The reliable way to prepare a spaceflight experiment is to treat packaging as part of mission integration, not as a last-minute shipping task. Start with the flight provider’s current payload user’s guide and integration package. Confirm safety, licensing, transport, environmental and documentation requirements; build and test the hardware in a representative flight configuration; rehearse the complete pack-out; then coordinate delivery and site readiness with the campaign manager. The provider’s instructions, the vehicle and destination, the payload hazards, and the return plan determine the package that is actually acceptable.

Why there is no universal “spaceflight payload package”

A package suitable for a suborbital experiment may be wrong for an orbital vehicle, a hosted platform, or a payload that returns to Earth. Requirements change with the launch profile, acceleration and vibration environment, available volume, allowable mass and center of mass, temperature limits, electrical interfaces, communications, hazardous materials, and whether the hardware is recovered or serviced in flight.

Packaging also has two different jobs. During shipment it must protect the experiment from drops, shock, humidity, contamination and mishandling. During launch and flight, the installed hardware must meet the provider’s restraint, vibration, thermal, electrical and safety requirements. A commercial case, foam insert or shock logger can help with transportation, but none is automatically flight-qualified.

For that reason, use this article as a workflow. Replace every generic item with the current instructions for your mission and obtain written answers when a requirement is unclear.

1. Get the provider’s requirements before selecting a case

Request the current documents

Ask the flight provider, campaign manager or payload-integration office for the current:

  • Payload user’s guide and vehicle or platform interface-control information.
  • Payload integration package, forms and required data formats.
  • Packaging, handling, labeling and delivery instructions.
  • Safety-review criteria and hazard-reporting templates.
  • Environmental, vibration, electromagnetic-interference, electrical and functional-test requirements.
  • Submission dates, review gates, shipping address and receiving procedures.

Do not rely on an older campaign’s guide. Ask which revision applies to your flight and whether the provider has mission-specific limits that are not in the public guide. NASA’s Flight Opportunities guidance specifically recommends discussing the experiment with the provider, including pressure systems, heat sources, fluids and high-power equipment.

Assign an owner to every requirement

Create a requirements register before design freezes. For each item, record the source document and revision, the responsible person, the evidence needed, the review date and the status. A simple register prevents a team from assuming that the provider is handling a task that actually belongs to the payload organization.

Requirement area Questions to answer Typical evidence
Mechanical What are the envelope, mass, center-of-mass, restraint and fastener limits? Interface drawing, mass properties, drawings and inspection record
Environment What temperature, pressure, vibration, shock, humidity and cleanliness conditions apply? Analysis, test report and material or component data
Electrical and communications What power, grounding, connectors, data, radio-frequency and electromagnetic-compatibility rules apply? Schematics, load profile, EMI/EMC results and licensing paperwork where applicable
Safety Are there fluids, pressure vessels, batteries, heaters, lasers, biological materials or other hazards? Hazard report, safety data, containment design and approval records
Operations What are the activation, monitoring, abort, recovery and servicing procedures? Procedures, scripts, checklists and training records
Logistics When and where must the hardware arrive, and what facilities are available? Shipping plan, packing list, contacts and site-readiness confirmation

2. Identify safety, licensing and transport constraints early

Screen the experiment for hazards

List everything that could create a hazard during assembly, shipment, launch, operation or recovery. Examples include pressurized systems, compressed gases, heat sources, batteries, high voltages, cryogenic or flammable fluids, biological or chemical materials, sharp or deployable parts, magnets, lasers and stored mechanical energy. For each hazard, document quantity, state, containment, credible failure modes, detection and mitigation.

Do not assume that a small quantity is automatically exempt. The provider may impose stricter limits than a transport carrier or local authority. Ask which analyses and approvals the provider performs and which must be obtained by your team.

Check licenses and jurisdiction

NASA’s general preparation guidance flags radio-frequency licensing, hazardous-material shipping arrangements, and applicable local or aviation-authority requirements as issues to investigate when relevant. These are not universal obligations: applicability depends on the payload, transmitter, materials, country, launch site, vehicle and flight type. Start the questions early because an unresolved license or shipping classification can stop an otherwise complete payload.

Prepare transport documentation

Maintain current safety data, declarations, battery information, material certifications and carrier paperwork as applicable. Use the provider’s required labels and hazard markings. Keep copies with the shipment and in the team’s controlled document system, but do not place sensitive operational information on an external case unless the provider requires it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Design the experiment for the actual flight environment

Translate the guide into design requirements

Convert every applicable limit into an engineering requirement. Determine the total as-flown mass, center of mass, attachment loads, keep-out zones, access needs and allowable protrusions. Identify expected temperatures, pressure conditions, vibration and shock levels, electrical transients, grounding paths, data interfaces and communications constraints. Confirm whether the experiment must remain dormant during parts of the mission and how it will be safed.

NASA’s platform guidance gives examples of guide-controlled details such as mass, center of mass, expected temperatures, locking fasteners, deployable capture, communications, range safety and vibration testing. Treat each example as a prompt to check your own guide, not as a universal requirement.

