During an outage, monitor official alerts, conserve phone battery, keep refrigerator and freezer doors closed, protect everyone from heat or cold, and never operate fuel-burning equipment indoors.
High-demand events can strain electricity supply when extreme heat or cold drives widespread heating or cooling use. The U.S. Department of Energy distinguishes that kind of supply shortfall from an outage caused by physical damage to power lines, substations or other infrastructure. A household cannot know in advance which cause will affect a particular event, so the practical response is the same: prepare for loss of power, follow utility and emergency-management instructions, and be ready to leave if the home becomes unsafe.

What a high-demand outage is—and what you can control
Electricity demand can spike during a heat wave or cold snap as homes run air conditioners, heat pumps, furnaces and electric heaters at the same time. Utilities may ask customers to conserve, reduce voltage, or implement rolling outages if available supply cannot meet demand. Storms, wildfires, ice and equipment failures can also interrupt service by damaging the delivery network. The cause and duration are uncertain from a household’s perspective.
Do not rely on a forecast that says an outage is unlikely. Treat a utility conservation notice, severe-weather warning or emergency-management alert as a prompt to complete your checklist. Keep local information channels available because restoration times, cooling or warming centers, water advisories and evacuation instructions vary by community.

Use this preparation sequence before an alert becomes an outage
- Charge critical electronics. Fully charge phones, tablets used for communication, rechargeable lights and portable power banks when severe conditions or a conservation alert is forecast. Keep the correct cables, wall adapters and car chargers together in one labeled bag.
- Set up lighting. Put flashlights or a battery lantern where everyone can find them without searching in the dark. Store spare batteries, including the size used by hearing aids, in a dry place.
- Secure information. Write down household, medical, utility, insurance and emergency-contact numbers. A charged phone is not useful if the network is congested or the battery fails.
- Stock essentials. Set aside drinking water, shelf-stable food, first-aid supplies, prescription and over-the-counter medicines, toiletries, infant supplies and pet food. Keep a manual can opener with canned food.
- Plan for temperature. Decide where each person can go if the home becomes too hot or too cold. Check transportation, mobility assistance, pet rules and whether the destination can support medical equipment or refrigerated medicines.
- Review backup-power instructions. Read the manual for every generator, battery system, medical device and refrigerator thermometer. Arrange fuel, charging access, outdoor-rated extension cords and any required transfer equipment before an emergency.
Build a household outage kit
Store the kit together, but keep frequently used items—lights, batteries, phone cables and medicines—immediately accessible. Replace expired supplies and test battery devices periodically.
| Item | Why it matters | Preparation detail |
|---|---|---|
| Flashlights or battery lantern | Provides safer lighting than candles. | Keep one per household area and spare batteries nearby. |
| Battery-powered or hand-crank NOAA weather radio | Receives emergency and weather information when internet or cellular service is unreliable. | Choose a unit with a USB output if you need to recharge a small device; test both battery and crank operation. |
| Portable power banks and car chargers | Keep phones and other small electronics operating. | Check capacity, connector type and cable compatibility; recharge the banks after use. |
| Water and nonperishable food | Maintains hydration and meals when pumps, stores or cooking appliances are unavailable. | Include food that can be eaten without cooking and account for infants, pets and dietary restrictions. |
| Medicines and first-aid supplies | Supports routine care while pharmacies or transport are disrupted. | Keep an up-to-date medication list, doses and prescriber contacts on paper. |
| Appliance thermometers | Helps determine whether refrigerated or frozen food stayed cold enough. | Leave one in the refrigerator and one in the freezer. |
| Basic tools and supplies | Useful for safe battery changes, securing windows and minor cleanup. | Include a manual can opener, work gloves, masks, hygiene items and cash in small denominations. |
A phone power bank is intended for phones and other small personal electronics. It is not a substitute for a correctly sized source for a refrigerator, pump, heating system or medical device. Do not connect appliances to a consumer power bank unless the manufacturer specifically rates the equipment for that load.
Make a communications and relocation plan
Choose contacts and check-in rules
Agree on one out-of-area contact who can relay messages if local networks are overloaded. Decide when household members will check in, which channel they will use first, and what to do if a call cannot connect. Text messages often require less bandwidth than voice calls, but neither is guaranteed. Keep a printed list of names, numbers, addresses and medical information.

