How to preserve OneNote formatting, attachments, and tags when migrating

To keep a OneNote notebook usable after a move, preserve its native notebook structure instead of copying page text into another application. Finish syncing, export or migrate with the method that matches the notebook’s location, retain an untouched rollback copy, and validate pages, files, media, links, hierarchy, permissions, and tags in the destination.

OneNote for the web can download a personal OneDrive notebook as a ZIP. That export is not available for work or school OneDrive or SharePoint notebooks; those moves require an enterprise workflow such as the SharePoint Migration Tool. The checks below show how to detect losses before you retire the source notebook.

What a safe OneNote migration must preserve

A notebook is more than a collection of text. Its sections, section groups, page hierarchy, positioned objects, embedded files, printouts, recordings, links, ink, and tags all contribute to how the content works. A migration that produces readable text but drops those structures is an archive, not a faithful move.

Native OneNote formats are the best option when the destination must remain editable. They retain OneNote-specific layout and objects more reliably than copy-and-paste into a word processor or a new, manually created notebook. A fixed-layout export can be useful for records, but it cannot replace a live notebook when users need to edit pages, search tags, or navigate the original hierarchy.

1. Inventory and sync the source first

Do not begin an export while the source still has pending synchronization. Make a simple inventory that can be checked against the destination.

  1. List the structure. Record every notebook name, section group, section, and page count. Note nested groups and any pages that are deliberately hidden or rarely opened.
  2. Choose representative pages. Include a plain text page, a heavily formatted page, a page with tables and images, and pages with unusual positioning or ink. These become your before-and-after samples.
  3. Catalog payloads. Mark pages containing embedded documents, image scans, PDFs, printouts, audio, video, or links. Record the file type and, where practical, the expected filename or duration.
  4. Record tags. Use Find Tags to identify tagged pages and note counts by tag type. Write down every business-critical custom tag definition, not just the built-in tags.
  5. Finish synchronization. Open the notebooks on the source account and wait until pending changes have uploaded. Resolve sync errors before creating a package or starting a service migration.
  6. Check local capacity. Embedded documents, scans, PDFs, video, and audio can make an export large. Ensure the computer has enough free space for the download, the extracted copy, and a separate backup.

Keep this inventory outside the notebook. It is your reconciliation list if the destination reports success but a page, file, or tag is missing.

2. Select the method that matches the notebook location

The source location determines which native route is available. Treat a personal OneDrive notebook and an organization’s SharePoint notebook as different migration jobs.

Source location Native method Destination result Important boundary
Personal OneDrive OneNote for the web notebook export as a ZIP download Extracted notebook that can be opened and checked in OneNote The web export is available for personal OneDrive notebooks
Work or school OneDrive Microsoft 365 or SharePoint migration workflow, such as the SharePoint Migration Tool Notebook migrated with its SharePoint document-library structure OneNote for the web export is unavailable
SharePoint SharePoint Migration Tool or another approved enterprise migration workflow OneNote notebook link in the destination document library Use a staged pilot and validate permissions and content before cutover
Any source requiring a record copy OneNote developer-interface export to a documented file format MHTML, PDF, XPS, OneNote, OneNote Package, Word, EMF, or HTML output These outputs support archival or transformation; fixed-layout files are not editable notebook replacements

3. Move a personal OneDrive notebook with the native ZIP export

This route is for a notebook stored in personal OneDrive. It is not a workaround for an organization’s work or school tenant.

  1. Open the notebook in OneNote for the web. Confirm that the notebook is the one listed in your inventory and that synchronization has completed.
  2. Use the notebook export command. Download the notebook as a ZIP file. Save the original download without renaming or modifying its contents.
  3. Store two copies. Keep one ZIP on local storage and another on a separate backup medium or protected location. Do not delete or alter the source notebook yet.
  4. Extract the ZIP on Windows. Preserve the extracted folder structure. Microsoft’s instructions use the OneNote Table of Contents file to open the exported notebook.
  5. Open the Table of Contents file. Check that the notebook opens successfully and that all sections and pages are accessible. This is the first structural test, not the final sign-off.
  6. Compare against the inventory. Check notebook names, section groups, sections, page counts, and hierarchy before examining individual objects.
  7. Run the fidelity checks. Open representative pages, attachments, printouts, recordings, links, and tagged pages using the checklist below.

