How to Prepare a Coastal Home for High Surf and Coastal Flooding

Prepare in two tracks: reduce avoidable damage before a forecast, and be ready to leave as soon as local officials advise evacuation. Check local coastal-hazard information and alerts, practice an evacuation plan, protect people and documents, make limited drainage improvements, and arrange flood insurance well before storm season. Maps, check valves, sump pumps, and household barriers cannot guarantee safety from storm surge, waves, or structural damage.

High surf and coastal flooding can arrive through several pathways: storm surge pushing inland, waves overtopping shoreline defenses, rainfall overwhelming drainage, or water entering through plumbing and low openings. The safest preparation is an ordered process that starts with local information and evacuation planning, then addresses household supplies, documents, insurance, and only afterward modest property measures.

Start with the local hazard picture

Use flood maps as a planning input, not a boundary

Review your address in FEMA’s Flood Map Service Center and read your municipality’s coastal-hazard, storm-surge, and evacuation information. A mapped zone helps explain expected exposure and insurance requirements, but it is not a guarantee that water will stop at a line. Ready.gov cautions that flooding can occur outside mapped areas and wherever it rains. Elevation, nearby inlets, drainage capacity, wave exposure, and the condition of roads can all change the practical risk at your property.

Local emergency-management instructions control immediate decisions. Identify the county or city alert system, official evacuation-zone map, designated routes, and published shelter information before a storm is approaching. Keep those links and phone numbers in both your phone and a paper emergency folder.

Subscribe to more than one warning channel

  • Enroll in your community’s emergency notification system.
  • Enable local government and emergency-management alerts on your phone.
  • Monitor the Emergency Alert System and official weather updates.
  • Consider a battery-powered NOAA Weather Radio if cell service or electricity may be unreliable; it is an optional information channel, not a substitute for local evacuation instructions.

Use official local messages for route closures, evacuation orders, and shelter openings. National guidance explains general preparation, but it cannot account for a particular barrier island, bridge, tide cycle, or neighborhood road.

Make and practice a household evacuation plan

Decide where everyone will go

Choose a primary destination outside the hazard area and a backup location in case the first one is inaccessible. Establish a meeting place for a separation that occurs away from home. Write down the addresses, phone numbers, and driving directions; do not rely on a single person’s contacts or a cloud account that may be unreachable.

Practice the designated evacuation routes in daylight. Identify alternatives, but use official routes when an order is issued because shortcuts may be closed by water, debris, or traffic controls. Plan to leave early enough for slower travel, vehicle loading, and assistance for anyone who cannot move quickly.

Account for people, pets, and medical needs

  • List each household member’s medications, doses, prescribers, mobility equipment, and communication needs.
  • Arrange transportation for people who do not drive or who need accessible vehicles.
  • Keep pet carriers, leashes, food, water, medications, vaccination records, and cleanup supplies ready. Confirm that the destination accepts animals; many emergency shelters cannot house pets with people.
  • Include infants, older adults, and anyone who depends on powered medical equipment in both the plan and the transport schedule.

Agree on a contact outside the immediate area who can relay messages if local networks are congested. Decide how the household will confirm that everyone has arrived, and practice the plan at least once before storm season.

Assemble supplies and protect vital records

Keep several days of essentials ready

Store several days of drinking water and nonperishable food, plus a manual can opener, cleaning supplies, flashlights, spare batteries, charging devices, first-aid items, hygiene supplies, cash, and household-specific necessities. Add work gloves, sturdy shoes, and weather-appropriate clothing for moving through a damaged home after officials say it is safe. Rotate food, medications, and batteries before they expire.

Keep a go-bag where it can be loaded quickly. Include identification, medication, chargers, copies of your evacuation plan, pet supplies, and a list of emergency contacts. Store one set in the vehicle only if heat and moisture will not damage its contents.