Plan for people who need assistance
Identify who can drive, who can help with stairs or mobility devices, and who can transport pets, oxygen equipment or refrigerated medicines. Ask a trusted neighbor to check on anyone who may not hear an alert or be able to travel independently. Do not assume a shelter accepts animals or has outlets for medical equipment; verify those details before an emergency.

Set an explicit move-out trigger
Choose the conditions that mean you will leave rather than wait: unsafe indoor temperature, loss of a medically necessary device, a water or evacuation advisory, smoke or fire risk, structural damage, or an official instruction to relocate. Keep keys, identification, chargers, medicines and essential documents in a grab-and-go container.
Protect powered medical equipment and refrigerated medicine
Medical planning must be specific to the device and the person using it. A generic generator or battery claim cannot establish that a ventilator, oxygen concentrator, dialysis equipment, mobility device, infusion pump, suction machine or other life-sustaining load will operate safely.
- Call the equipment provider. Ask for the approved backup-power method, expected runtime, startup requirements, alarm behavior and instructions for a controlled shutdown or restart.
- Ask the clinician or pharmacist about medicines. Confirm which medicines require refrigeration, how long they may remain at room temperature, and what to do if storage limits are exceeded. Keep the prescription list and emergency instructions with the medicine.
- Notify the utility. Ask about medical-needs notification, priority information and whether the utility can provide outage updates. Notification programs do not replace a backup plan.
- Calculate actual loads with qualified help. List each device’s running watts, starting or surge watts, voltage, required hours and charging interval. A qualified electrician or installer can determine whether a portable system, transfer equipment or permanently installed system is safe and code-compliant.
- Identify a destination. Know where the person can receive care or connect equipment if the home source fails. Confirm transportation and whether the destination has the correct outlet, fuel, staff and refrigeration.
If a device loses power, alarms unexpectedly or behaves differently after restoration, follow the manufacturer’s emergency instructions and seek medical help as appropriate. Check settings after power returns because some equipment can reset to defaults.
Choose backup power by the load, not by a generic size
There is no universal generator or battery capacity that suits every household. Required capacity depends on the equipment, starting wattage, runtime, recharge or refueling access, and whether the system can be installed safely. Compare categories using the same questions rather than assuming one class is always best.

| Backup category | Useful for | Questions and limitations |
|---|---|---|
| Phone power bank | Phones, small lights and other low-power electronics. | How many watt-hours are available? Which USB or other ports and cables are included? It cannot normally run household appliances. |
| Portable power station | Selected small appliances and electronics without combustion at the point of use. | Check continuous and surge output, battery chemistry, recharge time, cold-weather performance, indoor-use rules and the manufacturer’s support for your medical device. |
| Portable fuel generator | Higher loads when operated outdoors with suitable cords and fuel. | Requires outdoor placement, fuel storage, maintenance, weather protection, noise management and a correctly sized outdoor-rated extension cord. Never connect it to household wiring without approved transfer equipment installed by a qualified professional. |
| Professionally installed standby system | Automatic or extended backup for selected or whole-home loads. | Requires permitted installation, transfer equipment, ventilation and ongoing maintenance. Confirm fuel availability and that critical medical loads are supported. |
For any option, document the essential loads first: medical equipment, refrigerator, communication devices, sump or well pump, heating or cooling controls and lighting. Separate “must run” from “nice to have,” account for startup surges, and decide how many hours of operation are required. Have the installer verify electrical-code compliance and grounding. Never improvise a connection through a wall outlet or a homemade backfeed cable.
Generator and combustion safety is non-negotiable
Carbon monoxide (CO) from gasoline, propane, diesel or other combustion engines can kill without warning. The Centers for Disease Control and Prevention states, “Never use a generator or other gasoline-powered engines inside your home.” That includes basements, garages, sheds, porches that are enclosed or partially enclosed, and any space where exhaust can enter.
- Operate a portable generator outdoors, at least 20 feet from doors, windows and vents, with exhaust directed away from the building. Maintain that separation even when a window appears closed.
- Use only the outdoor-rated extension cord and load arrangement specified by the generator manufacturer. Inspect cords for damage and keep connections dry.
- Never connect a portable generator to household wiring through a wall outlet. A transfer switch or other approved equipment must be installed by a qualified electrician.
- Install a battery-powered or battery-backup CO alarm inside the home, outside sleeping areas and on each level. Test it regularly and replace batteries as directed.
- A CO alarm is an additional warning device; it does not make an unsafe generator location acceptable.
- Refuel only after the engine is off and cool, outdoors and away from ignition sources. Store fuel in approved containers according to local rules.
- Never use a charcoal grill, camp stove, gasoline lantern or similar appliance indoors, even for a short time.
Keep generators dry and protected from rain without enclosing them. Follow the owner’s manual for grounding, maintenance, carbon-monoxide shutdown features and operating limits. If anyone develops headache, dizziness, weakness, nausea, chest pain or confusion, move outside immediately, call emergency services and do not re-enter until responders say it is safe.

