How to Prepare an Emergency Travel Plan for Transport Disruptions

Prepare a simple backup plan before you travel: check operator and local weather or traffic updates, note another safe route or departure time, carry essentials, and tell someone when you expect to arrive. If disruption occurs, use official updates and follow staff or emergency-service instructions rather than taking an unsafe onward route.

What to put in your travel backup plan

Write down the information you would need if your phone battery ran low, a service was cancelled, or you had to change plans. Transport for NSW recommends identifying a travel support person and an in-case-of-emergency contact, and carrying a copy of a personal backup plan.

  • Your origin, destination, booked services and expected arrival time.
  • The operator’s contact details and its official channel for service updates.
  • A plausible alternative route, service or travel time, if one is available.
  • The person who should know your itinerary and receive updates if it changes.
  • Emergency contacts in your phone and in a written form.
  • Relevant medical, mobility, communication or other assistance information, stored where you can access it offline.

Share your destination and expected arrival with your contact. Let them know if your plans change; do not assume they will be able to track your location.

How to prepare before setting off

  1. Check conditions. Review the transport operator’s latest alerts and the relevant weather or traffic advice shortly before departure.
  2. Decide whether to travel. If disruption is expected and the trip is not essential, consider postponing it. If you need to go, allow extra time and identify a backup route, service or departure time.
  3. Prepare your essentials. Charge your phone and pack any medication, a charger or power bank, water, food and clothing suited to the likely conditions.
  4. Tell your contact the plan. Give them your destination and expected arrival time, and agree how you will update them if the journey changes.
  5. Save key details offline. Keep tickets, booking references, contacts and relevant assistance information somewhere accessible without a data connection.

The UK Prepare campaign’s transport disruption and delays guidance recommends checking conditions, preparing for delays and tailoring precautions to the mode of travel.

What to do when a journey is disrupted

  1. Get reliable information. Check the operator’s official update channel and listen to staff or emergency services. In a developing emergency, follow local authorities’ instructions.
  2. Choose safety over speed. Do not improvise a route that puts you at risk. For a public transport delay or stranding, the UK guidance says it is usually safer to stay where you are and wait for assistance.
  3. Update your contact. Tell the person expecting you what has changed and, if possible, your revised arrival estimate.
  4. Confirm practical arrangements. Ask the operator what service alternatives are available and check its current terms for any costs or assistance. Do not assume a replacement service, refund or accommodation will be provided.

Adapt the plan to your mode of travel

Public transport

Check the operator before departure, and identify another route or time if one is available. During disruption, use official alerts, follow staff and emergency-service instructions, and report safety concerns to staff or the relevant authority. Confirm what alternatives the operator is actually offering rather than relying on assumptions about replacement transport or other assistance.

Driving

Plan the route, check traffic and weather, and make sure the vehicle is in suitable condition with enough fuel. The UK Prepare campaign lists a torch, in-car phone charger or power bank, warm clothes or blankets, high-visibility clothing, jump leads, food and drink, a first-aid kit and a shovel as examples of vehicle emergency-kit items. Choose equipment for your vehicle, season and route. Never drive through floodwater.

Plan for accessibility and other assistance needs

Note any mobility, communication, medical, cognitive or other support needs that may affect the journey, along with the person who can help. Before departure, ask the relevant operator or local authority how it handles accessible alternatives and assistance during disruption; arrangements vary by location and provider. Have a backup contact and keep essential information accessible offline.

The U.S. Department of Transportation’s emergency preparedness resources address people with disabilities, older adults and others who depend on transportation. They do not set one universal accommodation for every operator or journey.

If disruption happens overseas or during a major crisis

Keep emergency contacts available, plan how you could communicate if networks fail, monitor local media and follow local authorities. Know possible routes to safety and the emergency procedures at your lodging; consult your carrier for its transport-disaster instructions.

For U.S. travelers abroad, the State Department advises using commercial transport when it is safe and available. It also cautions that U.S. government assistance often cannot provide transport within a country. This describes U.S. crisis assistance overseas, not a universal rule for every traveler or government. Read the department’s Crisis Response and Evacuations guidance.

Check insurance and passenger-rights terms separately

Do not treat insurance as a guarantee that extra costs will be covered. The U.S. State Department distinguishes travel health, medical evacuation and trip cancellation insurance. When reviewing a policy, check the destination, trip length, medical conditions, planned activities, travel and lodging costs, exclusions, and whether a 24-hour help line is available. Trip cancellation cover may help recover money for certain cancellations or changes, but its terms determine what qualifies. See the department’s Travel Insurance guidance.

Refunds, rerouting, meals, accommodation and compensation depend on the route, transport mode, jurisdiction, ticket and cause of disruption. Check the operator’s current terms and the passenger-rights authority relevant to your trip; rules in one country or mode should not be assumed to apply elsewhere.
