Short answer: create and verify each link in the DOCX, export through a converter with documented link support, and test the final PDF with the files in their intended folder structure. A preserved link annotation is not the same as a relative file link that will resolve after the PDF is moved. Word supports web, internal-document, and file hyperlinks, but the available Microsoft documentation does not establish one universal rule for how Word stores relative file paths or how every PDF viewer resolves them.
What “relative link” means
A relative URL omits part of an address and relies on a base location to supply the missing part. For example, a web page in a folder might refer to images/logo.png; the browser resolves that path relative to the page’s location. The same idea can apply to links from one local file to another, but the base location and security rules matter.
Do not confuse three link classes:
- Web hyperlinks: destinations such as
https://example.com/guide. - Internal destinations: bookmarks, headings, or other locations in the same document.
- File hyperlinks: paths to another local or network file, such as a companion spreadsheet or image.
Word’s hyperlink interface supports all three. Their behavior after export and relocation can differ. Microsoft’s relative-URL explanation uses web pages, and its separate example of relative file paths concerns Excel workbooks; neither establishes the exact storage or resolution rule for every DOCX version and platform.
Prepare the DOCX before exporting
1. Design a stable folder layout
Put the DOCX and any files it references in a deliberate structure before you author links. For example:

Keep this arrangement when you test. Moving only the DOCX, renaming a parent folder, or changing a drive letter can change how a file destination is interpreted. Because Word’s exact relative-file storage rules are not established by the cited Microsoft material, treat the folder layout as a controlled test condition rather than a guaranteed portability mechanism.
2. Insert and inspect each hyperlink
- Select descriptive text instead of displaying a long path.
- Open Word’s hyperlink command (right-click the text and choose Link or Edit Hyperlink, depending on your Word release).
- Choose the appropriate web address, place in this document, or existing file option.
- Confirm the destination and save the DOCX.
Visible text can be edited independently of the destination, so changing the wording does not necessarily change the address. Reopen the Edit Hyperlink dialog for representative links and verify that the destination is still the one you intended.
3. Distinguish an intended relative path from an absolute path
An absolute file path includes its complete location, such as a drive letter or server share. A relative path depends on a base folder. If portability is important, record which files must travel together and where the PDF will be opened. Do not label a link “relative” merely because it opens on your own computer; the operating system may be resolving an absolute path or using a location unavailable to another reader.
Choose an export route that documents link handling
Adobe Acrobat PDFMaker for Word
Adobe’s PDFMaker documentation describes an Add Links setting that includes active links and hypertext in the PDF. Its link-recognition documentation covers web hyperlinks, internal document links, and tables of contents. Review those settings in the PDFMaker preferences before conversion. These statements apply to the PDFMaker route; they are not a guarantee for every converter or for later PDF processing.

LibreOffice Writer
The Writer Guide documents an export option for sending defined relative links to PDF. Enable the relative-link option in the PDF export dialog when your source document contains such links. The guide establishes that the option exists, not that every PDF viewer will resolve the resulting file destination after relocation.
Microsoft Office PDF export
Microsoft documents PDF export from Office but warns that hyperlinks may not convert correctly when using Best for printing. Treat that as a route-specific warning. It does not prove that every Word PDF export loses links, but it is a reason to choose another quality setting or verify the output carefully.
Online accessibility conversion
Microsoft notes that accessible PDFs can contain hyperlinks and bookmarks. Its online accessibility conversion route sends the document to a Microsoft service, so account, privacy, and organization-policy requirements may apply. Confirm that your workflow permits uploading the document before using it.
Export and verify the actual PDF
- Save a final DOCX copy. Keep the source and its companion files in the planned folder arrangement.
- Record the route and settings. Note whether you used PDFMaker, LibreOffice, Office export, or another converter, along with link, accessibility, and relative-link options.
- Export to a new PDF. Do not overwrite the source while troubleshooting.
- Open the PDF in the intended reader. A link annotation can be present even when its destination cannot be resolved.
- Test representative links. Check at least one external web link, one internal heading or bookmark, and one file link.
- Test relocation. Copy the PDF and the linked files to the delivery folder arrangement, then test again on the operating system and PDF viewer your recipients use.
- Inspect the final assembled artifact. If another system optimizes, merges, overlays, or signs the PDF, test that output rather than relying on the pre-assembly file.
For file links, test both a working case and a deliberate missing-file case. The latter shows whether the reader gives a clear failure and helps distinguish a broken path from a blocked or unavailable file.

Why links disappear or stop working
The converter did not carry link annotations
Some export paths or settings omit active links. Recheck the converter’s link option, then compare the source link list with the PDF. PDFMaker’s Add Links and LibreOffice’s relative-link export option are examples of explicit controls.
“Best for printing” changed the result
Microsoft specifically warns that hyperlinks may not convert correctly with this option. Re-export using a route and setting intended for electronic distribution, and verify the result.
The path’s base location changed
A relative file destination needs a base location. Moving the PDF without moving its companion files, changing the directory depth, or renaming a folder can make a previously valid path fail. Restore the intended arrangement and test there.
The link survived, but the viewer blocked it
PDF readers can apply security policies to local-file or network destinations. A visible link annotation therefore does not prove that the viewer will permit the action. Test with the reader and policy used by your audience, and provide a documented folder layout when local files are required.

A downstream assembly step removed annotations
Adobe documents a specific AEM PDF Generator case: when Word files are converted with the Assembler Service’s PageOverlay option, hyperlinks do not appear unless embedFormsAndAnnots is set to true. This is a product- and configuration-specific diagnosis, but it illustrates why the final assembled PDF must be checked.
The destination was internal but the structure changed
Heading or bookmark links can break when content is replaced, bookmarks are removed, or pages are assembled from separate documents. Recreate or inspect the internal destinations after the last editing and assembly step.

Accessibility and maintainability
Use meaningful link text (“download the pricing workbook”) rather than an unexplained path. Preserve heading structure and bookmarks so keyboard and assistive-technology users can navigate the PDF. Check keyboard focus and the link’s announced name in your chosen PDF reader. Accessibility checks do not prove that a local relative destination resolves; they are a separate quality requirement.
Keep a simple release record containing the DOCX version, folder layout, converter and settings, date, and test reader. When a link fails later, this record helps identify whether the source, conversion, relocation, or assembly step changed.

- No link cursor in the PDF: inspect the export route’s link settings and re-export.
- Web link works but file link fails: restore the intended relative folder arrangement and test viewer security settings.
- Links vanish after merging PDFs: inspect the merge or overlay configuration and test the final artifact.
- Internal links jump to the wrong place: rebuild bookmarks or headings after structural edits.
- Only one reader fails: compare another approved viewer, then document the supported reader and security policy.

Can I guarantee that a relative file link will work in every PDF viewer?

Does changing visible link text change its destination?