Monitor alerts and conserve communications
Use a battery radio or a charged device for official updates. Dim the phone screen, enable battery-saver mode, close nonessential applications and avoid streaming. Send essential texts instead of repeated calls. Turn off equipment that could be damaged by a surge, leaving one light on so you know when service returns; use surge protection only as directed by the manufacturer.

Keep food cold safely
Keep refrigerator and freezer doors closed. CDC guidance says an unopened refrigerator can keep food safe for up to four hours. An unopened full freezer can hold a safe temperature for up to 48 hours, or 24 hours if it is half-full. These are conditions-based limits, not guarantees for every appliance or room temperature.
CDC advises discarding perishable refrigerated food after four hours without power and discarding freezer food that has thawed. Food that still contains ice crystals and feels as cold as refrigerated food may be safely refrozen or cooked. Use appliance thermometers and consult current official food-safety instructions when time or temperature is uncertain; never taste food to decide whether it is safe.
Follow water advisories
A power interruption can stop pumps, reduce pressure or affect treatment systems. Follow local water advisories before drinking, cooking, brushing teeth or making ice. Use bottled or boiled water only in the way and for the duration officials direct. Do not assume that water is safe merely because it looks clear.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsManage heat and cold
In extreme heat, reduce exertion, drink safe fluids and use shading and ventilation only when outdoor air quality and security make that appropriate. Do not depend on a fan to prevent heat illness when indoor temperatures continue rising. Move to a designated cooling center, shelter or another safe air-conditioned location when the home becomes unsafe.

In cold weather, layer clothing, use blankets and stay dry. Do not burn fuel indoors for warmth. CDC states, “Never use a gas range or oven to heat a home.” A gas stove or oven can produce carbon monoxide or other dangerous pollutants. Relocate before anyone becomes confused, unusually drowsy or unable to stay warm.
Use safe lighting and cooking
Prefer battery lanterns and flashlights. If using candles where local guidance permits, keep them stable, attended and away from children, pets, bedding and curtains. Never leave an open flame unattended. Use outdoor cooking equipment outdoors, well away from doors, windows and vents.
When the outage affects a medical or home system
If a well pump, powered lift, security system, sump pump or electric heat source stops, reassess whether staying is safe rather than trying an improvised repair. Keep refrigerator and freezer doors closed, and do not open an appliance repeatedly to check it. If a basement is flooding, avoid contact with water near electrical equipment and leave the area; call the utility or emergency services.
For medical equipment, follow the provider’s written emergency procedure. Do not alter settings, substitute batteries or use an adapter unless the manufacturer or clinician has approved it. If backup time is running short, move to the destination identified in your plan while transportation and roads are still available.
Quick Recap
After power returns
- Wait for official restoration information. Service may flicker or fail again while crews re-energize lines. Keep generators and sensitive equipment off until it is safe to reconnect.
- Stay away from damaged lines. Treat every fallen or sagging power line as energized. Keep people and pets away and report it to the utility or emergency services; never touch the line or anything in contact with it.
- Check medical devices. Verify settings, alarms, clocks and programmed doses. Follow the device provider’s post-outage instructions.
- Assess food and water. Use the time and temperature limits above, follow current public-health guidance and comply with any boil-water or do-not-use advisory.
- Inspect backup equipment. Allow a generator to cool before refueling, check for damage, recharge batteries, rotate fuel if required and record any fault codes for service.
- Restock and revise. Replace used batteries, medicines, water, food and first-aid items. Note what failed—communications, transportation, runtime or relocation—and update the plan before the next high-demand event.
