Prepare HSE data for on-premises AI by treating it as governed operational information: know where it came from, who owns it, what it may be used for, how reliable and current it is, and who may access it. Then evaluate the AI against realistic HSE tasks and keep it separate from control and safety actuation paths unless a reviewed engineering and safety process approves a connection. Running AI on-site can change where data is processed; it does not by itself make the system secure, accurate, safe, or legally compliant.

Start with the task, not the model

Before choosing records or infrastructure, define the decision or assistance task the AI is meant to support. Examples might include finding relevant procedures, summarizing inspection findings, or helping an authorized user locate prior incident records. These are candidate uses, not endorsements for any specific system.

For each proposed use, document the intended users, permitted and prohibited uses, the consequence of an incorrect or incomplete answer, and when a competent person must verify the result. Keep the system advisory unless the operator has completed the engineering, hazard, cybersecurity, and management-of-change reviews required for any connection to systems affecting process control, safety, or environmental protection.

Inventory the HSE information and its context

Scope the inventory to the use case. Potential sources include incident and near-miss records, inspections, audits, hazard observations, permits, maintenance and safety-system records, environmental monitoring, procedures, training records, and relevant operational context. Not every application needs every category.

#1 Best Overall
VEVOR 16 Gallon Fuel Caddy, 7.8 L/min, Portable Gas Storage Tank Container with Hand Pump Rubber Wheels, Fuel Transfer Storage Tank for Gasoline Diesel Machine Oil Car Mowers Tractor Boat Motorcycle
  • 16-Gallon Fuel Tank: The 16-gallon fuel tank capacity is 14% larger, easy to operate, and avoids frequent oil refills. This fuel caddy can be filled with gasoline, diesel, and machine oil, filling more machines at a time and improving working efficiency.
  • 6-Inch Rubber Wheels: Equipped with 6-inch rubber wheels, this gas caddy is durable and suitable for concrete, wood, dirt, and tile, so you can easily move it to different places. Compared with ordinary plastic wheels, rubber wheels have more flexibility and lasts longer.
  • Metal Wire Hose: The gas storage tank adopts an anti-bending metal wire hose, which significantly ensures that it won't be pulled off in the process of use. Unlike traditional rubber hoses, the metal wire hose will not collapse even after long-term use, making fuel filling convenient and fast.
  • Anti-Leakage Ball Valve: The portable fuel tank is built with a ball valve, which has a strong anti-leakage effect and greatly improves the overall fuel utilization rate, maintains the machine neat, and makes your working environment more secure and comfortable. NOTE: The sealing ring at the ball valve has been tightened before delivery and cannot be tightened again with tools, as it may cause oil leakage.
  • High-Efficiency Hand Pump: The portable gas tank features the hand-cranking method to deliver fuel, which is faster than the hand-pressure pump and provides a superb delivery efficiency of 4 gal/100 rpm. It is ideal for placing in truck trunks, garages, stores, scrap yards, kits, or sheds and is perfect for cars, motorcycles, boats, lawn mowers, snow blowers, etc.
Potential source What it can contribute Context to preserve
Incident and near-miss records Descriptions of events, causes, and follow-up Event date, facility or asset, status, taxonomy, and whether findings are preliminary or finalized
Inspections, audits, and hazard observations Observed conditions, findings, and corrective actions Inspection scope, location, observation date, action status, and applicable criteria
Permits, procedures, and training records Approved work controls, instructions, and qualification context Document version, effective dates, relevant work or facility, and approval status
Maintenance and safety-system records Asset condition, maintenance history, or safety-related status Asset identifiers, timestamps, units, source system, and any operational restrictions
Environmental monitoring and operational context Measurements or conditions that may help interpret an HSE record Location, units, time window, measurement method, and quality flags

For every dataset, record its accountable owner and steward, source system, purpose and allowed uses, date range and update cadence, terminology and units, completeness, known limitations, sensitivity, retention and deletion rules, access controls, and lineage through cleaning, transformation, indexing, and retrieval. NIST’s energy-sector asset-management guidance includes oil and gas and emphasizes the need to identify, control, and monitor operational technology (OT) assets. That visibility should extend to the systems and dependencies involved in moving or serving the data.

Make ownership and approval explicit

Governance is organizational oversight of data use; data management covers the practical work of collecting, storing, securing, and retrieving it. Assign executive accountability for permitted uses and risk tolerance, then name owners and stewards who can resolve definitions, quality exceptions, access requests, and correction issues.

Role Accountability to assign
Executive or risk owner Approve intended uses, risk tolerance, and escalation expectations
Dataset owner Authorize purpose and access, and make decisions about retention and acceptable use
Data steward Maintain definitions, document quality limits, and route correction requests
AI or system owner Control model and corpus changes, testing, monitoring, and retirement
HSE and OT specialists Review task suitability, safety implications, and any proposed connection to operational systems

Set an approval path for new uses and material changes to prompts, retrieval corpora, models, or source data. Keep records of the approved purpose, model and corpus versions, evaluation results, human-review arrangements, incidents, and retirement decisions. ISO/IEC 38505-1 concerns governance of data, but the surfaced edition is a draft; do not treat it as a finalized binding requirement. NIST’s AI Risk Management Framework (AI RMF) 1.0 is voluntary guidance for managing AI trustworthiness across design, development, use, and evaluation. NIST says the framework is being revised.

