Singapore’s GST InvoiceNow Requirement adds a new control to the GST process: GST-registered businesses must transmit invoice data to IRAS through InvoiceNow-Ready Solutions. It does not replace GST registration, GST return filing, reconciliation, or record retention. Prepare by confirming your implementation phase, mapping every system that creates GST records, selecting an accredited connection route, testing representative transactions, and preserving the controls you already use for returns and source documents.
This guide is specific to Singapore. GST rules and rollout dates are jurisdiction-specific; do not apply these dates to another country’s GST system.

What the GST InvoiceNow Requirement changes
InvoiceNow is Singapore’s nationwide e-invoicing network based on the Peppol standard. Once a business activates the relevant submission feature, a copy of invoice data is sent to IRAS through an IMDA-accredited Access Point Provider. The transmission requirement sits alongside existing GST obligations rather than replacing them.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsYou will still need to register when liable, issue correct tax invoices, prepare GST returns, file nil returns when required, reconcile accounting records to returns, and retain source documents. InvoiceNow adds a digital invoice-data flow that must agree with those records.

“We will require all GST-registered businesses to submit digital invoices to IRAS via InvoiceNow by April 2031.”
Jeffrey Siow, Senior Minister of State for Finance, Singapore Ministry of Finance FY2026 Committee of Supply Debate
The practical objective is not merely to turn on an integration. It is to make sure that the invoices and adjustment documents transmitted to IRAS are complete, correctly classified, traceable to the ledger, and monitored for failures.

Identify your implementation phase first
Your date depends on how and when you became, or will become, GST-registered. Existing businesses are phased by annual supplies, while newer applicants have dates linked to their registration application. Use current IRAS guidance, your IRAS notification, and the official implementation-date calculator instead of inferring a date from a generic turnover figure.
| Implementation date | Businesses covered |
|---|---|
| 1 November 2025 | Companies that register voluntarily within six months of incorporation. |
| 1 April 2026 | Businesses applying for voluntary GST registration on or after 1 April 2026, regardless of incorporation date or business structure. |
| 1 April 2028 | Businesses applying for compulsory GST registration on or after 1 April 2028, and existing GST-registered businesses with annual supplies of S$200,000 or less. |
| 1 April 2029 | Existing GST-registered businesses with annual supplies of up to S$1 million. |
| 1 April 2030 | Existing GST-registered businesses with annual supplies of up to S$4 million. |
| 1 April 2031 | Existing GST-registered businesses with annual supplies above S$4 million. |
For an existing registrant, IRAS defines “annual supplies” for this purpose as the total of standard-rated, zero-rated, and exempt supplies shown in GST return Box 4 for all prescribed accounting periods ending in calendar year 2025. Do not substitute a later year, a single quarter, or only taxable sales unless current IRAS instructions tell you to do so.
IRAS says it notified businesses registered before 2026 of their mandatory implementation date from mid-2026. If you did not receive a notification, IRAS says the date will be communicated later and that the business will be given time to prepare. Keep the notification, the calculation used, and the person responsible for monitoring changes in your compliance file.
Check whether an exclusion applies
IRAS lists exemptions for certain overseas entities, including overseas vendors under the Overseas Vendor Registration regimes, and businesses liable to register wholly because of the reverse-charge regime. These categories are fact-specific. Confirm an exception with current IRAS guidance rather than assuming that an overseas structure, marketplace model, or reverse-charge transaction automatically removes the requirement.
Build an inventory of every invoice and GST data source
Start with a system map, not a software purchase. List where each transaction originates, where tax is calculated, where documents are issued or received, and where values enter the GST return. Include systems operated by other teams or external service providers.

