Check requirements and activation before changing graphics
Start with the publisher’s current PC requirements. Rockstar Games Customer Support lists Windows 10 64-bit, 2 GB of memory, and 35 GB of available disk space. The same page lists processor ranges from an Intel Dual Core 2.4 GHz or AMD Dual Core 2.6 GHz up to an Intel i7 3930K six-core at 3.06 GHz or AMD FX8150 eight-core at 3.6 GHz, and graphics ranges from an NVIDIA 8600 GT with 512 MB VRAM or Radeon HD 3400 with 512 MB VRAM up to a GeForce GTX 680 with 2 GB VRAM or Radeon HD 7970 with 3 GB VRAM. Steam’s current store listing presents the game with 2 GB–16 GB RAM and 35 GB of free disk space. The 2 GB figure is the low-end requirement shown by Rockstar; Steam’s wider range describes supported system memory on its listing, not a different minimum that makes the publisher’s requirement invalid.

Rockstar also says installation and online play require a Rockstar Games account and internet access for activation, online play, and periodic entitlement verification. The installer may also install Rockstar platform components and other required software. Some mobile, integrated, and AGP graphics adapters may be incompatible even when other specifications appear close to the minimum.
Install, activate, and make the first launch predictable
- Free the disk space first. Confirm at least 35 GB is available on the target drive and keep some extra headroom for Windows and temporary files.
- Install from your legitimate PC store copy. Steam lists the original game and previously released downloadable content, but store region, edition, price, and availability can change.
- Allow the required Rockstar components to install. Do not cancel platform or prerequisite installations if the launcher requests them.
- Sign in and complete activation while online. Entitlement verification can occur periodically, so an account and internet connection remain part of the supported setup.
- Launch once without changing every option. Record the initial resolution, graphics-memory indicator, and whether the game detects your intended controller. This gives you a baseline for later comparisons.
If the game will not activate, resolve the account, connection, or platform prerequisite problem before reducing graphics settings. Lower resolution cannot repair an entitlement or installation failure.
Choose mouse and keyboard or an XInput controller
The PC version supports mouse and keyboard and XInput gamepads such as the Xbox 360 controller for Windows. Rockstar’s controller support information says the two input methods can be used interchangeably. On-screen prompts change to match the last input method detected, so touching a controller after using the mouse can switch the displayed help icons.

Mouse and keyboard
Mouse and keyboard are useful when you want direct camera control and individually assigned keys. Open the game’s Controls section, select the keyboard or mouse category, and inspect every action before starting a difficult chapter. Change bindings that conflict with your keyboard layout, then test movement, aiming, shooting, cover, bullet time, reload, and menu navigation in a safe area. There is no single sensitivity value that is correct for every mouse, display, or operating-system pointer speed; adjust until small physical movements produce controllable camera motion without lifting the mouse constantly.
XInput pads
Use a wired or wireless controller that presents itself to Windows as XInput. The game uses only the first active XInput controller, so disconnect or disable extra pads if the wrong device is selected. In the Controls section, choose the gamepad category and verify that each stick, trigger, and button responds as expected.
DirectInput devices and the optional layout switch
Rockstar describes an unsupported convenience feature for certain DirectInput devices: the -joysticktype launch option can select a layout. That is not a guarantee that every third-party DirectInput controller will work, and it should not be your first troubleshooting step. If possible, use an XInput-compatible device instead and test it as the only active controller.

Where to change controls and sensitivity
From the main menu, open Options, enter Controls, and select the gamepad, keyboard, or mouse section that matches your device. The exact entries shown depend on the active input method. Bindings and sensitivity are stored as game settings, so make a small change, return to gameplay, and test before changing another value.

- Keep aiming and camera axes consistent with your other third-person games unless a deliberate inversion is more comfortable.
- On a controller, verify that the right stick moves smoothly through its full range and that triggers reach their full travel.
- After switching devices, revisit the Controls screen because the prompts and available binding labels may change with the last-used method.
Build a graphics baseline before optimizing
Do not change ten options at once. Start a demanding, repeatable scene—an area with combat, smoke, reflections, or water—and note frame pacing, texture loading, input response, and visible tearing. Change one option, replay the same section, and compare. NVIDIA’s Max Payne 3 PC optimisation guide identifies resolution, texture quality, shadow quality, and MSAA as major VRAM users. The guide’s relative observations come from an older test system (GeForce GTX 680 2GB, Intel Core i7 940, 3 GB RAM, Windows 7 64-bit, and NVIDIA 301.42 WHQL drivers), so use them to understand trade-offs rather than to predict a frame rate on a current PC.
Watch the in-game VRAM meter while adjusting options. Never treat an advertised or manually entered allowance as extra physical memory. NVIDIA warns that forcing a value beyond the graphics card’s actual VRAM can produce stuttering, slowdowns, missing textures, and crashes.

