Use the full M∀RS title when searching Steam and inspect the product description before buying. The HD Collection is a separate release, and its official site alone does not establish a Windows edition.
Your PC appears newer than the listed requirements
That is not a contradiction. Steam’s requirements are published for the listed game and use older Windows and hardware examples. Newer hardware may exceed those figures, but the listing does not provide a modern benchmark.