- Sales invoicing and accounts-receivable modules.
- Purchasing and accounts-payable systems.
- Point-of-sale terminals and online checkout systems.
- Credit notes, debit notes, cancellations, refunds, and other adjustment documents.
- Import records, including the relationship between import permits and input-tax claims.
- Spreadsheets, billing scripts, or custom applications that feed the accounting ledger.
- Separate business units, branches, currencies, and entities using the same finance platform.
- Marketplace settlements and fees, where those transactions form part of your Singapore GST records.
IRAS says the submission generally covers invoice data for transactions reported in GST returns, including standard-rated, zero-rated, and exempt supplies and purchases. Some point-of-sale, simplified-invoice, and petty-cash data may be aggregated. The exact aggregation and data-field rules must be checked against current IRAS instructions and your provider’s implementation documentation before you design a batch process.
Create a transaction-and-document matrix
For each transaction class, record the source system, document type, GST treatment, required fields, destination ledger account, return box, and expected InvoiceNow handling. Include at least one normal transaction and one exception for each class. This matrix becomes the basis for configuration, testing, staff training, and later troubleshooting.
| Transaction class | Questions to answer before configuration |
|---|---|
| Standard-rated sale | Which tax code applies, which invoice fields are mandatory, and how does the invoice number reach the ledger? |
| Zero-rated or exempt supply | What evidence supports the treatment, and can the system distinguish it from an out-of-scope transaction? |
| Purchase subject to input tax | Where are the supplier tax invoice, tax amount, and recoverability decision stored? |
| Credit or debit note | How is the original invoice referenced, and does the adjustment reverse or amend the correct GST amount? |
| Import | How are the import permit, customs value, and import GST linked to the accounting entry? |
| Point-of-sale or petty cash | Can individual documents be sent, or does the approved process aggregate them without losing required evidence? |
Choose an accredited connection route
Businesses generally follow one of two routes. If your accounting or finance software is an off-the-shelf product, check that the exact edition and service are on IMDA’s accredited InvoiceNow-Ready Solutions list. Accreditation is not a substitute for checking whether the product supports your invoice types, entities, tax codes, and exception workflow.
If you operate an in-house enterprise system, contact an IMDA-accredited Access Point Provider and plan the integration. Clarify whether the provider connects directly to your system, requires middleware, or expects a standard export. Put ownership of data mapping, security, error handling, and change management in writing.
| Evaluation area | Questions to ask |
|---|---|
| Current accreditation | Is the solution or provider currently listed by IMDA, and does the listing cover the version and service you will deploy? |
| System compatibility | Can it connect to your accounting, billing, POS, enterprise-resource-planning, and document-storage systems without a manual re-keying step? |
| Document coverage | Does it support invoices, credit notes, debit notes, refunds, and the other adjustment flows in your matrix? |
| GST classifications | Can it represent standard-rated, zero-rated, exempt, and relevant purchase treatments accurately? |
| Monitoring | Where do rejected submissions, provider notices, and retry queues appear, and who reviews them? |
| Onboarding effort | What data cleansing, testing, staff training, and cutover work is required before your date? |
| Total cost | What are recurring charges, implementation fees, transaction limits, support fees, and the effect of any free package or funding? |
Do not select a product solely because it advertises e-invoicing. Ask for a demonstration using your own transaction matrix and obtain written answers about data retention, export, audit logs, and support escalation.
Set up your Peppol identity and submission feature
Your accredited provider can help register the business in the SG Peppol Directory using its Unique Entity Number (UEN) to obtain a Peppol ID. Confirm that the legal entity, UEN, trading names, and participating business units are mapped correctly before activating transmission.
- Confirm the legal entity. Match the UEN and GST registration details in the accounting system, provider account, and Peppol registration.
- Register the network identity. Work with the Access Point Provider to obtain and verify the Peppol ID.
- Activate GST InvoiceNow submission. Record the activation date, configuration version, and person who approved the change.
- Define monitoring duties. Assign a named owner and backup to review submission status, rejected documents, retries, and provider announcements.
- Secure access. Apply least-privilege permissions, multi-factor authentication where available, and a documented joiner-leaver process.
Keep screenshots or provider confirmations showing successful registration and activation. They are useful evidence if a later audit or support case requires you to establish when the connection was enabled.

