How to Prepare a Family Emergency Communication Plan When Phone Networks Are Disrupted

Choose one trusted contact outside your area, two places to reunite, and a short check-in message—and put the details on paper. A plan should still make sense if calls, texts, mobile data, or a phone’s battery are unavailable; no communication channel is guaranteed to work during an emergency.

1. Choose one shared contact outside your area

Pick a relative or trusted friend who lives far enough away to be outside the likely affected area. Ask them to take the role, then give every household member the same name and number. If your family is separated, each person can check in with this contact, who can relay status between members.

FEMA’s Family Emergency Communication Planning Document and its Family Communication Plan for Kids both include planning around an out-of-area contact.

2. Agree on two places to meet

Choose a nearby meeting point for situations where you cannot return home, such as a familiar public location, and a second location outside your neighborhood or town in case the local area is inaccessible. Write down each address and discuss how each person could get there.

Whether you're sheltering during a storm or camping off the grid, you'll hear every update loud and clear.
  • 【𝗛𝗶𝗴𝗵-𝗘𝗳𝗳𝗶𝗰𝗶𝗲𝗻𝗰𝘆 𝗦𝗼𝗹𝗮𝗿 𝗖𝗵𝗮𝗿𝗴𝗶𝗻𝗴 with Extra-Large Panel】The solar radio features a massive 8500mm² high-efficiency monocrystalline solar panel—over 4× larger than typical 2000mm² decorative polysilicon panels on the market. The expansive panel captures significantly more sunlight, delivering faster charging even in low-light conditions. Perfect for camping, power outages, and off-grid emergencies.
  • 【𝗛𝗶𝗴𝗵-𝗧𝗼𝗿𝗾𝘂𝗲 𝗖𝗿𝗮𝗻𝗸 𝗣𝗼𝘄𝗲𝗿 for Fast Effortless Charging】With an upgraded internal generator—featuring a larger copper coil and reinforced magnet, the hand crank emergency radio delivers nearly 2× the charging efficiency of standard models. • 【Versatile Emergency Flashlight & Soft Reading Light】The noaa am fm radio includes a powerful flashlight that casts a focused beam up to 260 feet, perfect for dark trails, tents, or emergency navigation. Flip up the frosted reading lamp to enjoy a soft, warm glow that’s easy on the eyes. Both LED lights offer two brightness levels to match your needs—whether for safety or comfort.

Talk through what to do if evacuation orders, road closures, or other local instructions make a planned location unsafe or unreachable. Follow authorities’ current directions rather than trying to reach a meeting place at any cost.

3. Make a paper contact sheet

Write a compact plan that household members can use without unlocking a phone or accessing an online account. FEMA recommends carrying copies of the family plan and keeping one in a known place at home.

4. Decide what a check-in says

Agree on a brief format that states both safety and location, such as “I’m safe; I’m at [place].” FEMA’s family planning document offers the example, “I’m OK. At library.” Keep messages concise so they quickly tell others what they need to know.

When a text is available, it can be a practical way to check in; the children’s worksheet says, “Unless you are in immediate danger, send a text.” That is guidance for children, not a promise that a message will send or arrive during a network disruption. Decide which contact method to try, but do not treat a sent message as confirmation until you receive a reply.

5. Separate family check-ins from public alerts

Family communication and emergency information are different jobs. A shared contact, a short text when available, and agreed meeting places help family members coordinate. Alerts and radio broadcasts help people receive public instructions.

Channel What it is for What to plan around
Shared out-of-area contact Relaying status between separated family members. Everyone needs the contact’s details and a way to reach them; calls or messages may not connect.
Text message A short family check-in when service and a working device are available. Do not assume delivery; a phone needs power, and networks can be disrupted.
Phone alerts or apps Receiving public information through a phone. Access depends on the device, power, service, and local availability.
Battery-powered or hand-crank radio Receiving public emergency information when other communication methods fail. It is for listening, not for contacting relatives; reception and local information vary.

Ready.gov’s Radiation Emergencies guidance names a battery-powered or hand-crank radio as a way to get information if other communication methods fail. Keep it as a separate information source, not as a replacement for the contact sheet or reunion plan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ready.gov’s Plan Ahead for Disasters also covers family planning, emergency alerts, and alternative phone charging. Check local authorities’ guidance for how to receive alerts in your area.

6. Rehearse the plan and keep it current

Practice before an emergency, including without relying on a phone. Have each person find their paper copy, name both meeting places, and explain how they would contact the shared person. Rehearse the agreed message and contact method when practical.

Update the sheet when phone numbers, household members, school or childcare arrangements, medical needs, or regular locations change. Coordinate the plan with schools, childcare providers, and workplaces, and use their established procedures during an incident.
