How to Prepare a Vulnerability Disclosure Policy for Your Software Product

A useful vulnerability disclosure policy (VDP) tells security researchers exactly what they may test, how to report a suspected flaw, what your team will do with the report, and how good-faith research is treated. Prepare it as an operational process—not just a legal page—by defining product scope, setting safe testing boundaries, providing a monitored intake channel, assigning response responsibilities, and explaining coordinated disclosure. CISA’s federal template is a sound starting point, but it was designed for a large federal agency; a private software maker should adapt its detail and language to its products, jurisdictions, and response capacity.

What a vulnerability disclosure policy does

A VDP is the public contract for unsolicited security research on your software. It does not replace secure development, penetration testing, incident response, or a bug bounty program. Instead, it gives an independent researcher a predictable path from discovery to report, triage, remediation, and—when appropriate—public disclosure.

A complete policy answers five practical questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Which products, versions, environments, domains, and interfaces are in scope?
  • What testing is authorized, and which actions are prohibited?
  • How can a researcher submit a report securely?
  • What will the organization do after receiving it?
  • Under what conditions may the researcher or organization disclose the issue?

Clear answers increase the chance that a researcher will report privately instead of publishing incomplete details or contacting customers first. They also give your legal, engineering, support, and communications teams a shared procedure.

Federal policy is not a universal private-sector mandate

CISA Binding Operational Directive 20-01 required covered federal civilian executive branch agencies to develop and publish VDPs for internet-accessible systems and services and to maintain supporting processes. That directive governs those federal agencies; it does not automatically require every private software company to publish a VDP.

CISA and the FBI’s Product Security Bad Practices document, published in January 2025, separately recommends that software manufacturers publish an in-scope VDP, authorize public testing, provide good-faith legal protection, offer a clear reporting channel, allow coordinated public disclosure, and remediate valid reports in a timely, risk-prioritized way. Treat that as product-security guidance rather than a blanket statute.

Use templates as adaptable guidance

CISA’s VDP template was written with a large agency and complex systems in mind. CISA encourages adaptation for smaller or less complex organizations and strongly recommends retaining the template’s Authorization concept. Remove instructions intended for the template author before publication, then have counsel review the resulting policy for the countries, contracts, products, and laws that apply to your business.

Draft the policy in a deliberate sequence

1. Inventory products and ownership

Start with an inventory that the security and legal teams can verify. List each product name, supported version or release line, public test environment, API, mobile application, desktop client, update service, and company-controlled domain that you can authorize for testing. Identify the internal owner for each item.

Separate assets you control from customer deployments, customer data, reseller systems, cloud services operated by another company, open-source dependencies, and third-party integrations. You generally cannot authorize a researcher to test another party’s infrastructure. State that distinction explicitly and tell researchers where to stop or whom to notify when a finding crosses an ownership boundary.

2. Define testing boundaries

Describe permitted testing in terms that fit your product and threat model. For example, you might authorize non-destructive testing of a publicly reachable application, API, or downloadable client using accounts owned by the researcher. You might exclude production data, employee accounts, customer tenants, physical facilities, and systems that are not listed in scope.

Set a rule for unexpected sensitive information: the researcher should stop accessing it, avoid copying or sharing it, and report the exposure promptly through the approved channel. Likewise, require an immediate stop and notification if testing could degrade availability, alter data, affect another customer, or trigger an operational incident. These are prudent drafting controls; CISA’s cited materials do not prescribe one universal sentence for every product.

Scope element What to specify Example treatment
Products Exact names and release lines List the web application, API, mobile apps, and supported versions; mark retired versions as excluded.
Environments Production, staging, sandbox, or a dedicated test host Authorize a documented test environment and identify whether production testing is allowed.
Assets Domains, subdomains, IP ranges, package names, and repositories Use an explicit inventory; do not imply that every company-owned domain is in scope.
Accounts and data Who may be tested and what data may be accessed Allow researcher-owned accounts and prohibit customer records and employee accounts.
Dependencies Third-party services and integrations Exclude systems you do not own or control and explain how to report a suspected dependency issue.

3. Write authorization and good-faith protection

The authorization section should say, in plain language, that the organization permits security research conducted within the published scope and conditions. It should explain that the organization will not recommend or pursue legal action against a researcher who follows the policy in good faith. Define the limits: authorization does not cover out-of-scope assets, intentional disruption, data theft, persistence, extortion, social engineering of employees or customers, or violations of applicable law.

Do not promise immunity from every possible legal claim or from action by another affected party. Your policy can describe your organization’s good-faith legal posture, but it cannot bind a customer, hosting provider, government, or other owner of an affected system. Counsel should adapt the wording to the jurisdictions in which you operate and to contractual obligations.

CISA’s template strongly recommends using its Authorization language as a basis. Preserve the permission, scope, and good-faith concepts while rewriting examples so they accurately describe your product.

4. Establish the intake path before publishing

Choose a stable, monitored security address or web form. Assign primary and backup owners, define coverage hours, and ensure that messages cannot disappear into a general support queue. Where feasible, provide a way to exchange sensitive details securely and tell researchers how to request an encrypted channel.

