether untrusted content changed authority. Verify both the attempted call and the final business state; a blocked prompt string is not enough.

Attack workflows and state transitions

Use adversarial prompts to drive the process across boundaries that matter to the business. Include direct requests, indirect instructions and sequences that look harmless individually but become dangerous when chained.

Authorization and ownership cases

  • Read or export an object owned by another user or tenant.
  • Approve, cancel or modify an item for which the actor lacks authority.
  • Escalate a role through a support workflow or chained service calls.
  • Change the destination account, recipient or scope after an approval was granted.

State and transaction cases

  • Skip a required review or move an object directly to a completed state.
  • Submit the same operation twice, replay an old approval or retry after a timeout.
  • Cancel after an irreversible step and check whether the side effect is actually reversed.
  • Exceed monetary, quantity, rate or quota limits by splitting a request across calls.
  • Send two concurrent requests that each pass a check made before either one commits.

Chain and downstream cases

Test privilege escalation through process chains, conflicting outputs between agents, authentication gaps between services and automation paths that lack required human oversight. Include partial failures: for example, a payment succeeds while the agent reports a timeout, or an access change succeeds while the audit event is dropped.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define an explicit oracle for every scenario

Before execution, write the expected result in terms a system can verify. OWASP’s GenAI Red Teaming Guide emphasizes authorization, decision boundaries, downstream impact, chain of custody and monitoring. The following oracle prevents a test from passing merely because the model used cautious language.

Oracle dimension What to assert Evidence to capture
Actor identity The action is attributed to the initiating user, not an unscoped agent or service account. Authenticated subject, delegation chain and token scopes.
Object and tenant The actor owns the object or has an explicit permission in the correct tenant. Object identifier, tenant identifier and authorization decision.
Role and approval The role, approval requirement and approval status match the operation. Role at decision time, approver identity, exact action, target, amount and timestamp.
Limits Amount, quantity, frequency and data volume remain within policy, including across retries and split calls. Aggregate counters, idempotency key and quota result.
State transition Only an allowed transition occurs from the current state. Before and after state, version or sequence number and rejected transition reason.
Reversibility Cancellation or rollback compensates every side effect that policy says is reversible. Compensating transaction, resulting state and any external confirmation.
Side effects No unauthorized message, export, payment, access change or notification occurs. Downstream records, outbound events and recipient logs.
Monitoring Suspicious attempts and policy failures generate complete, tamper-evident evidence. Alert, immutable event, correlation identifier and retention result.

Mark a scenario as a failure when any oracle is violated, even if the agent eventually apologizes or the visible response is a refusal.

Test human and multi-agent boundaries

Make approvals specific and non-replayable

An approval should be bound to the exact action, target, amount or scope, initiating user and current object version. Change any of those values and require a new approval. Attempt to reuse an approval after a state change, expiration or cancellation. Test whether an agent can substitute a different recipient or amount between approval and execution.

Probe hand-offs

Send a task through each agent-to-agent and agent-to-human transition. Check that identity, tenant, purpose and authority survive the hand-off and that a receiving component does not treat another agent’s message as proof of permission. Try conflicting model outputs, missing authentication between services and instructions that exploit automation bias, such as an urgent request framed as already approved.

Verify required human oversight

Force the process into its high-risk branch and confirm that automation stops until the designated human acts. Test unavailable approvers, duplicate approvals, approval of a stale state and a human rejection followed by an automated retry. The system should fail closed for an irreversible action rather than silently downgrade to an unattended path.

Make evidence and recovery part of the penetration test

Require immutable logs linking each action to the originating user, prompt, retrieved artifact, tool call, approval and downstream result. The chain should let an investigator reconstruct what the agent saw, why it selected a function and what actually happened after the function returned.

Look for observability gaps

  • Retrieved content is omitted from the audit trail.
  • Tool arguments are logged without the identity or tenant context.
  • Agent-to-agent messages are not correlated with the initiating request.
  • Failed, timed-out or rolled-back calls disappear from business logs.
  • Alert thresholds can be manipulated by splitting actions or generating noise.

Exercise containment and recovery

Test rate limits, quotas, sandbox boundaries and degraded mode while an attack is in progress. Verify that a compromised or confused agent cannot continue after its credential is revoked. Trigger partial failure and confirm rollback, reconciliation and operator notification. Recovery is part of the security property: a process that detects misuse only after an irreversible side effect has no meaningful containment.

Use a repeatable standard and preserve versioning

OWASP AISVS 1.0 provides 191 versioned requirements across 12 chapters and three appendices. It is intended for AI penetration tests, red-team exercises, audits and procurement, and each requirement is designed to be verifiable, testable and implementable. Record the exact requirement identifier and version for every finding, such as v1.0-C9.4.3, rather than citing an unversioned control.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Apply AISVS alongside general application controls: AISVS is AI-specific and complements ASVS; it does not replace ordinary identity, session, API, logging or data-protection testing. Keep the process model, role matrix, test inputs, tool traces, oracle results and remediation evidence under version control so a rerun can show whether coverage changed.