Use waterproof and digital document storage

Place insurance policies, identification, deeds or leases, medical information, banking details, and contact lists in a waterproof, portable container. Create encrypted or password-protected digital copies and keep them available offline on a device that can be charged without grid power. A digital copy does not replace originals required for a specific claim or legal transaction, so protect both where possible.

Take limited property-protection steps before a forecast

Move contents above likely water levels

Move valuables, electronics, irreplaceable papers, and spare supplies to higher floors or elevated shelving. Do not place heavy objects where they could fall during evacuation or block an exit. If your home has a crawlspace, basement, or low utility area, identify which equipment is vulnerable and ask a qualified local professional whether elevation or relocation is permitted by code.

Keep drainage paths clear

Remove leaves and sediment from gutters, downspouts, area drains, and grates. Confirm that downspouts discharge where local rules allow and do not direct water toward doors or neighboring property. Clear debris from the yard so wind and waves are less likely to block drains or damage openings. These tasks help ordinary rainfall and drainage; they do not stop outside floodwater, storm surge, or wave action.

Understand check valves and sump pumps

A backwater check valve can limit sewage or drain flow returning through connected plumbing when the system is designed and maintained for it. A sump pump can remove water collected in a sump basin. Ready.gov recommends considering a sump pump with a battery, but suitability depends on whether your home has a sump system, how groundwater and drainage behave, and whether the pump discharge remains functional during flooding.

Neither device is a coastal barrier. A check valve does not block water entering through doors, walls, windows, vents, or broken pipes. A sump pump cannot keep pace with broad overland flooding or waves entering the structure. Have a licensed plumber or qualified contractor evaluate installation, backflow protection, discharge routing, and maintenance for your home.

Preparation action Best fit What it cannot do
Clear gutters, drains, and grates Reduces blockage during rainfall and runoff Does not stop surge, waves, or water entering through the building envelope
Backwater check valve Limits some reverse flow through connected plumbing when correctly installed Does not prevent overland floodwater or wave-driven water
Battery-equipped sump pump Removes water collected in a suitable sump when power fails Does not handle every drainage condition or keep storm surge outside
Moving valuables to higher levels Reduces damage to contents Does not protect the structure or make evacuation unnecessary

Arrange flood insurance before a threat exists

Standard homeowners insurance generally does not cover flood damage. Ready.gov advises obtaining flood coverage through the National Flood Insurance Program (NFIP) and notes that a policy typically takes up to 30 days to take effect. That is a general timeframe, not a promise for every policy or circumstance; confirm eligibility, effective date, deductibles, limits, exclusions, and contents-versus-building coverage with your insurer or the NFIP before purchasing.

Do not wait for a named storm, coastal-flood watch, or evacuation warning to begin the process. Ask how the policy treats basements, temporary living expenses, landscaping, vehicles, and damage caused by waves or wind. Keep the declarations page and claims contact in your waterproof document kit.

Use a timing-based preparation checklist

Timing Priority Authority to follow
Routine preparation, before a forecast Review maps and local hazards; enroll in alerts; practice evacuation; gather supplies; protect documents; maintain drainage; evaluate plumbing safeguards; arrange insurance Local emergency management for community details, with general guidance from FEMA and Ready.gov
Watch or warning issued Recheck routes and destinations, charge devices, load go-bags, secure loose outdoor items, and monitor official updates Current local alerts and emergency-management instructions
Evacuation advised or ordered Leave immediately on designated routes; take people, pets, medications, documents, and essential supplies Local authorities; do not substitute a personal route or social-media rumor

What to do when authorities issue a warning or evacuation order

1. Leave immediately when directed

If officials advise or order evacuation, depart immediately using designated routes. Do not wait for a preferred departure time, a second message, or water to reach your street. Follow police, transportation, and emergency-management directions at roadblocks and intersections.

2. Move to higher ground before floodwater arrives

If your coastal area is flooding and no evacuation notice has yet been issued, FEMA hurricane guidance says to move to higher ground before water reaches you. Early movement matters because a route that is passable at one moment can become impassable after a culvert, bridge, or low intersection floods.

  • Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft

3. Never enter moving floodwater

Ready.gov’s warning is direct: “six inches of moving water can knock you down, and one foot of moving water can sweep your vehicle away.” The same page uses the phrase “Turn Around. Don’t Drown!” Do not walk, swim, or drive through floodwater, even if the depth appears shallow. Water can conceal washed-out pavement, debris, open manholes, electrical hazards, and contamination.

These figures appear on Ready.gov’s Floods page; the associated FEMA V-1005 fact sheet is labeled July 2024: https://www.ready.gov/floods and https://www.ready.gov/sites/default/files/2024-11/fema_flood-hazard-info-sheet.pdf.

If officials tell you to shelter in place

Choose the safest available interior location

Use a sturdy building and stay away from windows and glass doors. Keep listening for local instructions because sheltering guidance can change as water levels, wind, or road access changes. Keep your phone, alert receiver, flashlight, medications, documents, and shoes together so you can move if directed.

Prevent carbon-monoxide poisoning

Never operate a generator, grill, camp stove, or other fuel-burning equipment indoors or in a partly enclosed space. FEMA hurricane guidance says generators and similar equipment should remain outside at least 20 feet from doors, windows, and vents. Keep exhaust pointed away from the building and follow the equipment manufacturer’s instructions. A garage, porch, carport, or shed can allow lethal fumes to accumulate even when a door is open.

If rising water traps you

Ready.gov advises moving to the highest level of the building but not entering a closed attic where rising water could trap you. Take a phone or other signaling device if possible, and communicate your location through official emergency channels. Do not climb onto a roof unless emergency instructions direct you or there is no safer alternative.

Keep a small, relevant equipment checklist

Equipment supports a plan; it does not replace evacuation. Buy or maintain items only when they match your home’s layout and local conditions.

  • NOAA Weather Radio: a battery-powered receiver that can provide alerts when internet or cellular service is disrupted.
  • Battery-backup sump pump: appropriate only for a home with a compatible sump system and a discharge route that remains usable during flooding.
  • Backwater check valve: a plumbing safeguard that requires correct sizing, installation, and maintenance.
  • Waterproof document container: a portable way to protect identification, policies, medical information, and contact lists.
  • Charging and lighting gear: power banks, spare batteries, and flashlights kept where every household member can find them.

Inspect batteries, pump operation, valves, and document seals on a schedule. Ask licensed local professionals about code requirements before modifying plumbing, electrical systems, foundations, or exterior walls.

Know what general checklists cannot determine

A national preparedness checklist cannot prescribe a safe structural retrofit for every shoreline. Foundation type, finished-floor elevation, wave height, erosion, flood depth, soil, utilities, building codes, and neighboring structures determine whether measures such as flood openings, elevation, breakaway construction, floodproofing, or relocation are viable. High surf can impose forces and debris impacts that ordinary drainage improvements do not address.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For property-specific decisions, consult your local building department, floodplain administrator, licensed engineer, architect, or qualified contractor with coastal experience. Request written explanations of the design assumptions, permits, maintenance obligations, and residual risk. Continue to follow evacuation orders even after investing in improvements; no retrofit makes a home safe to occupy in every coastal event.

Use authoritative guidance for each decision

A practical final check before storm season

  • Every household member knows the evacuation destination, meeting point, route, and backup route.
  • Pets, medications, mobility needs, and transportation constraints are included in the plan.
  • Alerts are enabled through local authorities, and at least one backup information source is available.
  • Several days of water, food, batteries or charging devices, cleaning supplies, and personal necessities are packed.
  • Documents are in a waterproof container with protected digital copies.
  • Gutters, drains, and grates are clear; plumbing safeguards and any sump pump are maintained.
  • Flood insurance has been reviewed for effective date, limits, deductibles, exclusions, and contents coverage.
  • Everyone understands: evacuate when directed, move to higher ground before water arrives, and never enter floodwater.
