How to Prepare Your Phone and Mobile Data for a Hurricane

Prepare your phone before a hurricane by creating more than one way to charge it, enabling emergency alerts, saving essential information for offline access, and deciding how you will communicate when networks are congested or unavailable. Keep a NOAA weather radio and follow local officials so your safety plan does not depend on mobile data.

The sequence matters: install and configure apps and alerts while you still have reliable internet, charge every battery before conditions deteriorate, and keep a short communication plan that works even if calls or data fail. No government source can guarantee that cellular service or mobile data will remain available during a storm.

Start with a phone-and-power plan

Ready.gov says to have alternative charging methods for your phone in case of power outages. FEMA hurricane guidance likewise recommends a battery bank or another way to charge a cell phone. Neither source sets a universal power-bank capacity, so choose equipment based on your phone, household needs, and the charging methods available to you.

Gather compatible charging equipment

  • A portable phone power bank or other backup battery that is compatible with your phone’s connector.
  • The cable your phone actually uses, plus a spare cable if you have one.
  • A car charger and a vehicle charging cable as another option when it is safe to use the vehicle.
  • The phone’s wall charger and any adapters required by your household’s outlets.

Check each cable by charging the phone before the storm. A battery that has been stored for months may be empty or unable to hold a charge. Top up the phone and backup batteries together, then place them where everyone can find them. Do not leave charging equipment buried in a bag that may be inaccessible during an evacuation or power outage.

Compare backup power methods

Option What it requires Advantages Limitations to check
Portable power bank A charged battery and a compatible cable Portable and usable without an outlet Its stored energy is limited; capacity, connector compatibility, age, and condition vary.
Car charger A safe place to use a vehicle and a compatible adapter Uses the vehicle’s charging system when mains power is unavailable It depends on access to a vehicle and fuel; never risk driving or running a vehicle in unsafe conditions.
Wall charger Working utility power or a generator-backed outlet Usually the simplest way to recharge the phone and batteries It is unavailable during an outage unless another power source is operating.

The right combination is the one you can use safely. A car charger is not a reason to travel through flooding or high winds, and a power bank does not replace an evacuation plan.

Match your supplies to the outage window

FEMA’s hurricane preparedness guidance, printed August 20, 2025, recommends supplies lasting at least 72 hours and says preparing to be on your own for up to a week is a good idea (FEMA hurricane guidance). Apply that time frame to charging: keep the phone and backup batteries full before the storm, and plan how you will recharge if electricity is out for several days. The guidance does not prescribe a particular battery size, so do not treat a single capacity number as suitable for every phone or household.

Charge in a deliberate order

  1. Charge the phone to full capacity while power and internet service are stable.
  2. Charge every portable battery and confirm that its indicator shows a full or near-full charge.
  3. Test the cable, wall adapter, and car charger with the phone.
  4. Put the phone, cables, batteries, and adapters in a waterproof pouch or container that remains easy to reach.
  5. Keep the phone topped up as the storm approaches rather than waiting for an outage.

Follow your phone maker’s safety instructions for charging and storage. Do not use damaged, swollen, wet, or unusually hot batteries. Keep charging gear away from water and stop using equipment that shows physical damage.

Turn on emergency warnings before the storm

Enable Wireless Emergency Alerts

Wireless Emergency Alerts (WEAs) are free, geographically targeted messages sent through participating wireless providers. FEMA’s Wireless Emergency Alerts fact sheet, dated June 26, 2020, states that “WEAs are not affected by network congestion” and explains that messages are no more than 360 characters (FEMA WEA fact sheet). That does not mean every phone will receive every alert: FEMA advises checking with your wireless provider to confirm that your phone and service can receive WEAs.

Open your phone’s emergency-alert settings and make sure the available government, public-safety, and severe-weather alert categories are enabled. Menu names differ by operating system, model, and software version, so use the phone maker’s current instructions if you cannot find the setting. If you recently changed carriers, replaced a phone, or use an older device, verify compatibility with the carrier rather than assuming the setting is sufficient.

Add local emergency-management alerts

WEAs are only one layer. Find your county, city, tribal, or state emergency-management office and enroll in its local notification service if one is offered. Local systems may provide evacuation orders, shelter information, road closures, or other instructions specific to your area. Keep the enrollment details and account recovery information accessible in case you need to change the address or phone number later.