Keep access and inspection possible

Packaging and flight integration often require visual inspection, connector access, witness marks, contamination controls or a final functional test. Design covers, restraints and foam so that technicians can remove them without disturbing calibrated hardware. If a protective cap, desiccant pack or purge connection is required, identify it in the packing list and removal procedure.

Control configuration

Give the flight configuration a unique revision and record serial numbers, firmware, calibration status, consumables and installed options. Photograph cable routing, fastener positions and connector caps. Configuration control matters because a seemingly minor post-test change can invalidate calibration, clearances or electromagnetic-interference results.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Test hardware in a representative configuration

Build the test article deliberately

NASA recommends testing as close as possible to the flight configuration and checking the applicable environmental parameters before delivery. Use the flight-like structure, restraints, cables, connectors, software, power profile, thermal interfaces and protective materials whenever practical. If a substitute is unavoidable, document the difference and obtain provider agreement on its significance.

Cover the relevant test disciplines

  • Functional testing: verify startup, nominal operation, safing, fault handling, data recording and recovery procedures.
  • Mechanical testing: demonstrate that mounts, locking fasteners, covers and deployables tolerate the specified loads and remain within clearances.
  • Vibration and shock: use the provider’s prescribed method and levels. A generic bench shake is not a qualification test unless the provider accepts it.
  • Thermal testing: check operation, storage and transitions over the applicable temperature range, including heat generated by the experiment.
  • Electrical and EMI/EMC testing: verify emissions, susceptibility, grounding, power quality and communications with the final cable and enclosure arrangement.
  • Safety demonstrations: verify inhibits, containment, pressure relief, battery protection, interlocks and emergency procedures.

Record instrumentation, setup, test levels, acceptance criteria, anomalies and corrective actions. Preserve raw data and the approved report in the configuration record.

5. Rehearse the complete packing configuration

Pack it as it will travel

Do not test bare hardware and then ship it in an untested arrangement. NASA’s In Space Production Applications best practices recommend including the expected packing configuration in the schedule and using an available vibration table to examine hardware and material response. Rehearse the actual case, foam or bubble wrap, restraints, bags, desiccant, labels and any temperature-control materials.

  1. Clean and inspect the experiment according to the provider’s cleanliness rules.
  2. Install flight or shipping caps, safing pins and protective covers.
  3. Place the hardware in the intended inner restraint or bag, preserving required orientation and access.
  4. Install cushioning with controlled clearances. Prevent movement without crushing delicate parts or blocking vents and pressure-relief paths.
  5. Close and secure the case using the specified locks, tamper seals or fasteners.
  6. Apply orientation, lifting, shock, humidity, temperature and hazard labels as required.
  7. Weigh and measure the closed package and record the result.
  8. Photograph each layer and update the packing list with the exact configuration.

Evaluate the materials, not just the box

Foam can shed particles, absorb moisture, outgas, retain charge or transmit loads differently with age and temperature. Bubble wrap can protect against handling shocks but may not restrain a heavy assembly during launch. Wood, adhesives, desiccants, plastic bags and labels may have cleanliness or flammability restrictions. Confirm material compatibility with the provider and do not infer flight suitability from successful ground shipping.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Choose the case and cushioning against mission constraints

Select packaging by measurable compatibility rather than brand or appearance. The provider should approve the final choice where its rules require approval.

Decision factor What to verify Common failure if ignored
Internal dimensions Clearance for hardware, connectors, foam recovery and inspection Compressed cables, blocked vents or forced insertion
Mass and handling Gross mass, lifting points, case rating and two-person handling limits Carrier rejection or unsafe manual handling
Restraint Positive retention in every orientation and no harmful point loads Hardware movement, cracked boards or shifted calibration
Environment Temperature, humidity, dust, ESD and cleanliness controls Condensation, contamination or electrostatic damage
Inspection and access Ability to open, inspect and repack without changing the approved setup Uncontrolled configuration changes at the receiving site
Transport monitoring Whether shock or humidity trackers are useful and where they may be placed Misleading readings or a tracker that damages the payload

For delicate hardware, design a layered system: sealed or clean inner protection, a compliant restraint, energy-absorbing cushioning, and a rigid outer case. The layers must work together; adding more foam is not automatically safer.

7. Plan shipment, arrival and site logistics

Agree on the delivery plan

Contact the campaign manager or provider before booking transport. Confirm the delivery date and time window, exact receiving location, named recipient, after-hours contact, carrier restrictions, customs or security procedures, and whether the package may arrive early. NASA advises allowing sufficient shipping and travel time and coordinating the arrival plan in advance.

Ask what the site can provide

Identify needs such as cold storage, controlled temperature, power, clean conditions, an electrostatic-discharge bench, lifting equipment, calibration instruments, network access, gases, tools or special test fixtures. Do not assume a launch or integration site has laboratory equipment available. Include required tools and equipment in the logistics plan and packing list.

Use transport monitors intelligently

NASA suggests electronic shock and humidity trackers as possible ways to monitor shipment handling. Agree with the provider on model, placement, activation time, sampling settings, data retrieval and interpretation. A tracker records conditions along its mounting point; it does not prove that the payload passed qualification. Define in advance what reading triggers inspection, retest or provider notification.

