El Niño can raise the risk of heavy rain, flooding, coastal impacts and related hazards in California, but it does not guarantee a wet winter or a particular storm. California’s September 21, 2026 preparedness announcement urges residents to prepare early. Check your address-specific hazards, sign up for local alerts, protect people before property, and use current forecasts and emergency instructions—not the seasonal outlook alone—to decide what to do.
Start with the hazards around your address
Enter your address in California’s MyHazards tool, then check local flood information and ask your city or county emergency management office what risks and instructions apply to your neighborhood. A single map layer cannot describe every flood hazard. California can experience riverine, coastal, flash, alluvial-fan, debris-flow and localized flooding.

Consider what is near your home: creeks, drainage channels, the coast, steep slopes, or areas affected by recent wildfires. For coastal homes, El Niño can contribute to stronger storms, heavier rainfall, larger waves, coastal flooding and beach erosion; exposure varies by location. Follow local officials and National Weather Service advisories, watches and warnings. See the California Department of Water Resources’ flood preparedness guidance and the California Coastal Commission’s El Niño and extreme weather information.
Prepare before storms are imminent
- Set up alerts and a household plan. Sign up for city or county emergency alerts and monitor National Weather Service forecasts. Choose a meeting place, an out-of-area contact, an evacuation destination and a primary and alternate route. Include pets and anyone who may need assistance.
- Clear drainage on your property. Remove debris from gutters and downspouts and clear drains where you can do so safely and lawfully. Do not put yourself at risk to clear a drain during a storm.
- Prepare supplies and records. Keep medications, food, water and essentials ready. Make a household inventory and keep copies of important documents somewhere safe and accessible. Pack a go-bag in case you need to leave.
- Learn utility shutoffs in advance. Ask your utility company how to shut off services safely, and do not attempt a shutoff if conditions make it dangerous.
- Review insurance early. Contact your insurer or agent to ask what your policy covers and whether flood insurance is available for your property.
Build a practical emergency kit
The National Weather Service recommends having food, water and medicine available for at least three days. Its before-a-flood guidance also lists batteries, blankets, flashlights, a first-aid kit, rubber boots, rubber gloves and a NOAA Weather Radio or other battery-operated radio. Account for household members’ specific needs, including prescriptions, infant supplies and pet food.

Use flood barriers only when appropriate
If your property is prone to flooding, California’s Department of Water Resources advises keeping flood-fighting materials such as sandbags and plastic sheeting on hand. Before buying sandbags for flood protection, check whether your city or county offers them and follow its instructions for placement and use. The right approach depends on the site and local guidance; temporary barriers do not guarantee a dry home or make it safe to ignore an evacuation order.
Do not enter floodwater to place, adjust or retrieve barriers. If conditions are worsening, prioritize people and evacuation instructions over property protection.

Know what to do when flooding threatens
- Follow evacuation orders promptly. Take people, pets, medications and essential documents. Do not delay to protect belongings.
- Never drive or walk through floodwater. It can be deeper or faster-moving than it appears, and the road beneath it may be damaged. Turn around and choose another route.
- Keep monitoring official alerts. Conditions and instructions can change quickly. Follow local emergency management and National Weather Service updates.
- If officials advise sheltering in place and it is safe, use your prepared supplies, keep communications available and follow their directions.
Check flood insurance before you need it
Standard homeowners’ and renters’ policies typically exclude flood damage. California Department of Insurance guidance also notes that flooding, mudslides and debris flows may be excluded unless a policy exception applies; a landlord’s policy generally does not cover a renter’s personal belongings. Flood insurance may be available through the National Flood Insurance Program in participating communities or from private insurers.

The California Department of Insurance says the usual flood-insurance waiting period is 30 days, with an exception for some home purchases where coverage is required by a lender. Coverage, eligibility, exclusions and timing depend on the policy and situation, so confirm details directly with your insurer or agent.