Install and configure the FEMA App

Ready.gov says the FEMA App provides preparedness information and National Weather Service alerts for up to five locations nationwide. Install it, open it, and configure the locations before the storm rather than during an outage. The Ready.gov page was last updated October 29, 2024 (FEMA App: Take Charge of Disasters).

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An app still needs a working device and may depend on connectivity for current information. Treat it as a supplement, not your only warning method. Allow the notifications you need, check that the app can display alerts, and update it while you have dependable internet access.

Keep a non-phone alert channel

FEMA hurricane guidance recommends a NOAA weather radio and following local officials. A battery-powered or hand-crank radio can provide warnings when a phone is out of power, damaged, lost, or outside cellular coverage. Store spare batteries with it if the model uses them, and learn how to tune it before severe weather arrives. A radio is an information backup; it does not replace official evacuation instructions or other safety measures.

Save critical information for use without mobile data

Create a family communication plan

Ready.gov’s disaster-planning material points households to a family communication plan (Ready.gov, Plan Ahead for Disasters). Write down the plan and save a copy on the phone, but also keep a paper copy in the emergency kit. Include:

Save maps, addresses, and instructions

While internet access is available, download or otherwise record maps and directions that matter to your evacuation or shelter plan. Save the addresses and phone numbers of shelters, hospitals, relatives, and meeting places. Keep copies of instructions for medical devices, generators, or other essential equipment if you may need them during an outage.

Offline map behavior varies by phone and app. Test the saved material by switching off mobile data briefly while you are still safe, and confirm that the information you expect is actually available. Do not assume that a map download includes live road closures or evacuation changes; obtain current instructions from officials when a connection or radio broadcast is available.

Make information readable when the battery is low

Put essential numbers and the communication plan in a simple note or document that opens quickly. A screenshot or printed page can be useful when an app requires a sign-in or a network connection. Avoid storing the only copy as a large video or a file that needs a special application. Keep sensitive information protected, and do not share private details publicly.

Use mobile data while it is available, but do not depend on it

Before the storm, use a reliable connection to install updates, configure alert locations, download needed maps, and check official preparedness and evacuation information. Confirm that the phone has enough free storage for updates or offline material. If your plan has a data limit, complete large downloads over Wi-Fi when possible.

Mobile data and cellular voice service can be affected by power loss, physical damage, congestion, or local conditions. The available official guidance does not provide a hurricane-specific probability that service will fail, so no percentage can predict your experience. Plan for an interruption even if service is working normally when the storm begins.

Keep more than one official information source

Use the FEMA App, local emergency-management notifications, official government websites, broadcast outlets, and a NOAA weather radio as appropriate. Cross-check urgent instructions with local officials, especially evacuation orders and shelter changes. An app notification that arrives late or cannot refresh is not evidence that conditions are safe.

Protect battery life without blocking warnings

As the storm approaches, reduce unnecessary screen use, close applications you do not need, and follow the device maker’s battery-saving guidance. Any optional setting that disables cellular radios, notifications, or background connectivity can prevent alerts or messages from arriving, so use it only when you understand the trade-off. Do not turn on airplane mode as a routine hurricane step if you need to receive emergency communications.

Communicate efficiently during congestion or an outage

Use short, necessary calls

FCC emergency-communications guidance advises limiting non-emergency calls and keeping necessary calls brief (FCC: Tips for How to Communicate During an Emergency). A concise call that conveys your location, safety status, and next action uses less network time than a long conversation. If you reach someone, agree on when you will check in again instead of repeatedly calling.

Try SMS when a call does not connect

The FCC guidance says: “Try text messaging, also known as short messaging service (SMS) when using your wireless phone. In many cases text messages will go through when your call may not.” This is a possibility, not a guarantee. Messages can be delayed or fail, and recipients may not have power or service. Send the essential facts, wait, and avoid flooding the network with repeated copies.

Do not redial rapidly

If a call fails, wait before trying again. Rapid repeated dialing can add congestion and drain the battery. Check for an incoming alert, use SMS when appropriate, and listen to official broadcasts while you wait. If you are in immediate danger, use the emergency number as directed by local authorities; do not use it for routine status updates.

Share a simple status format

Agree in advance on a short message such as your name, “safe” or the specific help needed, location, and the next check-in time. A consistent format makes a delayed text easier to understand. Keep messages factual and avoid forwarding unverified rumors that can distract from official instructions.