- A credit note linked to an original invoice.
- A debit note or price adjustment.
- A refund or cancellation.
- A point-of-sale or simplified-invoice aggregation case, if your business uses one.
- A petty-cash purchase, if relevant.
- An import entry linked to its permit and input-tax treatment.
- A foreign-currency transaction and rounding case, if used in normal operations.
- A rejected or incomplete document to verify the error queue and retry procedure.
Reconcile three views of the same data
- Compare the source invoice or document with the transmitted payload or provider record.
- Compare the transmitted amount, tax code, date, and document number with the accounting ledger.
- Compare the ledger totals with the GST return preparation report and supporting schedules.
Document the reviewer, review date, exceptions found, correction made, and evidence that the corrected document was resubmitted or otherwise handled. This reconciliation is a prudent workflow control derived from the transmission requirement and GST return process; it is not a substitute for following the detailed IRAS data specifications.
Keep GST return and reconciliation controls intact
InvoiceNow does not change the obligation to prepare and file GST returns accurately. GST return values are reported in Singapore currency. A nil return is still required for an accounting period with no transactions.
For taxable purchases, compare the value reported in the return with source tax invoices and import permits where relevant. Track input tax separately; do not derive input tax merely by multiplying taxable purchase values by a tax rate. Your accounting workflow should preserve the evidence supporting recoverability, supplier details, tax amounts, and any adjustments.
Marketplace and platform transactions
Businesses often ask how to reconcile marketplace activity with GST filings. InvoiceNow does not create a special marketplace rule in the material covered here. Treat marketplace settlements as another source-system flow: identify the legal supplier, customer invoice or settlement document, commissions, refunds, taxes, and timing differences, then map those records to the ledger and return preparation. Obtain transaction-specific advice where the platform’s role or the place of supply is unclear.
Retain source documents for at least five years
IRAS says tax invoices issued to customers and received from suppliers must be retained for at least five years. A tax invoice is generally due to a GST-registered customer within 30 days from the time of supply.
Retention is more than storing a PDF. Preserve the original document, linked credit or debit notes, import permits where relevant, the accounting entry, and the relationship to the transmitted invoice record. Make records searchable by invoice number, supplier or customer, date, and GST treatment. Test retrieval periodically so a request for one invoice does not depend on a former employee’s mailbox or an untracked spreadsheet.
Design a retention checklist
- Store issued and received tax invoices in a controlled location.
- Keep adjustment documents linked to the original transaction.
- Retain import permits and supporting calculations for import GST claims.
- Preserve audit logs or provider references showing transmission status.
- Restrict deletion rights and document the retention period.
- Back up records and test restoration.
Budget for onboarding and check support eligibility
An IRAS announcement dated 26 February 2026 described free-of-charge InvoiceNow-Ready solutions for SMEs through March 2031 and transitional funding of up to S$1,000 for SMEs and up to S$5,000 for larger businesses. These are maximum amounts and time-limited arrangements as described in that announcement. Confirm current eligibility, application deadlines, qualifying costs, and provider participation before including them in a budget.
Prepare a cost model that separates one-time implementation from recurring charges. Include data cleansing, integration work, testing, staff time, support, document storage, additional entities, and contingency for a parallel-run period. A nominally free package may still require paid migration or premium support.

A practical implementation timetable
Work backward from your required date, allowing time for provider onboarding and correction of rejected documents.
- Six to nine months before the date: confirm scope, phase, possible exclusion, owner, budget, and system inventory.
- Four to six months before: shortlist only currently accredited routes, request demonstrations, and complete the transaction-and-document matrix.
- Two to four months before: register the Peppol identity, configure tax codes and document flows, and establish monitoring access.
- One to two months before: run the full test set, reconcile to the ledger and return reports, train staff, and document exception handling.
- Before cutover: approve the configuration, back up records, confirm support contacts, and set a daily review of submission status.
- After activation: review the first filing cycle, investigate every rejection or unexplained variance, and update the matrix when products, tax treatment, or systems change.
Common failure points and fixes
Using the wrong turnover year
Symptom: the business calculates its phase from current-year revenue or taxable sales only. Fix: for existing registrants, recalculate using standard-rated, zero-rated, and exempt supplies in Box 4 for prescribed periods ending in calendar year 2025, then compare the result with current IRAS guidance.
Assuming accreditation guarantees fit
Symptom: the selected product is listed as InvoiceNow-Ready but cannot represent a credit note, import workflow, or separate entity. Fix: test the complete transaction matrix and obtain written confirmation for unsupported or aggregated flows.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Ignoring rejected submissions
Symptom: invoices remain in a provider error queue while the ledger and GST return continue to update. Fix: assign a daily owner, define severity and escalation rules, correct source data rather than editing only the transmission, and retain evidence of resubmission.
Breaking the audit trail
Symptom: the team stores a successful transmission status but cannot locate the source tax invoice or adjustment. Fix: link the provider reference, document number, ledger entry, and retained source file under one searchable record.
Letting the new feed replace return review
Symptom: staff assume transmitted data automatically equals the GST return. Fix: continue the independent return preparation, nil-return check, source-document review, and ledger-to-return reconciliation.
Final readiness checklist
- Implementation phase and date confirmed with current IRAS guidance or notification.
- Potential exclusion assessed and documented.
- UEN, GST registration details, and Peppol ID verified.
- Sales, purchases, POS, adjustments, imports, marketplaces, and accounting records mapped.
- Accredited solution or Access Point Provider selected after capability testing.
- Submission owner, backup, error queue, retry process, and escalation contact assigned.
- Representative transactions tested and reconciled to the ledger and GST return reports.
- Nil-return and input-tax controls retained.
- Issued and received tax invoices, permits, adjustments, and transmission evidence retained for at least five years.
- Funding or free-package eligibility checked against current terms.
As of 2026, IRAS said more than 63,000 businesses were using InvoiceNow services and expected the remaining rollout to bring about 90,000 additional businesses onto the network. Those figures describe the scale of adoption, not a waiver of any individual business’s preparation duties. Your safest approach is to verify your own date, configure an accredited route around your actual transaction flows, and prove through reconciliation that the digital submission and GST records agree.