Prepare records without erasing their limits

Use a controlled preparation process that preserves original records and makes transformations traceable. Normalization can make records easier to compare and retrieve, but it must not hide uncertainty, erase meaningful distinctions, or turn a preliminary record into an apparently settled fact.

  1. Define the use and boundaries. Write down the task, users, prohibited uses, and consequences of a wrong answer before selecting or modifying data.
  2. Map sources and flows. Identify source systems, custodians, dependencies, and where records are copied, transformed, indexed, or retrieved. Keep HSE data flows separate from control functions unless a reviewed safety case supports a connection.
  3. Standardize carefully. Normalize formats, units, timestamps, facility and asset identifiers, and event taxonomies where appropriate. Retain the original record and document each transformation.
  4. Flag quality issues. Mark records that are missing, conflicting, duplicated, stale, or low-confidence rather than silently dropping them or “fixing” them without evidence. Preserve context needed to interpret and verify retrieved passages.
  5. Classify and minimize. Identify personal, confidential, legally restricted, and safety-sensitive fields. Minimize or de-identify information only when doing so remains useful and lawful for the intended task.
  6. Apply lifecycle controls. Set role-based access, retention, deletion, backup, change control, and audit logging for source records and derived data.
  7. Test the prepared corpus. Use representative HSE questions, including ambiguous terms, inconsistent records, out-of-scope requests, and misleading inputs. Record where the system fails and who must review uncertain results.
  8. Make verification practical. Let users inspect the source passages behind an answer and provide a clear route to escalate uncertain or safety-critical outputs to a competent person.

Evaluate answers as well as data

A clean-looking index is not evidence that the system is suitable. Evaluate whether users can trace answers to appropriate sources, whether the sources are current for the task, and how the system behaves when records conflict or the question falls outside its intended scope.

  • Source authority and provenance: Can a reviewer identify who created a record, where it came from, and whether it is approved or preliminary?
  • Completeness and freshness: Are relevant records missing, delayed, or out of date for the task?
  • Semantic consistency: Are units, facility names, asset identifiers, and event terms interpreted consistently?
  • Retrieval traceability: Can a user inspect the passages supporting an answer?
  • Privacy and access: Does the system enforce the permissions that apply to the underlying information?
  • Unsupported-answer risk: How often does it give an answer without adequate support, and what would the consequence be in the intended setting?
  • Operational fit: What review burden does it create, and can it operate and recover within the facility’s constraints?

These are practical evaluation dimensions, not a published oil-and-gas HSE AI benchmark. Include human review appropriate to the consequence of error; do not rely on a favorable result from a narrow test set as proof of safety for other tasks.

On-premises does not mean risk-free or fully offline

On-premises describes where infrastructure may be hosted. It does not establish that data never leaves the facility, that access is controlled, or that a deployment is secure. Check the actual architecture—including management, telemetry, support, update, backup, and artifact-transfer paths—against the operator’s requirements and agreements.

Plan for ownership and protection of the hardware and software, identity and access controls, patching and vulnerability handling, physical security, monitoring, incident response, backups, and tested recovery. Also decide how approved model artifacts and updates will be reviewed and transferred, how model and index changes will be rolled back, and what capacity and maintenance windows are available. These are implementation considerations, not a guarantee that a particular architecture is secure.

OT environments impose constraints that ordinary IT assumptions may not capture. NIST SP 800-82 Rev. 3, dated September 2023, treats performance, reliability, and safety as factors in OT security design. NIST’s LNG cybersecurity profile notes that some devices cannot readily host agents or produce logs, and that collecting enough event data can be operationally difficult; logging systems also require staff, storage, and protections of their own. Those LNG-specific details should not be assumed to apply identically to every upstream, midstream, or downstream facility.

Keep advisory AI apart from safety-critical OT

By default, keep language-model retrieval and advisory analytics out of control and safety actuation paths. Any proposed connection to systems that affect process control, safety, or environmental protection needs engineering review, hazard analysis, cybersecurity review, and the applicable management-of-change and safety-lifecycle controls.

The UK Health and Safety Executive’s guidance for its major-hazard context identifies control systems, safety instrumented systems, plant historians, data servers, and networks among industrial automation and control systems (IACS). It warns that compromise can contribute to faults, downtime, and ultimately major-accident risk. The HSE states: “CS is therefore part of the overall safety of plant and equipment that depends on the protection of IACS.” This is UK regulator guidance in its stated context, not a universal legal rule. NIST’s energy-sector asset-management publication states: “To remain fully operational, energy sector entities should be able to effectively identify, control, and monitor their OT assets.”

Apply the guidance to your jurisdiction and facility

Retention, privacy, HSE reporting, and AI obligations depend on the operator’s jurisdiction, facility type, and information involved. The guidance described here does not determine those duties. Have the operator’s legal, privacy, HSE, cybersecurity, and engineering specialists confirm which requirements apply before approving a use or changing a data flow.

The cited frameworks also have different status and scope: NIST AI RMF 1.0 is voluntary and is being revised; the OT security discussion here relies on final NIST SP 800-82 Rev. 3 rather than a September 2026 initial public draft of Rev. 4; and the UK HSE guidance is jurisdiction-specific. Use each source within that scope rather than treating it as a single global compliance checklist.
