Attacks on oil infrastructure can push fuel prices higher, constrain particular products, or do both—but the effects vary by region and fuel type. The most useful household preparation is to reduce avoidable driving, plan alternatives for essential trips and follow local updates. A government release of emergency oil stocks may add supply to markets, but it cannot guarantee stable prices or fuel at a nearby station.
What an oil disruption can mean for households
A disruption to oil production, refining or transport can tighten global markets. Whether that becomes a local shortage depends on the region, the fuel product, transport routes, refining capacity, inventories and government response. Higher prices and physical unavailability are related risks, but they are not the same thing: prices can rise while stations remain supplied, or a particular product can become difficult to find in one area.

The International Energy Agency’s 2026 report uses the Middle East conflict and disruption to flows through the Strait of Hormuz as its current example. It describes crude and refined-product flows slowing sharply and identifies diesel, jet fuel and liquefied petroleum gas (LPG) among products especially affected. Those findings describe that disruption, not a universal result of every attack on oil infrastructure. IEA, Oil Market Report – March 2026

For a dated regional snapshot, the European Commission said on 8 September 2026 that the EU had sufficient commercial and emergency stocks and no immediate oil supply problem. It also warned that prices remained volatile and markets could tighten in the following weeks and months. That statement applies to the EU on that date; it does not establish conditions elsewhere or later. European Commission, 8 September 2026

How to reduce household fuel use
Start with changes that fit your work, location and mobility needs. Reducing unnecessary driving can limit exposure to a price spike; it does not ensure that fuel will be available if a local supply problem develops.
- Combine trips. Group errands and appointments so you make fewer separate journeys. Decide which trips are essential and which can wait.
- Use alternatives where practical. Consider public transport, carpooling, walking or cycling for suitable trips. Remote work can remove some commuting altogether when your job allows it.
- Drive efficiently. Avoid needless acceleration and braking, and follow vehicle-maker guidance on tyre pressure. Correct pressure is a simple maintenance check, not a substitute for planning essential travel.
- Consider speed-limit changes only as a policy measure. The IEA’s 2026 estimates model a 10 km/h reduction in highway speed limits as reducing an individual driver’s oil use by 5%–10% and national private-car oil use by 1%–6%. These are modeled estimates, not a personal guarantee or an instruction to ignore posted limits.
What the IEA estimates for demand reduction
The following are IEA estimates from its 2026 analysis, not guaranteed outcomes for an individual household. National figures and individual-driver figures measure different things and should not be treated as directly interchangeable.

| Carpooling combined with eco-driving | Around 5%–8% lower fuel demand for cars | IEA 2026 estimate for the combined measures. |
| Lowering highway speed limits by 10 km/h | 5%–10% less oil use for an individual driver; 1%–6% less national private-car oil use | IEA 2026 modeled measure, not a household-specific result. |
| Efficient driving and operational changes for road commercial vehicles | 3%–5% lower fuel demand | IEA 2026 estimate for commercial road vehicles, not a private-car estimate. |

- Check local emergency-management, transport and fuel-supply announcements for current, location-specific information.
- Consider a feasible alternative for essential journeys, such as a different route, a carpool or public transport, where available.
- Do not assume that information about crude oil or a national stock release tells you whether a specific station has petrol, diesel or LPG at that moment.
- Do not buy extra fuel or store it at home on the assumption that it is universally safe or permitted. Storage rules and limits vary by jurisdiction; check local fire, transport and emergency guidance.
What emergency oil reserves can—and cannot—do
Emergency stocks are a government-level tool intended to help address a short-term supply disruption. The IEA says its emergency response system is not intended to intervene in prices or manage long-term supply. It states: “The IEA emergency response system is not a tool for price intervention or long-term supply management, both of which are more effectively addressed through other measures such as oil import reduction, energy supply diversification, and/or the development of alternative energy technologies.” IEA, Oil security and emergency response
In its March 2026 report, the IEA said member countries made 400 million barrels of emergency oil available to the market on 11 March 2026, describing it as the largest stock release in its history. That is a dated report of a specific response, not a recurring household supply or a promise that prices will fall. A release can add oil to markets, but it does not guarantee stable prices or delivery of a particular fuel to a particular local station. IEA, Oil Market Report – March 2026