Prepare for delay and damage

Carry contact information, inspection criteria, spare labels, approved consumables and a decision tree for delayed, wet, dropped or opened packages. If the case shows impact, tampering, water ingress or a tracker excursion, quarantine it and notify the provider before opening or powering the experiment. Photograph the exterior, seals and indicators first.

8. Build the documentation package

Core documents

  • Approved payload description and interface data.
  • Hazard analysis, safety approvals and applicable licenses.
  • Mass properties, drawings, schematics and software or firmware identification.
  • Environmental, vibration, EMI/EMC, functional and calibration reports.
  • Operating, safing, emergency, recovery and troubleshooting procedures.
  • Packing instruction, packing list, inventory, photographs and configuration record.
  • Shipping declarations, carrier documents and receiving instructions.
  • Contacts for the payload lead, safety authority, logistics owner and provider.

Use labels and checklists that work under pressure

Label every container and internal item with a unique identifier, orientation where relevant, handling limits and contact information required by the provider. Keep a serialized inventory so a technician can verify contents without guessing. The packing checklist should include each restraint, cap, cable, tool, consumable, spare and document, with a signature or electronic record for completion.

Respect the integration schedule

NASA states that technical documentation is typically submitted six to eight weeks before flight, including licensing and integration paperwork. That interval is a general estimate, not a universal deadline. The provider’s schedule controls, and some missions require earlier safety or design reviews. Ask for the final-data date, review duration, correction cycle and late-change policy at the start of the campaign.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

NASA’s International Space Station integration guidance describes a process tailored to payload maturity and needs, with timely information exchange and early risk identification. The practical implication is to surface incomplete data, hazards and interface uncertainties before the hardware reaches the integration site.

9. Freeze the flown configuration after final testing

NASA cautions against changes after combined system and EMI testing. If a change is unavoidable, notify the provider, describe exactly what changed, assess effects on safety, interfaces, calibration and EMI/EMC, and obtain approval before shipment. Depending on the change, renewed calibration, functional checkout or integration testing may be required.

Typical configuration-breaking changes include replacing a cable, changing a power supply, moving a sensor, substituting foam, updating firmware, adding a label inside an enclosure, changing fastener torque or modifying a grounding strap. Record the reason, authority, affected documents and verification evidence for every approved change.

10. Mission-specific safety baselines

For NASA-managed unmanned orbital or deep-space payloads, NASA-STD-8719.24 and its applicable annex provide a safety baseline tailored to the project. Its scope covers design, fabrication, testing, vehicle integration, launch processing, flight and planned recovery. Confirm the current revision, project applicability and interpretation with the project safety authority. Other providers and flight types may use different standards, so do not present this NASA baseline as a universal rule.

Final pre-shipment checklist

  • Current payload guide and integration package are identified by revision.
  • Provider has answered questions about hazards, interfaces, tests, packaging and delivery.
  • Safety reviews, licenses and hazardous-material arrangements are complete or formally accepted.
  • As-flown mass, center of mass, dimensions, restraints and orientation are recorded.
  • Representative hardware passed the provider-required functional, environmental, vibration and EMI/EMC tests.
  • Actual shipping materials and pack-out were rehearsed and inspected.
  • Final case, cushioning, labels, seals and monitors match the approved configuration.
  • Inventory, packing list, setup procedure, contacts, tools, spares and consumables are included.
  • Receiving location, delivery window, special facilities and escalation contacts are confirmed.

  • Any post-test change has written approval and completed re-verification.

Common mistakes and how to recover

Buying a case before receiving the interface limits

Problem: The case fits the bench hardware but exceeds mass, cleanliness, access or handling limits. Recovery: pause procurement, obtain the provider’s envelope and handling rules, and reselect or redesign the packaging before qualification.

Testing the experiment but not the pack-out

Problem: The instrument passes testing, but foam, restraints or a loose accessory cause damage during transport. Recovery: repeat the packing rehearsal with the intended materials and inspect the hardware and packaging after the provider-specified evaluation.

Treating a shock indicator as a qualification result

Problem: A tracker shows no recorded shock, so the team skips inspection. Recovery: use the indicator only as transport evidence, then perform the agreed receiving inspection and functional checkout.

Changing hardware after EMI testing

Problem: A cable, power component or enclosure detail changes after the final test. Recovery: notify the provider, update configuration records and repeat the analyses or tests they require.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Arriving without site equipment

Problem: The facility lacks a clean bench, ESD controls, power adapter, lifting aid or calibration tool. Recovery: coordinate facilities before dispatch and ship approved equipment with the payload or arrange it through the provider.

What to do before the payload reaches the launch site

The last readiness review should be a comparison between the approved, tested and packed configuration. Open the packing record, verify identifiers and seals, confirm that every required document and tool is present, and recheck the delivery appointment. Once the shipment arrives, inspect the case before opening, record monitor readings, verify the inventory, and perform only the provider-approved receiving and operational checks. This disciplined handoff protects both the experiment and the integration schedule.
