How to Prepare Your Home for Worsening Coastal Flood Risk

Start with your exact address, not a national projection: check local flood and sea-level information, learn your community’s rules, review flood insurance, and make a household safety plan. Then reduce damage to belongings and equipment. Permanent work—such as elevating a house or changing its foundation—needs a site-specific review by local officials and qualified professionals.

Assess your property’s flood exposure

Check NOAA’s location tools

Enter your address in NOAA’s Sea Level Calculator to examine local sea-level scenarios, observed changes, and flood-frequency information. NOAA describes the calculator, whose current version was released in March 2026, as a planning reference—not a tool for permitting or legal decisions.

Use NOAA’s Sea Level Rise Viewer to screen for potential inundation and high-tide flooding. Treat its maps as illustrations of scale, not exact property boundaries: they do not account for erosion, subsidence, or future construction, and drainage features or elevation data can affect the mapped footprint. Check mapping-confidence information and verify conditions in the field.

NOAA’s 2022 report release projected an additional 10–12 inches of sea-level rise along U.S. coastlines by 2050, with regional variation, and said moderate flooding could occur more than 10 times as often as today. These are national-level statements, not a forecast for a particular home; local land-height changes and other conditions matter. As NOAA National Ocean Service Director Nicole LeBoeuf put it in the February 15, 2022 release, “By 2050, moderate flooding — which is typically disruptive and damaging by today’s weather, sea level and infrastructure standards — is expected to occur more than 10 times as often as it does today.”

Ask local officials about the building and its rules

Contact your city or county floodplain manager or building department. Ask about flood history, current flood maps and requirements, the base flood elevation, permits, and whether an elevation certificate is on file. With professional help, compare the home’s first-floor height with applicable local flood levels.

An elevation certificate records building characteristics and first-floor height, which can inform risk and insurance assessment. It does not automatically lower insurance premiums. A local floodplain manager may know whether one already exists; if a new certificate is needed, a surveyor, engineer, or architect can prepare it. See the NFIP elevation-certificate guidance.

Prepare your household and finances

Review flood insurance and document belongings

Most homeowners policies do not cover flood damage, according to the National Flood Insurance Program (NFIP). Review your actual policy and ask your insurer or agent about exclusions, coverage limits, deductibles, waiting periods, and whether belongings are covered. Consider separate flood coverage where appropriate; terms, eligibility, prices, and discounts depend on time and location, so confirm current details rather than relying on general figures.

Photograph or video major belongings, keep an inventory, and store important documents somewhere protected with digital backups. Review your insurance annually, and put an emergency kit and evacuation plan in place for flood and hurricane hazards. NOAA’s Alabama Hurricane Preparedness Handbook offers state-specific preparedness guidance.

When flooding is forecast

Follow local emergency alerts and evacuation orders; protecting people takes priority over property. If there is time and authorities have not directed evacuation, move valuables and furniture to a higher floor and secure essential records. NFIP identifies the attic or highest floor as a safer place for belongings.

Reduce avoidable damage around the house

  • Clear gutters and downspouts so roof runoff does not overflow or collect around the building.
  • For an exposed basement or crawlspace, maintain a working sump pump. Consider a battery-operated water alarm and battery backup sump pump for power outages. They can help detect water or keep pumping during an outage, but they do not stop coastal flooding or make a flood-prone home safe.
  • Where feasible and permitted, elevate and anchor electrical panels, heating equipment, appliances, wiring, propane tanks, and other vulnerable utilities. Have qualified tradespeople handle electrical, gas, and mechanical work.
  • Protect records and use flood-damage-resistant materials where local rules and the building design call for them. Ask the local floodplain administrator what requirements apply.

Ask local officials or a qualified professional whether code-compliant flood openings, wet floodproofing, or another measure suits your building. Do not assume that sealing a house against floodwater is appropriate: the NOAA-hosted Louisiana homeowner’s flood-mitigation guide says dry floodproofing has narrow applicability and is unsuitable in certain high-velocity coastal hazard zones. The right approach depends on the property, applicable codes, and engineering review.

Evaluate permanent mitigation with professionals

Elevation can be an effective risk-reduction measure for flood-prone homes, particularly where exposure is substantial or recurring. Whether it is appropriate depends on the flood mechanism and expected depth, velocity, and wave action; the foundation, lowest-floor and utility heights, basement or crawlspace, and structural condition; and the project’s cost, maintenance, access, permits, codes, insurance implications, and available funding. No universal cost ranking settles these trade-offs.

Discuss the options with your local floodplain manager and qualified structural or civil professionals before committing to construction. Confirm permits and coastal-area standards, and consider whether the measure is likely to remain effective as relative sea level and flood frequency change. NOAA’s Louisiana guide and Alabama Coastal Area Management Program’s homeowner handbook provide regional context, not a design prescription for every property.