State what a useful report contains. CISA’s VINCE-NT reporting form asks for the vulnerable project or software and versions, a concise report, reproduction detail, and impact. You can use those fields as practical guidance without making every field mandatory.

  • Affected product, component, version, URL, or build.
  • A short, specific title.
  • A concise description of the vulnerability and the security property at risk.
  • Reproducible steps, including prerequisites, requests, commands, or a proof of concept that does not cause harm.
  • Observed security impact and a realistic attacker scenario.
  • Any test account, log, screen capture, patch suggestion, or related report needed to validate the issue.
  • Whether the researcher believes another vendor, customer, or open-source maintainer is affected.

Tell reporters not to include unnecessary personal information, credentials, customer records, or destructive payloads. Explain how your team will handle submitted material and how the researcher can communicate securely.

5. Assign the post-submission workflow

Before launch, map the policy to an internal workflow. The intake owner records the report, preserves evidence, checks for duplicates, and sends an acknowledgment. A security triage owner validates reproducibility, determines affected versions and exposure, and assigns a risk level. Engineering owns the fix or mitigation; product and operations assess deployment; legal and communications join when disclosure, contracts, privacy, or regulatory issues arise.

Publish realistic service expectations rather than deadlines you cannot meet. You may state when the team normally acknowledges a report and how often it provides updates, while reserving the right to adjust for complexity, vendor dependencies, active exploitation, or incomplete information. CISA recommends timely, risk-prioritized remediation; it does not require one universal remediation period for every vulnerability.

Stage Policy promise to describe Internal evidence to retain
Receipt Confirm that the report reached the monitored channel and provide a tracking reference where appropriate. Timestamp, reporter contact, submitted files, and access controls.
Validation Explain that the team may ask for clarification or a safe reproduction and will assess whether the issue is in scope. Reproduction notes, affected versions, duplicate status, and confidence level.
Risk assessment Use a documented, risk-based process that considers exploitability, impact, exposure, affected customers, and active exploitation. Severity rationale, owner, target mitigation, and dependencies.
Remediation Describe fixes, mitigations, configuration guidance, or compensating controls and how updates will be communicated. Code or configuration change, testing evidence, release decision, and advisory draft.
Coordination Discuss disclosure timing with the reporter and other affected parties, allowing exceptions for urgent risk or disagreement. Contact history, agreed dates, notification list, and final disclosure decision.

6. Define coordinated disclosure

Explain the intended sequence: private report, validation, remediation or mitigation, notification of affected parties, and public disclosure when the risk can be responsibly managed. Invite the reporter to coordinate a disclosure date and advisory content. State how you will handle a report involving a supplier, open-source project, cloud provider, or customer-controlled deployment.

Avoid an automatic fixed disclosure deadline unless your team, suppliers, and customers can support it. A rigid date can force publication while a fix is unavailable or conceal an actively exploited issue. Instead, describe how you will negotiate timing, what factors may justify an extension or accelerated notice, and how disagreements will be handled. CISA’s guidance emphasizes coordinated public disclosure consistent with coordinated-vulnerability-disclosure practices and international standards.

Make the policy discoverable

Publish the policy on a stable public webpage with a descriptive title and a permanent path. Link to it from your security.txt file or equivalent product-security contact information. CISA’s federal template says the policy webpage location should be specified in security.txt; CISA’s Secure by Design pledge also gives machine-readable policy descriptions as an example.

Keep the page accessible without an account, avoid burying it behind a general contact form, and display an owner, publication date, and revision history. If the reporting address changes, keep the old address forwarding during a transition and update every machine-readable reference.

Choose an operating model that your team can sustain

You can operate intake internally or use a managed vulnerability-disclosure platform. The right choice depends less on the appearance of the submission form than on whether you can protect reports, triage consistently, communicate with researchers, and coordinate fixes.

Decision area Internal intake Managed platform
Monitoring and security Your team configures mailbox or form monitoring, access control, retention, encryption, and backup coverage. The provider supplies a hosted workflow; you must verify its security controls, data location, retention, and administrator model.
Triage and communication Direct integration with your analysts and engineering process, but staffing gaps can delay responses. May provide researcher messaging, triage support, and queues; confirm what is included and who makes severity decisions.
Multi-party coordination You manage suppliers, customers, and affected projects yourself. A platform may centralize coordination, but responsibility for authorization and disclosure decisions remains yours.
Workflow integration Can be tailored to existing incident, ticketing, and remediation systems. Check available integrations, export formats, audit logs, and identity controls before committing.
Disclosure governance Maximum control over policy, timelines, and advisory publication. Confirm how the service handles deadlines, disputes, emergency disclosures, and policy changes.
Total cost Staff time, secure infrastructure, maintenance, and training; no amount is established here. Subscription or service fees plus internal oversight; pricing is not stated in the cited CISA material.

CISA’s federal VDP Platform FAQ illustrates a centrally managed software-as-a-service model for agencies. It is an example of an operating pattern, not an endorsement of a commercial provider. Verify current capabilities, contractual terms, data handling, and jurisdictional fit before selecting any service.