Microsoft instructs users to “verify that the notebook opens successfully and that all sections and pages are accessible” after opening an exported notebook.

If the ZIP cannot be downloaded or opened, stop rather than creating a replacement notebook by copying page text. Recheck the account type, available disk space, synchronization state, and the integrity of the saved download.

4. Handle work, school, and SharePoint notebooks as enterprise migrations

OneNote for the web does not export notebooks stored in work or school OneDrive or SharePoint. Administrators should plan these moves with an enterprise workflow and test it on a representative pilot before moving the complete library or changing user access.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How the SharePoint Migration Tool represents a notebook

The SharePoint Migration Tool understands the on-disk structure used by OneNote:

  • The notebook is represented as a folder.
  • The folder root contains an .onetoc2 table-of-contents file.
  • Section groups appear as folders.
  • Sections are stored as .one files.
  • After migration, users see the content in a SharePoint document library as a OneNote notebook link.

Use a staged pilot

  1. Select a notebook that includes nested section groups, formatted pages, attachments, recordings, links, and both standard and custom tags.
  2. Migrate it to the intended destination without changing the source.
  3. Have the owner and a second user test navigation, editing, search, attachments, media, and permissions.
  4. Compare the pilot with the inventory. Resolve discrepancies before scheduling the broader move.
  5. Keep the source available through sign-off and communicate the exact destination link and access model to users.

Tenant-to-tenant projects may also involve identity mapping, sharing links, retention rules, and library permissions. Those controls are separate from notebook content fidelity, so test them explicitly rather than assuming a successful file transfer grants the intended access.

5. Preserve formatting by staying in native OneNote formats

Microsoft documents support for bold, italics, underline, font family, font size, highlighting, lists, indentation, alignment, and built-in styles. Native notebook migration is the safest way to carry those properties together with page positioning and hierarchy.

When copy and paste causes loss

Within a notebook, text pasted in OneNote for the web keeps its original formatting. Text pasted into the web experience from outside OneNote can lose formatting such as bold and italics. If a page must be reconstructed manually, compare it with the source and expect to reapply any properties that did not survive the paste.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check the file format generation

OneNote 2010, OneNote 2013, and OneNote 2016 use the same file format. A notebook in the older OneNote 2007 format needs the conversion step provided by OneNote before it is treated as a 2010–2016-format notebook. Notebooks in OneDrive use the latest format. OneNote for the web does not support OneNote 2003 or 2007 files, and it does not open .onepkg packages.

Convert an older notebook before migration when the destination depends on the modern format. Keep the pre-conversion copy so that a failed conversion does not become your only recoverable version.

6. Treat attachments and media as migration-critical

Embedded content is often where an apparently successful move fails. A page may look intact while an attachment no longer opens, a printout is unreadable, or a recording is missing.

  • Documents: Open representative embedded Word files and other office documents from the destination.
  • PDFs and scans: Check that the file opens and that every page of a printout remains readable at normal zoom.
  • Images: Compare image placement, cropping, and resolution on pages chosen during inventory.
  • Audio and video: Start representative clips and verify that playback works, not merely that an icon is visible.
  • Links: Follow internal and external links and note any that depend on the old account, site, or path.
  • Ink and positioned objects: Inspect handwritten ink, text boxes, and objects placed beside one another rather than assuming a linear text comparison is sufficient.

Microsoft lists embedded documents, image scans, PDFs, video clips, and audio clips as content that can increase notebook size. That is why the export, extracted copy, and independent backup all need enough storage.