Understand what each major setting costs

A practical order for improving performance
- Confirm the game is using the intended GPU. On a laptop or hybrid system, check the operating system or driver graphics preference and make sure the dedicated adapter is selected when available.
- Set a sensible resolution. Use your monitor’s native resolution as the starting point. If frame rate is consistently low, test one lower resolution and compare the same demanding scene.
- Check the VRAM indicator. If the meter is close to its limit, reduce texture quality, shadow quality, MSAA, or resolution rather than forcing a larger allowance.
- Choose antialiasing deliberately. Disable MSAA first if memory or frame rate is the problem. Try FXAA when you prefer smoothing with little measured performance cost, and inspect whether its softness bothers you.
- Reduce shadows next. Shadow quality often offers a visible performance trade for a contained image-quality loss.
- Test water-heavy scenes. If the slowdown is location-specific, reduce water quality and retest near the same surfaces.
- Decide on VSync separately. Compare tearing, frame pacing, and mouse response with it on and off. Do not assume the choice that looks best on another PC will feel best on yours.
- Stop when the symptom is gone. Extra reductions only make sense if they solve a measurable problem; record the final settings so you can restore them after a driver or display change.
Fix slow mouse sensitivity
Rockstar has a specific workaround for a mouse that feels unusually slow. Its mouse-sensitivity support page, last updated May 31, 2023, states: “A possible fix is to turn OFF MSAA and FXAA in the ingame options. Then turn on Vsync.” This is a possible fix, not a guarantee.
- Open Options and enter the graphics settings.
- Turn MSAA off.
- Turn FXAA off.
- Turn VSync on.
- Return to the same gameplay scene and test camera movement.
If the mouse still feels wrong, adjust the in-game sensitivity gradually and check for an external frame-rate or overlay problem. VSync can add latency on some systems, so keep it only if the response remains comfortable and the workaround helps.

Use launch options only for a defined compatibility problem
NVIDIA documents several launch commands for this game. Add them through your PC store’s game launch-options field, use one change at a time, and remove a command that does not solve the issue.

Avoid using -availablevidmem as a routine boost. Reporting more memory than the card physically has can cause the stuttering, missing textures, slowdowns, and crashes described above.
Troubleshoot by symptom
The game will not start or activate
- Confirm Windows is 10 64-bit and that the required Rockstar account and internet connection are available.
- Allow the platform and prerequisite software to finish installing.
- Check that at least 35 GB is free and that security software is not blocking the launcher or entitlement check.
- Verify that the graphics adapter is not a mobile, integrated, or AGP model listed as potentially incompatible by Rockstar.
Textures disappear, the game stutters, or it crashes after raising quality
- Check the VRAM counter rather than increasing an artificial allowance.
- Lower MSAA first, then texture quality, shadow quality, or resolution in measured steps.
- Retest the same scene after each change so you know which setting solved the problem.
Frame rate drops mainly near water
Reduce water quality and compare the same water-heavy location. The NVIDIA guide’s observation is scenario-dependent, so a different scene or graphics card may show a smaller or larger effect.
The picture tears
Enable VSync and check whether tearing decreases. If mouse response becomes uncomfortable or performance falls, disable it again and decide whether the latency trade-off is acceptable for your display.

- Use an XInput-compatible controller and disconnect additional active XInput devices.
- Open the Controls section and test each axis and button.
- Remember that touching the mouse or keyboard can change the on-screen prompts to that input method.
- For a DirectInput device, treat

A dependable starting profile
For a PC that meets the published requirements but has limited graphics memory, start at your monitor’s native resolution, keep textures at a level that stays below the VRAM limit, disable MSAA, and use FXAA only if its softness is acceptable. Lower shadows before making the whole image dramatically smaller, and reduce water quality if slowdowns cluster around reflective surfaces. Test VSync on and off for both tearing and mouse response. This profile is a starting point, not a universal preset: the correct final balance is the one that remains stable in your most demanding scenes while preserving the image detail and responsiveness you value.
For a faster system with ample VRAM, increase one setting at a time and keep the same repeatable test scene. Higher resolution, high textures, detailed shadows, and MSAA all consume resources; a large graphics card does not eliminate the need to watch the in-game memory indicator.
What to expect from the PC edition
The PC release includes the original game and previously released downloadable content according to the Steam listing, but availability and edition details can vary by store region and can change over time. Online features still depend on the required account, activation, and entitlement checks. Once those prerequisites are satisfied, the controls, graphics menu, and launch options above provide the supported ways to adapt the game to your hardware rather than relying on a single “best settings” number.