Include privacy and information-handling rules

Researchers may accidentally submit personal data, credentials, customer records, or proprietary code. State that your team will use submitted information only to investigate, remediate, communicate, and meet legal obligations; restrict access to personnel who need it; and retain it according to your documented security and privacy practices. Tell the researcher how to report a sensitive exposure without sending the underlying data in an ordinary email.

Do not request secrets or unnecessary production data. If validation requires a special account or test tenant, provide one or explain the safe alternative. Record who accessed a report and when, particularly when it contains regulated information.

Use a product-specific policy outline

The following structure is a practical starting point. Replace the examples with facts your organization can actually support:

  1. Purpose: Explain that the policy enables good-faith research and responsible reporting.
  2. In-scope products and assets: List names, versions, environments, domains, applications, and ownership boundaries.
  3. Authorized testing: Describe permitted methods, account requirements, rate limits, and non-destructive expectations.
  4. Out-of-scope activity: Prohibit disruption, data exfiltration, persistence, social engineering, physical intrusion, testing of third-party systems, and other actions you cannot authorize.
  5. Good-faith protection: State the organization’s legal posture, conditions, and limitations.
  6. Reporting channel: Give the monitored address or form, secure-submission option, and expected report fields.
  7. Our process: Explain acknowledgment, validation, risk prioritization, remediation, updates, and duplicate handling.
  8. Coordinated disclosure: Describe collaboration with the reporter and affected parties, exceptions, and disagreement handling.
  9. Privacy and communications: Explain treatment of submitted information and how the team will contact the reporter.
  10. Ownership and revisions: Name the responsible team, publication date, version, and revision history.

Sample authorization wording to adapt

“We authorize good-faith security research against the products and assets listed in this policy, provided that you follow the testing boundaries and reporting instructions below. We will not recommend or pursue legal action against a researcher for activity that is authorized by this policy and conducted in good faith. This authorization does not extend to systems we do not own or control, activity that causes harm or disruption, access to data beyond what is necessary to demonstrate the issue, or conduct that violates applicable law. If you encounter personal or confidential information, stop accessing it, do not copy or share it, and notify us promptly.”

This is drafting material, not a universal safe-harbor clause. Counsel should revise it for your legal structure and operating jurisdictions.

Test the policy before launch

Run a tabletop report

Have an internal tester submit a harmless report through the public channel. Confirm that monitoring works outside business hours, the acknowledgment identifies an owner, attachments are handled safely, and the report reaches the right engineering queue. Test escalation for a critical issue, a privacy exposure, a duplicate, and a finding involving a third party.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Verify the scope from a researcher’s perspective

Ask someone who did not draft the page to identify an in-scope host, an excluded host, an allowed account type, and the stop conditions. Ambiguity at this stage predicts disputes later. Remove stale products, contradictory version statements, and links that require authentication.

Check operational capacity

  • The security contact has a primary and backup owner.
  • Access to submissions is limited and audited.
  • Engineering can reproduce, prioritize, and ship fixes for supported versions.
  • Legal and communications know when they must be involved.
  • Customer-support and incident-response teams know how to route a researcher report.
  • The policy’s stated acknowledgment and update practices match available staffing.

Common policy failures and repairs

“Everything is in scope”

That wording can imply authorization for customer systems, employee accounts, or third-party infrastructure. Replace it with an asset list, ownership boundary, and process for reporting adjacent findings.

A contact address nobody monitors

A mailbox that forwards to one employee creates a single point of failure. Use monitored ownership, backups, access controls, and a tested escalation path.

Legal language with no practical boundaries

A broad promise of immunity can conflict with law, contracts, or another owner’s rights. Tie protection to listed assets, good-faith conduct, and compliance with the policy, then obtain jurisdiction-specific legal review.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Promised deadlines the team cannot meet

Missed promises damage trust and encourage premature disclosure. Publish realistic acknowledgment and update expectations, and explain that severity, complexity, dependencies, and active exploitation can change timing.

Collecting excessive evidence

Requiring full database dumps or real customer credentials increases privacy and security risk. Ask for the minimum reproducible evidence and provide a safe test account or tenant when possible.

Publishing once and never maintaining

A VDP becomes misleading when products, domains, versions, owners, or channels change. Assign a policy owner and review the page whenever release architecture, reporting capacity, or legal posture changes.

Maintenance cadence and accountability

Review the policy after major product releases, acquisitions, infrastructure changes, reporting-channel changes, or a significant disclosure. At minimum, verify the scope inventory, contact monitoring, safe-harbor language, supported versions, disclosure procedure, and revision history on a scheduled basis. Track operational measures such as acknowledgment performance, time to validation, remediation status, duplicate rate, and unresolved coordination issues internally; do not publish figures unless you can explain how they were measured and what they mean.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A policy earns credibility when the public page matches the process behind it. Keep the scope narrow enough to authorize confidently, the intake path reliable enough to answer, and the disclosure commitments realistic enough to honor.