The OneNote developer interface can publish or update content in MHTML, PDF, XPS, OneNote, OneNote Package, Word, EMF, and HTML. Use those formats when a record copy or a transformation workflow is the goal. A PDF preserves a visual snapshot, not an editable notebook with functioning tags and page structure.

7. Verify tags instead of assuming they transferred

Tags classify and prioritize notes. Microsoft documents built-in tags including Important, Question, and Critical, and provides Find Tags to search tagged notes and produce a summary. A tag can apply to a line of text, a paragraph, or a larger selection, so checking only a page title can miss a failure.

  1. Run Find Tags in the source and save the counts and tag types from the inventory.
  2. Open pages containing ordinary tagged paragraphs, multi-line selections, and business-critical custom tags.
  3. Run Find Tags in the destination and compare the returned pages and tag categories with the source record.
  4. Open a few results to confirm that the tag is attached to the intended text, not merely present somewhere on the page.

There is no universal migration-fidelity percentage published in Microsoft’s public guidance. Do not treat a successful file transfer as proof that every custom tag survived; use the source counts and manual checks to establish confidence for your own notebook.

8. Validate the destination before sign-off

Use the same inventory for a structured acceptance test. Record the result for each category instead of relying on a quick visual tour.

Common failure modes and fixes

The export option is missing

Confirm that the notebook is in personal OneDrive. The web export is not offered for work or school OneDrive or SharePoint. Use the organization’s approved SharePoint or Microsoft 365 migration workflow instead.

The download or extraction fails

Check free disk space, keep the original ZIP, and download again if the saved file is incomplete. Large notebooks with scans, PDFs, audio, or video need room for both the compressed and extracted copies.

Formatting is different after a manual rebuild

Stop copying from external applications into OneNote for the web. Return to the native notebook export or convert the source to a supported modern format. Reconstruct only the pages that cannot be migrated natively, then compare every representative sample with the source.

What’s actually slowing this PC down?

An old notebook will not open on the web

Check whether it is in OneNote 2003 or 2007 format or is an .onepkg package. Convert a 2007 notebook to the 2010–2016 format with OneNote, and use a desktop workflow for formats the web experience does not support.

An attachment icon is present but the file will not open

Test the original file from the source or rollback copy, then test the migrated object. If only the destination fails, restore the attachment through the approved migration workflow and rerun the sample checks. Do not delete the source while any attachment type remains unverified.

Tag counts do not match

Check whether the difference involves a custom definition, a tag applied to only part of a paragraph, or a page that did not migrate. Compare Find Tags results page by page and document any business-critical tags that require manual repair.

Users cannot access the migrated notebook

Have a second user test the destination with the permissions they are supposed to have. Correct the SharePoint library or notebook sharing settings, then retest from a separate account rather than relying on the administrator’s access.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep a rollback copy until the move is accepted

  1. Retain the untouched source notebook.
  2. Keep the downloaded ZIP or enterprise source copy in protected local storage and, where policy allows, a separate backup location.
  3. Do not rename, reorganize, or edit the source during validation; those changes make comparisons harder.
  4. Obtain sign-off from the owner and a second user after structure, formatting, attachments, media, links, tags, and permissions pass.
  5. Only then change bookmarks, sharing instructions, or retention handling to point users at the destination.

If a later problem appears, the rollback copy lets you recover the original notebook or extract a missing object without guessing what changed during migration.

A practical decision checklist

  • Is the notebook in personal OneDrive? Use the OneNote for the web ZIP export.
  • Is it in work or school OneDrive or SharePoint? Plan an enterprise migration; the web export does not apply.
  • Must users continue editing pages and searching tags? Keep the native notebook structure rather than relying on PDF or another fixed-layout export.
  • Does the notebook contain large files or recordings? Reserve storage for the download, extraction, and backup.
  • Does it use OneNote 2007, 2003, or a package file? Convert or use a compatible desktop workflow before moving it.
  • Are custom tags or permissions business-critical? Include them in the pilot and require a second-user acceptance test.