Follow a storm-preparation timeline

Several days before expected impacts

  1. Review the family communication plan and update contact numbers, meeting places, and an out-of-area contact.
  2. Check the phone, cables, wall charger, car charger, and portable batteries for damage and compatibility.
  3. Install the FEMA App, configure up to five locations as needed, and enable its relevant notifications.
  4. Enable WEAs and confirm device and carrier support; enroll in local emergency-management alerts.
  5. Download or record maps, addresses, instructions, and other information you may need offline.
  6. Locate the NOAA weather radio, test it, and place it with spare batteries or its charging method.

As conditions worsen

  1. Charge the phone and every backup battery to full capacity.
  2. Check official forecasts and instructions through more than one channel.
  3. Keep charging supplies, the phone, the paper communication plan, and identification together in a portable, water-resistant location.
  4. Reduce optional battery use while keeping emergency alerts and needed communications enabled.
  5. Tell family members when you will check in and what to do if the first meeting place is inaccessible.

During a disruption

  1. Follow evacuation and safety instructions from local officials, even if a phone app has not updated.
  2. Use the NOAA weather radio or another broadcast source if mobile data is unavailable.
  3. Make only necessary calls, keep them short, and try SMS when a call fails.
  4. Wait before redialing and preserve battery power for emergency information and contact.
  5. Recharge only with equipment that is dry, undamaged, and safe to use in your circumstances.

Troubleshoot common phone-and-data failures

The phone is charged but no alert arrives

Check that the phone supports WEAs, the alerts are enabled, and the wireless provider participates. Confirm that local notifications and the FEMA App are configured, then use a NOAA weather radio and official broadcasts as additional channels. A missing alert is not proof that no hazard exists.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Calls fail repeatedly

Stop rapid redialing, try a brief SMS, and wait for network conditions to change. If you need to communicate with several people, send one concise update to the agreed contact rather than calling everyone. Continue monitoring official channels.

The battery is falling quickly

Reduce screen brightness and nonessential activity according to your phone maker’s guidance, close unnecessary applications, and use a charged backup battery if it is safe. Avoid optional settings that would block emergency alerts or needed communication. Keep the phone available for official instructions rather than using it for entertainment.

The power bank will not charge the phone

Check the connector, cable, and battery indicator; try the cable that successfully charged the phone from a wall outlet. Inspect for moisture, damage, swelling, or excessive heat and stop using unsafe equipment. If the bank is empty, move to another planned method such as a safe, available car charger or functioning outlet.

Mobile data works intermittently

Use the connection to refresh official information and download anything still needed, then save it for offline use. Do not assume an intermittent connection will remain available. Keep the radio and paper plan accessible and conserve the phone’s battery.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Decide which channels your household can rely on

Information channel Cellular data required? Power required? Setup needed before the storm
Wireless Emergency Alerts No separate data connection is required, but compatible phone and participating provider support are necessary. Yes, the phone must be powered. Enable alerts and confirm compatibility with the provider.
FEMA App Connectivity may be needed for current app content and alerts. Yes, the phone must be powered. Install, configure locations, and allow relevant notifications.
Local emergency-management notifications Usually depends on the local service and the connection it uses. Depends on the receiving device. Find the official service and enroll for your address.
NOAA weather radio No cellular data. Battery, hand-crank, or another radio-specific power source. Obtain a radio, learn its controls, and keep power available.
Voice calls Cellular voice service rather than mobile data. Yes, the phone must be powered. Agree on contacts and keep calls brief.
SMS Uses the wireless messaging network rather than an app data connection. Yes, the phone must be powered. Know the key numbers and use concise messages; delivery is not guaranteed.

What not to assume

  • Do not assume mobile data, voice calls, or SMS will remain available throughout the hurricane.
  • Do not assume a full power bank will meet every household’s needs; capacity and device compatibility differ.
  • Do not assume an alert app can replace a radio, local officials, or an evacuation order.
  • Do not assume a text will always arrive when a call fails; FCC guidance says it may work in many cases.
  • Do not disable communications features without considering that the change may block alerts or messages.
  • Do not use a vehicle or charging equipment in flooding, lightning, high winds, or other unsafe conditions.

The practical standard for hurricane-ready phone service

A ready phone is not simply a phone at 100 percent. It is a charged device with a tested cable, at least one safe backup charging method, enabled emergency alerts, offline contacts and instructions, and a communication plan that assumes delays. Pair those preparations with a NOAA weather radio and local official guidance. That combination gives you several ways to receive information and contact people without pretending that any one network or app will work in every storm.
