Save more than a picture. To verify an AI citation later, preserve the resolved URL, capture time in UTC, page state, a full-page screenshot, a readable PDF, the original HTML or MHTML when possible, and a manifest with file hashes. Keep an untouched evidence master and annotate only a working copy. A screenshot shows what was rendered; the surrounding metadata and source files make the capture reproducible.
What a defensible source package contains
An AI-cited page can redirect, personalize its content, load text after the initial response, or disappear. Your package should let another person identify exactly what you saw and attempt to replay it without silently changing the original files.

NARA guidance describes trustworthy records in terms of reliability, authenticity, integrity, and usability. Treat those as separate checks: a clear screenshot can be usable, while an unprotected original may lack integrity.
Step 1: Freeze and record the page state
- Open the citation directly. Follow redirects and copy the final resolved URL from the address bar. Record the page title.
- Write down the access time in UTC. Include seconds if your clock permits. A local time without a timezone is difficult to compare with another person’s capture.
- Record the environment. Note browser name and version, operating system, viewport dimensions, display scale, and whether you were signed in. Also record personalization, region, language, content filters, expanded accordions, and any selected date range.
- Do not “clean up” the evidence. If a consent dialog, login gate, paywall, warning, missing image, or error is visible, record it before changing anything. If you dismiss a banner, note that action and capture the resulting state separately.
Personalized feeds and login-gated pages are observations of that account and session, not necessarily what another reader would see. Preserve the access conditions in the manifest.

Step 2: Capture the rendered page
Full-page capture
Use a full-page capture when layout, headings, citations, charts, or the relationship between an AI claim and its source matter. Microsoft Edge documents full-page and selected-area capture, but availability varies by device, market, and browser version. In Edge, open the page, use the browser’s screenshot or Web Capture command, choose the full-page option when available, and save the original image without editing it. If only a selected-area option is offered, capture each relevant region and record the boundaries.
Before saving, scroll through the page once if it uses lazy loading. Images or text that appear only after scrolling may otherwise be absent. Record whether you expanded sections or triggered a “load more” control.
What to include in the frame
- The page body and enough surrounding context to identify the article or record.
- The visible title, publisher or site name, and any publication or update date.
- Warnings, consent notices, login indicators, and error messages.
- For a claim in a table or chart, the column headings, legend, units, and nearby explanatory text.
A screenshot is not a complete web archive. It normally does not preserve clickable links, hidden text, scripts, redirects, or the page’s underlying structure. Keep the URL and source files alongside it.
Step 3: Export a readable PDF
- Open the browser print dialog and choose “Save to PDF” or the equivalent system PDF printer.
- Use the same viewport and page state documented for the screenshot. Enable background graphics only if they carry meaning, such as chart colors or warning bands.
- Check the resulting PDF page by page. Confirm that headings, tables, footnotes, and URLs are not clipped and that text remains selectable where possible.
- Name the file without overwriting the screenshot, for example
2026-10-16T143012Z-source.pdf, and add its byte size and hash to the manifest.
A PDF improves readable sharing, but it should accompany the original screenshot, URL, time, capture conditions, and source files. NARA distinguishes a static screenshot from a capture that retains hypertext functionality; neither format alone is a complete archive.
Step 4: Preserve HTML, MHTML, and an archival snapshot
Save the source files
Use the browser’s “Save page” function to keep HTML and its resource folder, or choose MHTML when your browser supports a single-file package. Keep both the unmodified page source and the rendered captures. A saved HTML file can show markup that is invisible in the screenshot, while the screenshot records the final visual state.
Build a replayable snapshot
For material that must be replayed, create a stand-alone snapshot with a site map. Include the captured page, linked component files that were actually needed, and a list of external resources that could not be retrieved. The Library of Congress guidance on preservable websites emphasizes stable URIs, redirects, site maps, accessibility, and preservation of component files. These details help a later reviewer understand why a replay differs from the original.