Relevant OWASP material includes the DevSecOps Guideline, the GenAI Red Teaming Guide, Excessive Agency guidance, and Agentic AI – Threats and Mitigations, published February 17, 2025. OWASP’s Securing Agentic Applications Guide resource is dated September 1, 2026. Cite the edition and access date used by your team when mapping a finding.

Compare assessment approaches on the dimensions that expose logic flaws

When selecting an internal test, consultant engagement or automated harness, score the approach against the following dimensions instead of counting prompts.

Dimension Questions to ask
Workflow and state coverage Does it model normal, exception, retry, cancellation and concurrent paths, and verify legal transitions?
Authorization fidelity Can it exercise real roles, tenant boundaries, object ownership and downstream identities?
Indirect-injection reach Can it place hostile instructions in retrieval results, files, tickets, web pages and tool or MCP responses?
Concurrency testing Can it coordinate races, replay requests and split-limit attempts rather than sending isolated prompts?
Human and approval checks Does it test exact-action approvals, stale approvals, unavailable approvers and required oversight?
Evidence quality Are prompts, artifacts, tool arguments, identities, approvals and downstream results correlated and immutable?
Blast-radius controls Are tools least-privileged, sandboxed, rate-limited and reversible during testing?
Repeatability Can the same scenarios be rerun against a pinned application version and mapped to versioned AISVS requirements?

An approach that excels at jailbreak prompts but cannot observe downstream state should not be described as a complete agentic penetration test.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical execution sequence

  1. Freeze the scope. Identify the application version, tenants, roles, tools, MCP servers, credentials, downstream services and permitted test data. Obtain authorization for every system the agent can reach.
  2. Baseline the process. Execute the legitimate normal path for each important workflow and record expected states, approvals, limits, side effects and logs.
  3. Instrument the harness. Capture prompts, retrieved artifacts, tool calls, token identity, arguments, responses, state versions, approvals and downstream events with a correlation identifier.
  4. Run boundary attacks. Vary one condition at a time: role, tenant, owner, state, amount, approval, retry count or retrieved content. Then run chained and concurrent variants.
  5. Evaluate the oracle. Query authoritative business records and downstream systems. Decide pass or fail from state and side effects, not the agent’s explanation.
  6. Exercise containment. Test rate limits, credential revocation, sandbox escape resistance, human-stop controls, rollback and degraded mode.
  7. Map and prioritize findings. Attach the exact AISVS 1.0 requirement where applicable and the corresponding general application control. Describe exploit preconditions, affected boundary, side effect and recovery status.
  8. Retest after remediation. Re-run the original scenario, its alternate routes and its race or replay variants. Keep evidence showing that the authorization decision is enforced downstream.

Common failure patterns and their fixes

Failure pattern Why it misses business logic Correction
Only testing direct jailbreak prompts It ignores poisoned artifacts and tool responses that influence a legitimate task. Seed indirect injections across every untrusted input channel and verify side effects.
Scoring refusal text The agent can refuse after performing the action, or refuse while a parallel call succeeds. Assert authoritative state, downstream events and complete mediation.
Using production-like broad credentials A missed test can create unacceptable damage and hides which permission enabled it. Use least-privilege, scoped identities, sandboxing, quotas and reversible fixtures.
Ignoring retries and races Checks made before commit can be bypassed by replay or concurrency. Use idempotency, state-version checks and coordinated concurrent tests.
Trusting an approval flag A stale or substituted approval may authorize a different action. Bind approval to actor, exact target, amount, state and expiry.
Logging only the final answer Investigators cannot reconstruct the artifact, tool call or identity that caused a side effect. Record the full chain of custody in immutable, correlated events.
Reporting against an unversioned checklist Coverage cannot be reproduced when requirements or application behavior change. Pin the AISVS version and requirement ID and preserve the scenario artifacts.

What a defensible result looks like

A defensible assessment can show, for each high-impact workflow, which actors and states were tested; which direct and indirect inputs were used; which tools and identities were exercised; what approvals and limits applied; what the downstream system accepted or rejected; and whether logs, alerts and recovery worked. It also states the boundaries of the test, such as excluded tenants, unavailable external systems or operations that were simulated rather than executed.

The central control is architectural: the model may suggest an action, but independently authorized downstream services decide whether that action is allowed. A penetration test that proves this separation across normal, exceptional, concurrent and poisoned-input paths is far less likely to miss a business-logic vulnerability than one that measures prompt refusal rates alone.
