SEMOVI’s retrieved FAQ says the special permanent-license program began on November 16, 2024, and ended in December 2025. As of October 4, 2026, the official material reviewed here does not establish whether a successor process is operating or give current exam instructions. The FAQ and a December 2024 announcement also describe different test formats, so do not rely on either as today’s rules without confirming them with SEMOVI.
Is the Mexico City permanent-license test theoretical or practical?
In its FAQ for first-time applicants, SEMOVI says applicants with no previous Mexico City license must complete an evaluation before obtaining the permanent license. The FAQ describes it as theoretical and in person at the Macromódulo, with an appointment required. It states: “La evaluación es teórica y deberá hacerse de manera presencial en el Macromódulo, para acudir deberás realizar tu cita en SEMOVI.” That statement belongs to a program the same FAQ says concluded in December 2025; it is not confirmation of the process in October 2026. What was the announced online test format?
In a joint announcement dated December 3, 2024, SEMOVI and the Agencia Digital de Innovación Pública (ADIP) described an online evaluation available through the permanent-license portal after signing in with Llave CDMX. The published settings were:
- 20 questions selected at random from a bank of more than 200;
- 25 minutes to complete the test;
- a minimum passing score of 8.0; and
- up to two attempts per day.
The announcement said: “El examen consta de 20 preguntas de una batería aleatoria de más de 200 reactivos y se deberá tener una calificación aprobatoria mínima de 8.0.” These are the agencies’ published 2024 online-test details, not independently verified current settings. They differ from the FAQ’s in-person description. The sources do not explain which rules superseded the other, or which channel applies now. Read the SEMOVI and ADIP announcement.
How to prepare without assuming the old rules still apply
- Confirm the live process with SEMOVI. Check whether a first-time theory evaluation is currently required and whether it is online or in person. Also verify eligibility, appointment steps, exam limits and the current document checklist. The FAQ’s stated program end date makes this essential.
- Find the current official guide. SEMOVI’s FAQ says a guide is available on its website. Use the version currently linked by SEMOVI and study the topics it actually covers. The retrieved official material does not expose the guide’s full content or establish a definitive syllabus, so do not assume an unofficial topic list or practice test matches the exam. - Use timed practice only if SEMOVI confirms the old online format. For practice based on the December 2024 announcement, mix questions and try answering within 25 minutes. Aim above the announced 8.0 minimum to give yourself a margin. This is a practice method, not evidence that the current test uses those settings.
- Reconfirm appointment and document details before attending. The historical FAQ listed official identification, proof of address and a printed appointment for a new user. Check SEMOVI’s current checklist rather than treating that older list as guaranteed.
Which license path does this guide cover?
The permanent-license exam discussed here concerns the first-time automobile applicant described in SEMOVI’s FAQ. License categories are not interchangeable: the regulation defines Type A for private automobiles, A1 for motorcycles, and A2 for motorcycles and automobiles. Public passenger and cargo applicants have separate course, medical, knowledge and driving requirements. A motorcycle course or certification is therefore not automatically the study guide for a private-car applicant’s theory evaluation. Consult the Mexico City mobility regulation. SEMOVI’s June 5, 2026 notice said modules issuing permanent, Type A and Type B licenses continued operating during a broader suspension of vehicle services. It discusses licensing modules; it does not say whether first-time theory evaluations remained available after the FAQ’s stated December 2025 program end.