Do not claim that a local snapshot is the publisher’s live page. Label it as a capture, preserve the original URL, and note blocked resources, missing images, scripts that failed, and content that loaded after the capture.

Use a plain-text, CSV, or JSON manifest kept with the files. At minimum, include:
- Filename, format, and byte size for every file.
- Final resolved URL and page title.
- Capture time in UTC.
- Operator and organization, if applicable.
- Browser and version, operating system, viewport, display scale, login state, region, filters, and expanded sections.
- Known limitations, including dynamic content, blocked resources, missing images, or login requirements.
- SHA-256 hash for each evidence file.

}Compute the hash after the file is finalized. On macOS or Linux, use shasum -a 256 filename; on Windows PowerShell, use Get-FileHash filename -Algorithm SHA256. If you later edit a file, treat it as a new working copy with a new hash rather than replacing the master.
Use an independent timestamp for higher-risk work
A hash detects later changes; it does not establish when the file existed. For legal, regulatory, or high-value investigations, preserve an independent timestamp for the manifest and document the timestamping method. Keep the timestamp record with the package.
Step 6: Protect the evidence master
Store the original screenshot, PDF, HTML/MHTML, snapshot, and manifest in controlled, preferably read-only storage. Limit write access and keep a second copy in a separate location. Make highlights, arrows, OCR corrections, and explanatory notes only on a working copy whose filename clearly identifies it as annotated.

Step 7: Record what the capture cannot establish
- Truth: A screenshot or timestamp shows what was displayed, not whether the claim was correct.
- Authenticity: A page can imitate a publisher or be served through a compromised account; the capture does not independently authenticate the author.
- Completeness: Content behind a login, paywall, consent wall, or personalization layer may be unavailable to other readers.
- Timing: Client-side scripts, delayed requests, and live feeds can change after the initial load.
- Context: A cropped image can omit definitions, units, corrections, or surrounding qualifications.
Put these limitations in the manifest and, when sharing, in the cover note. Do not silently infer that an uncaptured element was absent.
Step 8: Recapture according to risk
There is no universal interval for recapturing a source. Use risk profiling and change tracking: a rapidly changing page, an important policy, or a source likely to be removed deserves more frequent checks than a stable reference. When recapturing, retain the previous package, create a new manifest, and compare URLs, titles, hashes, and visible changes rather than overwriting the earlier evidence.

Troubleshooting common capture failures
The screenshot stops before the article ends
Lazy-loaded content or a virtualized page may not exist until you scroll. Scroll through the page, wait for images and network activity to settle, then capture again. Record the wait or interaction.
The PDF has blank pages or clipped columns
Change print scaling, orientation, or margins; preview every page; and capture a screenshot of the affected table or chart. Keep the flawed PDF only if it documents the failure, and label the corrected export separately.
The page is different for another reviewer
Compare login state, cookies, region, timezone, language, viewport, and filters. Preserve those conditions in the manifest and, when permitted, capture a logged-out baseline.
A resource is missing from the saved page
List the failed request or missing image in the limitations field. Do not substitute a later asset into the evidence master. If the resource is essential, create a new capture and link the replacement to the original package.
The archive will not replay
Check whether the page depended on scripts, third-party requests, authentication, or a redirect. Preserve a site map, component files, stable URIs, and the original live URL. A replay failure is itself a limitation to report.
A hash changed unexpectedly
Confirm that the file was not recompressed, renamed through an export workflow, or annotated. Keep the original hash, generate a new hash for the derivative, and explain the relationship in the manifest.
An API capture is marked failed
Inspect the HTTP status and X-Page-Verdict and X-Billed headers. Check the URL encoding, authentication, timeout, blocked resources, and whether the page requires an interaction. Fact-checking with the package
- Locate the exact sentence or visual element cited by the AI.
- Compare it with the surrounding qualifiers, date, units, and linked methodology in the capture.

- Check whether the captured page was personalized, changed after capture, or incomplete.
- Report the claim with the capture time and limitations, rather than presenting the screenshot as independent proof.
