Start with local hazard information and alerts, then prepare for the risks that apply to your property: make a flood plan, reduce indoor heat, conserve water, and plan for power or service interruptions. Renters should coordinate permanent changes with their landlord or property manager.
Start with local risks, not the El Niño label
El Niño is a natural interaction between the ocean and atmosphere that affects global temperatures and precipitation; La Niña is the opposite phase. NOAA describes increased rainfall in the southern United States as a usual fall-through-spring pattern during El Niño, sometimes with destructive flooding. Conditions differ elsewhere, and a seasonal pattern is not a street-level forecast. An El Niño outlook alone does not establish that any specific home will experience flooding, heat, or drought.

Before buying equipment or making changes, check the current forecast and alerts from the National Weather Service, your local emergency-management agency’s guidance, FEMA flood maps for your property, and notices from your water provider. Local restrictions, warnings, and conditions should guide the scale and timing of your preparations.
Prepare for flooding before water arrives
Know your risk and how you would leave
- Check flood risk for the specific property and learn how local officials issue flood warnings and evacuation instructions.
- Make a household communication and evacuation plan. Include pets, medications, mobility needs, who will check on whom, and a destination where you can stay.
- Keep emergency supplies accessible. Store important documents in a waterproof container and keep digital copies somewhere you can reach if the home is inaccessible.
Reduce avoidable water entry and damage
- Clear gutters and drains so leaves and debris do not obstruct water flow.
- Move valuables and essential items to higher levels when a flood threat is possible.
- Where the property and local conditions justify it, consider a backwater valve or a sump pump with battery backup. These are optional measures, not guarantees against flooding; suitability and installation may require a qualified professional and compliance with local requirements.
- If you rent, ask the landlord or property manager about drainage, flood protections, and any proposed equipment or modifications before attempting installation.
Check flood coverage before relying on it
Standard homeowners insurance generally does not cover flood damage. Ask your insurer or the National Flood Insurance Program directly whether coverage is available and appropriate for your circumstances, what it covers, and what waiting rules apply. Do not assume a policy will take effect immediately or cover every kind of water damage.

During a flood threat
Follow official instructions and evacuate when directed. Stay out of floodwater. FEMA’s instruction is: “Do not walk, swim, or drive through flood waters. Turn Around. Don’t Drown.”
Keep the home safer during extreme heat
Reduce heat entering the home
- Shade windows and weather-strip doors and windows. Insulation or reflective window coverings may also help where appropriate.
- A window air conditioner is one option to prepare for heat. Make sure the electrical capacity and installation are suitable for the unit; do not improvise an unsafe electrical setup.
- Identify a cooled place in the community ahead of time in case your home becomes too hot or power fails. Check local information for available cooling locations and when they are open.
Plan for outages and household needs
Extreme heat can coincide with power outages, leaving a home without cooling. Follow local heat alerts and plan for how household members will reach a cooler place if needed. Check on people at elevated risk, including older adults, children, and people with certain health conditions. A fan is not a substitute for primary cooling in extreme heat.

Conserve water when drought conditions apply
Start with indoor use
- Repair leaks, choose efficient fixtures and appliances when replacing them, take shorter showers, and run full laundry loads.
- Follow your water provider’s current restrictions; permitted uses can vary by location and drought conditions.
Use outdoor water carefully
- Consider native or drought-tolerant plants and efficient irrigation suited to the local climate.
- When watering is allowed, use cooler hours to reduce water lost to evaporation, and follow local rules on watering days and methods.
- A rain barrel or cistern may capture rain for non-potable uses. Check local ordinances and use restrictions before installing or using a collection system. Do not treat harvested rainwater as safe to drink.
Plan for hazards that overlap
Disruptions do not always arrive one at a time: heavy rain can accompany flooding, drought and heat can occur together, and heat can coincide with power outages. FEMA’s preparedness guidance recognizes these overlapping risks. Tailor supplies and plans to your household’s ages, health needs, medications, pets, communications, and backup charging or cooling needs. A plan that depends on electricity should include what you will do if power is unavailable.
